1 INDIAN HERITAGE CITIES NETWORK, IHCN SECOND BIENNIAL CONFERENCE HYDERABAD, DECEMBER 2008 SUMMARY REPORT INTRODUCTION The Second Biennial Conference of the Indian Heritage Cities Network (IHCN) was jointly organized by UNESCO and the Government of Andhra Pradesh with the support of the Andhra Pradesh Tourism Development Corporation, the Department of Archaeology and Museums, the Greater Hyderabad Municipal Corporation, the Hyderabad Metropolitan Development Authority and the National Institute for Tourism and Hospitality Management. The inaugural event was graced by the Honourable Minister for Urban Development, Shri S Jaipal Reddy, Govt. of India, who has supported the IHCN since its conception in He assured the IHCN of his Ministry s continued support and collaboration with the activities of the Network and emphasized in his inaugural speech that the preservation of urban heritage must in no way conflict with contemporary development. The conference was attended by 120 participants including representatives of 21 Indian heritage cities and regions: Ahmedabad, Burhanpur, Kochi, Chandigarh, Chettinad, Goa, Gwalior, Hyderabad, Indore, Jabalpur, Jodhpur, Kolkatta, Kurukshetra, Leh, Madurai, Maheswar, Mysore, Puducherry, Srinagar, Udaipur and Varanasi with many mayors, commissioners, chief architects and engineers contributing actively to the sessions. The State Governments of Bihar, Rajasthan, Madhya Pradesh, Andhra Pradesh and the Union Territory of Puducherry were represented by their Secretaries of Culture and Housing respectively, while Karnataka was represented by the Managing Director of the Karnataka Urban and Infrastructure Development and Finance Corporation, and the J&K by the Deputy Commissioner of the Ladakh Autonomous Hill Development Council. Many of the IHCN partner institutions also attended the conference, including CEPT, NIUA, AIILSG, the Osmania University and NALSAR and a great number of NGOs. INTACH (New Delhi) an equally important pillar of the IHCN and several of its regional chapters actively participated in the conference, along with DRONAH, Living Heritage Alliance, and ArcHe-S. Indispensable support for the IHCN lies in the governmental institutions such as the Ministry of Urban Development, represented through the Minister Reddy himself and the Ministry of Culture, represented in Hyderabad by the Director for Conservation of the Archaeological Survey of India (ASI). Also present were important organizations like the IDFC, HUDCO, the Institute of Urban Designers, INTBAU, ICLEI, the Aga Khan Trust for Culture and international organizations interested in establishing technical exchange and partnerships like the Agence Francaise du Developmenent, the French Association des Villes d Art et d Histoire (ANVPAH), and the London Development Agency.

2 - 2 - DAY I: TWO YEARS OF IHCN; A REVIEW Review of IHCN Activities A review of IHCN activities since its inception in 2006 was presented by Ms. Minja Yang, Director, UNESCO New Delhi Office. Reflecting upon the activities and efforts of the IHCN, she highlighted the growing membership of the Network and some of the pilot initiatives undertaken. These included the Udaipur CDP Review & Recommendations, the Chettinad Heritage House, developing heritage sensitive master plans with urban design guidelines in Hampi and a heritage-based regional development plan for Cochin. Her presentation further highlighted that emphasis on heritage should not be limited to the monuments and buildings, but also include open spaces, water systems and heritage of an intangible nature. While highlighting the growing member base of the IHCN comprising of 20 cities, key urban institutions, a number of NGO s and individuals, she stressed that the programme development for 2009 / 10 will be based on the active input, requests, and offers from the IHCN members. Ms Bolomey, Programme Specialist Culture, UNESCO, went on to introduce the newly developed IHCN website. The first edition of the IHCN newsletter In-heritance was also made public. Mayors Study Tour to France, Lessons Learned The study tour was organized by IHCN, UNESCO New Delhi and the Association Nationale des Villes et Pays d Art et d Historie (ANVPAH), supported by the Government of France. It took place from 27 September to 4 October 2008 in France, with the participation of 18 mayors and senior administrators of IHCN member cities. The objective of the study tour was to observe policy making and tools for heritage conservation and their integration into urban planning and development as followed by the French cities. The presentation started with general impressions of the seven French cities visited, by the Mayor of Burhanpur, Mr. Atul Patel. Dr. Savita Raje, President, Living Heritage Alliance outlined the process of development of effective heritage regulations and urban planning tools for heritage protection, heritage management and urban conservation as employed by the French authorities. Best practices of social housing schemes for urban renewal and town extension as Public Private Partnership models in the French cities of Paris and Rennes were highlighted by Dr. Shikha Jain, Director, DRONAH. She also spoke about the efficient French models of urban infrastructure, public space management, innovative urban transportation and mobility methods and solid waste management. Review of Activities of IHCN member cities and NGO s The afternoon of the first day was allocated to the presentations made by all IHCN member cities present, namely Ahmedabad, Gwalior, Indore, Jodhpur, Kochi, Kurukshetra, Leh, Maheshwar, Puducherry, Udaipur and Varanasi. The presentations were given by their mayors, district commissioners, city planners, technical engineers and professionals, supported by partner NGO s like DRONAH, Living Heritage Alliance, INTACH and ArcHe-S. The emphasis was on the built and intangible heritage aspects of each city and the initiatives being taken towards including heritage in urban development. This was exemplified by Ahmedabad and its walled city revitalization programme, by Kuruskshetra city and its aspirations to become a World Heritage Site, by Puducherry and its award winning Model Street revitalization project, by ArcHe-S and the Chettinad Heritage House concept and the initiatives of INTACH in Jaisalmer and its nation-wide listing projects. DAY II: HERITAGE-BASED DEVELOPMENT The Role of Institutional Members in the IHCN The presentations by institutional members highlighted their potential to include heritage as an element of their current programmes and their initiative to support the IHCN. Prof. V K Dhar of NIUA spoke about the JNNURM PEARL initiative which is hosted by NIUA and which in its heritage component would like to work closely with IHCN. Mr. V Thirumavalavan of HUDCO emphasized the broad range of issues covered by his organization such as housing and financing mechanisms and emphasised its initiatives in heritage related projects. Prof. N H Chhaya and Prof. R Vasavada of CEPT University, who are currently developing training courses with IHCN, gave a lecture on the importance of understanding our past built heritage and incorporating it for any future planned development. Mr.Govindankutty highlighted the

3 - 3 - pioneering initiatives taken by AIILSG towards urban heritage and spoke about the commitment of AIILSG to jointly develop a training programme for Urban Local Bodies. Mr. Janhwij Sharma, Director of Conservation for ASI mentioned ASI s (nationally protected monuments) framework of conservation and its influence on the unprotected heritage of Indian cities. The changing scenario of the legal framework for urban heritage protection in the different states of India was highlighted by Dr. Shikha Jain, Director, DRONAH. Thematic Group Workshops During the second part of the day, participants were divided into seven groups and given a key topic linked to heritage-based urban development to discuss. They were asked to highlight and bring forth the challenges and issues to be faced in moving towards such development, along with their recommendations as to how IHCN could support them. The themes included: 1. Administrative reforms for managing heritage precincts 2. Integration of water, sewerage, solid waste systems and transport in historic districts 3. Inner city poverty, slums and livelihood development through traditional skills; Housing in historic areas for urban renewal 4. Conservation projects for public, private, natural and cultural resources in the city 5. Needs for capacity building 6. Foundation of IHCN Society 7. Legal and planning framework for heritage-based development The challenges faced by the member cities, as highlighted by the participants, included the lack of awareness; technical knowledge and expertise; resources (financial and human); funding; legislation and the political will to promote conservation projects. It also included the resistance to change of the multiple agencies, as well as their lack of co-ordination. The socio-economic factors that have hindered the development of inner cities were also stressed. The fourth group in particular emphasized the fact that there was no accepted definition of heritage in India and also mentioned the problem of uncertain ownership of cultural resources in the city. The participants expressed their strong conviction that the existing framework of support and technical assistance available, is too limited. The role of IHCN as highlighted by the group workshops was primarily in the domain of 1) providing technical support through training, 2) giving access to expertise, knowledge and resources, 3) extending support in fund raising, 4) building the capacity of ULBs, 5) training ULBs to work with communities, 6) working towards the consolidation of resources and the efforts of various agencies and 7) creating a system for effective monitoring and evaluation. The thematic workshops have helped provide inputs to develop the IHCN s programme of activities for the year 2009/10 in terms of capacity building, technical assistance, partnerships, joint action plans etc. and particularly for the foundation of the IHCN Society. DAY III: INTEGRATING HERITAGE INTO URBAN PLANNING INITIATIVES IN INDIA All sessions The third day had the format of a lecture based conference where best practices were exemplified and technical guidance given. The speakers were all experts from the field of urban heritage and conservation who were selected to showcase, in various ways, how heritage protection and conservation is not a separate issue but must be mainstreamed into all aspects of urban development, namely the planning and building process. During the first session, Mr. Prem Subramaniam of IDFC brought forth through various examples, the strengths of public-private partnerships in historic conservation projects, highlighting the economic aspects and the sustainability of heritage projects. Ms. Shveta Mathur of Aga Khan Trust for Culture further emphasized the importance of incorporating a broader approach, including the socio-economic aspects of urban heritage as followed by AKTC in its urban conservation projects through Indian examples and other examples world-wide.

4 - 4 - Integrating heritage issues into administration dominated the second session with topics such as Heritage Listing and A Legislative Framework for Heritage Protection mentioned in presentations by Mr. Vikas Dilawari and Mr. Shyam Chainani respectively. A presentation, Conflict Resolution in Heritage Management, given by Mr. Nitin Sinha, focused on the alternate method of ADR (alternate dispute resolution) as against the contemporary approach of PIL (public interest litigation) in historic conservation projects, while Mr. Debashish Nayak talked about various experiences in India involved in establishing a Heritage Cell and Heritage Committee. Aspects of planning and building processes, as exemplified in the city of Hyderabad, by Mr. Sudhir K Mahon, constituted other informative presentation. The third session drew attention to the Government of India support programmes for cities, such as the JNNURM. This was emphasized by Prof. Balaji of the Madurai Municipal Corporation, who presented the Madurai heritage-based development plan and by Prof. Saswat Bandyopadhyay, who spoke on the Role of Knowledge Manager with regard to Group D Cities of JNNURM. The Government of India s emphasis on natural heritage conservation projects was highlighted by Mr. K S Reddy of the Hyderabad Metropolitan Development Authority. The Lake Conservation Programmes of Rajasthan were presented by Mr. K K Mathur, Advisor to the Rajasthan Government. In the fourth session, the concept of heritage specific master planning was highlighted by Mr. Arvind Srivastava, Managing Director, Karnataka Urban Infrastructure Development and Finance Corporation, by exemplifying the case of the Hampi World Heritage Site. Professor K T Ravindran showcased the need to broaden the urban planning approach into regional planning through the example of Cochin, while the international perspective on regional planning was given by Ms. Cristina Imandi, UNESCO Consultant from France. New Members The Indian Heritage Cities Network is proud that the city of Hyderabad and Puducherry, as well as the Hyderabad based institutions of NALSAR, Osmania University and the National Institute of Tourism and Hospitality Management joined the Network during the conference. The signing event for Hyderabad and Puducherry completed the list of the first twenty member cities of the IHCN. OUTCOME The conference concluded with an outlook on the future activities of the IHCN and the foundation of the IHCN Society as an independent Indian Institution for the historic cities of India. The workshop was a timely event showcasing the urgent need for the better preservation of urban heritage and the promotion of heritage as a base for the sustainable development of Indian cities. The over 50 member cities, institutions, NGOs and individuals, as well as the generally large participation in the conference is a clear sign that the IHCN is moving in the right direction and is a much needed institution. We are proud that the participants have made a clear statement of their support for the heritage-based development of Indian cities and are looking forward to the collaboration of all concerned in reaching this important goal.
