4 State s Responsibility on FC Bridges NDOR is managing the routine, FC and scheduled special inspections for local FC bridges. NDOR does not manage other types of special inspections. NDOR is also managing the under water inspection for qualified bridges. After 8 years of managing local FC bridges, we have set standards for procedures and report preparation. This history and these standards will be helpful should local owners accept responsibility for their FC inspections.

5 Road Closure By any standards this bridge is not closed. Sections and of BIM are under revision.

6 When Reopening a Repaired Bridge An initial inspection of the repairs is required before opening to traffic. The local owner is responsible for the initial inspection even on FC structures. If the repair is not in-kind replacement, a PE should complete the inspection and terminate CFR (DR320) at owner s expense. Update the BrM (create a new inspection) and include photos of repaired items.

19 Inspection of submerged elements during Routine Inspections If the submerged element of substructures cannot be inspected at routine inspection due to high water depth, an UWI is required. Complete inspection during low flow periods. If flow depth is never less than 4 UWI is required. If flow is too fast for the safety of inspectors, an UW inspection could be scheduled at 60 month intervals.

20 Which Bridges Require UW Inspection? Bridge substructures in more than 4 feet water year round require divers. Bridges that are not safe for routine inspectors during low flow, in depths of 2.5 to 4 feet, also may qualify for UW inspection. The list of UW bridges was reevaluated in the fall of 2012 during a severe drought to arrive at the current list. They were inspected in 2013.

22 UW Inspection of Power Canal Bridges These can be inspected by Routine Team Leaders when the canal is drained for maintenance. The NPPD canal between Keystone and North Platte was drained in 2012 and NDOR inspected related bridges in November of Lincoln County Inspected their bridges in October of Keith County did not inspect their bridges in Therefore they are due for UWI in November of 2017.

23 We Need Your Input This summer NDOR will provide the list of proposed UWI bridges in your county. Please identify bridges that 1. Should not be inspected as UW any longer. 2. Could be on the UWI list in NDOR will consider your input. Please provide reasons for your decisions. Complete this request by December 1, Out-of-state consultants will be hired to complete UWI in 2018 (June to October).

24 In Summary 1. Complete an initial inspection when you reopen a bridge after a repair. 2. Update BrM and submit photos after any inspection. 3. Consider inspecting the UW element at routine inspection. You may have to inspect during low flows periodically. 4. Review the list of UWI and verify the need for UWI by December of 2017.
