2 An International Building Exhibition is not an exhibition in the traditional sense. The IBA exhibits are or will become built reality. The IBA is a planning instrument to develop and impetus new urban or landscape strategies in the context of contemporary questions and themes. The long-term prognosis for 2040 is that the population of Saxony-Anhalt will reach only half of the 1950 figure.

10 Development of the Labour Market Saxony-Anhalt The employment figures reflect the economic structural reform which took place over a few years in the early 1990s. 13 Migration Saxony-Anhalt The shortage of jobs and apprenticeships is the main reason for moving away from Saxony-Anhalt. Small migration gains were only recorded in Saxony-Anhalt from 1993 to 1996 due to the increased influx of civil war refugees from the Balkans and migrants from Romania and Russia. 14 Demographic Structure Saxony-Anhalt High out-migration and a sharp decline in the birth rate in the early 1990s coupled with a rising life expectancy rate led to an ageing of the population.
