GAZETTE NOTICE NO TASK FORCE ON REVIEW OF PROSPECTING, EXPLORATION AND MINING LICENCES AND AGREEMENTS APPOINTMENT IT IS notified for general information of the public that the Cabinet Secretary for Mining in accordance with powers conferred to him by section 92 of the Mining Act, and as a first step and with aim of streamlining the mining sector and in the context of comprehensive review of the mining policies in Kenya, appoints a task force to be known as the Task Force on Review of Prospecting, Exploration and Mining Licences and Agreements. 1. The Task Force on Review of Prospecting, Exploration and Mining Licences and Agreements (herein referred to as the committee) shall consist of the following members: Mohammed Nyaoga (Chairman). Elizabeth Cheptanui Rotich. Ferhan Chaudri. Nawal Salim. Caroline Armstrong. Erastus Lokaale. Hassan Hussein. The Task Force report is due to the Cabinet Secretary for Mining on or before 30th October, The terms of reference of the Committee are to: (a) Review all the agreement and licences relating to prospecting, exploration and mining issued between January, 2013 and May, 2013 with a view to ascertaing their legality and establishing whether due procedure was followed in their issuance and prepare a short report on the same. (b) Review all the agreement and licences relating to prospecting, exploration and mining issued between January, 2003 and December, 2012 with a view to ascertaing their legality and establishing whether due procedure was followed in their issuance. (c) Review the status of all licences issued between January, 2013 and May, 2013 with a view of determining whether they are dormant, operational or expired. (d) Make recommendations on the basis or the findings on (a) and (b) above to the Cabinet Secretary for Mining on the way forward with regard to any licence(s) that is found to be dormant, operational or expired. (e) Recommed measures for developing processes and institutional capacity to effectively comply with licensing procedures. (f) Recommend clear modalities and processes of licensing which will ensuree transparency and spell out clear timelines.
