2 Most important duties of resident activities Improving comfort and community spirit of each residence PARTICIPATION You are the best expert of your residence you can have an influence living at Sivakka as a resident. Everyone has the right and possibility to take part in common events. INFLUENCING You can influence the living comfort of your flat. As a resident coordinator, you can present the wishes for common areas, for example, the yard and play area, to improve comfort. COOPERATION Together with the property manager and other operators. 3 Resident activity in the Sivakka concern Residents meetings The residents meetings create the basis for resident activities. Resident evenings are held at least once a year. The resident coordinator or contact person are chosen then. The property manager takes part in the resident evening. In addition to issues related to the Act of Joint Management of Rental Buildings, an operational plan, common events for the residents can be arranged. Issues related to the property are handled as well as preparing a house rules guide. The contact person works as the contact in common issues related to the property together with the Sivakka property manager. THE REPRESENTIVE OF THE RESIDENT COMMITTEE S DUTY DOES NOT INCLUDE work as an informant between resident/property manager/maintenance company. Each resident takes care of the problems and deficiency issues in their flat directly with the property manager/maintenance company. Cooperation committee A cooperation committee of active resident committee representatives meets approximately 6 times per year. The cooperation committee provides the Sivakka board statements and opinions on the operations of the company and issues related to the decisions. They also develop resident activities and residents comfort together with the company. The cooperation committee selects candidates from their midst to be Sivakka resident members and deputy members. Controller A controller is appointed from the residents of the cooperation committee of the rental units managed by Oulun Sivakka Oy to monitor and inspect the management of the finances and administration of the rental units. The controller can be one common person for all the company s rental units. Board member The board members have responsibility according to the Companies Act. Residents activity 3
4 Act on Joint Management of Rental Buildings According to the decisions set by the parliament: 1 Purpose of joint management The purpose of joint management of rental buildings by residents and owners as provided for in this Act is to give residents decision-making power and an opportunity to influence matters related to their own housing conditions, to increase comfort and satisfaction and to promote the upkeep and maintenance of rental buildings. 2 Scope of application This Act is applied to rental buildings that are subject to the restrictions on use and assignment referred to in the Act on the Use, Assignment and Redemption of State Subsidised (ARAVA) Rental Dwellings and Buildings (1190/1993) or the Act on Interest Subsidy for Rental Housing Loans and Right of Occupancy Loans (604/2001). 5 Resident cooperation and resident meetings 1) Select mode of resident cooperation (resident committee/contact person). 2) Decide on operator. 3) Select officers into resident committee (chairman, secretary and other members of the resident committee) and the contact person. 4) Decide on the need of a operational funds. THE PROPERTY MANAGER OF BUILDING sends invites for resident meetings at least once a year. Issues regarding the property are handled at the event. Residents activity 5

7 Plan of operation It is a good idea for the resident committee to prepare a written plan of operation. The planned events for the year as well as the estimated costs of the events are recorded in the plan of operations The plan of operation helps 1) Gives the resident committee a good framework. Something well planned is almost done. 2) Know where you are going. 3) Creates commitment with the other residents. 4) Property manager knows what is happening. 5) Budgeted operation funds go further. Budgeted operation funds The budgeted operation funds are granted annually to each property. The budgeted operation fund is at most, 15 euro/ residence, proportioned to the size and operation of the property. The budgeted operation funds can be used to increase the comfort and community of all residents by arranging open events and other costs arising from resident cooperation approved by the company. The resident committee can purchase products with a purchase permit from Sivakka to buy from agreement shops. (No alcohol or cigarettes can be purchased for events) Examples of budgeted operation funds in use: Catering for volunteer work, etc. Holiday catering (Christmas parties, First of May, Midsummer, etc.) Small purchases of furniture and supplies for clubroom. Fitness center equipment Supplies (club supplies) Small furniture for garden, for example grills. Budgeted funds can be applied for events as follows: The resident committee representative contacts the property manager and informs of what kind of event is coming and agrees on the purchases with the property manager. The property manager sends an electronic purchase permit to the agreement shop and informs the resident committee representative the order number with which the products can be fetched. Rewarding active resident cooperation A meeting fee is paid to the members of the cooperation committee. A travel expense is paid to the resident operator of the property according to the presented costs.
