9 Ozaukee County CREDIT RATING / HIGHLIGHTS Moody s Investors Service ( Moody s ) affirmed the County s general obligation debt rating of Aaa and assigned a stable outlook on January 23, Aaa is the highest general obligation rating available. The county seat of Port Washington is approximately 23 miles north of downtown Milwaukee. The county has a population of 87,625 and a moderate population density of 378 people per square mile. The county's median family income is $94,276 (1st quartile) and the August 2018 unemployment rate was 2.7% (1st quartile) 2. The largest industry sectors that drive the local economy are manufacturing, health services, and retail trade. Credit Overview Ozaukee County's credit position is exceptional. Its Aaa rating is higher than the median rating of Aa2 for US counties. The key credit factors include a very strong financial position, an ample tax base with strong wealth and income profile, an extremely small debt burden, and a mid-ranged pension liability. Finances: The financial position of the county is robust and is aligned with the assigned rating of Aaa. The cash balance as a percent of operating revenues (31.7%) is roughly equivalent to the US median. In addition, the fund balance as a percent of operating revenues (29%) approximates the US median. Economy and Tax Base: The county has a very strong economy and tax base. However, this factor is slightly unfavorable in comparison to its Aaa rating. The full value ($11.7 billion) is slightly above the US median, and grew materially from 2013 to Also, the median family income equals a significant 138.9% of the US level. Lastly, the full value per capita ($132,716) is much stronger than other counties we rate nationwide. Debt and Pensions: The debt and pension liabilities of Ozaukee County are affordable overall. That said, they are slightly elevated with respect to the assigned rating of Aaa. The net direct debt to full value (0.3%) approximates the US median, and stayed the same from 2013 to The Moody's-adjusted net pension liability to operating revenues (1.4x) is consistent with the US median. Management and Governance: Wisconsin counties have an Institutional Framework score 3 of A, which is moderate compared to the nation. Institutional Framework scores measure a sector's legal ability to increase revenues and decrease expenditures. The sector's major revenue source, property tax revenue, is subject to a cap which limits increases to amounts represented by net new construction growth. However, counties may implement a 0.5% sales tax, which diversifies operating revenue. Revenues and expenditures tend to be predictable. The overall economy continues to experience steady growth but remains dependent on manufacturing. Sales tax revenues are increasing, and property tax revenues will remain stable or will slightly improve due to increased construction activity. Appropriations under the state s budget increased funding for essential services such as 911 systems and child welfare. Wisconsin counties with significant exposure to nursing homes may experience challenges associated with Medicare and Medicaid reimbursements. Most Wisconsin counties participate in the Wisconsin Retirement System, which is relatively well-funded. Overall, fixed costs are manageable and not a pressure for counties. In 2017, the county exhibited its fourth straight year of valuation growth to end at $11.7 billion, which is $537 million above its prerecession high. The county unemployment rate was low as of October 2017 at 2.5%, compared to 2.8% for the state and 3.9% for the nation. The county's demographic profile is affluent with median family income at 141.6% of the national median. Financial operations and reserves: strong financial position; moderate enterprise risk We expect the county's financial position to remain sound due to solid operating trends and expenditure and revenue flexibility. The available General Fund balance grew by $710,000 to $7.5 million, or a healthy 29.5% of revenues in fiscal Across major operating funds (general, debt service, health and human services, road and bridges, aging services, public health, county fairgrounds, transit bus operations), the county posted its fourth consecutive operating surplus in fiscal 2016 increasing the available operating fund balance by $1.9 million to $14.8 million, or a sound 30% of revenue. Although financial statements are not yet available, officials estimate that the county ended fiscal 2017 with at least break even operations and could potentially post a modest operating surplus. The fiscal 2018 budget is balanced with no use of reserves anticipated. The Lasata Care Center, the county owned nursing home, poses moderate enterprise risk given its operations are dependent on occupancy rates and state reimbursements and it maintains virtually no internal liquidity to cushion shortfalls. The center relies primarily on charges for services and other operating revenues, which declined to $10.8 million in fiscal 2016 from $14.2 million due to reduced occupancy rates as the facility was undergoing renovations. The fund owed the general fund $2.2 million at the close of fiscal 2016, compared with $1.6 million in fiscal Looking ahead, officials expect operations to improve as occupancy rates are reportedly rebounding as renovations are being finalized. In addition, the county plans to increase the property tax levy dedicated to the facility by $343,000 in fiscal 2018 from $46,000 in fiscal LIQUIDITY While cash is healthy compared with operating fund revenue, it must also serve as a cushion for the county's enterprises, which hold little to no cash. In addition to the Lasata Care Center, the county runs an apartment complex accounted for in the RCAC fund, which has generated surpluses in recent years. Total enterprise operations are significant given annual expenditures of $24.7 million (net of depreciation) are approximately the same size as the general fund. Debt and pensions: low debt burden and manageable pension liabilities The county's debt burden is expected to remain low given limited future borrowing plans. In fiscal 2016, Ozaukee County had $29.6 million of general obligation (GO) debt outstanding. The county's direct debt burden is below average at to 0.3% of full value and 0.6x fiscal 2016 operating revenue. The county may issue bonds to finance upgrades to the countywide radio system in the next two years. The county has no other plans to issue new debt. Total fixed costs, including debt service and pension contributions approximated 8% of operating revenues in fiscal DEBT STRUCTURE All of the county's debt is fixed rate. Amortization of existing debt is average, with 75.1% of principal set to be retired in ten years. DEBT-RELATED DERIVATIVES The county is not a party to any derivative agreements. PENSIONS AND OPEB Moody s single year adjusted net pension liability (ANPL) for Ozaukee County, under our methodology for adjusting reported pension data, was $66.5 million in fiscal 2016, which was an increase from the fiscal 2014 ANPL of $51.2 million. The increase reflects various factors, including plan asset underperformance relative to plan assumptions, and the decline in the Citi Pension Liability Index rate, which is the discount rate we use to calculate the ANPL. Despite the increase in ANPL, the county s ANPL remains manageable at 1.8x the county s operating revenue and 0.6% of the full value of the county s tax base. Additionally, the county's 2016 ANPL was essentially unchanged from the fiscal 2015 ANPL of $66.3 million. The county does not offer other post employment benefits. Moody s ANPL figure reflects the use of the Citi Pension Liability Index rate to value liabilities. The ANPL reflects the allocation of WRS liabilities to participating employers, which is a required reporting standard under GASB effective fiscal The ANPL is not intended to replace Ozaukee County s reported liability information but is used to enhance comparability with other rated entities. Management and governance: moderate institutional framework Wisconsin counties have an Institutional Framework score of A, which is moderate compared to the nation. Institutional Framework scores measure a sector's legal ability to increase revenues and decrease expenditures. The sector's major revenue source, property tax revenue, is subject to a strict cap which limits increases to amounts represented by net new construction growth. However, Ozaukee County has untapped authority to raise property taxes. It is currently paying debt service from its operating levy, but the county could generate approximately $2 million in revenue if it decided to implement its debt service levy. Counties may implement a 0.5% sales tax, which diversifies operating revenue. Ozaukee County has a sales tax in place at that cap. Revenues and expenditures tend to be predictable for Wisconsin counties. Across the sector, fixed and mandated costs are generally moderate. At the end of fiscal 2016, the county's operating net cash totaled $16.3 million, or 33% of revenues. Cash declined in the past two years as bond proceeds deposited into the fund were drawn down. There could be a modest decline in fiscal 2017 as the final bond proceeds are expended, but liquidity will likely stabilize or grow thereafter.

The Executive Committee has established the following schedule: January 16, 2019 the County Board will review the resolution for the issuance of bonds; this resolution requires a three-quarters vote of members elect. 32 11.a Natural Resources Committee AGENDA INFORMATION SHEET AGENDA DATE: December 6, 2018 DEPARTMENT: Planning and Parks DIRECTOR: Andrew Struck PREPARER: Andrew Struck Agenda Summary Budget Amendment for Wisconsin Department of Natural Resources Urban Forestry Grant Funding for Tree Planting Activities, Ash Tree Management and Education/Outreach in the Ozaukee County Park System BACKGROUND INFORMATION: The Planning and Parks Department was awarded a grant from the Wisconsin Department of Natural Resources (WDNR) Regular Urban Forestry (UF) Grant program to support forestry and ecological projects in the Ozaukee County Park System. The grant will support Planning and Parks Department efforts to improve the local ecology and native vegetation at Lion s Den Gorge Nature Preserve and the future Clay Bluffs Cedar Gorge Nature Preserve County Park in the Town of Grafton, Virmond County Park in the City of Mequon and Covered Bridge County Park and the Ozaukee County Fairgrounds in the Town of Cedarburg, by removing ash trees with impacted by emerald ash borer (EAB), planting native trees, and conducting education and outreach efforts to Ozaukee County residents to encourage native tree planting and management of invasive species on private property as well as the capacity building for the Friends of Lion s Den Gorge Nature Preserve. Specifically, this grant will provide funding for Planning and Parks Department staff operations, contracting with a conservation corps (e.g., AmeriCorps NCCC, Milwaukee Community Service Corps, Great Lakes Community Conservation Corps, Wisconsin Youth Conservation Corps) for assistance, purchasing native tree stock and education/outreach events and materials. Improving the native tree vegetation at these County Parks will assist the Department in maintaining a high quality County Parks System reflective of the local ecology by preserving, protecting and restoring the natural resources inclusive of the native plant communities. Furthermore, this effort will assist in taking steps to manage the County Parks for EAB impacted ash and hazard trees, provide education to adjacent landowners, support volunteer activities, and improve Ozaukee County's tree species diversity and canopy coverage. ANALYSIS: On November 15, 2018, WDNR staff announced that Ozaukee County was awarded $20, for the Ecological Planning and Management in Five Unique Ozaukee County Park Properties project. The Natural Resources Committee approved the WDNR UF grant submittal at its August 2, 2018 meeting. The grant requires a 50% local match, which will be provided by several private foundation grants (e.g. MAS Audubon In Action, American Transmission Company and Brookby Foundation), in-kind County staff time, supplies, and equipment, and volunteer time. The grant is for the 2019 calendar year, starting on January 1, This proposal is consistent with the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035 and Park and Open Space Plan for Ozaukee County. This document is a land information plan for Ozaukee County prepared by the land information officer (LIO) and the Ozaukee County land information council. Under state statute 59.72(3)(b), a countywide plan for land records modernization is required for participation in the Wisconsin Land Information Program (WLIP). The purpose of this document is twofold: 1) to meet WLIP funding eligibility requirements necessary for receiving grants and retaining fees for land information, and 2) to plan for county land records modernization in order to improve the efficiency of government and provide improved government services to businesses and county residents. WLIP Background. The WLIP, administered by the Wisconsin Department of Administration, is funded by document recording fees collected by register of deeds at the county-level. In 2018, Ozaukee County was awarded $51,000 in WLIP grants and retained a total of $110,304 in local register of deeds document recording fees for land information. This plan lays out how funds from grants and retained fees will be prioritized. However, as county budgets are determined on an annual basis with county board approval, this plan provides estimated figures that are subject to change and are designed to serve planning purposes only. Land Information in Ozaukee County. Land information is central to county operations, as many essential services rely on accurate and up-to-date geospatial data and land records. A countywide land information system supports economic development, emergency planning and response, and a host of other government planning and citizen services. The Ozaukee County land information system integrates and enables efficient access to information that describes the physical characteristics of land, as well as the property boundaries and rights attributable to landowners. Mission of the Land Information Office. The mission of the Land information Office is implement a multi-purpose, multi-user, parcel-based land information system consisting of a geodetic reference framework, large- planimetric and topographic base maps, overlays, cadastral boundaries, boundaries of cultural and natural areas, best known as the Foundational Elements of the Wisconsin Land Information Program. It is Ozaukee County s mission to design a common automated land information system in the County so as to ensure economy and efficiency in the development and use of that system. It is also Ozaukee County s mission to ensure the maintenance, retrieval and exchange of data by and between the various users of the system. LIO Goals over the next three years. Over the next three years, the LIO will focus on: (1) bringing its web mapping service into state-of-market technology, (2) achieving efficiencies by broadening the utilization of GIS and exploring consolidation of county GIS services, (3) improving parcel mapping accuracy, and (4) increase its responsiveness to meeting the land records needs of residents and businesses. The remainder of this document provides more details on Ozaukee County and the WLIP, summarizes current and future land information projects, and reviews the county s status in completion and maintenance of the map data layers known as Foundational Elements. 1 INTRODUCTION In 1989, a public funding mechanism was created whereby a portion of county register of deeds document recording fees collected from real estate transactions would be devoted to land information through a new program called the Wisconsin Land Information Program (WLIP). The purpose of this land information plan is to meet WLIP requirements and aid in county planning for land records modernization. Any physical, legal, economic or environmental information or characteristics concerning land, water, groundwater, subsurface resources or air in this state. Land information includes information relating to topography, soil, soil erosion, geology, minerals, vegetation, land cover, wildlife, associated natural resources, land ownership, land use, land use controls and restrictions, jurisdictional boundaries, tax assessment, land value, land survey records and references, geodetic control networks, aerial photographs, maps, planimetric data, remote sensing data, historic and prehistoric sites and economic projections. The WLIP and the Land Information Plan Requirement In order to participate in the WLIP, counties must meet certain requirements: Update the county s land information plan at least every three years Meet with the county land information council to review expenditures, policies, and priorities of the land information office at least once per year Report on expenditure activities each year Submit detailed applications for WLIP grants Complete the annual WLIP survey Subscribe to DOA s land information listserv Coordinate the sharing of parcel/tax roll data with the Department of Administration in a searchable format determined by DOA under s (2)(a) Wis. Stats. section 59.72(1)(a) Any grants received and fees retained for land information through the WLIP must be spent consistent with the county land information plan. Act 20 and the Statewide Parcel Map Initiative A major development for the WLIP occurred in 2013 through the state budget bill, known as Act 20. It directed the Department of Administration (DOA) to create a statewide digital parcel map in coordination with counties. Attachment: Ozaukee County Land Information Plan (RES : Approving Land Information Plan) Act 20 also provided more revenue for WLIP grants, specifically for the improvement of local parcel datasets. The WLIP is dedicated to helping counties meet the goals of Act 20 and has made funding available to counties in the form of Strategic Initiative grants to be prioritized for the purposes of parcel/tax roll dataset improvement. For Strategic Initiative grant eligibility, counties are required to apply WLIP funding toward achieving certain statewide objectives, specified in the form of benchmarks. County Land Information System History and Context In February 1990 The Ozaukee County Board of Supervisors created a Land Information Office pursuant to Section of the Wisconsin State Statutes. To provide policy oversight, the Board also created a Land Information Committee comprised of County Board Supervisors. In June 1991, the Board requested the Southeastern Wisconsin Regional Planning Commission (SEWRPC) to prepare a 5 year plan for the implementation of a modernization program. SEWRPC produced Community Assistance Planning Report #142, A Land Information System Plan for Ozaukee County. Subsequently, the plan was approved by the Board in May The modernization program proposed by the plan involved the development of a fundamental base map upon which a computerized Geographic Information System (GIS) could be built. Developing this map to WLIP Standards required the following activities: Recovery/Monumentation, where necessary, of all United States Public Land Survey (USPLS) section corners and quarter corners. County Land Information Plan Process County land information plans were initially updated every five years. However, as a result of Act 20, counties must update and submit their plans to DOA for approval every three years. This plan, completed at the end of 2018, is the second post-act 20 required update. Foundational Elements incorporate nationally-recognized Framework Data elements, the major map data themes that serve as the backbone required to conduct most mapping and geospatial analysis. Foundational Elements were previously defined by the former Wisconsin Land Information Board under the guiding idea that program success is dependent upon a focus for program activities. Thus, this plan places priority on certain elements, which must be addressed in order for a county land information plan to be approved. Beyond the county s use for planning purposes, Foundational Element information is of value to state agencies and the WLIP to understand progress in completion and maintenance of these key map data layers. Ozaukee County determines the Custodian to be the department with responsibility the data. The custodians supply the data for updates, establish update frequency, determine distribution of data and determine which datasets or attributes are visible to public access. Maintenance is regarded as the process in which editing and updating are completed. Ozaukee County requires a floodplain delineation be completed when landowners have an area of a potential floodplain. Upon identification of an amendment of a floodplain, the County is responsible to update the mapping to reflect the updated delineation. 72 Technology Architecture and Database Design This section refers to the hardware, software, and systems that the county uses to develop and operate computer systems and communication networks for the transmission of land information data. 11.a Hardware Ozaukee County continues to maintain adequate hardware needs as they arise. Software Ozaukee County utilizes ESRI software Website Development/Hosting Ruekert-Mielke developed and currently hosts the County GIS website. The contract Ruekert- Mielke for the GIS website will expire December Ozaukee County will be looking for alternative website solutions which are more cost effective, more user friendly and is compatible with ESRI. ArcGIS Online seems to be a viable alternative to our current GIS website, which still allows us to work cooperatively with the local Municipalities for data sharing. Within the next three years we hope to be migrated to an ArcGIS Online environment and anticipate development, conversion and set up costs from an outside vendor. Metadata and Data Dictionary Practices Metadata Creation Metadata creation and maintenance process: The County plans to continue maintaining the Metadata for our already created GIS layers and create Metadata for newly created layers and data sets. The County utilizes ArcCatalog to develop and provide access to geospatial metadata. Ozaukee County utilizes the $1000 Training grant towards attendance of the GIS Coordinator, GIS Technician, GIS interns or any other interested County personnel to the Wisconsin Land Information Association Annual Conference as well as regional conferences. Ozaukee County also allows staff to attend the ESRI User s Conference in San Diego to take advantage of the training on current software and insight into new technology on the horizon.
