2 Mission Partner Housing Australasia (Building) Incorporated Partner Housing Australasia (Building) Incorporated 1 is a christian ministry working with families, volunteers and donors to provide building services, financial assistance and nurture for the provision of affordable housing to those in need throughout Australia and beyond. Operations Partner Housing Australasia (Building) Incorporated is an entirely volunteer organisation, providing pro-bono professional engineering, architectural and building services and funding to other organisations involved in housing and sanitation in developing countries. Partner Housing offers two basic services: 1. Pro-Bono Design and Help-Desk Engineering Services to other NGOs 2 and governments of smaller developing Asia-Pacific countries. 2. Finance, Design, Materials-Supply and Supervisor Mentoring for village construction projects. The first overseas assignment, in , was the technical auditing of tsunami reconstruction in Thailand, Indonesia, India and Sri Lanka (for Habitat for Humanity International). Since then, Partner Housing has provided extensive pro-bono professional assistance for building projects in Solomon Islands (for Habitat for Humanity and Emergency Architects Australia), Kiribati (for the government of the Republic of Kiribati), and smaller projects in other Asian countries, including Cook Islands, Papua New Guinea, Timor Leste, Pakistan and India. Partner Housing is providing funding, mentoring and technical assistance programs for village projects in three Asia-Pacific countries: Solomon Islands: Sanitation and latrine construction. 3 Board of Directors Rod Johnston President / Director B Tech, MEngSc, MICD, CPEng, MIEAust, NPER, RPEQ Rod Johnston is a civil/structural engineer and builder, with Masters Degrees in International and Community Development and Structural Engineering. He is a Chartered Professional Engineer, with over 40 years experience in the design, construction, research and development of buildings in Australia and overseas. Arthur Gray Secretary / Director ME, MAIP, MACS, MIEAust, MIEEE, JP Arthur Gray spent his working career at the ABC (Australian Broadcasting Commission) as a TV technician and Development Engineer. He retired in For a number of years, he has been president of the Jenolan Caves Historical & Preservation Society Inc. Susan Faber Treasurer / Director Susan Faber is an experienced administrator with many years experience in education and the building industry, including a number of years in South-East Asia. William Ryan Director BE, CPEng, MEngSc, MIEAust, NPER Bill Ryan has over 40 years engineering experience with 18 years experience running his own practice. He retired in Bill has specialized in formwork design and inspection, lightweight structures, scaffolding, domestic structural design and building inspections. Bruce Hutchison Director BE, CPEng, MIEAust, NPER Bruce Hutchison has over 35 years in the building industry, and is principal of a structural engineering practice involved in the full range of domestic, industrial and multistorey commercial buildings. Project Management work has included the preparation and analysis of tenders, cost analysis and construction management. Robyn Johnston Director Robyn Johnston is an experienced building construction administrator and purchasing officer, with over 20 years experience in the administration of firms involved in building design and construction, and many years experience in the provision of affordable housing. Steve Leger Director B Sc (Arch), B Arch Steve Ledger is a practising architect, experienced in the design and construction of a wide range of buildings. 4 President s Report May I take this opportunity to thank our many supporters and volunteers, who work tirelessly towards the common goal of providing safe housing, healthy village sanitation and associated building works across the Asia-Pacific region. Partner Housing provides pro-bono (no-cost) professional services to other building NGOs and government clients. Much of Partner Housing s recent work has been in support of re-building or remediation programs in the Solomon Islands, the Cook Islands and Papua New Guinea. Partner Housing now has three well-established village-based funding, mentoring and technical assistance packages: Sanitation and latrine construction in Ranongga, Solomon Islands (in partnership with Emergency Architects Australia); Affordable house construction in villages near Mount Hagen, Papua New Guinea (in partnership with Vision for Homes PNG); House remediation in Cook Islands to improve cyclone resistance (in partnership with Cook Islands Red Cross and Australian Red Cross). All who have been associated with these projects can be confident of the enormous community benefit derived from the combination of building professionalism, targeted funding and concerted relationship-building. Emergency Architects Project Manager, David Kaunitz, writes of the Ranongga sanitation program:...we have really made a massive difference to the lives of 380 people in the last few weeks by giving them basic human services, but also dignity and a new pride in their community. During the financial year, Partner Housing is planning the following activities: Funding, mentoring and technical assistance Extend construction of latrines and other sanitation facilities in Ranongga, Solomon Islands Provide funding, design and mentoring for an increased number of houses in Moyam and other villages near Mount Hagen, Papua New Guinea Complete the pilot project of house remediation (approximately 30 houses) in Raratonga, and extend this program to other parts of the Cook Islands. Pro-bono design and engineering help desk Prepare a Standard Design and Construction Manual for construction in Asia-Pacific; Provide pro-bono engineering and architectural assistance to other NGO. Administration Our application to AusAID and the Australian Tax Office, to extend our current DGR status to enable gifts for overseas projects to be tax-deductible, has been approved. On completion of this process, we will commence a fund-raising program 4. Continue to support the four beneficiary families of our former Western Sydney building program. Summary of Activities The financial activities of , reported herein, reflect operations that are now up to full planned capacity - 1. Pro-bono professional assistance to NGOs on a needs basis; 2. Funding, mentoring and technical assistance packages for village projects in three Asia- Pacific countries: Solomon Islands: Sanitation Papua New Guinea: Affordable house construction Cook Islands: House remediation to improve cyclone resistance Tax Deductibility and Fund Raising As at 30 June 2011, Partner Housing Australasia (Building) Incorporated had a current application to AusAID and the Australian Tax Office, seeking to extend our current DGR status to enable gifts for overseas projects to be tax-deductible. Subsequently, DGR status for overseas projects was gazetted 9 November 2011 General Notes Due to the delay in gazettal of the DGR status to enable gifts for overseas projects to be taxdeductible, no significant fund raising was undertaken during the current year. Notwithstanding, Partner Housing was able to extern the overseas programs with donations totalling $ 58,984 from the considerable reserves available. During the current year, Partner Housing disposed of a vacant block of land at Lot 5, 9 Lindley Square, Bidwill. This sale is reflected in the accounts. 10 Project Highlights The work of Partner Housing is comprehensive and varied, as demonstrated by the following paper extracts - Coordinated Pro-Bono Professional Services for Construction NGOs, presented by Rod Johnston (President - Partner Housing Australasia (Building) Incorporated) to the 2 nd Asia-Pacific Housing Forum September 2009, Manila, Philippines Maximising urban poverty housing solutions for greater results. The forum was sponsored by Habitat for Humanity International and the International Federation of the Red Cross and Red Crescent Societies. Introduction The principal skills of most large NGOs lie in the areas of organisation, fostering community relationships, managing government relationships, mobilising volunteers, fund raising and rapid disaster response. However, most large NGOs generally do not possess the specialized skills associated with specific engineering and architectural investigation, design and detailing; necessary for large scale projects. These services must be provided properly qualified and experienced practicing professionals. The paper describes how building professionals (engineers, architects and builders) across the Asia-Pacific region can provide coordinated pro-bono professional services to major NGOs involved in disaster reconstruction, disaster mitigation and save and build programs. The same service can also be provided to the governments of smaller countries in the Asia-Pacific region. Partner Housing Australasia (Building) Incorporated specializes in providing professional services on a pro-bono basis, and has developed a model of design, detailing, auditing, -based help-desk, mentoring, and training in addition to the more conventional on-site assistance. The paper describes a number of case studies of this type of service, provided by Partner Housing; and concludes with proposals for: Regional upgrading of houses to resist earthquake, cyclone and tsunami; and The coordination of pro-bono professional services provided to construction NGOs on a regional basis. Case Study No 1 - Preparation of Proposals Client: Habitat for Humanity Australia Project: Preparation and submission of a proposal for tsunami and earthquake reconstruction, Solomon Islands Case Study No 2 - Design Client: Divya Shanthi Trust Project: Structural design for the Divya Shanthi Baby Clinic, Bangalore, India Partner Housing is coordinating structural design advice for the construction of a new baby clinic, adjacent to the school in Lingarajapurum, Bangalore. The advice is provided by an Australian-based consulting engineer, using architectural requirements provided by the client. Effective engineering services of this type can be provided remotely, although clear lines of communication must first be established. 11 Case Study No 3 Construction Help Desk Client: Emergency Architects Australia Project: Engineering help desk, Solomon Islands, reconstruction of buildings Partner Housing has coordinated probono structural engineering advice and design-checking by a number of professional structural consulting engineers. On-going help-desk advice during the construction phase has been provided. Section through Gizo Junior Dormitory (Drawing Emergency Architects Australia) Case Study No 4 Construction Auditing Client: Habitat for Humanity Asia-Pacific Project: Construction Audit and Management Audit for Tsunami Reconstruction Partner Housing has carried out design and construction assessments for houses constructed by Habitat for Humanity International (Asia Pacific) in Thailand, Indonesia, Sri Lanka and India, in response to damage caused by the major tsunami of 26 th December The purpose of the assessment was to: Check the suitability of the designs for the particular applications Check that the construction is in accordance with the documented designs Assess the impact of any failures to comply with the documented designs Provide design alternatives Conduct a management audit on behalf of the organisation. A team of two consultants carried out site inspections and structural analysis during two visits to the regions in 2005, first Thailand and Indonesia, and then Sri Lanka and India. 12 Case Study No 5 Village Construction (Design, material supply, supervision support, mentoring) Client: Emergency Architects Australia Project: Ranongga Sanitation Partner Housing, in partnership with Emergency Architects Australia, has commenced a program of improving village sanitation in three villages of Ranongga (Solomon Islands). Partner Housing has a steady annual income, which is too small to fund major construction projects, but sufficient to fund on-going village improvements. Partner Housing has initially provided AUD $ 20,000 start-up funding; available for materials purchase, supervision and mentoring. Emergency Architects will provide in-country project management. We expect this pilot project to provide the model for a long-term regional relationship. Drawing courtesy of Emergency Architects Australia Case Study No 6 Pro-bono Professional Assistance to Governments Client: Republic of Kiribati Project: Engineering advice (bridge reconstruction, building renovations, sewage disposal) Kiribati has a population of only 105,000 and a GDP (nominal) of $ 137 million. With such meagre resources, the government is unable to afford professional engineering at commercial rates. Partner Housing has coordinated a range of pro-bono services by Australian-based consulting engineers. Assistance has included bridge design, advice on government office renovations and engineering assistance in assessing sewage disposal options at Tab North Hospital. There is a significant demand for pro-bono professional assistance the governments of the small countries of the Pacific.
