3 Mayor s Speech Musa Hadid / Mayor of Ramallah Beloved people, Sameh Abd Almajeed / Deputy Mayor Ramallah has never been merely city that we live in, Ramallah lives inside our hearts; it fascinates us with its captivating beauty; it is embedded within us; we see it in faces of its people, streets homes. Ramallah is paved with memories, fragranced with spirits of those who wrote its history. Ramallah remains a witness of an everlasting identity that can never be wiped away. Its generations successively carried legacy of its founder Rashed Al-Haddadin, who had always desired it to be a model city strived with his successors towards this goal until it became a national beacon in era of its knight, martyr Karim Khalaf, who reinforced its identity. The legacy continued until it was hed to me to follow in ir footsteps of love loyalty. Eng. 5 The new Municipal Council Eng. Moussa Hadid: God has blessed me with Ramallah being my city birthplace. I am humbled honored for trust that its people, my people, have shown to me by lovingly hing me its key, which I will faithfully carry in partnership with my colleagues. Working toger we can move forward in building our city accomplishing great things. Engineer Musa Hadid, Mayor of Ramallah Sameh Abdul Majeed, Vice Mayor The Municipal Council, in its first meeting, elected Musa Hadid as its head, while Sameh Abdul Majeed was elected as deputy Mayor. The elections took place in presence of all council s elected members who represented three winning electoral lists. During meeting, nominations were open for post of Mayor. Eng. Musa Hadid declared his cidacy was elected for post. Similarly, Mr. Sameh Abdul Majeed ran for post of Vice Mayor won vote. The new Municipal Council assumes its responsibilities The new Municipal Council assumed its official responsibilities in a hover ceremony that took place at Ramallah Cultural Palace. Mayor Musa Hadid received nine volumes from acting mayor Eng. Mahmoud Abdallah. The volumes included different scopes of municipal work or requirements contained within terms of Ministry of Local Government for hover of authority to new municipal councils. The ceremony was attended by previous mayor Janet Michael Undersecretary of Ministry of Local Government, Eng. Mazen Ghneim, who received a copy of volumes. Governor of Ramallah, Dr. Layla Ghannam, former Mayor of Ramallah, Ayyoub Rabah or officials, public figures members of elected former municipal councils attended as well. Eng. Hadid expressed his gratitude appreciation to President Mahmoud Abbas, who has adopted democratic approach to achieve justice legitimacy. He also thanked previous Mayor members of previous municipal council for everything y have achieved, confirming that new council will follow in ir footsteps, building on foundation that y have established furr developing what y have accomplished. The new municipal council receives congratulations The Mayor of Ramallah its elected municipal council received officials citizens who came to congratulate m on occasion of assuming ir duties. Mayor Hadid new council expressed ir pride respect to citizens of Ramallah for civilized role that y have played in exercising ir democratic right during municipal elections for confidence y have granted to council. Prime Minister Dr. Salam Fayyad, during his visit to Municipality, con- gratulated elected council on occasion of assuming its responsibilities expressed his confidence that new council will build on accomplishments of previous councils will enhance quality of services provided to people thus contributing to ir steadfastness. He also expressed his confidence that day will come when people of Jerusalem, our eternal capital, will elect ir own municipal council within confines of an independent sovereign Palestinian state. Hundreds of people flocked to municipality headquarters to offer ir congratulations, along with many religious, official renowned figures. 9

6 Our Guests Birzeit University The National Committee for Retired Servicemen The Consul General of France Head of French Development Agency The Consul General of France, Mr. Frédéric Desagneaux congratulated Eng. Musa Hadid on his new post wished him success in leading this prominent dynamic Palestinian city.the Consul also praised relationship between Ramallah cities of Paris, Bordeaux Toulouse emphasized his continued support for strengning developing relations between Ramallah three cities. The municipal council also met with a delegation from French consulate including director of French Development Agency in Palestine, Mr. Hervé Conan Decentralized Cooperation project coordinator, Mrs. Céline Dajani. Eng. Hadid welcomed his guests thanked France for supporting Palestinian non-member observer status at United Nations, confirming that special relationship between Ramallah French cities will continue to grow become stronger. Ramallah Municipal Council received a delegation from Birzeit University comprising Prof. Dr. Khalil Hindi, President of Birzeit University, Dr. Ghassan Al Khatib, Vice President for Development Communications, Mrs. Lubna Abdulhadi, Deputy Director Public Relations.. Dr. Al Hindi congratulated council on ir victory assuming ir office, expressing his pride that one of ir alumni has become Mayor of Ramallah confirming that university sts out for quality of its graduates ir involvement in social service. They also discussed significant role of university in graduating leaders preparing m for serving ir country as well as developing relationship between university local authorities including Ramallah Municipality in fields of training, volunteer work technology. The meeting highlighted role played by Municipality in networking between cities establishing exchange programs between Birzeit University students students from those cities as well as voluntary collaborative participation of University students in cultural, environmental community activities events of Ramallah Municipality. The National Committee for Retired Servicemen offered its congratulations to Ramallah Municipality during a visit paid to Municipality Headquarters by Retired Major General Salah Shadid, head of Committee. Major Shadid praised leading role of Municipality in serving developing city expressed willingness of Committee to cooperate share its expertise with Municipality. On its part, Municipal Council valued outsting generous role of Committee in supporting Municipality. The Committee awarded an appreciation token to Mayor of Ramallah his staff. Sbitany Company presented a television display screen to Ramallah Municipality In a visit paid to Municipality by Mr. Akram Sbitani, General Deputy Director of company; municipality valued importance of partnership with private sector thanked company for ir generous donation which confirms that Ramallah is a city for all, affirming that contribution of private sector in development of vital city projects will benefit both city citizens. On his part, Mr.Sbitani said that his company is working on enhancing relationship with community people pointing to facilities provided by his company to Municipality employees which aims at strengning partnership serving employees. 11

8 Strategic Plan In year 2012, Strategic Plan for Municipality of Ramallah for four years ( ) was approved. The municipality of Ramallah exerted great efforts in preparing adopting strategic plan, starting with organization of a workshop attended by municipal council former administration s senior mid-level staff, lasted for three days. During workshop, main structure of plan was set, first draft was prepared. It included: vision, mission, strategic goals, development objectives, strategies, estimated cost, or factors. The different departments implemented strategic plan, including projects programs in accordance with estimated cost distributed over four years The departments n prepared a detailed action plan for year 2012, which served as basis of Strategic Plan for year The committees of previous municipal council met with relevant departments for a detailed discussion about plan s activities according to areas of jurisdiction. The strategic plan included five goals; First: development of infrastructure, zoning urban planning to contribute to economic development, Second: contributing to cultural community development, Third: reinforcing improving health environmental conditions of city of Ramallah, Fourth: promoting status of Ramallah, locally, regionally globally, Fifth: institutional development capacity building to achieve operational excellence. Discussion of Strategic Plan with Representatives of Local Community Ramallah Municipality discussed Strategic Plan ( ), during a meeting that took place at Issa Ziadeh Hall, in Ramallah Cultural Palace, with participation of more than one hundred figures representing public private institutions private sector, including municipalities, centers, cultural youth clubs, associations, companies, governmental bodies, academic institutions professional unions. Participants focused ir discussion on five strategic objectives set by municipality, which address fact that human being is essence of development, aspiration of Ramallah Municipality to become a distinguished, beautiful, green eco-friendly city that attracts investment maintains natural cultural heritage, as well as promotion of status of Ramallah locally internationally. The participants presented ir observations on all components of draft plan, modified it based on those observations, n plan was officially approved by municipal council. Annual Plan 2013 Ramallah Municipality prepared annual plan discussed it during a three day workshop attended by previous Municipal Council, Director General of Municipality, directors of departments heads of various departments in municipality. The Director General delivered a presentation that included lessons derived from previous phase, in order to evaluate develop a new plan for municipality. In turn, directors of departments gave an evaluation presentation on work achievements of ir departments for year 2012 ir feedback on financial administrative performance of municipality. The participants also worked on formulation of development goals of municipality, main sub activities, indicators of activities, human material needs for coming year 2013; that plan was also discussed by all participants. Discussion of Annual Plan 2013 by New Municipal Council In a two day workshop, head members of new Municipal Council discussed annual plan for Municipality of Ramallah for year At workshop, executive management presented different departments plans for next year, projects implemented by each department policies related to ir fields of work. The components of strategic plan for Municipality those of annual plan of 2013 were introduced, as well as a presentation about municipality its administration. The workshop participants were divided into groups comprising sub-committees of Council, including head of each committee, members Departments Directors. The groups discussed plans in detail, developed amended m in order to be adopted in ir final form. An Introductory Tour of Municipal Projects by Municipal Council The members of new Municipal Council took a tour of facilities of Ramallah Municipality with participation of executive management. During tour, members were briefed on projects that have been implemented those that are still in progress, ir level of ir progress. 15

The development of infrastructure, zoning, urban planning to contribute to economic growth Opening Paving Roads Project As part of its annual plan for development of infrastructure in city of Ramallah, Municipality, during year 2012, opened a number of roads, constructed paved streets, at a total cost of approximately shekels. The first phase was tiling square with natural stones. The second phase was construction of middle circle that carries words of Martyr: Until one of our children raises Palestinian flag over walls of Jerusalem minarets of Jerusalem churches of Jerusalem on a statue executed by Palestinian Society for Contemporary Art embodying a Palestinian Child hoisting Palestinian flag. The square contains a waterfall symbolizing giving generous qualities of martyr president. Both Municipality of Ramallah Cellular Communication Company (Jawwal) contributed to financing project. Kareem Khalaf Square Ramallah Municipality gave name of Kareem Khalaf to square located near house of late Kareem Khalaf in Tokyo Street leading to Ramallah Cultural Palace. This move comes as a tribute to soul of martyr Kareem Khalaf who is considered one of most prominent national figures was Mayor of Ramallah During this time, he was subject to an assassination attempt by Israeli occupation in 1980 n placed under house arrest. The square works included a work of art in addition to tiling, planting completing intersections surrounding square in order to regulate traffic. 17

10 Or squares Aziz Shaheen Square Ramallah Municipality inaugurated Aziz Shaheen square, located in Massyoon Neighborhood, beside Garden of Nations in presence of a number of officials, public figures Shaheen s friends. Dr. Hanna Nasser, Chairman of Board of Trustees of Birzeit University addressed audience on behalf of Shaheen family. There was a speech by Ramallah Municipality anor by General Manager of Bank of Jerusalem (Mr. Azzam Al Shawa at time) who had funded construction of square, a third speech by Archimrite Atallah Hanna. Speakers audience praised significant role played by honorable Aziz Shaheen in establishing a number of educational institutions in Ramallah its neighborhoods his generous donations in many fields to serve his city citizens. A waterfall was included in design of square to represent late Shaheen s generosity. Ramallah Municipality had signed an agreement with Bank of Jerusalem for financing construction of square. Mr. Akram Abdullatif Jarrab, Chairman of Board of Directors of Bank of Jerusalem declared that it is bank s priority to support all sorts of investment in Palestine for purpose of disseminating benefit. Bashir Al Barghouthi Square Ramallah Municipality inaugurated Bashir Barghouthi Square at intersection of Dar Ibrahim, Baten Al Hawa Tireh Streets, in presence of late Barghouthi s wife, Mrs. Bahija Barghouthi, his son, a number of public renowned figures Barghouthi s friends. The official speeches were for Ramallah Municipality, late Barghouthi s son Secretary General of Palestinian People s Party as well as a speech by Abdulraheem Mallouh, a member of Executive Committee of PLO, representing different Palestinian factions. Mallouh praised great national role played by late Barghouthi his contribution to national struggle. The Municipality rehabilitated square displayed one of old stones that were used for pressing oil that was brought from Abu Daho press. Sanitary Sewage Systems Construction Rehabilitation project Al-Tireh sanitary sewage system project Sanitary sewage system In 2012 construction of waste water (sewage) network was completed at a length of 22 km, a cost of $2,400,000 from Municipality fund Ministry of Finance that offered its contribution through Ministry of Local Government. L for Waste Water Treatment Plant Ramallah Municipality has allocated a piece of l, an area of 5 acres in area of Al-Tireh to build a waste water treatment plant at a cost of 400,000 dollars from Municipal Fund. Al-Tireh Water Treatment Plant In 2012 Ramallah Municipality issued a bid for construction of a waste water treatment plant in Al-Tireh. The treatment plant will be built on allocated l at a cost of 400,000 dollars. The plant will use MBR technology which is considered one of finest techniques of water treatment, where treated water can be used in irrigation. Ramallah Municipality signed an agreement with coalition comprising Eagle Company/Dubai local company Doracom for execution of project at a cost of 4 million dollars. A Meeting to Negotiate Progress of Project Ramallah Municipality held a meeting with citizens of Al-Tireh to discuss progress of Al-Tireh sewage system project. The mayor members of Municipal Council, at time, attended meeting that was held at Al-Mustaqbal School hall, confirmed that project is one of largest most important projects executed by Municipality because of its extreme importance to citizens to urban expansion in Al- Tireh. The attendees, in ir discussion, stressed need to accelerate execution of second phase of project. Project Accomplishments After completion of first phase of project, which is construction of waste water (sewage) network, it will be connected to waste water treatment plant in August 2013 upon which plant will become operational. This will signify completion of project. 19

11 Rehabilitation Expansion of Existing Sewage System Ramallah Municipality signs an agreement with Municipality of Toulouse to start third phase of rainwater sewage system project. Ramallah Municipality signed an agreement with French Municipality of Toulouse through French consulting firm ACAD for funding implementation of third phase of rainwater sewage system project in city of Ramallah. The Municipality welcomed ACAD firm which has signed agreement on behalf of Municipality of Toulouse, French Ministry of Foreign Affairs French water company Adour Garonne for providing Euros for financing project. n year 2012 rehabilitation plan of existing network was completed; 5 km of sewerage 500 meters of rainwater drainage. The following bids were executed: 1. Rehabilitation of Asaad Jaghab in two phases. 2. Sewer lines in Sakakini Nuzha Streets. 3. Exterior works of sewage system for recreation center. 4. Rainwater drainage sewage pipes in Al-Sahel Street. 5. Water drainage for Jaffa Street. 6. Rehabilitation of sewage system for interior streets of industrial area. 7. Rehabilitation of public lavatories. 8. Regular maintenance work for sewage system, water treatment plant, pumping stations public utilities of Municipality buildings schools for year New School projects Hajj Abu Wajih Tarifi School Ramallah Municipality HE Mr. Jamil Tarifi signed an agreement for establishment of Hajj Abu Wajih Tarifi School. The signing ceremony took place in Ramallah Municipality in presence of a number of senior officials. The municipality praised this important initiative which moved Mr. Jamil Tarifi his sons to provide a large grant to create a school that bears name of his far, late Hajj Abu Wajih Tarifi. Tarifi considered Ein Munjed Primary School for Boys Ramallah Municipality allocated a plot of l with an area of 3794 square meters for establishment of Ein Munjed School for Boys, which is located in Parcel % of building works for school have been completed. It is funded by German Development Bank (KFW) under supervision of Ministry of Education. The school is expected to open in establishment of this school to be his contribution in supporting education sector in memory of his late far. During 2012 municipality completed processing of tender documents for establishment of school. It will be built on a piece of l with an area of 2340m2. The school will be 2700m2 can accommodate up to 720 students. It is designed according to stards requirements of Ministry of Education Municipality of Ramallah, contains 18 classrooms in addition to administrative facilities, library, laboratories, arts crafts center as well as computer labs all exterior work including parking spaces. The total cost for implementation of project is nearly 1.5 million dollars. The school is supposed to open in

12 Al Manara Complex Project Ramallah Municipality Commercial Bank of Palestine signed a loan agreement for funding construction of Manara Complex. This agreement was signed by Director General of Commercial Bank of Palestine, Massoud Al Ardah, former Mayor Janet Michael, in a ceremony attended by Minister of Local Government Dr. Khaled Qawasmi, Director General of Municipal Fund, Abdul Mughni Nofal, members of Municipal Council, executive management of Ramallah Municipality as well as deputy members of Board of Directors of Commercial Bank of Palestine, its executive management media. Under this agreement, Commercial Bank of Palestine provides Municipality with a loan worth up to 3 million dollars for construction of first phase of Manara Complex, which is one of proposed solutions to address traffic crisis in city. The Municipality thanked Ministry of Local Government Commercial Bank for ir contribution to success of project which is in national public interest. So far tender documents for project have been issued. The project is located in city center, near Manara Square on a plot of l comprised of 2,632 square meters owned by municipality (previously owned by court). The project consists of 15 floors has parking capacity for almost 445 cars. The complex will be used as a parking lot for cars, in addition to offices, shops, a central service center, One Stop Shop. The estimated cost of project is 8 million U.S. dollars. Ramallah Recreational Complex Project The exterior works of recreational complex ( second phase) have been completed at a cost exceeding shekels from Municipality fund. The project comprised yards outdoor playgrounds including planting wall painting works. The complex contains a sports hall (gym) which was built in 2011 at an area of 2400 square meters a multipurpose sports building that includes a special gym for disabled on its ground floor. The Municipality has decided to build five floors at an area of 2500 square meters each, above disabled people s gym which will be used as youth centers halls of varying sizes, to create a park in l adjacent to complex. The whole project is of total area 7260 acres lies on plots 10 14, basin 14 in Ein al Kurzum, 30 Dar Jiryes neighborhood. The Ramallah Martyrs Monument Project In honor memory of Ramallah s martyrs, municipality has started implementation of Ramallah martyrs monument project, located opposite Ottoman Court building in old city. The project, which is funded by brahim, Muyassar Ali Arouri commemoration committee is scheduled to be inaugurated in summer The Cultural Heritage Revival of Old City project The project has been initiated according to a memorum of understing signed in 2013 by Ramallah Municipality Riwaq Center, establishing a partnership between both parties that aims to preserve architectural heritage of City of Ramallah. The organizations implementing project are The Center for Cultural Heritage Preservation/Bethlehem, Riwaq Center/Ramallah, Cultural Technologies/Amman RehabiMed Association/Spain. The part of project related to protection issue has started next steps will be completing related studies surveys as well as setting up a plan for rehabilitating reviving area in consultation with all stakeholders. The Main Objectives of Cultural Heritage Project To set up a plan for protection, rehabilitation preservation of historic area st alone buildings through carrying out necessary studies issuing legislations that ensure ir protection, in cooperation with relevant authorities To set up a plan for rehabilitation revival of old city To build develop capacities of Cultural Heritage Unit staff in Municipality To provide technical advice regarding historic buildings owned by Municipality To raise Schools community awareness about cultural heritage issue In order to inform different community sectors about project involve m in it, an advisory committee was formed comprising representatives of local community various relevant institutions, as well as representatives of Ramallah Municipality Riwaq Center for Architectural Conservation. In its first meeting, committee emphasized importance of project to revive develop old city. One of stages of joint project between Ramallah Municipality Riwaq Center for Architectural Conservation Heritage for Development: Investing in people for rehabilitation management of historic towns, was to conduct a field survey of historic buildings in old city of Ramallah. Among most important findings of survey were: determining numbers of old buildings modern buildings as well as identifying deserted, semi-occupied, demolished semi-demolished buildings. 13 The Cultural Heritage Project Team Visits Spain The Enhancement of Traffic Conditions Development of Lighting Network System The project team from Ramallah Municipality Riwaq Center, toger with representatives of or partners from Bethlehem Salt travelled to Spain visited cities of Barcelona, Girona, Manresa, Besalu, Banyoles as well as French historic city, Bourbonnais. The aim of visit was to view various techniques mechanisms that have been used in Europe in past decades for preparation development of rehabilitation plans for historic sites. The examples were very diversified depending on preserved cultural heritage, community structure, financial means, political will intervention of various sectors in se methodologies ir roles rein. The program of visit included meetings with mayors, architects,or officials, specialists in various fields as well as field tours to different sites to verify results on ground. Ramallah Municipality, through its projects for improving traffic infrastructure, installed more than 300 traffic lights regulatory traffic signs in different streets of city. It also constructed a number of major intersections to facilitate traffic movement installed a number of speed bumps, according to engineering specifications, near schools, colleges kindergardens. In addition, it painted marked different streets; this included pedestrian crossings, lane lines,arrows sidewalks of city. Designing Constructing Intersections Ramallah Municipality has designed implemented a number of intersections in order to facilitate regulate traffic movement. The intersections included construction planting of traffic isls as well as installation of traffic lights on following intersections: Karim Khalaf Squares Lod Street. in Ein Sam an Area Aziz Shaheen Street Ass aad Jaghab Ein Monjed Streets Falouja Street/Industrial City Within its annual plan for development rehabilitation of Lighting Network in Ramallah, Municipality implemented following: The Supply Installation of Streetlights in New Streets of city Ramallah Municipality has installed 67 new streetlights in different streets of city. The rehabilitation maintenance of existing lighting network 280 lighting units, 30 streetlights (poles) in different parts of city, infrastructure of streetlights in Jaffa St. were maintained rehabilitated. In addition, 5 traffic lights were rehabilitated; this included installation of new traffic lights development programming of ors. The supply installation of Al-Iza a St. streetlights 36 decorative lampposts were supplied installed, including foundation work needed. The decoration of city on holidays religious occasions Christmas As part of its annual plan for decoration of city during Christmas, Municipality of Ramallah has decorated city for 35 days during Christmas,starting from night tree was illuminated until end of holidays. These decorations included areas in front of churches, main streets squares, Municipality facilities, city center Old City. Islamic Feasts Within its annual plan for decoration of city during Islamic feasts, Municipality has decorated city night Ramadan was announced until two weeks after Eid Al- Fitr. The city was also decorated during five days of Eid Al-Adha, five days after. The decoration included areas in front of mosques, main streets squares, Municipality facilities, city center Old City. 25

14 Reinforcing Improving Health Environmental Conditions Ramallah Municipality Project for Environmental Awareness with School Students Ramallah Municipality Project for Environmental Awareness with School Students is considered one of most prominent environmental awareness projects. Launched in 2007, this project includes implementation of various activities that aim to raise environmental awareness make change in daily activities, in accordance with environmental concepts that have been addressed in Palestinian educational curriculum. The project for year 2012 was geared towards 1980 students between ages of 6 9 in various Ramallah schools. The activities were carried out with cooperation of teachers of grades 1 to 3 who have been trained at beginning of year in a workshop designed specifically for project. A total of 10 schools participated in project for year 2012, including The Arab Evangelical Episcopal School, Saint Jo- seph School, Evangelical Luran School, Al-Ahliyyah College, Al-Mustaqbal High School, Ramallah Elementary Boys School (UNRWA), Ramallah Elementary Girls School (UNRWA), Friends Girls School, Saint George s School Faisal Al-Husseini Coeducational Elementary School. The project was concluded with an honorary ceremony held in Ramallah Cultural Palace, during which most distinguished schools in project were honored. The results were as follows: First place: Evangelical Episcopal School, jointly with Saint Joseph School Second place: Faisal Al-Husseini Coeducational Elementary School Third place: Saint George s School Ramallah Elementary Boys School (UNRWA) Healthy Environmentally Friendly Schools Program The project is part of operational plans of Ramallah, a Healthy City Project which has been implemented by Ramallah Municipality since 2009 which aims at promoting city of Ramallah as a healthy environmentally friendly city according to stards of World Health Organization. In 2012, project was carried out in collaboration with Ministry of Education/Ramallah steering committee of program which includes Palestinian Ministry of Health, Ministry of National Economy, Ministry of Environmental Affairs, Palestinian Center for Research on Energy Environment, World Health Organization, Governorate of Ramallah Jerusalem Water Undertaking for Ramallah, Birzeit University/Institute of Community Public Health, Ma an Development Center, Palestinian Agricultural Relief, Joint Service Council for Solid Waste Management, Network for Environmental Organization, Palestinian Civil Defence, Palestinian Food Industries Association Rafah Bank which donated first prize. The program aims to honor schools of Ramallah that are successful in adopting procedures leading to promoting health environmental awareness. The school winning first prize is awarded right to raise flag of Healthy Environmentally Friendly School for a whole year. The jury assigned for program chooses three schools that are most distinguished committed to program. The program for year 2012 included activities that promote health environmental awareness amongst students. Efforts have been made to involve parents local community in program,to emphasize continuity of schools its commitment to implementation of program after one year. At end of a project, winning schools are honored awarded monetary prizes under condition that this amount will be invested in an environmental school project. Prizes are distributed as follows: First place: 12,000 Shekels Second place: 8,000 Shekels Third place: 4,000 Shekels An additional 2,000 Shekels are awarded to school that wins first place for two consecutive years. The schools that participated in program were: The Evangelical Episcopal School, Al-Mustaqbal High School, Ramallah Elementary Boys School (UNRWA), Ramallah Elementary Girls School (UNRWA), Ein Misbah Elementary School for Boys, Ramallah Secondary Boys School, Friends School for Girls, Saint George s School, Aziz Shahin Secondary Girls School, Faisal Al-Husseini Coeducational School, Ramallah Secondary Girls School Saint Joseph School. The three winning schools for year 2012/2013 were as follows: First place: Ramallah Secondary Girls School Second place: Ramallah Elementary Girls School Third place: Saint Joseph School 27

15 The Environment Drama Competition The drama competition was announced at beginning of school year The competition, which is directed at students of grades 5 6, aims to raise environmental awareness amongst students. The Ramallah Municipality worked on developing drama skills of students teachers through providing specialized trainers in Theater Arts for participating schools. The drama sketches were evaluated by a committee that included Iman Aoun, Art Director of Ashtar Theater, George Ibrahim, General manager of Al-Kasaba Cinemaque Theater. The seven participating schools were: Faisal Al-Husseini School The Evangelical Episcopal School, Al-Mustaqbal High School, Saint George s School, Ramallah Elementary Girls School (UNRWA), Ramallah Elementary Boys School (UNRWA) Saint Joseph School The outsting schools in competition for year 2012 were as follow: First place: Evangelical Episcopal School Second place: Ramallah Elementary Girls School (UNRWA) Third place: Saint Joseph Honorary Trophy for Best Student Actress: Zaina Nabhan (Ramallah Elementary Girls School) Honorary Trophy for Best Student Actor: Salah Nazzal (The Evangelical Episcopal School) The Fourth Environmental Summer Camp (2012) The Fourth Environmental Summer Camp is part of Ramallah Municipality celebrations of World Environment Day for year 2012 which comes under slogan Green Economy, Does It Include You? This camp aims to promote protection of nature from dangers threatening it, by encouraging planting of trees increasing green areas. The camp included several events activities that were implemented in cooperation with Environment Quality Authority, Ministry of Health, Palestinian Energy Authority, Ramallah Directorate of Agriculture, Civil Defense, Water Authority, Right To Play Organization, Jabal Al-Nijmeh Center, Young Artists Forum, Joint Service Council for Solid Waste Management partial support of German Agency for International Cooperation (GIZ). 120 youngsters, aged year-old participated in camp which took place on 18th of July, As part of camp s activities, Friends of Environment group was formed. This group acts as a link between Municipality local community works on raising awareness of students towards global environmental issues. During camp, an environmental drama sketch was produced a mural was drawn in family garden. In addition, students of camp produced two songs about environment. Celebrating Arbor Day Ramallah Municipality organized Arbor Day activities for 2012 in collaboration with Directorate of Agriculture of Ramallah in presence of Janet Michael, Mayor of Ramallah at time, a number of former Municipal Council members. Students representing Environmental Club of Healthy Environmentally Friendly Schools Program participated in se activities by planting forest trees in Dar Jiryes cemetery. A total of 14 schools took part in this event. Regulating road- side stalls ate Ramallah Police on regulating operation of road side stalls in order to minimize traffic problems facilitate movement of citizens. Regulatory practices had been particularly intensified during last days of Ramadan day before Eid. Additional Municipality inspectors (exceeded a total of fourteen) were assigned for task. They made great efforts during late night hours in order to move stalls away from City Center direct m to Al Maahed Street. Ramallah Municipality buys a new mechanical broom for street cleaning In order to increase number of streets included in cleaning service, Municipality bought a new mechanical broom for sweeping solid dirt dust on streets; Throughout year 2012, staff of Ramallah Municipality had worked in cooperation with Ramallah Al Bireh Governorit also provided a trained driver to operate it. The mechanical broom is actually a truck equipped with a sweeping vaccum cleaning system capable of removing solid waste up to a weight of 4 kg, of cleaning 3 km of street length on both sides in an hour. The Municipality covered 50% of broom cost from its own budget while Ministry of Local Governance contributed remaining amount through Ministry of Finance. 29

16 The Public Health Control in Restaurants, Poultry Fish Shops In order to ensure healthy conditions in food facilities of city, Unit of Follow-up Inspection of Municipality performs rounds of inspections to butcheries, fish poultry shops. This is done in cooperation with Public Health Safety Committee, which includes Governorate, Ministry of Health, Ministry of National Economy Ministry of Agriculture. The aim of se inspections is to ensure that animal sources of meat are slaughtered in certified slaughterhouses, under veterinary supervision, are suitable for human consumption. In addition to that, hygiene conditions of se facilities are also inspected. Several inspection visits were carried out in 2012, as a result of that, large quantities of food were destroyed because y were eir expired or unsuitable for human consumption. These inspection visits were extended to restaurants to ensure that food safety code was followed. This includes in addition to quality of food, hygiene ventilation of restaurants. Recently, committee has obliged all shawerma restaurants to place shawerma skewers indoors, protect m from dust insects with glass panels. Rehabilitation of Public Parks Project In order to provide best service for park visitors, due to congestion of parks during previous summer, Municipality, through its City Beautification Department, has issued a bid for following: supplying new playground toys rehabilitating old ones, installing decorative fences in different places of city, supplying installing park furniture including benches, tables, shading canopies in different parts of park ready for visitors at beginning of new year. The multipurpose hall at Yousef Qaddoura Park has been equipped for birthday parties or different activities. The project included following parks: Yousef Qaddoura, Garden of Nations, Al-Khulood, Al- Zaitounah, Ein MizRub, Kamel Al-Ajlouni, Al- Qasr, The Family, Ottoman Court basketball court. In addition to that, decorative rails were installed in Radio Street Mahmoud Darwish Square. Al-Bayyara Park Ramallah Municipality toger with Bank of Palestine, Welfare Association, ANERA, Muna Bassem Hishma Foundation opened Al-Bayyara Park in Ein Munjed Distric. Ramallah Municipality allocated a 1100 square meter plot of l for park. The opening ceremony was attended by Mayor of Ramallah at time, Janet Michael, Chairman General Manager of Bank of Palestine, Hashem Al-Shawwa, Deputy Governor of Ramallah Hamdan Barghouti, Director of Programs Projects in Welfare Association, Khaled Al- Daoudi, as well as Paul Butler from ANERA. Al-Bayyara Park s project that was launched in governorates aims to construct a series of more than 40 playgrounds for children. Ramallah Municipality thanked all its supporters for ir cooperation in constructing park as well as ir contribution in whole project (Al-Bayyara),mentioning that this project is in line with objective of Ramallah Municipality to construct a playground in each neighborhood which increases green areas provides playgrounds for Ramallah s visitors children. 31

17 San Ferno Park Radana Forest Weeding pruning project In presence of Spanish Ambassador, Ramallah Municipality opened San Ferno Park in Baten Al-Hawa. The park is a 550 square meters piece of l that includes family seating areas playground toys. The park is hicapfriendly was constructed with support of San Ferno Municipalities, which signed a cooperation agreement with Ramallah Municipality in Within plans of Ramallah Municipality to conserve broaden green area, municipality has decided to create its first forest park, Radana Park in Ein Misbah District ( Forest). The piece of l allocated for park is of an area of 7 acres entirely planted with high dense forest trees. The first phase of project which started in mid June 2012 included rebuilding of dry stone walls, preparing l, constructing pathways stairways as well as providing garden furniture for park which included benches, etc. The second phase includes constructing service utilities, cafeteria, car parking, or elements that ensure a secure comfortable visit of park. The park is expected to be open to public in mid Within plans of Ramallah Municipality to beautify city as part of its annual plan for 2012, Municipality employed two workers for four months starting May 1st, 2012 until August 31st, 2012 to work on cleaning weeding streets, sidewalks traffic isls, as well as pruning sidewalk trees using a crane for high ones. 584 trees were planted in different areas streets, dry stone walls were constructed covered with concrete, soil was ploughed trees flowers were planted in all gardens, squares facilities of Municipality. The local community contributed in weeding, pruning decorating a number of institutions, including Directorate of Local Governance, Ramallah Secondary Girls School, Aziz Shaheen School, Huwari Bou Midyan School, The Palestinian National Council, The Prime Ministry garden Al-Mustaqbal Schools as well as doing gardening work planting various Municipality facilities (Ramallah Cultural Palace, Ramallah Public Library, Ottoman Court, Ramallah Municipality Park, One Stop Shop, Family Garden, The Municipality building cemeteries). Ramallah plant nursery The Municipality staff pays daily follow up visits to plant nursery in order to provide Municipality its facilities with necessary seedlings. Development works have been carried out in 2012 to increase productivity of nursery; se included building retaining walls stairs connecting different levels, leveling internal nursery roads creating a garden for mor plants to pro- vide seeds saplings. The nursery has been provided with pesticides, fertilizers, disinfectants all necessary tools for production. To increase available space of tables used for producing seedlings, extra flooring was purchased for se tables, bringing capacity to more than 3000 cups. The total number of seedlings produced in 2012 was distributed as follows: 33

18 Leasing cafeterias of Municipality gardens As part of Municipality s efforts to maintain its facilities gardens to provide all possible services to citizens, it announced its willingness to lease cafeterias of some of its facilities. Accordingly, several specialized companies submitted ir proposals which were examined by Municipality cidate satisfying set conditions was selected. The cafeterias that were leased were those of Qaddoura Gardens, Ramallah Cultural Palace, Municipality Park, Sports Center. The agreements signed with lessees stated prices of products to be sold in se locations to ensure that y were fair acceptable. According to terms of agreement, cafeterias should not sell Israeli products should support sale of Palestinian products. Anti-stray dogs pigs Due to increased public health threats noise complaints received by Ramallah Municipality regarding stray dogs pigs in city, Municipality launched a campaign through Follow-up Inspection Unit. This campaign started in May 2012 lasted until November of that year. The campaign consisted of four inspectors from Municipality, a licensed sharpshooter, several policemen who were supplied with proper security equipment. A large number of stray dogs pigs were targeted shot throughout city; especially in neighborhoods where complaints were most prominent. The Regional Dumping Site Throughout 2012, Joint Services Council worked on obtaining all necessary licensing to start a regional dumping site project; this included transfer of l ownership to Council. Authorities were provided with all necessary documents including final evaluation study of environmental impact all related maps initial design studies necessary to obtain license. The process was followed-up in relevant departments such as Ministry of Finance, Ministry of Local Government Ministry of Civil Affairs. Regarding l acquisition, Council agreed to provide Ministry of Finance with a letter of commitment stating that Council would compensate l owners according to price agreed upon between l owners rentals unit in Ministry of Finance. Moreover, contracts were signed regarding development of operating system, preparation of final designs, supervision of project. The environmental impact study was approved by related departments in Ramallah Governorate, facility is expected to operate in mid The Closing of Ramallah Dumping Site Transference of Solid Waste to Zahrat Al-Finjan Dumping Site in Jenin Within Municipality s efforts to terminate use of dumping site facility in industrial city as it lacks health conditions, Municipality signed an agreement with a specialized company to construct a waste transfer station for disposing waste at Zahrat Al- Finjan site in Jenin. The current dumping site which has been put in use 35 years ago is on verge of collapsing lacks proper hygiene conditions all or components that limit pollution in surrounding area. In light of all this, specialized company completed construction of waste transport station in May Since n, company has taken responsibility of loading waste on special tracks transferring it to Zahrat Al-Finjan site in Jenin. To reduce quantities of daily transferred waste which amounts to 70 tons, Municipality started sorting out recyclable materials such as cardboard, plastic, metal glass. This dumping site is a temporary fix until a more permanent solution for a site is reached, such as transport of waste to regional dumping site facility of Ramallah Al Bireh Governorate or signing of an agreement with a specialized waste treatment company to turn waste into fuel oil or black carbon. 35

19 Contributing to Cultural & Community Development Ramallah Municipality takes credit for transforming cultural act from mere cultural events to a real broad integrated project. The Municipality has very early embraced global transformation, represented in involving local government institutions in cultural act thus working towards ending official authorities monopoly. The Municipality was capable of playing an organizer, partner supporter role in cultural project. The cultural role played by Ramallah Municipality is well aware of strategic, developmental community dimensions, refore it is divided between expansion rehabilitation of infrastructure, dedication of wide space to cultural act, to reach out to all people involve various social sectors. During 2012, role of Ramallah Municipality was dedicated to Palestinian cultural movement in general, to that of city of Ramallah in particular. Wein A Ramallah Festival events have distinguished it to become one of most prominent festivals in city. Ramallah Municipality introduced first version of park events program Yalla Ala Al- Hadiqa reactivated with its partners Nuwwar Nisan Festival for children. It also introduced second version of Ramallah International Voluntary Work Camp, which was marked with participation of a selection of youngsters from Jordan Lebanon. In 2012, strategic plan for Children s Municipal Council was set preparations were made for launch of electronic agenda of cultural work in Ramallah. In terms of infrastructure, Ramallah Municipality, in 2012, restored Hosh Qah Garden, rehabilitated Issa Ziyadeh Hall in Ramallah Cultural Palace, launched global Dialogue Café in Ottoman Court building, set development plan for Ramallah Library, which will be implemented in The Cultural Community Infrastructure Projects Ramallah Municipality Mahmoud Darwish Foundation open Mahmoud Darwish Museum, Al-Barwa Park Under patronage of President Mahmoud Abbas, Prime Minister Salam Fayyad opened Mahmoud Darwish Museum in Al-Barwa Park, in presence of chairman of Mahmoud Darwish Foundation, Yasser Abd-Rubboh, Governor of Ramallah Al Bireh, Dr. Leila Ghannam, Mayor of Ramallah at time, Janet Michael, a number of ministers, public national figures, citizens visitors of city. The opening took place on Mahmoud Darwish s birthday/ National Palestinian Culture Day. The attendees toured park, which contains large areas, pools, a Speakers Corner. They opened museum building, which includes an electronic library containing late Darwish s books Darwish s tomb. The Municipality staff pays daily follow-up visits to Al- Barwa Park for purpose of gardening, cleaning, keeping it secure. 37

20 The Science Museum As part of its strategic plans, Ramallah Municipality has decided to establish an interactive science museum to attract city s children visitors. In response to Municipality s invitation, a delegation from Naples Municipality City of Science City in Naples visited Ramallah in 2012 to discuss establishing a Children s Science Museum in city. In accordance with that partnership concept of partnership between city organizations, ministry of Education, Birzeit University Department of Architecture, Al-Nayzak Organization, Abdel-Mohsen Al-Qattan Foundation, Elham Palestine, Dr. Sabri Saydam, Advisor to President for Communication Technology Affair, were invited to discuss vision of project. The fundamental idea was to build an interactive museum not restricted to one building to execute building process in phases. The first meeting resulted in decision to form a small committee to follow-up on project best ways to implement it. Ramallah Cultural Palace In 2012, Municipality opened cafeteria of Ramallah Cultural Palace. It also equipped Issa Ziyadeh Conference Hall, which is considered as one of best well-prepared city halls for meetings, conferences workshops. The capacity of conference hall is 200 people, it is equipped with highest technical specifications in terms of audio display equipment. In addition to that, hall is fully air-conditioned contains tables that can be transformed into different configurations according to needs. The hall offers catering services through cafeteria of Ramallah Cultural Palace. Since its opening, Ramallah Cultural Palace has hosted most important cultural, art, political, educational academic events throughout year. The events implemented during 2012 were 123 in which participants were 70, 0000 excluding Palestine International Festival, which was hosted in courtyard of palace. The Ramallah Cultural Palace also hosted international events from Norway, France, Britain Spain, in addition to or local events such as movie premiers for Palestinian women directors from Shashat Multimedia Productions. In addition, musical concerts from Edward Said National Conservatory of Music, Al-Kamjati Association for Music, Palestine International Festival Festival of Contemporary Dance were hosted. Furrmore, Ramallah Cultural Palace hosted launching ceremonies of different political factions, literary conferences exhibitions of Palestinian artists. The Memory of Ramallah Museum As part of strategic plan of Municipality to develop cultural infrastructure of city, former Municipal Council approved Memory of Ramallah project. Ramallah Municipality selected a Palestinian evaluator to develop project. At same time, Municipality bought a piece of l, a house, a historic building to be museum premises. Ramallah Public Library Ramallah Municipality, in its annual plan for 2012, approved development project of Ramallah Public Library on adjacent piece of l that was allocated for this purpose. The number of books checked in out of library in 2012, were 4,207 of which 3,578 were for public library, 629 for children s section. The number of people who visited library was 6,612, of which 1,650 were children, while number of new members was 492. The library s possessions of books, references periodicals increased as 1,800 new titles were bought, of which 376 were acquired through grant provided by Abdel-Hamid Shoman Foundation/Jordan, which amounts to 2,000JD presented to Palestinian libraries on sidelines of Eighth International Palestinian Book Fair. Seminars at Ramallah Public Library Young Bloggers in Palestine Ramallah Municipality held a seminar entitled, The Young Bloggers, during which speakers discussed status of blogging in Palestine through experiences of Palestinian bloggers in 48 territories, Gaza West Bank. The bloggers agreed that idea of blogging its application was primitive at beginning its content was limited to what was already published in newspapers media. As amateur bloggers began to gain experience, y started sharing ir private observations commenting on m until y became critics of political, cultural community practices, or real-life issues. Or bloggers such as Asma Al-Ghoul from Gaza were subject to external pressures due to content of ir material. Cultural Journalism Seminar Ramallah Municipality organized a seminar about cultural journalism in Palestine in which Mayor, at time Janet Michael, members of Municipal Council, a group of journalists attended with a keen interest in cultural aspect of city. The seminar that was moderated by Dr. Amer Badran, included important interventions made by Dr. Ahmad Rafiq Awad, Professor of Media at Al-Quds University, Journalist Yousef Al-Shayeb, Tawfiq Al-Issa, Editor of cultural page in Al-Haya Al-Jadeeda, Abbad Yehya, reporter of cultural section in Lebanese newspaper Al- Akhbar followed by interventions from or journalists audience. 39

21 The Ottoman Court reading projects The Ottoman Court continues to carry out its basic function as a children s library. It was provided with 2000 story books educational games, as it received hundreds of school students during Some of schools in city held ir library lessons in Court as well. The Ottoman Court continues to be a place for meetings activities of Children s Municipal Council. It also hosted various events activities of Ramallah Municipality along with activities of or institutions in city such as events of Wein a Ramallah Yallah al Hadeeqa projects. It hosted different workshops including school workshops, film screenings, atre performances Al Jidariyat Project for children, carried out in coordination with Ministry of Education. The Ottoman Court is also used as a public park during afternoon throughout year. Dialogue Café Project Ramallah Municipality has launched Dialogue Café project which connects city with nine world capitals through real-time communication technology. The project contributes to transfer exchange of knowledge experiences among different sectors of Palestinian community ir counterparts in or parts of world. The speedy transfer of information through this technology creates feeling that people communicating are sitting face to face. The four partners implementing project are Cisco, Ramallah Municipality, Palestinian Business Women Forum, Palestinian Telecommunication Group. What marks project as a truly unique leading initiative is fact that it is first network to utilize a very developed electronic system first in area to permit exchange of ideas experiences through face to face electronic communication. The project is run through giant screens that are used by school university students, social, cultural educational organizations, users in medical centers as well as mayors, thus creating business networks that focus on mutual concerns daily life issues. The Encourage Reading project To encourage reading during summer holidays, Ottoman Court library held meetings with some of parents councils in a number of schools, as an experimental step to assign books to certain age groups (from KG1 until grade 6). The list of stories books was printed, distributed to parents, to encourage ir children to read during holidays. This step also prompted parents to bring ir children to city libraries, including Children s Library of Ottoman Court children s section of Ramallah Public Library. Story-telling project Ihna A Maw idna The Ottoman Court Library resumed story-telling project, Ihna A Maw idna which is directed towards students children of city all year long in different parts of Municipality parks. Throughout this project, children meet weekly with narrator on Saturday evenings at 6 o clock. The activity goes on for an hour during which folk international stories are told related artwork is presented. The Family Park as a space for community cultural activities In addition to being a children s playground, Family Park in Batn Al-Hawa hosts various temporary permanent projects events. The Family Park acts as a practice space for prominent groups that do not have a place to practice, such as Wishah b for folklore dance, Funooniyat group, Al-Shuhob group which separately use Family Park building for one to two days a week during afternoon, throughout year. During summer, Family Park is used as Environmental Camp headquarters, which is held for one month by Municipality s Department of Health Environment. The Family Park also hosted part of program Yallah Al Hadeeqa in 2012, where part of story-telling program took place. In addition to that, Committee of Employees Laborers of Ramallah Municipality celebrated Labor Day 2012 re. Tens of workshops, NGO formal meetings or events are held inside building of Family Park. Moreover, various schools kindergartens of city held ir recreational open days in park throughout year, not to mention tens of birthday parties for children up to 6 years of age. 41

22 Programs & Activities Nuwwar Nisan Festival for Children Wein A Ramallah 4 Around 3,000 children from Ramallah Schools including those with disabilities participated in events of Nuwwar Festival 2012, which was launched in old city of Ramallah. According to festival program, children were distributed on neighborhoods of old city: Dar Jiryes, Al-Shaqra, Hosh Qah neighborhood, yard of Tamer Institute for Community Education, Sareyyet Ramallah. The children entered festival gate, passing through streets of old city. Poetry excerpts of various Palestinian poets were displayed on walls of city. Kiosks for displaying arts crafts were spread in site of festival to show traditional arts crafts. Then children participated in events that were organized by festival committee, which comprised Ramallah Municipality, Tamer Institute for Community Education, Sareyyet Ramallah, Folk Art Center. The organizations that participated in festival were Right to play, Kamjati, Ramallah Islamic Club, The Theater Center, Children s Municipal Council, Arraseef b, German Cultural Center Ministry of Education. The festival activities lasted for three days under title Taq Taq Taqiyeh. The me of festival was Palestinian Folklore, under which children expressed mselves through drawing pottery workshops as well as folk storytelling, song Dabkeh shows. In addition, festival included a book fair. Ramallah Municipality had signed a Memorum of Understing with Tamer Institute for Community Education, First Ramallah Group Folk Center to organize festival events. During signing ceremony, Municipality praised aforementioned organizations for ir active role in city, as well as all youth, cultural community organizations that work on raising level of services provided to citizens. It is important to note that Nuwwar Festival was organized in , it is through initiative of Ramallah Municipality its coordination with or partners that this festival is reactivated in accordance with plan of Cultural Department in Municipality for involving all community sectors in cultural activities of Municipality. The Fourth version of Wein A Ramallah festival for 2012 was launched on 24th of June lasted until 30th. The festival events were distributed on public spaces of city. Graffiti was me of festival, through which all its events emerged from. All activities including musicals, dance shows, plays, exhibitions workshops revolved around that me. Graffiti was chosen because it is a visual art related to people s concerns daily life issues. The festival events were visited by a large number of people. The city s diversification was apparent in showcase area as well as shows presented. The festival was held with support of Abdel-Mohsen Al-Qattan Foundation, Bank of Palestine, Wataniya Mobile, Golden Wheat Mills. An important addition was formation of an 8-person committee of specialists workers in cultural artistic fields of festival. The committee discussed me of festival, suggested groups bs, wages of se bs artists accordingly made ir recommendations on final program. All departments of Municipality worked collaboratively towards success of festival by making necessary preparations for its activities as well as providing a distinctive group of volunteers. The festival was opened with Ya lou Show Habib Shihadeh Hanna, with a group of musicians from Haifa was concluded with Munyati Nay Al-Barghouti from Ramallah. 23 The Palestine Poster Project Archives In collaboration with Park Center, Ramallah Municipality hosted researcher Dan Walsh, Founder of Palestinian Poster Project Archives. Walsh toured several Palestinian cities talking about project, which he founded 30 years ago. The importance of this project is to raise public awareness about Palestinian issue to keep it alive in people s memories. Walsh s tours included following cities: Jerusalem, Ramallah, Nablus, Bethlehem, Jenin, Toul Karem, Al-Far a camp Haifa. Children s marathon Toger We Can The children of Ramallah participated in running marathon Toger We Can 2012 which had been organized by Ramallah Municipality for three consecutive years, sponsored by National Beverage Company Coca Cola/Cappy. The 1500 participating children came from city s public, private UNRWA schools colored its space with ir red, green blue sport uniforms. The children ran in three track lanes until y reached finish line in Evangelical Episcopal School playground where y all received ir winning medals as this was not a competitive win-lose marathon rar an activity that aimed to promote spirit of belonging to city contribution to its development. This year s marathon was distinguished by participation of parents who accompanied ir children in running walking race. The children raised banners with words Prisoners strike 18 days written on m to express ir solidarity with freedom prisoners on hunger strike to be part of public campaign launched in solidarity with all prisoners in Israeli jails. The event was concluded with a performance by INAD atre group who presented songs in a fun atmosphere for children with participation of artist Khaled Masou clown Muhannad. Second Ramallah International Volunteer Work Camp, 2012 The Second Ramallah International Volunteer Work Camp, in its second edition, was launched on July 9th, 2012 lasted until July 17th, local international participants of different cultural geographical backgrounds took part in camp. Participants from Palestinian Diasporas (Jordan Lebanon) along with participants from Arab countries( Tunisia, Egypt Lebanon) or participants from Italy, France United States came to Ramallah to join camp. The camp recorded a remarkable number of participants who came from Nazareth in addition to representatives from city of Ramallah clubs. The Municipality gave companies institutions of city opportunity to participate in volunteer activities of camp thus under this category came clubs of Ramallah city, Palestine Cellular Communication Jawwal, Palestine Red Crescent Society or cultural institutions from neighboring villages as well as Labor Union of Ramallah Municipality volunteers from occupied Syrian Golan. The voluntary activities of camp included a main project Radana Forest as well as or activities such as painting trees sidewalks, general cleaning of city, building dry stonewalls. Parallel to camp activities, Ramallah Municipality organized a recreational cultural program, which aimed to introduce participants to Palestinian issue history. This included a series of trips to Palestinian cities such as Jericho (specifically Jordan Valley), Bethlehem, Hebron, or areas affected by wall, as well as a walk through old city of Ramallah. The event was concluded with a concert for Dar Qil b, during which project partners were honored. The great success of this camp was reflected in very wide media coverage that accompanied camp events, which surveyed people s opinions prompted m to participate in following years. 45

24 Ramadan Nights The Lighting of Christmas Tree The Olives Fifth Festival Ramallah Municipality organized a series of Ramadan nights for this year, which included a performance by Al-Quds B for Arabic Music in cooperation with Edward Said National Conservatory of Music, which took place at Rashed Haddadin Yard across from Municipality building. The b performed a variety of Asmahan s songs in memory of her 100th birthday. Furrmore, Dar Qil B from Toul Karem presented a concert of patriotic songs at Yasser Arafat Square, attended by a large audience. The third night was a Sufi music night presented by Maqam b at Al-Omari Hosh. The Ramadan Nights Festival was concluded by Jerusalem Singing Choir who recited Islamic songs Prophetic praises at Al-Omari Mosque yard in old city, where a large crowd gared to sing along with b in a spiritual atmosphere. Ramallah Municipality illuminated its annual Christmas tree in presence of Prime Minister Dr. Salam Fayyad, Mayor of Ramallah Dr. Leila Ghannam, ministers Mayors of several municipalities, officials, national religious figures as well as local families visitors. At beginning of event, phrases of Holy Bible were recited by Far Raed Abu- Sahlieh, pastor of Holy Family Catholic Church. During this event, attendees lit cles listened to caroling of children of Saint Joseph s School, Al-Raja Evangelical Luran Church, Al-Ahliyyah College, Friends School, Al-Ru a Choir. It should be noted that Al-Wataniya Mobile funded part of this event. In this context, Municipality received Council of Heads of Churches of Ramallah to discuss preparations for lighting of Christmas tree. The Council, represented by Archimrite Elias Awwad, Pastor of Roman Orthodox Church, Far Raed Abu-Sahlieh, Pastor of Holy Family Catholic Church, Far Abdullah Julio, Pastor of Church of Our Lady of Annunciation, Rev. Imad Haddad, Pastor of Evangelical Luran Church, Rev. Hanna Dalleh, Pastor of Evangelical Episcopal Church. Far Farah Badr, Assistant Priest of Catholic Church, Ghassan Ziyadeh, Secretary of Council, congratulated Mayor of Ramallah its Municipal Council for assuming ir new posts confirming ir support to Municipality in carrying out its duties. Ramallah Municipality organized its fifth Annual Olives Festival in partnership with Environmental Education Center, Bethlehem University, Wasil Center for Youth Development, at Al-Harjah Market in old city was attended by citizens tourists of Ramallah. The partners of festival were: Wasil Center, Bethlehem University, Saint Joseph s School, Al-Mustaqbal Schools, Al-Raja Luran School, Al-Ahliyyah College, Mr. Soheil Jaber, Ramallah Al Bireh Governorate, Police Department Palestinian Red Crescent Society. The events of festival comprised opening of kiosks that sold olive oil hcrafts, musical performances by bs of Saint Joseph School, Al-Mustaqbal Schools, Al- Raja Evangelical Luran School, Inad Theater, The Big Dream choir of Al-Ahliyyah College, Al-Hadaf Center from Bi Leen Tarsheeha B Admirers of Sheikh Imam B, as well as bs of Hadaf, Wasil, Hala, Taghareed, Danadeesh, Funooniyat for Folklore Arts. 47

25 The Children s Municipal Council Activities In cooperation with Children s Municipal Council of Ramallah, a workshop was held to set up Council s strategic plan for years was led by Dr. Varsen Azokistan. The Council s activities included voluntary participation at fourth Ramallah Municipality Environmental Summer Camp 2012, Wein a Ramallah 4 Festival 2012, Ramallah International Camp for Volunteer Work The Council also organized an animation workshop, which was held in Ottoman Court Building, was supervised by Abdel-Mohsen Al-Qattan Foundation. Furrmore, Council s Board of Directors held a meeting at Family Park that was attended by Children s Mu- nicipal Council of Jericho a number of teachers from city schools. The meeting aimed at reinforcing democratic action in Palestine through Children s Municipal Councils in order to include all citizens in democratic process starting from early years of childhood throughout school years. Foreign Exchange Programs Ramallah Toulouse Through cooperative relationship between Ramallah Municipality Toulouse Municipality France, two students from International Academy of Contemporary Art Palestine joined Higher Institute for Fine Art (HISK) Toulouse to complete ir higher studies in visual arts. In exchange, two students from Higher Institute for Fine Art attended International Academy of Contemporary Art Palestine for one semester. In addition, a student from Al-Kamjati Association for Music, anor from Edward Said National Conservatory of Music are pursuing ir education at Higher Institute for Fine Art. The exchange process is based on nomination of a cidate from each institution. In collaboration with Trondheim Municipality, Norwegian artist Martha Fall performed at fourth Wein A Ramallah festival, along with b, Hawa Dafi from Occupied Syrian Golan. Furrmore, with collaboration of Toulouse Municipality, Consulate General of France Goe Institute, French b Remplin participated in events of Wein A Ramallah Festival along with German b Simples, b Dam from Palestine. Yalla Ala Al-Hadiqa Program This program, in its first edition aimed at involving park visitors (children, youth families) in cultural art activities in a systematic manner. Accordingly, activities events were held at Yousef Qaddoura Park, Daraj Al-Al-Tireh Park, Nations Park, Al-Qaser Park, Kamil Ajlouni Park, The Ottoman Park, The Family Park Ein MizRub Park. The activities included storytelling, interactive atrical performances, musicals, or popular activities. Palestinian Youth Week Upon a presidential decision urging Palestinian Government Supreme Council for Youth Sports to organize Palestine National Youth Week within beyond country, event was launched on November 14th, 2012, in cooperation with Ramallah Municipality participation of Palestinian community youth. The aim of event was to commemorate martyrdom of late leader Yasser Arafat as well as Independence Day. The National Week included a variety of sports, social, cultural, art scout performances. 49

26 Supporting cultural community organizations The Municipality offers annual support to activities held in city eir by providing Municipality facilities or by contributing a small amount of money as financial support. In addition, Municipality facilitates events for some cultural art organizations in public areas through following: Supporting Central Events in Ramallah. In this context, Municipality supported both Palestine International Festival Ramallah Festival for Contemporary Dance, which were organized by Folk Art Center Sareyyat Ramallah. In addition to that, Municipality facilitated dozens of events, which took place in public places eir through coordination with relevant departments, or by providing mobile ater owned by Municipality, or by assisting organizations in putting up ir posters, such as Young Artist Competition (Abdel-Mohsen Al-Qattan Foundation) Popular Theatre events for people with special needs. From Family to Family Campaign. This campaign is a joint initiative launched by a number of institutions (Ramallah Municipality, Ministry of Social Affairs, Birzeit University, Palestinian Voluntary Work Committee, Municipality) aimed at supporting our people in Gaza Strip. This campaign is based on principle of in-kind donations provided by families in West Bank to Gazan families. The campaign has acquired Municipal Theater of Ramallah Municipality Is ad Al-Tufoolah Center of Municipality as places for collecting donations. The campaign was well-received by families, merchants schools of city. A historical Study of City of Ramallah its Municipality In order to document historical story of city of Ramallah, Municipality carried out a study under supervision of a specialized researcher on history of city of Ramallah its Municipality under Ottoman rule. The study covers establishment of Ramallah in 16th century as an agricultural village its development throughout years, including periods of World War I British Mate. The study is based on Municipality records, Ottoman census records, records of Sharia Court in Jerusalem, books written by foreign travelers missionaries who had resided in city for many years as well as dozens of studies on Ottoman era in Palestine. The second phase of study related to period of British Occupation Mate was completed its first version was issued, to be revised published in In addition, a book was written about life of son of Ramallah, politician activist, Hanna Issa Khalaf. The book presents Khalaf s social political views on Arab-Israeli conflict his radio speeches articles, as well as a variety of photographs historic documents that he left behind. Organizational Development & Capacity Building for Achieving Operational Excellence Ramallah Municipality has been vigorously working on fulfillment of its vision to achieve operational excellence internally, thus reflecting significant efforts exerted to gain citizens satisfaction simplify procedures. Within this framework, Municipality has accomplished following: One Stop Shop (Customers Service Centre) With aim of enhancing its absorptive capacity facilitating reception of a greater number of citizens customers, Municipality has exped its One Stop Shop, which is located at Municipality s building. Nine new fund collecting points were added, two of which were allocated to collection of fees, especially during promotional discount period on annual municipal service fees. A machine for customers numbering system is also available. In addition, various sections were installed at One Stop Shop, namely in relation to annual municipal service fees enquiry submission of complaints, enquiries about engineering, crafts industry transactions procedures, as well as reception follow up of complaints suggestions by Complaints Unit. Furrmore, a new service was added enabling citizens to enquire about ir annual municipal service fees electronically through an online system that provides a user name a password. In total, ten fund collecting points employees are available to directly serve public, as well as facilitate ease procedures follow up of citizens various matters at municipality. Internal Development Technical Development, Upgrading of Equipment Internal Telecommunication Network Ramallah Municipality developed upgraded its electronic systems to maintain effective services to citizens, facilitate implementation of various programming systems. A new Hardware Firewall 51

27 system has been installed for internal electronic network, computers, servers. Furrmore, a new server has been set up, specifically for all municipal databases ir software applications, ensuring thus higher speed for various program operations, as well as saving employees efforts time. The municipality has furr installed All in One Touch Screen in its reception area, enabling citizens to enquire print ir own bills electronically. On or h, a new upgraded database has been instated to serve support installation of all new programs identified as part of Municipality s Strategic Plan. Moreover, new telecommunication system has been activated employing Voice Over IP (VOIP) technology. Human Resource Systems With aim of developing comprehensive human resource systems, Ramallah Municipality has commissioned an expert to build Municipality s systems including all policies related to human resources, work procedures of all employees. This step is part of Municipality s aim to fulfill one of its key objectives related to institutionalizing work procedures, instigating enhancing an organizational culture, as well as developing systems. Within this framework, various internal sessions were organized with participation of executive administration employees to discuss se systems, ir key objectives. Employees Performance Appraisal System Within framework of development of comprehensive human resource systems, Ramallah Municipality has completed its employee s performance appraisal system, with participation of various management levels. A number of recommendations outputs were integrated into system in its first reading. Employees performance appraisal provides a real opportunity for both supervisors employees to effectively communicate in terms of performance provision of feedback, reflecting, hence, positively on overall work performance atmosphere. Working Hours Uniforms A new working hour management system has been initiated, interlinking various municipal facilities with a central system that provides information timing of employees working hours. The system will ensure more flexibility to facilitate work of employees determine ir working hours. Moreover, municipality has distributed an official uniform for all workers to unify outfits present a professional image to public. Labor Employment Opportunities With aim of meeting needs of various municipal departments for more manpower bearing in mind general difficult economic situation Palestinians are facing, Ramallah Municipality has employed more than 60 workers on special program contracts. Due to increasing number of visitors to Ramallah city during summer, which is also accompanied by need to intensify existing services, especially in terms of solid waste collection, workers have been employed as groups to clean roads in all various city neighborhoods, over two shifts (From 7:00 A.M to 2:00 P.M, from 2:00 P.M to 9:00 P.M). Work has been intensified in city center, specifically, which is usually crowded with large number of citizens visitors during day late night hours. Furrmore, se additional teams focused on exping cleaning street areas that lacked sufficient workers throughout year, in addition to cleaning l areas stairs in various city neighborhoods. Training of Volunteers Fresh Graduates Strongly believing in integration of academic practical training of students, as per its community responsibility towards developing education youth sectors in Palestine, Ramallah Municipality received, during year 2012, more than 30 interns affiliated to special training programs in a number of colleges universities. Interns were trained in various municipal departments, while Ramallah Municipality facilitated ir work, providing m with all needed information about services role of municipality, as part of ir research requirements. Internal Numbering Project Within its vigorous effort to enhance its services, as part of administrative operational benefits perceived from implementation of naming of city streets project, numbering of its building, Municipality has decided to develop furr this process, by naming numbering buildings that have more than one household establishment. Upon assessing strategic dimensions of internal numbering process, as well as setting up technical specification a detailed action plan, Municipality has installed, in November 2012, numbering plates in all Ramallah buildings. Although internal numbering of building is not within Municipality s specialization, Municipality employed its own human financial resources, strongly believing in importance of unification of numbering mechanism at city level, in accordance with international stards, its role in contributing to creation of a local common culture of understing. The internal numbering as per Municipality vision grants every citizen a full private address consistent with international stards, thus, supporting Palestine Post in its quest to develop postal code for each household establishment at national level. The Geographic Information System (GIS) played a pivotal role in planning internal numbering system, namely in terms of determining quantities, course of activity, numbers required for each office, as well as estimating level of effort, time human resources needed. 53

28 E-Municipality Project As part of its strategic orientation to shift from a traditional to an e-municipality, services to citizens visitors are provided electronically, via a safe accessible manner. This has been achieved through harnessing all available local technical potentials for preparation of municipal infrastructure enhancing entire complementarities between all administrative operational systems. The previous Municipal Council has allocated 150,000 US$ for project, as part of 2013 budget, amounting, in consequence, to 50% of estimated budget required. As part of case study conducted by German International Cooperation (GIZ) - strategic partner of project to assess Municipality readiness, implementation mechanisms of all services are being analyzed as well as compatibility of Municipality infrastructure, electronic systems human resources to move to an effective well-studied transformation from a traditional to an e-municipality. The study tools mechanisms will be documented with aim of disseminating se experience lessons learnt for or municipalities local government units. The following activities were implemented: Orientation of Al-Bireh, Betunia Nablus Municipalities on Ramallah Municipality GIS ir provision of terms of reference to build a similar system: With aim of sharing experiences methodologies, as part of Joint Cooperation Units at Municipalities, representatives from Al-Bireh, Betunia Nablus Municipalities were briefed on Ramallah Municipality experience in employing GIS. Throughout a series of meetings, participants were presented with detailed methodology mechanisms for adopting system, including sketching urban plans, building digital tools for various municipal departments, as per ir research information needs, as well as displaying, modifying, upgrading analyzing spatially related information inputs. The GIS unit has provided Al-Bireh, Betunia Nablus Municipalities with Terms of References (TORs) adopted to sketch urban plans, integrate m within GIS. They were also provided with a list of basic geographic layers that were prepared, including detailed datasets of variables for each layer. Ramallah Smart City Project: Through this project, Ramallah Municipality seeks to translate its vision to enhance Ramallah city its transformation towards a Smart City. The project provides citizens visitors with internet accessibility, as well as connecting all facilities public buildings with internet network. Thus, Municipality has gared initial concepts from companies interested in this project, aiming at achieving its vision in a creative highly efficient manner. A technical expert committee has been established, started assessing concepts professionally, based on criteria that include namely coverage, citizen s participation, cost income, direct indirect benefits for Municipality facilities, quality of services, companies/company experience registration, timeframe proposed of implementation. Ramallah Municipality participates in first International Conference on E-Municipality in Palestine: Ramallah Municipality has presented a paper in First International Conference on E-Municipality in Palestine that took place in Hebron city in June 2012, with participation of Prime Minister, Dr. Salam Fayyad, a number of ministers, local international mayors, as well as representatives from Palestinian international local government authorities. Represented by head of GIS Information Technology Unit, at time, Dr. Safa Dweik, who is currently GIS municipality consultant, a working paper was presented at conference, entitled The Ramallah Municipality Experience in GIS. With aim of assisting or municipalities in ir mechanisms to adopt such systems disseminating this experience nationwide, paper summarized technical experience in adopting GIS at Municipality, including employed methodology; key achievements accomplished by Unit, encountered challenges proposed recommendations. Ramallah Municipality proposes a joint sheep farm outside urban environment in cooperation with Joint Cooperation Unit, in accordance with GIS stards: Ramallah Municipality adopted GIS methodologies tools in selecting suitable location for a joint sheep farm affiliated with municipal joint cooperation units of Ramallah, Al-Bireh, Betunia cities, in accordance with stards approved by technical project committee. The project aims at solving problem faced from elevation of sheep, through creation of a common model farm outside urban planning zone of three cities. This will enhance cities internal environment, level of services provided to sheep herders gared in one place. Representatives from Prime Minister s office, Ministry of Agriculture, Ramallah Al-Bireh Governorate, Ministry of Local Government, Ministry of Planning, Joint Cooperation Unit in Ramallah, Al-Bireh Betunia Municipality participated in planning of this project. Ramallah Municipality s GIS website receives high interactions appreciation from public at ExpoTech Exhibition: Ramallah Municipality s section at ExpoTech Exhibition 2012 witnessed high level of attendance interaction from visitors. The Municipality s Participation in exhibition stemmed from its strong belief that technological events encourage networking between Municipality as a service provider promotion of its electronic services to its public. 29 as first municipality nationwide to establish an electronic website, newly launched, specifically dedicated for its GIS application ( The Municipality also participated in Exhibition through production of gifts holding Ramallah name, produced by Ramallah Tourist Information Center, one of municipal facilities. 31 The Norwegian City of Trondheim Hosts a Delegation from Ramallah Municipality on Beautification of city As part of joint activities between two Municipalities, Municipality of Trondheim in Norway hosted Sami Awaidah, Head of City Beautification, Ahmad Al-Khatib, supervisor of gardening unit. The delegation was briefed about designs of some of new gardens that are subject to universal design as part of ir characteristics, which enables all community groups to participate in benefit from public parks spaces. The delegation also met with a number of representatives in charge of aestic recreational activities. It is worth mentioning that this visit falls within exchange experience between two municipal teams as part of twining agreement between cities of Ramallah Trondheim, established since Celebrating International Workers Day Celebrating International Worker Day, Municipal Workers Union organized a ceremony for this specific occasion that attended by workers, employees, previous municipal council members. The Union referred to particularity of Palestinian labor movement that is engaged in both national workers struggle. The Municipality congratulated its workers, thanking appreciating ir efforts in serving ir city. During celebration, various employees were honored, including prisoners, Mohammad Dawaoud, Khaled Farraj, Hussein Atallah, Hussni Daraj, in addition to four members from previous Board of Directors, Jamal Anfous, Sahar Shteyeh, Mohamad Abdel All, Assad Husari. Ramadan Iftar Feast for Workers, Employees Previous Council Members As part of an annual tradition, Ramallah Municipality organized an Iftar feast for its employees previous Municipal Council members during holy month of Ramadan. Furrmore, Holy Family Church of Latin Patriarch organized an Iftar feast for Ramallah Municipality workers, thanking m for ir efforts to maintain city clean. Employee Recognition Honoring of Retiring Personnel Ramallah Municipality honored three of its retiring employees through organizing an event at Municipality, which was attended by previous Municipal Council, employees workers. Ramallah Municipality Workers Employees elect ir Union The following people won elections of Municipal Workers Union: Mohammad Faroukj, Odeh Tabakhna, Riyad Hammad, Said Abu Zeid, Khaled Nafash, Saqer Hantsheh, Hanan Rafidi, Sultan Haboub, Eng. Majed Kilani. The committee supervising elections opened plenary elections of General Assembly, consisting of 297 members. The number of cidates reached 20, including four females. More than 268 members participated in election process. 32 Allotment of Seats in Colleges Universities Dedicated for Ramallah Municipality As part of an annual procedure announced in local newspapers, within framework of an existing agreement between UNRWA Ramallah Municipality, 10 seats were dedicated to students who do not hold a refugee card to study in Faculty of Educational Sciences, 10 seats in Al Tireh Women Community College. Furrmore, 5 seats were allotted to employees, 5 to ir children, 10 for city residents in Al-Quds Open University. All applications were received evaluated by a special committee consisting of Municipal Council referring to specific criteria. The list of accepted students was n published in local newspapers. Hosting Voter Registration Center Ramallah Municipality hosted Voter Registration Center to upgrade information for ir municipal election that was conducted on 25/10/2012. The Elections Committee used an office at Municipality to receive citizens, register update ir information. Updating Mechanisms for Accounting Financial Software New upgrades on income, revenue collection, accounting financial software were integrated, as new versions were installed on Barcode system, with aim of facilitating services for citizens upon payment of fees, reducing waiting time, as much as possible. This system resulted in reducing pressure on revenue collection, especially during months from January to March. It also accelerated payment process completion of transactions rapidly. Furrmore, corrective actions on files during 2012 were processed via introduction of a new mechanism that examines lease files, which, in fact, facilitated modifying information follow up process. Discount Promotional Campaign In order to encourage citizens to pay service fees, a discount promotional campaign was launched at end of 2011 beginning of 2012, entailing annual discount on service lore fees. The discount process started beginning in January 2012 up to April It included 30% discount on 2012 fees, as well as special discounts for prisoners martyr families. On or h, Municipality resorted to law deming accumulated fees over 50,000 NIS from citizens who failed to pay recurrently. At end of 2012, Municipality announced annual Discount Promotional Campaign on annual fees for 2013 to benefit from discounts announced by new Municipal Council. Budgets At end of 2012, 2013 budget was prepared based on budgets performance. A plan was prepared linked to objectives sub-activities of all Municipal Departments (Refer to annexes). Fixed Assets Project During 2012, Municipality completed inventory assessment of its fixed assets. A new program has been installed, on which all assets properties were entered, as well as financially registered, automatically calculating depreciation by program. This facilitates work in future, enabling as well an easy access to municipally property, enquiry follow up of modification. The fixed assets program was connected with rental files of municipal properties buildings, for future querying periodically update of information. 33 Financial Audit The financial audit for 2011 was completed by Talal Abu Ghazaleh Company, audited financial lists were published in Al-Quds Al-Ayyam Newspapers, ensuring transparency. They were also published on electronic website for ease of accessibility, for public enquiries. In addition, budget for year 2012 was audited by Al-Wafa Financial Auditing Company. Crafts Industries During year 2012, all files related to crafts industries section were archived via a system that leads to development of craft, facilitating access for licenses. The Municipality is in process of transferring licenses,, in close coordination with Ministry of Health, y will be approved from a health perspective, through appointing a specialized doctor. This will reduce timeframe required for ratification, as licenses will not be referred to Ministry of Health for ratification. Lore tax During year 2012, l building appraisal has been upgraded in cooperation with Ministry of Finance/Property Tax Department. All fees charges related to Lore tax annual maintenance for all governmental schools within Municipality scope have been registered. Property tax Hosted by Ramallah Municipality The Mayor of Ramallah Municipality, Eng. Musa Hadid, discussed a number of issues with General Director of Property Tax Department, Mohammad Nofal, during latter visit to congratulate newly elected Mayor Municipal Council. The meeting was also attended by General Director, Ahmad Abu Laban, Director of Financial Affairs, Suleiman Ghneim. The meeting focused on importance of promoting citizens awareness regarding payment of ir fees to enhance develop delivered services, in cooperation with Property Tax Department. Mohammad Nofel stressed on importance of cooperation between Municipality Property Tax Department, especially in enhancing tax collection through joint campaigns, promoting collection of fees from citizens raising ir awareness on importance of commitment in payment of financial fees. The Municipality s membership in Municipal Development Lending Fund (MDLF) its mechanisms to implement awareness campaigns, were also discussed. Promoting Status of Ramallah Locally, Regionally & Internationally Ramallah Municipality works on exping communication bridges to internationally promote status of Palestine Palestinian cause. The Municipality has worked hard to intensify its efforts at national international levels through signing of agreements memorum of understing with international cities. This contributed in exping Municipality s network of international relations, mobilizing financial, moral technical support dedicated for significant projects implemented within city. The Municipality has in effect signed, in 2012, cooperation agreements with Brazilian Porto Allegre Municipality, Argentinean Buenos Aires Municipality Turkish Sur Diar Bakr city. Through initiating developing relations with international organizations, Municipality participates in various activities, such as hosting of French-Palestinian Decentralized Cooperation Conference in 2012, implementation of projects with European cities, tied with Municipality in a twining agreement partnership, as well as organization of cultural exchange visits between employees, delivery of training programs with Ramallah organizations or cities. 65

34 Locally, Municipality seeks to build a model in enhancing municipal relations with local community. It has signed a memorum of understing with Ministry of Tourism, as well as a second version of cooperation agreement with Nazareth Municipality, rendering it first of its kind at national level to pursue Palestinian communication against all odds, against ir concepts cultural exchange. Furrmore, Ramallah Municipality is linked with a partnership relation a community social responsibility with private sector, in terms of supporting initiatives towards city citizens. The Municipality focuses on importance of communication with Palestinians of Diaspora. It establishes relations through its participation in Haithhe Ramallah ( This is Ramallah ) magazine published by American Federation of Ramallah Palestine, in addition of supporting annual visits that Federation conducts in city. The Municipality also supports many of its active organizations. During 2012, Municipality witnessed an active movement great interaction with its public through its news, monthly yearly calendars, as well as Ramallah Tourist Information Centre publications. Signing of Local International Agreements With Ministry of Tourism Antiquities Emanating from ir strong belief of importance of sustainable tourism in Palestine, significance of partnership between public sector, local community authorities crucial role of private sector as a key investor in tourism sector, Ministry of Tourism Antiquities has signed with Ramallah Municipality a memorum of understing. The signing ceremony that took place in Ramallah Municipality was attended by previous Municipal Council, executive management, representatives from Ministry of Tourism Antiquities, Arab Hotel Association, various restaurants hotel owners, a number of members from advisory board of Ramallah Tourist Information Centre. This agreement aims at regulating work between two parties, so that Ministry can support Municipality within its available capacities resources to safeguard cultural heritage, operate Ramallah Tourist Information Centre transfer Ministry experience to Municipality regarding internal external tourism, giving special attention to Ramallah as a cultural center through its festivals, municipal projects private sector investments in city. 67

35 With Municipality of Nazareth Within framework of enhancing role of two cities in serving ir citizens, through exchanging experiences, promoting meetings between inhabitants of two cities, improving social economic relations, a delegation from Ramallah Municipality visited city of Nazareth. During this visit, a cooperation agreement has been signed took place at Abu Salma Public Library, was attended by Municipal Council members, executive management forms both municipalities. The Ramallah Municipality delegation was welcomed by Mayor of Nazareth, Eng. Ramez Jarayseh, his deputy employees businessman, Munib Al-Masri. The Municipality of Nazareth organized a visit to key historic, religious, cultural sites, as well as old city. It is worth mentioning that first signature of agreement took place in city of Ramallah, where Ramallah Municipality hosted delegation from Municipality of Nazareth. With Brazilian Porto Allegre Municipality Ramallah Municipality signed a memorum of understing with Mayor of Porto Allegre, Joseph Fortonaty, in presence of Palestinian Ambassador in Brazil, Ibrahim Al-Zeben, Assistant Secretary of State for American Affairs, ambassador Dr. Munjed Saleh. Mr. Fortonaty expressed his desire to discover Palestine strengn furr ties of friendship with city of Ramallah its municipality, explaining that religious cultural coexistence in Brazil, that has different origins, was in fact principal motivation for his visit to Ramallah, as a national duty of his city towards Palestinian people, as well as part of call for achieving peace expression of love from Brazil. During Mr. Fortonaty visit, Secretary General of President, Atayeh Abdel Rahim, hosted him, y visited Memorial of late President Yasser Arafat. The signed agreement entails enhancing relations between two Municipal Councils with aim of establishing dialogue joint action. Twining with Turkish city of Sur Diar Bakr In a visit of Palestinian delegation to Diar Bark, Ramallah Municipality signed a twining agreement with Sur Diar Bakr, one of biggest cities in Diar Bakr. The agreement was signed by Ramallah Mayor at time, Janette Michael, Mayor of Sur Abdallah Dimrbas, in presence of Diar Bakr Municipality, Dahouk Mayour in Iraq, Mayor of Turkish city of Çanakkale, who also signed an agreement with Municipality of Sur Diar Bakr. On one h, agreement will promote developing relations with people of world,, on or h, it will aim at considering city s experience in preserving urban characteristic as well as cultural popular heritage, since city of Sur is more than 8000 years old, is considered as one of ancient cities with a particular historic cultural heritage. 69

36 Promoting status of Ramallah Internationally French-Palestinian Decentralized Cooperation Conference Ramallah Municipality hosted French- Palestinian Decentralized Cooperation Conference at a dinner coinciding with conclusion of conference, in presence of Head of Presidential Office, Dr. Hussein Al-Araj, representing President Mahmoud Abbas. The Municipality confirmed that success of conference is result of significant effort exerted by conference organizers, stressing cooperation as well as exchange of experience friendship between Palestinian French people. The Municipality recalled cooperation twining agreements with French cities, last of which was signature with Paris Municipality, in addition to agreements with Toulouse, Bordeaux, Epinay/Seine, which are considered as most significant agreements in terms of knowledge experience, as well as project implementation in city of Ramallah. Official notes were delivered during this ceremony, along with final statement for Conference, a Palestinian popular Dance show, Dabkheh, delivered by Dyish Group from Ramallah First Group. Participants in dinner ceremony, which was funded by AutoZone, general trade agent of Peugeot Motors, included Minister of Local Government, Khaled Qawsmi, Minister of Planning, Dr. Ali Jirbawi, Minister of Women Affairs, Rabiha Diab, French Consul, Frédéric Desagneaux, Deputy of Al-Bireh Ramallah Governorate, Hamdan Barghouti, president of French Palestinian Cooperation Network, Claude Nicolai, a number of official representatives from Palestinian French organizations. It is worth to mention that Ramallah Municipality has conducted a presentation at Conference held in Hebron regarding its relationship with city of Bordeaux, which resulted in establishment of Ramallah Tourist Information Center. The Annual Conference of American Ramallah Federation Palestine 2012 The Ramallah Mayor, at time, Janette Michael, participated in Annual Conference of American Ramallah Federation Palestine 2012 that was organized in Orlo (Florida, USA). She presented key projects implemented by Municipality, including opening of First Bayara Garden, in partnership with Bank of Palestine, Muna Bassem Hishmeh Association, Welfare Association ANERA. She also presented Planting a Tree initiative. During this visit, head of Ramallah Club in San Francisco, Affif Albaba, organized a ceremony, in honor of Mayor, attended by Palestinians from Ramallah city. Asian Mayors Forum in Bangkok The Mayor of Ramallah, Musa Hadid, participated in Asian Mayors Forum in Bangkok (Thail), with or mayors from Asian cities aiming at establishing communication mechanisms between Asian cities. The Forum focused on establishing a data bank to exchange experiences, discover challenges faced by Asian cities to find common mechanisms of follow up. The Mayor of Ramallah presented key challenges faced by Municipality, especially in terms of urban expansion increasing number of inhabitants, in addition to challenges faced by occupation, environmental pollution traffic. 71

37 Participation in Free Palestine Forum in Brazil A delegation from local committees participated in Local Government Forum as part of international forum in Brazil, entitled Free Palestine. The delegation included two members from Ramallah Municipal Council, Faisal Darras Omar Assaf, director of Public Relations, Maha Shihadeh, Mayor of Betunia, Ribhi Doleh, his deputy, Saed Nassar, Deputy Mayor of Hebron city, Judeh Abu Sneineh, Dr. Salah Adeen Az-Zeeir, member of Hebron Municipal Council, Reema Kilanee, member of Nablus Municipal Council, Jerusalem delegate, Dr. Yasser Amouri. The Forum was attended by more than 150 participants representing various mayors, municipal councils from Palestine or countries. The Forum focused on three pillars: city of Jerusalem, cultural heritage under occupation, challenges faced by Palestinian municipalities under occupation. Meeting with Mayor of Porto Allegre The delegation of local committees met Mayor of Porto Allegre. During meeting, Ramallah Municipality discussed proposed steps to follow up to develop relation, to prepare a proposed action plan for coming year as per memorum of understing that Municipality signed with Porto Allegre Municipality in February Key results of Forum Meetings with Palestinian Ambassador Diaspora A delegation from Ramallah Municipality met Palestinian Diaspora Palestinian Ambassador in Brazil, Ibrahim Zeben, to prepare Forum, as well as to discuss detailed agenda, role of each Municipality, final closure speech that was prepared presented by Ramallah Municipality. Key results were reflected in Ramallah Municipality final closure speech that focused on establishing new relations with many participants from different Municipalities in Brazil worldwide, as well as inviting Brazilian Municipalities to visit State of Palestine, inviting m to support Palestinian cause right of Palestinian people. The speech also stressed on importance of developing sectors of education, economy, youth, media, as well as of raising awareness of people regarding challenges faced by Palestinian people ir institutions due to Israeli Occupation. Hosted by Ramallah Municipality French Mayor of city of Rezé Ramallah Municipality hosted French Mayor of Rezé, Gilles Rentière, who expressed his willingness to cooperate with Ramallah Municipality in implementing joint projects, especially as city of Ramallah witnesses a significant cultural touristic development throughout last years. During meeting that was attended by Palestinian Mayor of Al-Ezarieh, guest pointed out that city of Ramallah is lucky to have its people, geographic location, positive openness, investment, growth prosperity. A Danish delegation Ramallah Municipality hosted a delegation from Municipality of Aarhus in Denmark, consisting of its Deputy Mayor, Rubeh Ahmad, three of its Municipal Council Members. The delegation expressed its interest in building cooperative relations with Ramallah Municipality. Aarhus is considered as second largest city of Denmark, with famous universities worldwide. The city competes on European Cultural Capital for year The delegation was impressed by cultural life in city of Ramallah, expressing that its city is interested in exchanging experiences with Ramallah, especially since Aarhus has a large number of Palestinian immigrants refugees, seeks to integrate activate this Palestinian network/diaspora within city community. 73

38 South African delegation Ramallah Municipality hosted a delegation from South Africa, represented by Deputy Minister of Local Government, Mayor of Johannesburg, director of Local Government Development Program civil society at GIZ, Ulrich Nitschke. The Municipality praised positions of South Africa supporting Palestinian cause especially noticing that Palestinian people are living same colonial conditions suffered by people of South Africa. The Deputy Minister of Local Government in South Africa, Younis Karim, said that his country is interested in enhancing relations with Palestinian people, through agreement that will be signed next July with Ministry of Local Government in Palestine, stressing full support of his country to Palestinians ir rights in establishing an independent Palestinian State acknowledged by United Nations. Palestinian Ambassador in Romania The Mayor of Ramallah, Musa Hadid, hosted Palestinian Ambassador in Romania, Ahmad Aqel, discussed a number of issues relating to building cooperation relations with Romanian cities. The Mayor stressed on importance of international relations at political level to support Palestinian cause at service level to exchange experiences networks between international cities around different projects. The Ambassador noted that a twining cooperation agreement between Palestinian Romanian cities is crucial to interlink cities at popular level, with touristic activities experience exchange. Work is currently undertaken to network with Romanian municipality to sign agreements with Palestinian municipalities, among which is Ramallah Municipality. American Federation delegation to Ramallah Ramallah Municipality hosted its visitors from United States in a reception in honor of many families from Ramallah living in United States, as part of ir visit through American Federation of Ramallah. The president of Federation, Terry Al-Ahwal, thanked Ramallah Municipality for its hospitality. 43 An Honor worth of Ramallah Honoring Palestinian writer novelist from Ramallah, Yasmine Zahran Within framework of its strategic plan, Ramallah Municipality honored key cultural initiatives that had a prominent role at Palestinian international cultural scene in a ceremony held on 14/10 /2012 by Municipality at Cultural Palace in Ramallah. The writer, Yasmine Zahran, daughter of city, is one of most important figures among Arab women developing Arab cultural enlightenment progression. The ceremony was attended by many of national cultural figures citizens of city. Ms. Zahran experience to enter academic field is unique. She was a graduate of Friends School in Ramallah during British Mate one of first Arab women who graduated from Columbia University. She gave to education process a particular importance in her life, committed herself in investigating history of her country (Palestine) history of Arabs. The website also includes all its publications a guide about key organizations in city, information about tourism economy in Ramallah, as well as archived photos available at Municipality. Facebook twitter page: Through its Facebook twitter pages, Ramallah Municipality communicates with its public to inform m about key events news. The Municipality also responds to messages. You can refer to all publications via Municipality website Ramallah Tourist Information Centre The Municipality inaugurated Ramallah Tourist Information Centre in September 2011, as first center of this kind in city, located in old town opposite to municipal building aiming to provide tourist information services for city s residents visitors. Riwaq Centre for Architectural Conservation Swedish International Development Agency (SIDA) contributed in restoration of Center s old building, while French Ministry of Foreign Affairs mayor of Bordeaux supported its establishment in collaboration with Municipality of Ramallah. The center is responsible for following activities: Providing visitors with tourist maps of city of Ramallah or Palestinian cities; Providing publications about city of Ramallah its touristic sites; Publication of monthly calendar of events, artistic cultural activities in city, as well as some promotional publications about city; Providing a variety of traditional gifts items wearing name of Ramallah that visitor can buy at symbolic prices with aim of contributing to promotion of city of Ramallah; Participating in tourist conferences events; Organizing tours of city for visitors guests of Municipality. Ramallah Tourist Information Centre organizes a session for its Advisory Committee The Advisory Committee of Ramallah Tourist Information Center conducted its first meeting that addressed general situation of tourism in city, especially political tourism, as Ramallah is considered focal place for political activities. The Committee tackled importance of income from tourism in countries that develop this sector. The Municipality stressed on its serious intention to benefit from expertise of Committee members to develop this sector in city. It also presented an orientation about center, entailing a summary of its establishment, its key publications, including study conducted regarding status of tourism in city, provision of gifts for sale at Centre. The Municipality detailed its Al-Mustaqbal plan, activities for this year, significant step taken in enhancing its international relations, with important opportunity se could bring in developing tourism in Ramallah. The draft by-law for Center was also discussed approved during this meeting. 91

47 Ramallah Municipality hosts a delegation from Nazareth Palestinians of 48 An official delegation from Municipality of Nazareth, Palestinians of 48, visited city of Ramallah, as part of a cooperation agreement between two cities. Mohammad Awaasa, Deputy Mayor of Nazareth, George Nasrallah, Assistant Deputy Mayor, Tourist agents from Nazareth its region, as well as representatives from different media were members of this delegation. They stayed one night at Gr Hotel Park visited different tourist archaeological sites, in addition to Memorials of late President Yasser Arafat of great poet Mahmoud Darwish. The delegation also visited Ramallah Tourist Information Center in old city, Diplomatic Neighborhood, Garden of Nations, Khalil Sakakini Cultural Center, many hotels in Ramallah, new residential suburbs, as well as restaurants many religious places. This visit falls within efforts of Ramallah Tourist Information Center to develop tourism in city. Ramallah Municipality extends its gratitude to Gr Park Hotel for hosting delegation as well as Darna, Azure, Chili Chili Zeit Wa Zatar restaurants Baladna Ice-cream shop. Participation in Paris International Tourism Fair Within framework of cooperation agreement signed between Municipalities of Ramallah French city of Bordeaux, Ramallah Municipality participated in Paris International Fair on tourism, which was held in city of Paris from 17-22/9/2012. Mr. Hamza Dalia, representing Ramallah Tourist Information Center, participated in conference to promote city through provision distribution of special publications about city of Ramallah. It should be noted that this conference is held annually in city of Paris aims to promote tourism. It was attended by thouss of specialists from various countries around world as well as representatives from international tourism companies. Mr. Hamza Dalia also attended a training course on development of tourism sector management of tourist information centers. This visit is second official visit, which comes as part of cooperation agreement between two Municipalities for development of human resources Ramallah Tourist Information Center in particular, as well as development of tourism sector in city, in general. 93
