1 Hickory Lane 1515 Vandenbroek Road, Little Chute, WI (866) Rules and Regulations In order to have a neat, clean, and attractive manufactured housing community, and one that not only the Resident and the Landlord will be proud of, the Landlord has set forth the following rules and regulations of which the Resident and their guests shall abide. The management of the park hopes that these rules will be a helpful reference for you, and help you make your mobile home, neighborhood, and your city a better place in which to live. These rules are a part of the Lease. The address lot site, where your mobile home is set up is your home, and regardless of its size and location there are definite responsibilities imposed upon you for its care and maintenance. Those that are unusual will be spelled out in detail. When you take possession of the lot site, you assume these responsibilities, and by the acknowledgement of the receipt of these rules and regulations, you further acknowledge these responsibilities. Generally speaking, when a resident assume the responsibility of a lot site and home, they further agree to specific maintenance responsibilities. These include everything from day to day home and site cleaning to proper care of utility lines and proper rubbish disposal. 1. Rental Agreement The park contracts with the resident by the execution of a rental agreement, more commonly termed a lease. A rental agreement is intended as a built-in protection for the resident, it assures them of a specific lot and approximate lot size. It spells out the exact rents (at the time of execution, and subject to rent increases), additional charges, deposits, special services and those items included in the rent. Everyone should read their rental agreement carefully, as it is a contractual obligation between the property owner and the resident, enforceable by law and subject to the laws of the state as to termination. 2. General Site Regulations A. No violation of any law or ordinance of this city, county or state will be tolerated. No acts shall be committed which would place the Landlord in violation of any law or ordinance of this city, county or state. 1

2 B. Loud parties, loud radios, TV s, or excessive noise or any other mechanical or electrical devices that cause disturbances or any drunkenness or any acts of immoral behavior will not be tolerated. C. Resident shall be responsible and pay for any damages caused by his/her family or guests as may be required by law. D. Using other resident s sites for shortcuts is prohibited. E. Site up-keep. It is the responsibility of the Resident for lawn care and the removal of snow from the site. Resident is responsible for the mowing and trimming of the grass once a week. Yard waste must be dropped off only in designated area set by the Landlord, not off the end of the road. Snow removal shall be completed within 24 hours of a snowstorm. Snow will not be put on the roadway. No parking of vehicles on the street during the winter months. Every resident is expected to maintain the appearance of the home and site within the lot lines so the combined effect contributes to Hickory Lane s image. If management deems necessary, grass cutting, trimming and snow removal may be done by management and fees will be charged. Please refer to the lease. F. Outside storage of building materials, appliances, car parts, and other junk/debris is not permitted. Your yard must be kept free of stones, branches, pinecones and toys and must be kept clean and neat. No tarps permitted to cover items in the yard, driveway, windows, cars, or anything outside of the home. No decorative stones are permitted on the lot. Management will not be held responsible for any damage caused by lawn mowers. G. Lawns must be raked in the Fall & Spring by each Resident. H. Trees, shrubs and flowers may, among other things, damage park utilities, may prohibit free movement of snow plows and lawn mowers or prevent free movements of homes in and out of the park. Therefore, the above items may only be planted or removed with written consent of the Landlord. No trees, shrubs or planting may be removed from site unless management deems necessary. I. Satellite dishes and antennas are allowed only if the unit is mounted on the roof of the home and the height is limited to no more than one foot higher than the highest point of the roof unless there are special circumstances. J. The Resident may install no fences of any kind. K. The Landlord permits only umbrella or retracting clotheslines with written approval. Retractable lines must be retracted when not in use. No lines may be tied from tree to tree, home to tree, etc. Before digging or driving posts, the location must be approved in writing by management and diggers hotline must be notified due to extensive lines/utilities buried underground. L. Before digging, driving rods, posts or any plantings, check with the Landlord for the location of underground utilities. 2

3 M. Each home must have their numbers marked on the exterior of their home facing the road. N. Construction of ANY accessory building, shed, annex, steps, carports, or deck must be approved in writing by management BEFORE construction begins. Each site shall have one accessory building not to exceed 12 x12 and a deck that is a minimum of 4 x4. The Landlord shall determine the placement of these. Construction of these must be in accordance with local building code and the Resident shall be responsible for getting the building permit only after receiving written permission from the Landlord. In no case will chipboard or blandex be permitted as an exterior siding material. Any accessory structure must be painted or sided to match the home. Any additions to the home must be skirted with approved material. Accessory building or structures shall be restricted to a height no higher than the height of the mobile home. A change of exterior color of any structure will be approved only if it is in harmony with other homes and the Landlord has approved the change in writing. It is the Resident s responsibility to obtain any required permits from the Village of Little Chute for any improvements to be done to the home. O. Outside storage of firewood is restricted to not more than one face cord on the site at any time. Firewood must be stored between your deck and shed against your home and be stacked neat and not higher than 3 high and must be stacked in a safe manner so it cannot topple over. If grass is killed by firewood storage, it is the Resident s responsibility to replace lawn when firewood is removed. Tarp or plastic may not be used to cover firewood. All fireplaces must be approved and meet all local fire codes/laws. P. All rubbish must be put in fly-tight garbage cans or trash bags. Recyclables must be separated in accordance with local regulations. Trash containers must be kept in your shed or out of site from the roadway except for the day of pick-up. Trash containers should be put out the morning of pick-up and must be removed on the same day as pick-up. Q. Window air conditioners are permitted only if installed with wall brackets. Bracing from the ground is not approved. Window air conditioners cannot be placed in front of the home windows. R. Trampolines of any kind are not allowed. S. No discharge of firearms, bows/arrows, B.B. or pellet guns are permitted in Hickory Lane or surrounding areas. T. Swimming pools over 18 inches high are not permitted. U. The following are the regulations for utility connections: (a) The hooking up of sewer, water, electric and telephone and the charges incurred for connections are the responsibility of the Resident: (b) The electricity must be connected by a contractor certified by the City: (c) The gas must be connected by a contractor certified by the City: (d) Resident is responsible for getting and paying for all plumbing, electrical, and building permits: (e) 3

4 3. Vehicles Resident is responsible and must pay for any damages Resident or Resident s agent makes to the Landlord s or City s equipment from working on the utilities, including the panel board, meter, wires, receptacles, pipes, read-a-matics, etc. This includes any damages to the same equipment resulting directly from fire to the home, etc.: (f) Resident is responsible for keeping all sewer and water lines, meters and connections protected from freezing. These water lines, meters and connections must have a heat source (heat tape or heat cable) and an ample wrapping of insulation. Cost to repair the damages to this equipment due to Resident s negligence is the responsibility of the Resident. A. Resident and resident s guests shall drive in and out of the park in a careful and prudent manner. B. Parking: All vehicles, motorcycles must be parked on the hard surfaced driveway of your site. Parking of the above will not be allowed on the lawn. No more than two vehicles allowed per home site. All vehicles must be registered. Trailers, campers, boats, snowmobiles etc. must be stored in the storage area or elsewhere off the property. C. No on-street parking will be allowed between 2AM and 8AM. Vehicles parked on the roads during these hours will be towed away at the owner s expense. Parking on the roads during normal hours is allowed provided you park on the right side of the road. D. The speed limit is 10MPH. Stop signs mean stop. Roads within Hickory Lane are private roads not public roads. E. No unlicensed or non-operating vehicles are allowed on Hickory Lane s property. F. No semi-tractors or trailers are permitted in Hickory Lane. G. Working on a vehicle is not allowed. Oil changes and minor repairs are permitted if safeguards are employed to prevent pollutants from spilling on the ground. In no case may the vehicle be incapable of movement under it s own power for more than 8 hours. No vehicle will be worked on in the streets of Hickory Lane. 4. Signs A. For Sale signs are limited to one sign per home which must be located in a window. No other signs are permitted except political signs during an election. No business, peddling, or soliciting signs are allowed. B. When a home in the park is put up for sale, it must be inspected by management to determine what repairs if any are necessary to bring the home up to park regulations. 4

5 5. Utilities With the onset of winter and freezing temperatures, a few simple, precautionary measures taken in the fall will prevent the inconvenience of frozen water and sewer pipes, and the added expense of having to pay a service charge to have the water and sewer lines thawed. Listed below is a simple listing of precautionary steps that will, if adhered to, prevent freeze-ups. A. Garden Hose: Disconnect from faucet. If left connected, water in the hose will freeze and in turn cause the water line to freeze even though heat tape is working properly. B. Insulation: Visually inspect the insulation for breaks that will leave areas of the water and/or sewer line exposed thereby causing a cold spot. The insulation should be unbroken from the ground up to and in contact with the bottom of the home. A waterproofing wrap, usually gray in color, should cover all fiberglass insulation. This plastic wrap also works as a windbreak. In addition to the physical condition of the insulation, a further check is needed to insure that the insulation is dry. Grasp the wrapped pipe at the bottom of the home and check for moisture for at least 36 inches. Wet insulation will freeze and cause the water line to freeze. C. Resident is responsible for winterizing the home and shall be responsible for any and all damages to the Landlord s equipment if freezing is caused by the Resident s failure to properly winterize. Resident shall not run water in the home to prevent freezing. All leaking faucets, fixtures, and toilets must be fixed immediately. D. Heat tapes: Check the operation of the heat tape by unplugging it from the thermostat and plugging it directly into a 100V outlet. If the tape is working properly it should feel warm to the touch in 2-3 minutes. If properly working, plug the tape back into the thermostat and insure that the thermostat is plugged into a 100V outlet. Do not wind any excess tape around the pipe, as expansion and contraction of the tape will cause weak spots and eventually burn out. As an added precaution for the do-ityourselfer, do not allow the manufacturer directions as to the insulation of the tape (wrapping it around the pipe), but lay the tape flat against the length of the pipe. Encircling the pipe will cause the tape to burn out. E. Garden hose faucet: The mouth of the faucet should be wrapped with insulation or a rag to prevent winds from entering the mouth. F. Sewer: Frozen sewers are the result of drip. Leaking faucets and toilets will cause any sewer to freeze up with the result being that all wastes normally back up into the bathtub. Additionally check all connections for 5

6 security and make sure that the elbows are in good condition. There should be no external leaks. DO NOT BEND HEAT TAPE IN FREEZING TEMPERATURES AS THEY WILL BREAK. In addition the following must also be adhered to: G. Foreign objects including but not limited to sanitary napkins, paper towels, baby wipes, Kleenex, wash clothes, cigarette butts, coffee grounds, grease, oil, cat litter, diapers, and toys must NEVER be flushed down toilets. The Resident will be responsible for unplugging and repairing sewer pipes and drains caused by foreign objects. H. Water meters are the property of Hickory Lane. Tampering with them will be considered a breach of your lease agreement. If your meter is tampered with Hickory Lane will estimate the usage and bill you for any cost to return the meter to its original condition. 6. Home Set-Up A. Installation of the home shall be the responsibility of the Resident. All homes must have a separate water shut-off valve installed for easy access. Any home with an electric water heater must have a back flow valve installed at the water heater connection point. Each home must have an outside water faucet. B. All utility hook-ups must be done in accordance with local and state regulations. C. Skirting is covered in the lease however the following also apply: skirting must be kept in good condition at all times. Good condition means free from buckling, cracking and loose/missing parts. The Landlord must approve all skirting prior to installation D. Resident s must supply well-constructed front entryway steps into the home in accordance with local building codes and shall consist of materials resistant to the weather such as treated wood. Generally, all steps shall measure at least 3 in the direction of travel at the top of the stairs. The landing may not be more than 8 inches below the interior floor elevation. Stairs of more than 3 risers shall have at least one handrail. Handrails shall be provided on all open sides of stairs per state codes. (Comm ) Steps must be well maintained and painted/stained to match the home. Steps must be skirted with approved material and must be neat and attractive. Rear steps, if installed, shall follow the same guidelines. Metal steps are not permitted. 6

7 7. Pets E. Axels, wheels and hitches must be removed within 30 days of entering the community and are considered part of the home and must be stored underneath the home. These components may not be sold, leased or removed from the site. We realize that in many cases, pets constitute a vital part of family life, and we do not wish to minimize their importance. A. All pets must be approved prior to them residing in the Community. All pets must be registered with the office. A photo of each pet must be maintained on file with the office. All pets must maintain current rabies and other inoculations and proof of such must be provided to the office each year at lease renewal. B. Management is not responsible for stray animals. C. All pets must be kept on a leash at all times, and never allowed to run at large. Pets may not be tied and left alone outside of the home site. D. Pets may not enter other home sites. E. Community lawns are not to be used for walking pets. Pets should be walked on the Resident s lawn only. Lawns must be cleaned up promptly after your pet has been outside. F. Pets that become obnoxious or a nuisance to others so as to cause complaint, or which in the opinion of the Management are noisy, odorous, or unruly in behavior must be removed. Pets with vicious tempers or noisy tendencies are not permitted. Any violations or disturbances such as barking, snarling, growling, etc. may result in the revocation of permission to keep the pet, among other remedies available to the Community. G. Outdoor pets, runs, kennels, etc. are not permitted. H. Only 2 dogs will be allowed per home site. The type must be approved by Management. I. Visiting pets are not permitted. J. Pets must not be buried within the Community and must be disposed of in the conformity with applicable government regulations. K. Residents are responsible for damages caused by their pets. L. No breeding is allowed. M. Cat litter must be disposed of with normal household garbage. Used or unused cat litter must not be flushed or washed down the system. N. Any pet found at large in the park will be deemed to be a stray pet and treated accordingly. O. There is a monthly charge per dog per month. 7

8 Any violations of these rules will result in the removal of the pet from the Community. In the event the Resident does not remove the pet from the Community, Management will seek eviction of the Resident for violation of the Rules and Regulations. 8. Conduct A. Care must be taken not to cause excessive noise from 10PM to 7AM. This includes loud music, loud mufflers, squealing of tires, yelling, etc. B. Your site is designated for residential use and not for the conduct of retail or any other enterprise prohibited by the zoning or other ordinances pertaining to the park. C. No outside fires are permitted except in a barbeque grill. After use, ashes and debris must be disposed of in a metal container. D. Parents will be held responsible for the conduct of their children. Be sure your children understand the rules of the park. This is for their safety. Please inform your children not to trespass on other Resident s yards. Birds, wildlife, trees and shrubs in Hickory Lane are protected. If you damage them, you will be charged for replacing them. There is no hunting in Hickory Lane. E. Hickory Lane shall maintain an office with hours by appointment only. Emergency calls for police, fire and ambulance should be placed with the City department. F. Any violation of the criminal laws of the State of Wisconsin or the rules and regulations or your lease shall be reason for termination of your lease. 9. Snow removal Snow plowing will be done by the park once accumulation is greater then 2 inches. It is the resident s responsibility to keep their drive clear of snow. The park does not allow street parking during the winter. The plow will normally concentrate on one street at a time moving the snow. The plow does not make individual calls to plow out cars. Car s plowed in must be shoveled out by the resident. Complaints registered about a non-compliance with the rules and regulations must be in writing and signed and given to management. Anonymous calls and letters will be disregarded. In the event of a serious violation, please contact the local police department. If any rules are not complied with a written notice will be given. If the violation is not corrected in the time stated or another violation occurs within a year an eviction notice will be given. 8

10 Mobile Home Safety Mobile home safety week was conceived by the members of the Wisconsin Manufactured Housing Association to provide you as a mobile home dweller with safety, maintenance, and economy tips to enhance your lifestyle in your home. Please use this short checklist. Ninety percent of the problems which cause aggravation and inconvenience to mobile home owners can be prevented. This list will help you make a thorough inspection. Remember, An ounce of prevention is worth a pound of cure. Fall Winter 1. Have furnace inspected by a qualified maintenance specialist; check all gas line fittings and valves. 2. Check flues, be sure they are clean and clear or replace. 3. Check furnace filter and periodically clean and replace. 4. If you have a gas hot water heater, check the flues and be sure the area around the heater is clear. 5. Check skirting, make sure it s secure and in good repair. 6. Check water line, be sure it is wrapped with an approved heat tape. Inspect or change your heat tape annually. Never use flammable material to wrap heat tape. 7. Check storm windows for fit and general repair. These will conserve much inside heat. 8. Check sewer line, be sure it is straight. No bends or bows, these can cause blocking or freezing of the sewer line. 9. Check water pipes. There should be no leaking. Slow drips can freeze sewer line. 10. Check the toilet, be sure it doesn t run. 11. Check smoke detector, it should be tested periodically. 12. Check for openings in undercarriage. These should be secured. 10

11 Spring Summer 1. Check tie downs. They should be taut. 2. Check top of home. See it if needs sealant in any place. Sealant should be applied every two years. 3. In early spring, have cooling equipment checked by qualified maintenance person. 4. Cooling filters should be cleaned or changed periodically. 5. Check with park manager on tie-down requirements for utility sheds. 6. If you have eaves, clean and check attachment to home. 7. If you have patio covers or decks, check them for stability and attachment to home or secured to ground. 8. Check sewer line. Pipe contracts and expands with changes in temperature. 9. If home is out-of-level, adjust blocking or re-level home. Do this only after the frost is out of the ground. 10. To retain beauty and value, this is the time to wax or paint the exterior if needed. 11. Before digging on your lot, check with the park manager for buried cables, gas, water, sewer or utility lines. 12. If you intend to place shrubs or greenery, check with the park manager. These 24 tips can save you time and money. 11
