Vaidulas and seconded by K. McNiff to approve the 8/27/12 meeting minutes, with the following comment, 1) correct the association of some of the members, M. Handy will provide, motion passed unanimous. 2.2 Record M. Handy distributed a summary of each sub-committee member s review and comments on the Designer RFPs. The sub-committee discussed the comments and provided direction to the District s representatives to the DSP. 2.3 Record J. Seeley reviewed the DSP process. The DSP will rank the Designers based on their proposals and may or may not decide to interview the top two or three firms. The subcommittee discussed whether to request interviews should the DSP ask for input. The subcommittee decided to request interviews. 3 Mount Vernon Group Architects HANDY School Experience Designed and prepared feasibility studies more the 40 Massachusetts elem schools many required analysis of many options including school consolidations on multiple sites. Have designated numerous new facilities, additions, and renovations. Team Project Leaders are Architects and LEED certified Project Manager only has a CSI (Member of the Construction Specification Institute) Workload Immediate available recent completed projects Sustainable Design Known for quality of design and energy efficiency MSBA has designated 3 of their school as models 3 LEED certified professionals on staff Understands the project. Addressed the site utilization scenarios and different configurations ROULEAU Has good insight as to our community's need for an elementary building. Comments about fostering community support and holding public workshops to bring town together on the project. Sounds committed to our project. POLITO Best Section 10 Creative and ingenious ideas The rest of document seemed to be like others, hard for me to distinguish the difference. MCNIFF Project manager David Owen, not registered, 12 years with firm 14 with others. Size of firm Total 38 registered architect 8. Types of projects all schools with a mix of elementary and secondary, 18 projects in past 5 years 4 active. Section 10 Very well done, understood all options and land choices. Educational Consultant Frank Locker, Dove NH 4 years with own firm 35 total Other 3 school designs are model schools for MSBA MUZZY They have experience with elementary schools. They are high on LEEDS and MA Chips Green.

5 OMR Architects HANDY School Experience 35 years provided architectural serves for educational projects focus on K-12 schools. Team Project Leaders including Project Manager are Architects and LEED certified Workload Immediate available Sustainable Design LEED certified professionals on staff Addressed the site utilization scenarios and different configurations but did not include the additional acreage behind Pleasant Street School in their discussions. ROULEAU Good cover letter. Over 35 projects on K-5. Sec 10 all about Athol. Not just a redone template. Good reading. POLITO Tied for second best section 10, intriguing but not as good as MVG. Nothing else really stood out for me to comment. MCNIFF Project Manager David Harris, registered, 13 years with firm 8 with others. Size of firm Total 30, Registered architects 13 Types of projects mix of schools, mostly secondary. Section 10 understands scope of project overall presentation good. Educational Consultant Leigh Sherwood, in-house, registered architect 8 years with firm 18 with others, mix of schools and states. Other healthy, efficient, highly functional environment MUZZY Architects Michael Rosenfeld Have worked on over 20 elementary schools They have a good mix of staff A lot of renovation experience

7 Dore & Whittier HANDY School Experience Has completed 30 Massachusetts Public school projects within the last 5 years. Team All Project Leaders are Architects and but not all LEED certified Workload Immediate available Sustainable Design LEED certified professionals on staff. Addressed the site utilization scenarios and different configurations but has used old data from prior feasibility no updates incorporated. ROULEAU Well versed in our area. The enrollment projection on pg. 17 still old information, not updated w/ ARMS 5th grade. Mainly referred to Feasibility study they did and talked about a rebuild of Pleasant St. site. POLITO Even though they build on the work of the past for Section 10, still like what they have done Obviously, because of their previous work they know in detail what that are dealing with here, and I like that. Have confidence in theme because of Lee Dore. MCNIFF Project Manager Michele Barbaro-Rogers Registered architect 2 years with Dore Whittier 24 years with others Jason Boone assistant 1 year with DW and 14 other. Size of firm Total in VT and 26 in MA 12 registered architects Types of projects Mostly public schools with a mix of elementary and secondary. 31 projects in the past 5 years, 11 active. Section 10 DW has firsthand knowledge of Athol s facilities and the problems faced by the district. Section was well done. They understand the complete project. Education Consultant Lee Dore and Jason Boone, Jason is a registered educational planner has had 1 year with DW and 14 with others Other: DW has experience working with district and is very familiar with problems in the district MUZZY Looking for work. First quarter 2013 timeframe looks good for our project Only one elementary school recent

9 Flansburgh HANDY School Experience Has managed and designed Massachusetts public school projects for more than 25 years Team All Project Leaders are Architects and all LEED certified Workload Immediate available Sustainable Design Have achieved either LEED or MA-CHPS certification on projects. Only addressed the site utilization scenarios using existing Riverbend property did not address Pleasant Street acreage or South Athol Road. ROULEAU Familiar with projects such as ours. Section on preliminary options shows real insight to our project. Section 10 is all about Athol. Well done. POLITO Second best Section 10 Nothing else really stood out for me to comment MCNIFF Project Manager - Vincent Dube Registered 17 years with firm 12 with other. Size of firm 19 with 12 registered architects. Types of projects Mix of elementary and secondary. 22 projects over past 5 years, 5 active. Section 10 Focused on replacing Riverbend on current site, did include Ellen Bigelow but no mention of Sanders St. or Pleasant St. or other possible sites or configurations. Educational Consultant New Vista Designs for Learning Boston Registered Ed. planners, of 5 projects mentioned only 1 in MA Other- best justify all new construction as compared to addition and renovation to MSBA. Average 3% to 5% below original budget. MSBA model elementary school Chickering Elementary in Dover MA MUZZY Several elementary schools on tight lots Don t seem to have enough staff

Section 10 did not address any scenarios ROULEAU Section 10 could relate to any project in any town. A lot of projects like our in the works. POLITO Good use of color in section 10 but thought it was rather mundane and generic The rest was OK, uninspired, but what they had to do Nothing else really stood out for me to comment MCNIFF Project Manager Steve Svoles, not registered 3 years with firm 26 with others. POLITO Fourth best Section 10 Nothing else really stood out for me to comment MCNIFF Project Manager Douglas Roberts, registered 4 years with firm, 23 years with others. More CT projects than MA Size of firm 123 Total 8 Registered architects. Types of projects mix of schools and municipal projects, 9 projects in past 5 years 4 active. Section 10 Some understanding of project and locations, nothing too specific. Educational consultant Gregory Smolley, in house, 11 years with firm 13 years with others, certified American Institute of Architects Committee on Architecture for Education. Other 1.8% underbudget MUZZY They seem to have a very heavy work load but they have a lot of staff SEELEY Connecticut firm with Boston office 8 architects 23 staff Educational consultant in house Project manager 4 years with firm

Workload Immediate available Sustainable Design Selected by MSBA to be a Green Repair Designer. Affiliate designed with CT firm with more school experience. Liability claims. ROULEAU Good understanding of 4 options of building and consolidation. Wants community involvement. POLITO Boring Section 10, but does speak to community involvement The rest was OK, uninspired, but did what they had to do No real evidence, but sense that would work well with us to change things when there would be issues. 16 KUZMESKAS Having reviewed all seven of the designer proposals received, I have ranked them in order of preference with number one being most preferred. Although all are probably very capable, I feel most confident with any of the top four. 1. MVG 2. Flansburgh Associates 3. omr 4. JCJ 5. Dore & Whittier 6. KBA 7. HKT EUVRARD After reviewing the proposals of HKT, KBA, MVG, OMR, JCJ, Flansburgh & Dore & Whittier I believe that OMR, MVG and D&W are stronger in more areas than the other companies. MVG does have the most strength in their ch 10 and their school experience and while OMR is average to very strong in all areas. D&W has a moderate to high strength in most areas with school experience and employment years among their greatest strength.
