APPLICATION The application should be filled out and mailed as soon as possible class sizes are limited. All applications are expected to be submitted by July 1, Member status as of July 1, 2015, will be used to determine the appropriate fee. CANCELLATIONS Applicants who cancel before July 1, 2015, will receive a full refund. After July 1, 2015, there will be a cancellation fee as follows: Registration of $ or less = $50.00 cancellation fee and registration of over $ = $75.00 cancellation fee. DEAN Roger E. ON SITE REGISTRATION All students attending the five and four day classes and the first half-week two day courses will be expected to register at the Ramada Inn lobby on Sunday, July 12 th between 2:00 and 5:00 PM. A Welcome Reception will be held from 6:30 to 7:30 PM. Classes will begin promptly at 9:00 AM Monday morning. Commuter registration will occur on Monday morning from 8:00 AM to 9:00 AM. If you are attending only a second half-week course, you may register on Tuesday, July 14 th between 3:00 PM and 4:00 PM or Wednesday, July 15th between 8:00 AM to 9:00 AM in the same location. HOUSING All housing accommodations are your responsibility. The Seminar headquarters will be the Ramada Inn (607) Other area hotels in close proximity: Clarion (607) , Hotel Ithaca (formerly known as the Holiday Inn) (607) and Econo-Lodge (607) Make sure you mention you are with the conference to get the best rate. We have a special rate at the Ramada Inn of $97.95 per night. MEALS Dining facilities are available at hotels, campus dining halls, and other fine area restaurants. Costs of meals are the responsibility of the student and are not included with tuition costs. IAO RECERTIFICATION AND ORPTS CONTINUING EDUCATION CREDITS One credit will be awarded for each classroom hour. DOS CONTINUING EDUCATION CREDITS Continuing education credit from the Department of State, for 12 credit hours, is pending for the following courses: Crs. 1, Appraisal Principles & Procedures, Crs. 2 Application of the Three Approaches to Value, Crs. 5 Agriculture Economics, Crs. 7 Commercial/Industrial Valuation, Crs. 8 Income Approach to Value, Crs. 9 Waterfront Valuation, and Crs. 10 Cell Tower Valuation. ADDITIONAL REQUIREMENTS Necessary workbooks included with the cost of the course; the exception is the textbook for the two Basic Valuation. Please bring calculator to class. HP12c or equivalent is required for most valuation courses. CONFIRMATION A confirmation letter will be mailed/ ed to all registrants by July 6, REIMBURSEMENT Eligible Assessors and County directors who attend will receive continuing education credit and reimbursement from ORPTS pursuant to their current rules and approval by the Department of Budget.

3 Course 1 Appraisal Principles and Procedures INSTRUCTOR: Nathan T. Gabbert, IAO COURSE DESCRIPTIONS - CORNELL 2015 This is an introduction course of instruction in the appraisal of real property, emphasizing legal considerations, economic principals, real estate markets and analysis. At the conclusion of this course the student will understand the basic terms, concepts and principles applicable to valuation; the appraisal process and its steps; apply the valuation process and its steps to course exercises and to real world situations. (This course is a requirement for assessors seeking basic certification from ORPTS) Course 2 Application of the Three Approaches to Value INSTRUCTOR: Edye B. McCarthy, IAO This is an intermediate course of instruction that will build on assessors knowledge of basic appraisal procedures and the use of the three approaches to value. At the conclusion of this course the student understand and be able to apply the three approaches to value and reconcile the three approaches to value into a final value opinion. (This course is a requirement for assessors seeking basic certification from ORPTS). Course 3 Valuation with RPS INSTRUCTOR: Anne Sapienza, IAO, and Kevin Andrews If you want to do your own valuation from start to finish, or if you have hired a contractor and want to understand what they are doing, then this course is for you! It is designed to walk someone through the valuation process from creating PIDs, analyzing your current roll, establishing cost tables, creating a model and parameters for the comparable sales and assessments. You will leave with a good base, a manual and a CD with a residential model that can help get you started in your office. The course will be informative, exciting and you will walk away ready to go! Course 4 Application of Excel in the Assessor s Office INSTRUCTOR: Warren J. Wheeler, IAO, and Debbie A. Eurich, IAO This course is intended to give Assessors and staff a broader understanding of how to better utilize Excel and Word in their office. The emphasis will be on Excel from the basics through intermediate level. Students will learn how export information out of RPSV4 and data warehouse. A variety of practical applications will be demonstrated, such as; using Excel for Building Permit Tracking, Mobile Home Park Star Admin, and Special Franchise Apportionments, to name a few. Students will also learn the advantages of mail merge, and template creation using both Excel and Word. In addition, students are asked to submit personal examples of what they would like to learn and appropriate examples will be incorporated into the class as time permits. Course 5 Agriculture Economics: The Business End of Agriculture INSTRUCTOR: Donald Finney-Collins, IAO, and Robert Wright This course will look at the economics of agriculture in today s market and its application to farm appraisal. The class will include presentations from agriculture experts and include virtual tours of several different agricultural operations. This course will cover a wide range of farm operations (crops, dairy, orchard, vineyard, hops, etc.) and focus on the various economic elements that impact on the overall success of the operation. This course will also explore a web-based option/model for assisting the Assessor in valuing the farm using the sales approach.

4 Course 6 IAO 2: Exemption Administration INSTRUCTOR: Thomas Frey, FIAO This course is open to IAO members and non-members alike. This is the most advanced Exemption class offered. Topics that will be covered include; Public, Private, Residential, Commercial Real Property Tax Exemptions, the Law and the application process. In depth discussions will involve the more common exemptions; STAR, Senior, Agricultural, Veterans, Religious, IDA s and Not-for profit s. We will also examine the complexities of determining, what is income and expenses and how to determine residency for private residential exemptions. The Instructor will also share some actual exemption applications and their ultimate outcome, with some surprise results. Please feel free to bring your actual horror stories to share with the class. We will be utilizing E-Government at its best, so bring your laptop (not a requirement of the class) and learn the sites that will make you a better Exemption Administrator. Course 7 Commercial/Industrial Valuation INSTRUCTOR: John P. Zukowski, IAO, MAI This course is designed to provide a basic understanding and overview of the procedures and practices necessary to appraise commercial/industrial properties. Valuations of this type can be complex and challenging even for experienced appraisers. The session includes introductory and basic instruction on how to prepare and perform a commercial/industrial appraisal. It also identifies physical types of structures and discusses appropriate use of the three approaches to value, cost approach, income approach, and sales comparison approach. In our review of the ORPTS Building Classification System we will discuss elements of comparison and typical purchasers to develop the most applicable approaches to value of each type. (This course is a requirement for County Directors seeking basic certification from ORPTS and can be taken for basic certification by Assessors). Course 8 Income Approach to Value INSTRUCTOR: John McGrory, IAO, and Teri Ross, IAO This is a course designed to provide a basic understanding of the Income Approach to Value. The material includes selection of capitalization rates, analysis of income and expenses to estimate operating income, and capitalization methods and techniques. This course will be a great review for experienced users, as well as a starting point for new Income Approach users. For those Assessors just getting condominiums or affordable housing in their municipalities, this half-week session will give you the building blocks needed to estimate values by the Income Approach. Course 9 Waterfront Valuation INSTRUCTOR: David W. Briggs, FIAO This course is designed to assist the assessor or appraiser in identifying the characteristics of waterfront properties that are pertinent for valuation purposes. It will consider waterfront properties ranging from lakefront lots to large acreage parcels. Riverfront land and lakes within property parcels will be considered and discussed. Both appraisal and mass appraisal techniques will be discussed. Course 10 Cell Tower Valuation INSTRUCTOR: Gary McCabe, CAE This seminar is designed to assist the assessor or appraiser in identifying the characteristics of cell towers pertinent for valuation purposes. There is emphasis on understanding the physical characteristics necessary for the market for this type of specialized property. The three traditional approaches to value (Sales Comparison Analysis, Income Approach, and Cost Approach) will all be discussed relative to how each may or may not be reliably used to value cell towers.

5 The various types of ownership interests (Fee Simple, Leased Fee, and Leasehold) will be addressed relative to the uniqueness nature of cell towers. Course 11 RPTL 420A Exemption: Comprehensive Evaluation INSTRUCTOR: Rebecca Speno, Esq. Administering any real property tax exemption can be daunting. However, few exemptions are as overwhelming on our assessors as the RPTL 420-a exemption. The issues raised by this exemption are complex and often walk the line of deciding what is a charitable cause, and what is education or even worse, what is religion. On top of this, local politics often factor into the analyses even though our local government leaders know that an assessor s clear mandate is to avoid such issues. This course will teach the assessor how to navigate the facts and circumstances of the RPTL 420-a exemption process. Specifically, this course aims to provide an approach for dealing with the questions and politics of a variety of 420-a exemption situations that an assessor may encounter. Course 12 Practical Assessment Administration CANCELLED.
