3 Crawford County Rural Road Naming and Addressing System Technical Manual Section 1: Introduction This technical Manual establishes a uniform system for naming roads and for numbering property frontage on all County maintained roads and other public and private ways in the unincorporated area of Crawford County. It provides the methods of instituting the County s road naming and address system and provides for the enforcement of the system established. These rules and regulations are in accordance with Arkansas Statute Annotated , Opinion No The text of the Opinion is presented in Appendix A. Section 2: Road Names A. Road Name Suffixes All road names shall have a descriptive suffix. Road, Lane, Drive, and Highway shall mean all roadways, public and private, open for general public travel, which constitute the basic interconnecting County transportation system. Access driveways to homes, apartments, commercial complexes and the like shall not be considered as roads and shall not be named as such. Cul-de-sac or dead end roads, which have only one entrance/exit, shall have a suffix name such as Place or Court to indicate their dead end nature. Loop roads are circular or rectangular roads, which begin at one point and end at another point along the same road. The road name suffixes on these roads shall be Loop or Circle or other names indicating a closed road. B. Road Name Duplication Road names shall not be duplicated within the unincorporated address area and there shall not exist sound alike road names (i.e. Beach or Beech, Cherry or Cheery). An exception to this duplication rule may be permitted to allow a dead-end, circle or loop to have the same name as the road from which it originates. The suffix Place, Loop, Circle, etc. will be used to differentiate the difference between the road origin which will have the suffix Road, Lane, Drive, etc. C. Directional A directional prefix to a named road shall be used to indicate the side of the baseline that the road is on when the road continues across the baseline. A directional prefix or suffix shall also be used in instances of extended roads in many directions, or may be added to address properly. D. Numerical and Alphabetical Names 2

4 Numerical names (1 st, 2 nd, etc.) and alphabetical letters (A, B, C, etc.) shall not be permitted within the unincorporated address area. The exceptions are 1) state and federal highways identified by their state and federal numeric names, and/or 2) to ensure continuity with existing road names out of incorporated places. E. Road Name Continuity Efforts will be made to ensure continuity with existing roads. A road generally running in one direction, intersected by one or more crossroads, shall have the same name throughout its entire length unless a substantial variation in direction or angle of deviation requires a road name change. Roads and state or federal highways extending from unincorporated areas of the County shall bear the same name to the road end or to a logical point of naming deviation. F. Private (non-numbered) Roads A private (non-numbered) road within the unincorporated area which serves as a traffic collector for three (3) or more residential and/or commercial structures shall bear a road name. Private named roads do not carry through traffic and they may function as an easement for utilities. Buildings with driveways facing or orientated to such roads shall have the road name from which they are orientated as part of their address. For the purposes of addressing the unincorporated area, a private driveway provides vehicle access to property or buildings abutting the right-of-way on which the property is orientated. Several buildings may be accessed from a single driveway (i.e. two or more homes, apartment complexes, mobile homes, commercial complexes and the like). Access driveways shall not be considered roads and shall not be named. G. Developer proposed Road Names Developers of property are encouraged to propose road names on plats containing new roads. All such names are subject to review by the County Judge and 911 Coordinator for compliance with this Technical Manual. H. Road Name Appeals The County Judge may change, rename or name an existing or newly established road within the limits of said address area at any time after the adoption of this Technical Manual upon review of the 911 Coordinator and Committee. A resident shall have the right to appeal directly to the County Judge or 911 Coordinator an adopted designated road name for newly constructed roads only. Road names that are presently assigned cannot be appealed. The resident shall have two (2) weeks from the date of Address Notification to declare their intention to Appeal the Road Name. This declaration must be made to the 911 Coordinator. Upon such appeal, the 911 Coordinator shall process the application. The County Judge may refer the appeal application back to the 911 Coordinator for further consideration, or the County Judge may change or rename the road in accordance with the appeal application (Appendix B). The 911 Coordinator may refer an appeal to the County Judge or 911 Board if needed. 3

5 Section 3: Address Numbers A. Baselines The basing system for numbering of buildings on State and County roads and other public and private ways in the unincorporated areas of the County are as follows: The Cities of Van Buren and Alma have an address system with a point of reference center point and baselines upon which a grid system has been established. These two systems shall be retained and extended to cover the unincorporated areas of the County (Map 1). 1. The City of Van Buren addressing system shall be extended to cover all of Crawford County, except for that area set aside for the Alma addressing system, terminating Westerly at the Oklahoma State Line, North at the Washington/Madison/Franklin County Line and South at the Sebastian County Line. The Eastern boundary shall begin where the Frog Bayou meets the Arkansas River and shall follow the Frog Bayou North to the Cain Community. The boundary shall cross North U.S. Highway 71 at AR Hwy 348 and shall be extended along, but will not include Crawford County Road Number 40 to the intersection of Crawford County Road Number 304. The boundary shall be extended Easterly at this intersection to the Franklin County Line. North Arkansas Highway 59, North Arkansas Highway 220, the portion of Crawford County Road Number 30, connection North Arkansas Highway 220 and Crawford County Road Number 31, and Crawford County Road Number 31 to the Washington County Line shall be the baseline for numbering structures along East and West Roads. Main Street, Main Street/Kibler Road/Arkansas Highway 162 to Kibler, and a portion of the Frog Bayou East of Kibler to the Arkansas River shall be the baseline for numbering structures along North and South roads. There shall be allowed a minimum of twenty-five (25) feet and a maximum of fifth (50) feet for each potential address number with 500 feet block grids. Varied topography, road deviations or layout may require adjustment of the 500 foot block length and subsequent address number assignment in part of the areas to be addressed. 2. The City of Alma addressing system shall be extended to cover that area North and East of the Frog Bayou to the Cain Community. Extension of the addressing system will be North to the portion of AR Hwy 348 connecting U.S. hwy 71 and Crawford County Road Number 40 and will include Crawford County Road Number 304, thence Eastward to the Franklin County Line. The center point for addressing will be U.S. Highway 71/AR Highway 162 at U.S. Highway 64 in Alma. Arkansas Highway 282, U.S. Highway 71, U.S. Highway 71/Arkansas Highway 162, U.S. Highway 64-B/Cherry Street and Arkansas Highway 162/Fayetteville Street extended South along the East line of Section 7 Township 9 North Range 30 West to the Frog Bayou will be the baseline for numbering structures along the East and West roads. U.S. Hwy 64 and a portion of the Union Pacific 4

6 railroad tracks from Dyer to Mulberry will be the baseline for numbering structures along North and South roads. All North-South roads crossing the N block grid, which is equal to the Van Buren N block grid, shall convert at that point to the Van Buren address system. There shall be allowed a minimum of twenty-five (25) feet and a maximum of fifty (50) feet for each potential address number. Block grids will be an averabe of 330 feet (1/16 of a mile). B. State Highway, Federal Highway and County Road Address Numbering State, Federal and County roads which traverse within the County addressing system boundaries described in Section 3A shall be addressed as follows (Map 2) 1. AR Highway 282 shall continue its addressing from the Van Buren addressing system North to the City of Mountainburg and shall retain the 500 foot block grids when crossing the Alma address system boundary. 2. AR Highway 162 shall be addressed out of Alma to the Frog Bayou, at which point it will convert to the Kibler address grid. 3. U.S. Highway 64 shall continue it s addressing from the Van Buren addressing system East to the Franklin County Line, converting to Alma block grids when crossing the Alma address system boundary. 4. Interstate 40 shall be addressed from the Oklahoma State Line (Zero Point) to the Franklin County Line, with fifty (50) feet for each address number with 500 foot blocks. 5. U.S. Highway 71 shall continue its addressing from the Alma addressing system North to the N block grid (set forth in Section 3-A2), converting to 500 foot block grids at this point. 6. All North-South Crawford County roads crossing the N grid line shall continue their addressing from the Alma addressing system North to the N block grid (set forth in Section 3-A2), converting to 500 foot block grids at this point. 7. Crawford County Road Number 27 shall continue its addressing from the Alma addressing system West, converting to 500 block grids when crossing the Van Buren address system boundary line. C. Address System Boundary Maps Maps depicting the boundaries of the addressing systems described in Section 3A are approved as part of this Technical Manual. Copies of said maps are on file with the County Clerk/Recorder of Crawford County. 5

7 D. Assignment of Address Numbers Within the Van Buren addressing system, odd numbers shall be assigned to the West side of the road on all North-South roads North of the baseline and even numbers on the East side. On North- South roads to the South of the baseline, even numbers shall be assigned on the West side of the road and odd numbers on the East side. On East-West roads to the West of the baseline, even numbers shall be assigned on the North side of the road and odd on the South. On East-West roads to the East of the baseline, even numbers shall be assigned on the South side of the road and odd on the North. Within the Alma addressing system, odd numbers shall be assigned to the West side of the road on all North-South roads, and even numbers on the East side. On the East-West roads, odd numbers shall be assigned to the South side of the road, and even numbers on the North side. Assignment of address numbers shall increase from the baselines. E. Diagonal Roads All buildings on diagonal roads shall be numbered the same as buildings on northerly and southerly roads if the diagonal runs more from the North to the South, and the same rule shall apply on easterly and westerly roads if the diagonal runs more from the East to the West. All buildings on diagonal roads having a deviation of exactly forty-five (45) degrees, shall be numbered the same as buildings on northerly and southerly roads. Curving roads will be assigned numbers based upon the grid of their greatest length. For instance, if the road is more South than West then the North/South grid will be used. F. Block Numbering The address number of buildings on each road shall be based on its block number. The block number for a beginning road point shall have begun at the appropriate basing system as set forth in Section 3A. Beginning road points not extending to the base line shall be assigned the same relative block number derived from the block grid system as if the said road had extended to the said baseline. Once the beginning road block number has been determined and assigned, the road shall have a consecutive block numbering sequence to road end. A non-sequential block and number sequence may be permitted on road segments, which jog or deviate drastically from the principal direction of the road or on looped roads. Block numbering on the road segment shall correspond to the paralleling baseline. G. Address Numbers/Road Frontage All numbers assigned to property and buildings shall be assigned on the basis of one for each 25 feet road frontage. Where a lot of record is in excess of 25 feet of road frontage, with a single building accessed by a driveway, the building address shall be the nearest number within the sequence to the building. For a building located along a long curvy driveway or unnamed private road, which is not visible from the main road, the address number shall be the nearest number to the juncture of the driveway with the main road. 6

8 H. Multiple Entrance Address Assignment Where any building has more than one entrance service separate occupants, a separate number shall be assigned to each entrance serving a separate occupant providing said building occupies a lot, parcel or tract having a frontage of at least 25 feet for each such entrance and each entrance faces a public road. If the building is located on a lot, parcel or tract which would permit the assignment of one number to each such entrance, numerals or letters shall be used. Where only one number can be assigned to any house or building the owner, occupant or agency of such house or building, who shall desire distinctive numbers for upper and lower portion of any house or building, or for any part of any such house or building fronting on any road; such owner, occupant or agency shall be assigned the suffix (A), (B), (C), etc., as may be required. Fractional numbers shall not be used as an alternative to alphabetical designations. Distinctive names such as 1 st Place, Plaza One, or the like may be used by owners to name business locations. However, businesses so named shall also display its correct assigned address number or numbers. I. Platted Subdivisions In platted residential subdivisions the County Judge or his designee may give each lot an address. Address numbers will be assigned to large lots relative to their capacity to be divided into two or more lots. Address numbers shall be assigned to lots in the appropriate odd or even numerical sequence relative to their block locations. Lots exceeding 5 acres shall not be addressed until construction has begun and the building location can be determined. At that time the address will be assigned to the building. J. Loop, Circular or Rectangular Roads On loop, circular or rectangular roads and cul-de-sac roads, address numbering shall begin at the entrance nearest the grid baseline. Address numbers shall increase or decrease relative to their initial movement from the grid baseline and continue to the opposite ends as if the road were in a straight line. Grid number changes will be made every 25 feet, except as noted in Section 3A (2), with odd and even numbers remaining on the same side of the road as they began. K. Apartment Buildings Apartment buildings on public roads shall be assigned individual addresses. Apartments clustered about a central parking area immediately facing a public road shall be assigned separate addresses. When apartments are arranged along a private road, a sign showing the apartment complex name, with the public road address below it, must be posted at the entrance. In these entrances each building is lettered A, B, C, etc., but a central postal facility for all apartments must be located so it is readily accessible to a mail carrier from the public road serving the complex. Each apartment must be identified on the exterior entrance by the number or building letter and number for multiple buildings. The numbers shall be in sequence 1, 2, 3, etc. Apartments in lettered buildings shall have the building letter as part of each apartment number, such as B-120. When the building units are on multiple floors, ground floor numbers shall be in the 100 series (101, 102, 103 ), second floor in the 200 series (201, 202, 203 ), etc. If a common hallway is used for several apartments, the external hallway entrance to each apartment shall contain a list of 7

9 the apartments served. When addressing townhouses or other buildings containing units separately owned, each address shall be placed upon the principal external entryway to the unit. The official address for each apartment on a public road shall be the building addressed followed by the apartment number, such as 7100 Mockingbird Hill, Apt. 6. Addresses for units in apartment buildings not on a public road shall include the public road address and the building number with the apartment designation. The official address for each apartment will be the public road address followed by the building letter, a dash, and the apartment number such as 7100 Mockingbird Hill Rd, Apt. C-10A. L. Posting of Address Numbers The owner, occupant or agency of the affected house or building shall place or cause to be placed upon each house or building, the number or numbers assigned by the County or its designee. Such number or numbers shall be placed on existing buildings within 30 days from the date of address notification (Appendix C). The property owner shall pay for the cost of the number or numbers. The numbers used shall not be less than three (3) inches in height for residential and commercial. The number shall be of a durable reflective material to promote enhanced visibility. If the proper number is not placed on an existing building within 30 days from the date of the letter of address notification, the property owner may be subject to a fine of not less than $ Each day said offense continues shall be considered a separate offense. Check of said posting of building numbers shall be a cooperative effort among the rural fire districts, ambulance company(s), and the county road and sheriff s departments. Notification of non-compliance shall be made to the 911 Coordinator who shall notify the offender of the County s address number policy. The offender shall have 15 days to comply before ticketed for non-conformance. M. Placing of Address Numbers The numbers shall be conspicously placed on each building so that the number can be seen plainly from the road on which the number is based. Whenever any building is situated so it is not clearly visible from the road, the number(s) assigned shall be placed near the driveway or common entrance to such building. Numbers painted or stenciled on shall not be a substitute for the display of address numbers prescribed. N. Posting Address Numbers on Mail Boxes Address numbers are required on residential and commercial mailboxes located adjacent to public roadways. O. Official records Official records of address numbers shall be maintained by the County Judge or his designee, and shall be open to inspection of all persons during the office hours of the manager. Appeals concerning numbers shall be made to the 911 Coordinator. 8

10 P. Release of Address Information An individual s address shall only be released to address user groups (as defined by the County Judge or the 911 Committee), the individual, or a person, firm, corporation, partnership or other entity acting on behalf of the owner with the owner s knowledge. Q. Application for Address on New Structures The owner or agent proposing to locate any house, building or structure in need of an address in the address area of the County shall apply to the 911 Coordinator for the assignment of the correct number or numbers. R. Unauthorized Use of Addresses No person, firm, corporation, partnership or other entity shall authorize the use of an address that has not been assigned or otherwise approved by the 911 Coordinator. S. Enforcement of Manual Provisions Any person failing to comply with the provisions of this Manual shall upon conviction thereof, be fined not less than $25.00 nor more than $50.00 plus prosecution costs for each offense. Each day said offense continues shall be considered a separate offense. Section 4: Zip Codes A. Postal Address Notification The Post Office serving a structure and the appropriate zip code for that structure will be included in the address notification process, regardless of whether mail is to be delivered to that structure or not. B. Zip Code Boundaries Zip code boundaries will be defined by the existing, established postal service to an area. C. Use of Correct Zip Code Any individual using two zip codes for one structure will be assigned an address using the correct zip code for the location of that structure within the zip code boundary. D. Unauthorized Zip Code Use 9

11 Any instance of an individual found using a zip code that is neither within nor adjacent to an established zip code service area will be reported to the U.S. Postal Service for review. E. Dual Postal Routes Any instance of dual postal routes, which do not permit the establishment of well-defined zip code boundary lines, will be reported to the U.S. Postal Service for review. F. Establishment of Zip Code Boundaries Efforts will be made to establish well-defined zip code boundaries through the use of physical features or other acceptable division points. The U.S. Postal Service will assist the County in the establishment of maintainable zip code boundaries. G. Zip Code Changes No agent of the County will change an individual s zip code without the knowledge and permission of the U.S. Postal Service. The U.S. Postal Service will notify the 911 Coordinator of any zip code boundary changes for addressing system maintenance purposes. H. Location of Mailboxes in Relation to Address Assignment Structures will be addressed from the road on which they are oriented. The location of the mailbox used by the owner of the structure will not affect the address assigned to the structure. Section 5: Road Signs A. Location of Road Name Signs Road name signs shall be erected at all county road and all non-county maintained road intersections named for 911 purposes regardless of other route markings that may be present, i.e., state and county road numbers. No person, firm, corporation, partner or other entity shall erect road name signs on roads or driveways not approved by the County Judge or 911 Coordinator. Road name signs that are not part of the 911 system cause confusion and could cause a delay of emergency service response. If it is found that a road name sign that is not part of the 911 system has been erected, the 911 Coordinator will notify the offender of the road name sign policies and the offender will be required to remove the road name sign. If the offender does not remove the road name sign, the County will remove the sign. 10

12 B. Road Signage for New Developments After Initial Address Assignment After an area of the county is addressed, the County 911 Sign Crew will produce, erect and maintain the signs. If an access driveway develops naturally into a road serving three or more residential or commercial structures without the direction of a single developer as an agent, and it is determined that for location purposes that the road should be addressed, the County shall be responsible for erecting road name signs at the appropriate locations. C. Costs of Road Name Signs The costs of erecting road name signs for non-county maintained roads after the completion of addressing in an area, which are deeded to the County at a future date, shall be the responsibility of the partioner. D. Road Signs Specifications All road name signs shall be in conformance with the specifications as administered by the County Road Department or when within the planning area of a city, the specifications as administered by the City. Section 6: Maintenance Procedures A. Procedures for Reporting Address Data Errors/System Problems at E-911 Public Safety Answering Point (PSAP) Locations Error reporting will be by each dispatcher as errors are detected during day to day operation. All Address Data Errors or GIS Mapping errors will be reported using the AliTrakker discrepancy tools. Reporting procedures will be included in the police/sheriff s/ambulance Standard Operating Procedure Manual. The 911 Coordinator will correct any addressing/gis problems. B. Street Address Update Procedures 1. Cities that are not maintained by the 911 Coordinator shall initiate street and/or street address changes by completing a MSAG Change Request Form (Appendix D) and submitting it to the County 911 Coordinator whenever a street is added, extended, condemned, renamed or otherwise changed. 2. Changes to the MSAG for rural Crawford County shall be as follows: Notification of road dedications, new road additions, road extensions, a condemned road, renamed or otherwise changed road shall initiate from the County Judge s Office or their designee (911 Coordinator). 11

13 3. The 911 Coordinator forwards City or County MSAG Change Request Forms and any additional information that may be required to the Telephone Company. New roads/streets and address number ranges are assigned an Emergency Service Number Code (ESN) by the 911 Coordinator according to established maps and listings of ESN area boundaries (Map 3 and 4). 4. The Telephone Company processes customer service requests according to the established company procedures. Records are updated daily in their 911 system to maintain the ALI database. A MSAG change flow chart is shown in Appendix E. 12

17 CRAWFORD COUNTY ROAD NAME CHANGE APPLICATION PROCEDURES A consensus of at least 80% of residents (1 per household) residing along a road is required to initiate a road name change. It is the applicant s responsibility to gather the support necessary to initiate a road name change. Documentation of resident s support for a proposed road name alternative is required. To appeal a given road name, the enclosed Appeal Application and Petition must be completed and submitted to the 911 Coordinator for review. Applicants are encouraged to submit at least two road name alternatives, listed in order of preference. A listing of proposed road names will assist the 911 Coordinator in the identification of an alternative if the preferred name is not acceptable. Names that are duplicates or sound-alike to other County road names are typically unacceptable. Once a resident has signed the petition, their signature may not be withdrawn. THE ENTIRE APPEAL APPLICATION INCLUDING THIS PROCEDURE PAGE MUST BE REVIEWED BY EACH RESIDENT SIGNING THE PETITION. EVERY RESIDENT ON THE ROAD MUST BE CONTACTED BY THE APPLICANT AND GIVEN THE OPPORTUNITY TO REVIEW THE APPEAL APPLICATION. Once an Appeal Application has been completed and processed, the decision is final and cannot be appealed a second time.
