Fifty-one percent (51%) of the total project units must be City assisted if CDBG funds are requested. HOUSING PROGRAM MANAGEMENT SUPPORT PROJECTS For ALL proposals requesting Housing Program Management Support, a narrative must be attached that outlines the project to be supported by the funding requested and the service that is to be provided as a result of the funding. ALL PROPOSALS MUST MEET THE PROPOSAL REQUIREMENTS SET FORTH IN SECTION B OF THIS RFP AND INCLUDE DETAILED PERFORMANCE BENCHMARKS (see below). Funds are available under this RFP for all qualified non-profits and CHDOs requesting additional administration funds to bring housing projects currently underway to fruition. The total amount of housing program management support will be based on the size of the project, the total development cost, the risk associated with the project, and reasonable development based on proposed benchmarks. HOUSING-RELATED SERVICES For ALL proposals requesting Housing-Related Services, a narrative must be attached that outlines the project to be supported by the funding requested and the service that is to be provided as a result of the funding. ALL PROPOSALS MUST MEET THE PROPOSAL REQUIREMENTS SET FORTH IN SECTION B OF THIS RFP AND INCLUDE DETAILED PERFORMANCE BENCHMARKS (see below). 13
4 Funds are available for both for-profit and nonprofit developers that conduct housing-related services such as inspections (basic inspection, move-in inspection, housing quality control [HQS]), and loan underwriting. Organizations that provide housing-related services not listed or those not traditionally funded by the City are encouraged to apply for funding under this RFP. Projects must be described in detail and performance benchmarks must be provided. Funding can be applied to both new projects and projects presently underway. The total amount of housing-related services support will be based on the size of the project, the total development cost, the risk associated with the project, and reasonable development based on proposed benchmarks. Benchmark Performance: ALL requests for housing program management support and housing related-services support must include a benchmark performance schedule for the project s first year or the actual year the project is in construction stage. The benchmarks must be reasonably connected to the actual work to be completed and identify the project. Payment of funds will be based on completion of benchmarks. PROJECT FEASIBILITY & ABILITY TO PROCEED SITE CONTROL: INDICATE CURRENT SITE CONTROL AND COMMENT ON STATUS: ATTACH EVIDENCE OF SITE CONTROL (DEED, OPTION, P&S) BUILDING AND ZONING: CURRENT ZONING ALLOWS S PER ACRE.
