Louisville, Kentucky Re: Property Condition Survey for: 1006 Lynes Avenue Savannah, Georgia PIN: (hereinafter the Property ) Dear Sirs: Per your request, I hereby certify that I am the duly appointed and Zoning Administrator, Department of Development Services, City of Savannah, Georgia (the Jurisdiction); and I am responsible for the enforcement of the zoning ordinance of the Jurisdiction (the Zoning Code). I am certified by the International Code Council (ICC) as a Zoning Inspector. I have access to the information required to make the following certifications: 1. The Property as of September 9, 2014 is in the Heavy-Industrial, (I-H) Zoning District, as provided in the Zoning Ordinance or Code of the City of Savannah. As shown on the City of Savannah, Georgia, Zoning Map approved in 1960 as amended. 2. The purpose of the I-H district shall be to create and protect areas in which industries, which the I-L zoning district does not permit, can be permitted. I-H zoning district permits the propose use of warehouse and storage. The I-H zone permits the propose use of community correctional center (Use 10n) is a permitted use within the I-H zoning district; provided, however, the community correctional center must adhere to the following:

4 a) Such use shall not be located within 300 feet of any conforming one, two, or multifamily dwelling structure, nor on a lot where within the same block a conforming one, two, or multifamily dwelling structure is located, nor across the street from an "R" (residential) zoning district; b) A Site Development Plan shall be reviewed under the provisions of Section to insure that the use is oriented in the best manner to protect adjacent uses; c) One hundred square feet of space shall be provided in the building for each occupant, including staff; d) Each center shall have a staff manual setting forth established procedures for emergency evacuation, medical emergencies, and security procedures; and e) A maximum of fifty (50) persons, in addition to the staff, shall be housed in this center. One staff security guard and one staff supervisor shall be on site at all times the facility is occupied. 3. This confirmation is made as of the date of this letter and does not constitute any representation or assurance that the property will remain in the zoning classification for any specified period of time, or that the permitted uses of the zoning classification will remain in effect for any specific period of time. 4. I am not personally aware of any zoning violations with respect to the Property, or any action or proceeding pending before any Court or administrative agency with respect to the zoning of the Property or any improvements located thereon.
