1 TO: FROM: Members of the Committee of the Whole Ken Doherty, Director of Community Services MEETING DATE: September 29, 2008 SUBJECT: Report CSACH Recommendation to Designate Heritage Properties PURPOSE A report to recommend that Council designate the following properties: George Street North, 478 Murray Street, and 1545 Monaghan Road, under Part IV, Section 29 of the Ontario Heritage Act as being properties of cultural heritage value or interest to the City of Peterborough. RECOMMENDATIONS That Council approve the recommendations outlined in Report CSACH dated September 29, 2008, of the Director of Community Services, as follows: a) That the recommendation of the Peterborough Architectural Conservation Advisory Committee (PACAC) to designate the properties at George Street North, 478 Murray Street, and 1545 Monaghan Road as heritage properties under Part IV, section 29 of the Ontario Heritage Act (R.S.O. 1990, c.0.18) being of cultural heritage value or interest, be approved; and, b) That Council s intention to designate be advertised in a newspaper having general circulation in the municipality as per the Ontario Heritage Act R.S.O. 1990, c. O.18, s. 31 (3); and,
2 Page 2 c) That the owners of the properties to be designated, and the Ontario Heritage Trust, be served with a notice of intention to designate as per the Ontario Heritage Act R.S.O. 1990, c. O.18, s. 29 (3) BUDGET AND FINANCIAL IMPLICATIONS Of the three properties recommended for designation, George Street North is the only property that falls within Schedule J and will be eligible for entry into the Heritage Property Tax Relief Program. However, of the remaining properties, one of the properties, 1545 Monaghan Road: Mount St. Joseph has been evaluated as a Category A property and might eventually seek an exception to the current program boundaries of the Heritage Property Tax Relief Program, as have similar properties in the past. It is not possible yet to determine the cost of including the property in the Heritage Property Tax Relief Program because the property is being converted from non-tax paying uses to proposed uses that will generate taxes. This leaves an annual net cost to the City based on 2008 tax rates of $4, The numbers included reflect the pre-renovation assessment of this building and will be subject to change. Because of the way the Heritage Property Tax Relief Program is structured, participants can apply as late as February 28 th for the previous tax year. This means that the budgeting process must try to anticipate future interest in the program. To date, 57 properties are taking part in the program. The municipality s portion of the tax relief is $80, There are also 20 other designated properties that are eligible but for which the owners have chosen not to participate. The municipality s share of the cost to the program should they choose to participate would be $32, The total potential value of tax relief is $113, In 2008 the City budgeted $150, or $36, more than the projected total cost of the program. BACKGROUND Under Part 4 of the Ontario Heritage Act municipalities can designate individual properties as being of cultural heritage value or interest through the passage of municipal By-laws. The designation process strikes a balance between the freedom of individual property owners and the recognized need of the community to preserve its
3 Page 3 heritage resources. Heritage designation prohibits unwarranted demolition and controls major alterations that might otherwise harm specific heritage features. Designation may also make property owners eligible for preservation grants and tax relief and provides owners access to professional expertise and advice. Since 1975, Peterborough City Council has passed 91 heritage designation By-laws although this only represents a portion of the buildings in the City which are eligible for designation. PACAC administers the designation program in partnership with the Arts, Culture and Heritage Division, the Planning Division and the City Clerk's office. Each of the buildings recommended for designation in this report are considered worthy of heritage designation based on their individual merits. One property was evaluated as a Category A structure using PACAC s evaluation tools, which is defined as individually outstanding and have the broadest heritage significance in the City by virtue of architectural, historical, and environmental criteria along with overall integrity of design and construction. Category A properties generally hold provincial and/or national significance. Two properties received a high Category B evaluation as properties that are of distinct importance by virtue of architectural, historical and environmental criteria along with integrity of design and construction. They stand out individually but are of lesser overall significance than Category A properties. "Category B properties hold citywide importance George Street North The Zellers Building has excellent cultural heritage value. An interesting contrast to the Victorian storefronts of downtown Peterborough, the Art Deco inspired façade of the Zellers Building preserves the general rhythm of the downtown streetscape, with its three-storey façade and maintains sufficient volume to provide a visual anchor to the corner of the block. When the original Victorian building was constructed in 1888, it was divided into two separate storefronts. The J. & C. Turnbull Company occupied George, and Mr. J. Fairweather, a milliner, occupied 361 George until 1900 when Barrie Thomas Furrier moved in. On August 28, 1913 the front half of the building collapsed while undergoing renovations, killing 6 people. The Turnbull Disaster is one of the most noteworthy tragedies of Peterborough s history, and nothing was salvageable from the original building. The Turnbull Company rebuilt on the site, and various stores occupied the site until 1934, when a Zellers store opened in the building, and continued operating under
4 Page 4 various Zellers brand names until During the 70 years that Zellers occupied the building, the fourth storey was removed and the storefront updated in the 1950 s. 478 Murray Street The Richardson-Pilling House has strong historical value in its rich associations with Peterborough s industrial and labour history. Its early owners and tenants were connected to Peterborough s largest and most notable companies, many of which were within walking distance of the house. Thomas Richardson, the first owner of the house, worked as a machinist at the William Hamilton Manufacturing Company. He then sold the house to Dyson and Joseph Worth, both of whom worked at the Bonner Worth Mills. The Pilling family, who owned the house for over 60 years, rented the house out to workers at Canadian General Electric, Canada Packers and the Peterborough Canoe Company during the Second World War. Allan Pilling worked at Dominion Worsted and Woolens (formerly the Bonner Worth Mills). The Richardson-Pilling House also has good architectural value as an intact late 19 th century middle class family home. The exterior retains its wrap around 1 storey verandah with ionic columns. The interior remains largely unchanged, with two sets of sliding double parlour doors, hardwood flours, staircase, trim and stained glass. Set in a neighborhood of mainly late 19 th and early 20 th century residences of similar scale and proportions (except for the modern property to the east), the Richardson- Pilling House is set fairly close to the street. The property has a medium size rear yard that backs onto Jackson Creek Monaghan Road Mount St. Joseph has historical value as the first convent motherhouse in Peterborough, and also the fourth motherhouse of the Sisters of St. Joseph to be established in Canada. The first congregation of the Sisters of St. Joseph in the Peterborough area arrived in the 1890 s with the task of administering St. Joseph s Hospital. Proper residential facilities were needed in Peterborough and the
5 Page 5 Sisters subsequently bought a farmhouse, Inglewood, and its ten-acre property in 1894 for the sum of $6, Originally the home of David G. Halton, local police magistrate, in the late 1860s, Inglewood then became the home of the Sherwood family until Mount St. Joseph has historical value through the activities of the Sisters of St. Joseph who lived and worked at the Mount while integrating themselves into the medical and educational communities of Peterborough. Of especial value is their work with St. Joseph s Hospital and the Peterborough Separate School Board. Mount St. Joseph is a good example of a combination of vernacular and ecclesiastical architecture in Peterborough. Since the Sisters of St. Joseph took possession of Inglewood, the building has been substantially renovated; the original Inglewood farmhouse at the core of Mount St. Joseph has been altered as ecclesiastical architectural elements have been added. Highlights of the building include the 1911 corner domed tower and the rare Classical Revival porch. The property also contains Gothic Revival stained glass windows in the chapel. Mount St. Joseph has good contextual value in its prominent presence on the northern Monaghan Road landscape. The buildings occupy fifteen landscaped acres at the corner of McDonnel Street and Monaghan Road accessed by a winding front driveway is lined with sugar and silver maple trees. SUMMARY Four Heritage properties are recommended for designation. These properties document and represent significant pieces of Peterborough history. The building s 20 th century design is of similar scale and proportion to earlier buildings on the block, and provides an interesting contrast with its Art Deco features.

The Sisters of St. Joseph administered the operation of the former St. Joseph s Hospital from 1890 to When St. Joseph s Hospital was established it was the only local area hospital willing to take Catholic patients. In 1906 the
19 Page 19 Sisters of St. Joseph opened a nursing school at St. Joseph s Hospital, which became one of the foremost nurse training schools in the area. The Sisters of St. Joseph have seen St. Joseph s Hospital through many times of crisis in the Peterborough community, including the Quaker Oats Fire of 1916 and the Spanish Influenza outbreak of The Sisters of St. Joseph is also a teaching order, and the Sisters taught at many elementary and secondary schools in the separate school board until the late 1970s. They have also operated two schools, St. Mary s, a day and boarding school, and St. Cecilia s Music Centre. The Sisters of St. Joseph have continued to provide private academic and musical tutoring at Mount St. Joseph since Mount St. Joseph is a good example of a combination of vernacular and ecclesiastical convent architecture in Peterborough. Since the Sisters of St. Joseph took possession of Inglewood and its surrounding property, the building has been renovated five times: in 1904, 1911, 1933, 1952 and The original Inglewood farmhouse that now makes up the core of Mount St. Joseph has been altered as ecclesiastical architectural elements have been introduced into the design. Highlights of the building include the 1911 addition of a corner domed tower. The rare Classical Revival porch added on to the northern wing and Inglewood core facades are essential to the heritage character of the building. The building also contains Gothic Revival stained glass windows in the chapel. Mount St. Joseph has good contextual value in its prominent presence on the northern Monaghan Road landscape. The buildings occupy fifteen landscaped acres at the corner of McDonnel Street and Monaghan Road. The winding front driveway is lined with eighteen sugar and silver maple trees. The front lawn has a cedar privacy hedge that stretches from the driveway to the southern end of the property at Woodland Street.

The building is physical evidence of the historical importance of the Sisters of St. Joseph to Peterborough.
