1 2013 ANNUAL REPORT Ending hunger together With your help, we were able to provide over 8 million pounds of fresh produce to people at risk of hunger in your community last year. With the support of a generous community, the Food Bank of Contra Costa and Solano continues to find ways to increase the services we provide to people in need. We made an incredible step forward this year with the implementation of the Community Produce Program. Thanks to a generous grant from John Muir Mt. Diablo Community Health Fund that enabled us to purchase a beverage truck that was customized to serve as a mobile distribution vehicle for fresh produce. After a six month pilot, we obtained a second vehicle from Kraft Foods through our national organization Feeding America. The Community Produce Program now distributes fresh produce twice a month at over fifty sites in Contra Costa and Solano counties. The benefits this program provides are incredible. People who visit the local distribution sites and meet income guidelines take home pounds of fresh produce. People are getting healthy food for their families they might not be able to afford otherwise. The variety is impressive with apples, oranges, sweet potatoes, onions, celery, melons and much more, delivered to neighborhoods that do not have easy access to fresh produce. We all know that it is healthier for people to eat fresh fruit and vegetables. When individuals call looking for food help, we can now refer them to a Community Produce Program site where they can get fresh produce within days. The Food Bank has made a major step forward with the Community Produce Program. I am grateful to the generous community that makes this possible. 2 Our Programs Generous community support makes it possible for the Food Bank of Contra Costa and Solano to provide food to approximately 149,000 people each month through direct service programs and a network of over 180 partner agencies. We distributed 18 million pounds of food last year; nearly half of that was fresh fruits and vegetables. This food provided over 14 million meals. Food Bank programs include: Food Assistance Program Each month, an average of 31,650 people receive bread, produce and USDA commodities at 29 distribution sites in Contra Costa and Solano counties through this program. Food bags contain canned fruit, canned vegetables, cereal, fruit juice, canned protein items, rice, beans and pasta. Participants income must not exceed income guidelines which are currently 150% of poverty or less than $2,944 a month for a family of four. Tailgate distributions from the back of a Food Bank truck occur at 12 locations once a month for two hours, with 19 food pantries administering the balance of the program, many of them making food available throughout the month to those in need. Food for Children More than 1,245 low-income children, ages four and five, receive boxes of free food each month in nine cities in our distribution area. Many of these children are referred by WIC, but can also be referred by Child Start or other communitybased organizations, and families can sign up without a referral if they come to the distribution site in their community with proof of the child s age. This program provides a pound box of shelf stable, nutritious food that has been selected to help meet the child s dietary need for protein, iron and vitamins. Bread, fresh fruits and vegetables and milk are also provided. Senior Food Program Over 3,300 low-income senior citizen households (more than 5,000 people) in Contra Costa and Solano counties are eligible to receive free groceries twice a month through a program administered by 280 senior volunteers at 26 distribution sites located in community centers, churches and senior centers. The canned goods, bread and produce they receive have a market value of approximately $50 per month. This supplemental food allows seniors to incorporate more fresh food into their diets and stretch their budgets to pay for rent, utilities, prescriptions and other necessities. Extra Helpings People with chronic illness who meet the program criteria in Contra Costa County and who are enrolled in case management services through the County Health Department receive food twice a month at no cost. The clients receive a nutritious box full of canned foods and dry goods, a bag of fresh fruits, vegetables and bread, along with a gallon of milk at each distribution. The Extra Helpings Program clients are referred to the Food Bank by their case managers. This program offers home delivery service to those clients who are medically home-bound. Farm 2 Kids The Food Bank started this program in 2007 in order to increase children s access to fresh fruits and vegetables. It has since become the Food Bank s second largest direct distribution program. We partner with after school programs at schools in low-income areas in all eligible school districts in each county. Every week during the school year, over 9,000 children in 84 after school programs receive a 3-5 pound bag of produce to take home. Research shows increased consumption of a variety of fruits and vegetables over a lifetime reduces the risk of chronic disease. Our hope is to help low-income children establish healthy eating habits at an early age. Remote Perishable Distributions To better serve the agencies that get food from the Food Bank, the Food Bank transports food in large tractor trailers to most regions of Contra Costa and Solano counties on a weekly basis. Agencies place food orders by fax or , the food is palletized, and the agencies meet the truck in their community. Bread, dairy and produce are a significant part of each remote distribution. This remote distribution method allows the Food Bank to see agencies more frequently and enables agencies to receive larger quantities of food without having to devote their limited funds to maintaining a van or truck and covering transportation costs. They can also provide fresh, nutritious produce to their clients more frequently. School Pantries Started in 2010 our School Pantry program provides nutritious, nonperishable food items to students in need on an as-needed basis. Located on school grounds, the pantry enables high school students to access groceries to take home in a discreet manner and makes sure they get the fuel they need to succeed. The program currently serves five schools and at least 100 families a month. Community Produce Program Twice per month, an average of 6,000 households visit one of 50 distribution sites in Contra Costa and Solano counties. Twenty pounds of fresh fruits and vegetables are given to individuals, families and seniors who earn less than 200% of the Federal Poverty Limit. 2 ANNUAL REPORT 2013

3 Food Pantries and Soup Kitchens Individuals and families experiencing difficulty in providing enough food for themselves through regular channels, such as grocery stores, can go to emergency food pantries for groceries or soup kitchens for hot meals. 91 pantries and eight soup kitchens receive food from the Food Bank. Together, they serve approximately 73,000 people each month. These organizations are usually run by volunteers whose concern for the less fortunate in their community motivates them to raise money and distribute food. They strive to provide nutritious, balanced meals and food baskets to the people they serve. Other Agencies Nonprofit organizations who provide services to the needy, ill or infants are eligible to receive food from the Food Bank. Over 80 agencies offer residential programs, day programs or other services to 9,500 individuals. Children and adults with a variety of issues, from substance abuse to mental health to homelessness, can eat nutritious food as they participate in activities that will help them get back on their feet CalFresh (formerly Food Stamp) Outreach About half of the people in California who are eligible to receive nutritional benefits from the government do not participate in CalFresh. This means that more people rely on food banks and food pantries for food than may be necessary. The Food Bank promotes the benefits of the Supplemental Nutrition Assistance Program, the federal name for CalFresh, to the people who come to food distributions and the nonprofit agencies that serve them. In partnership with Contra Costa and Solano counties, the Food Bank sponsors regular trainings called Facts and Myths of CalFresh and hosts quarterly luncheons where staff from communitybased organizations can dialogue with county staff about their experiences referring people to county offices. Nutrition Education The Food Bank recognizes that good health depends on good nutrition. Education is available to our clients and the volunteers who distribute food through community based organizations like food pantries and soup kitchens about the importance of eating fruits and vegetables, small servings and nutritionally balanced meals. Newsletters and Internet resources are available on nutrition and food safety. Recipes that include the fruits, vegetables, whole grains or dried bean products distributed through Food Bank programs and services are also provided. A nutrition educator conducts on-site nutrition lessons for clients; additionally, we partner with other community-based and county organizations to build effective collaborations that can share messages and help the community we serve learn more about healthy eating. The Community Produce Program is great because I can get things fresh not just canned. When I eat fresh things, it not only helps me, it helps me to help others because I care for the elderly and need my strength. The Food Bank just makes things easier. 4 Direct Distribution Programs The Food Bank provides direct distribution programs throughout our service area. We work in partnership with churches, community centers and after school programs. At many of these sites, volunteers distribute food after a Food Bank truck delivers it and at others, the Food Bank truck stays and Food Bank staff work with volunteers to distribute the food. 7 Advocacy Advocating for public policy is the second prong of hunger-relief efforts, and its role is equally important to providing emergency food assistance. When most people think of hunger relief efforts, they think of serving in a soup kitchen, making a corporate or individual donation, or organizing a food drive. All these activities are critical in the fight against hunger, but advocating for public policy is the second prong of hunger relief efforts, and its role is equally important. Federal nutrition programs such as CalFresh (formerly Food Stamps), National School Lunch Program, and WIC (Women, Infants and Children) were established by Congress and supported by efforts from hunger advocates. Without these broad-scale national programs, hunger-relief organizations like the Food Bank would not be able to meet the needs of the many hungry people in their communities. Here are some recent food-policy victories: This past year, Governor Brown signed AB 191 into law. AB 191 will make it easier for households that qualify for MediCal to also qualify for CalFresh. This change comes at the right time as more families will become eligible for MediCal when the Affordable Care Act goes into effect in January We are very proud of this smart policy that links food to healthcare and strengthens the safety net in California while so many other states are slashing it. We couldn t have done this without our community advocates. Education The Food Bank uses theatre as an educational tool by sponsoring a series of free, live performances about hunger in America. Entitled Hungry, the 40-minute play written by award-winning playwright, Patricia Loughrey, tells the story of Eric, a typical middle school student, whose family has suffered a loss of income. Without enough money for food, Eric takes some heroic measures to help. Using music and drama, Eric s journey will engage and inspire students as they learn about the problem of hunger in our community and how it affects them. The performances carry a powerful message about hunger issues to over 4,000 students, teachers and parents each season. Interest continues to grow for this timely topic. 8 Volunteers Because of our volunteers, we are able to continue providing food to families, seniors and individuals in need throughout Contra Costa and Solano counties Volunteers are an essential part of the Food Bank s daily operations. In our offices, warehouse sorting areas, at direct distributions, helping with outreach and advocacy, collecting food, and fundraising at events are just some of the ways volunteers help. Our Board members and Ambassadors who represent us in the community are all volunteers. Direct distributions, like the new Community Produce Program or our Food Assistance Program, cannot operate without volunteers. The volunteers who are part of our Senior Food Program volunteer by bagging the groceries making this a for seniors by seniors program. Because people care we are able to help our neighbors in need.
