7 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Definitions Beneficiary A beneficiary family will comprise husband, wife, unmarried sons and/ or unmarried daughters. The beneficiary family should not own a pucca house (an all-weather dwelling unit) either in his/her name or in the name of any member of his/her family in any part of India. An adult earning member (irrespective of marital status) can be treated as a separate household, provided that: He/she does not own a pucca house in his/her name in any part of India. In the case of a married couple, either of the spouses or both together in joint ownership will be eligible for a single house, subject to income eligibility of the household under the Scheme. Carpet Area The net usable floor area of an apartment, excluding the area covered by the external walls, areas under services shafts, exclusive balcony or verandah area and exclusive open terrace area, but includes the area covered by the internal partition walls of the apartment. Economically Weaker Section (EWS) Households having an annual income up to INR 300,000 (Rupees three lakh). States/ Union Territories have the flexibility to redefine the annual income criteria as per local conditions in consultation with the Centre. For the state of Odisha, the limit has been lowered to INR 180,000 (Rupees one lakh and eighty thousand). EWS house An all-weather single unit or a unit in a multistoried super structure having carpet area of up to 30 sq. m. with adequate basic civic services and infrastructure services like toilet, water, electricity etc. States can determine the area of EWS as per their local needs with information to Ministry. Floor Area Ratio (FAR)/ Floor Space Index (FSI) The quotient obtained by dividing the total covered area (plinth area) on all the floors by the area of the plot. Household (HH) A group of persons who normally live together and take their meals from a common kitchen. Implementing Agency Agencies such as Urban Local Bodies, Development Authorities, Housing Boards etc. which are selected by the State Governments for implementing Housing for All Mission. Kutcha house Predominant materials of wall and roof are as follows: Wall: Grass, thatch, bamboo, plastic, polythene, mud, unburnt brick, wood, stone not packed with mortar, etc. Roof: Grass, thatch, bamboo, wood, mud, plastic, polythene, handmade tiles, etc. Low Income Group (LIG) HHs having an annual income between INR 300,001 and INR 600,000. Government of Odisha has lowered the limit to INR 180,001 and INR 360,000. Slum A compact area of at least 300 population or about HHs of poorly built congested tenements, in unhygienic environment usually with inadequate infrastructure and lacking in proper sanitary and drinking water facilities. 9 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Preface The Pradhan Mantri Awas Yojana (PMAY) is a programme of Government of India for Housing for All (Urban) with an objective to provide all-weather concrete roof housing with an access to basic services like water connection, toilet facilities, 24x7 electricity supply to all eligible families of urban poor including slums and non-slums dwellers by The Government of Odisha (GoO), through its Policy for Housing for All in Urban Areas, Odisha, 2015 has envisaged to create a comprehensive, holistic policy framework to address crucial aspects of housing for the urban poor including slum rehabilitation and redevelopment, construction of affordable housing units including rental. It has identified the Beneficiary-Led Construction (BLC) component, in line with PMAY, as one of the crucial interventions for meeting the housing deficiency among the urban poor. In this DPR (phase II) for Berhampur city, 411 nos. beneficiaries are considered. An attempt is been made to adopt an area-based approach (through identification of a compact cluster) for the implementation of BLC (ward nos. 1-4 and 7-11). Applications from the remaining parts of the city are considered under the pan-city approach. The cluster selection is based on the following criteria: Considerable demand for housing under BLC Compact and congruent areas Availability of infrastructure/proposal for laying infrastructure under other ongoing urban development Missions The cluster approach ensures better monitoring of the construction activities. After implementation, it would help highlight the positive impacts of the project in a more visible manner. There are four components to the project: Beneficiary identification Identification of intervention cluster Preparation of the Detailed Project Report (DPR) phase II Project implementation and management A total of 411 beneficiaries is considered in this DPR (phase II). This document aims for holistic development of the households by integrating the housing and infrastructure components through synergies with other mission-mode urban development programmes. Provisioning of basic services like water supply, sewerage, drainage, road and electricity supply have been considered. A time period of 12 months is envisaged for the implementation of the housing component. 10 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Introductory note by the Commissioner The fourth vertical of the PMAY Mission, Beneficiaries-led individual housing construction or enhancement, provides assistance to individual eligible families belonging to economically weaker section category to either construct new houses or enhance existing houses. Such families may avail Central Assistance of INR 150,000 (Rupees one lakh fifty thousand) and State Assistance of INR 50,000 (Rupees fifty thousand) for construction of new houses under the Mission. Such beneficiaries are part of the city s Housing for All Plan of Action (HfAPoA). This DPR is prepared as a Centrally Sponsored Project under the fourth vertical of PMAY, and the sixth model of Odisha s Policy for Housing For All in Urban Areas of Odisha 2015, to provide decent pucca housing, along with a toilet and other basic infrastructures like drinking water, electricity and solid-waste disposal system, so that they can enjoy quality life at par with other parts of the city. A BLC DPR for Berhampur city consisting of 433 beneficiaries (phase I) was approved by the State and Centre. The implementation of the same is under progress. Based on the applications collected before and during the BLC Drive in Odisha organised during 5-12 June 2017, Berhampur Municipal Corporation has decided to prepare a DPR (phase II) under BLC vertical for 411 nos. dwelling units. These applications have come from beneficiaries living in kutcha/semi-pucca houses, both from slum and non-slum areas. The total project cost is estimated at around INR 1, lakh. Beneficiary share per household is around INR 85,000 for a dwelling unit with sq.m carpet area. The Ministry of Housing and Urban Affairs (formed after the merger of the Ministry of Housing and Urban Poverty Alleviation, and Ministry of Urban Development) and GIZ are jointly implementing the Inclusive Cities Partnership Programme (ICPP). The project supports the agenda of Government of India (GoI) in making affordable housing available to the city dwellers, with a focus on the improvement of housing and living conditions in slums and non-slum areas. The project works in tandem with Pradhan Mantri Awas Yojana (PMAY)-Housing for All (HfA), a mission-mode programme, which aims to address the housing requirements of the urban poor. Introduction to PMAY and AWAAS 1.1 Scope of Pradhan Mantri Awas Yojana (PMAY) Pradhan Mantri Awas Yojana- Housing for All (Urban) mission for urban areas is being implemented during It provides central assistance to implementing agencies through States and Union Territories for providing houses to all eligible families/ beneficiaries by All statutory towns as per Census 2011 and Statutory Towns notified subsequently are eligible for coverage under the Mission. States/UTs have the flexibility to include the Planning Areas (to the exclusion of rural areas) as notified with respect to Statutory Towns and such Planning Areas (to the exclusion of rural areas) as notified by Development Authorities. The mission is being implemented through four verticals giving option to beneficiaries, ULBs and State Governments, which are as follows: 1. In-situ slum redevelopment Using land as a resource, ensuring private participation 2. Affordable housing through Credit Linked Subsidy Interest subvention subsidy for EWS and LIG households 3. Affordable housing in Partnership With private/public sector 4. Subsidy for beneficiary-led individual house construction or enhancement For individuals of EWS category The mission supports the construction of houses up to 30 sq.m carpet area with basic civic infrastructure. All houses built or expanded under the Mission should essentially have toilet facility. The houses constructed/acquired with central assistance should preferably be in the name of the female head of the HH or in the joint name of the male head of the HH and his wife. 1.2 Scope of AWAAS Recognizing the need for an effective and efficient institutional mechanism for achieving the objectives of Housing for All in urban areas, AWAAS was launched by the Government of Odisha (GoO). GoO has further envisaged creation of District Urban Housing Societies (DUHS) to provide additional managerial and technical capacity to the Odisha Urban Housing Mission (OUHM) at the district level. DUHS is responsible for ensuring the implementation of 'Policy for Housing for All in Urban Areas of Odisha, 2015' and other directions of OUHM and H&UDD, GoO. As an integrated directorate of H&UDD, OUHM takes all policy decisions and undertakes necessary administrative and legislative measures to implement the policy. It also functions as the State level Nodal Agency (SLNA) for implementation of Central Government schemes. It aims to create surplus housing stock through different strategic development models and ensure shelter for every identified homeless in the state including temporary migrants, through provisioning of permanent residential EWS & LIG units, as well as rental housing. 1.3 Intervention models under AWAAS GoO envisages the following seven models for intervention under AWAAS, which includes the 4 verticals specified under PMAY: Model 1: Mandatory Development of EWS Housing Model 2: Incentives for market based development of EWS and LIG housing Model 3: Development of Affordable Housing Projects Model 4: In-situ Slum Redevelopment Model 5: Relocation and Rehabilitation Model 6: Beneficiary-Led Individual Housing Construction/Enhancement (BLC) 1

16 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Model 7: Rental Housing Beneficiary-led Individual Housing Construction/Enhancement (BLC) BLC vertical envisages providing assistance to individual eligible EWS families having their own land to either construct new houses or enhance existing houses (up to 30 sq.m. carpet area with basic civic infrastructure). It is applicable for both slum and non-slum areas. This vertical ensures Central and State assistances of INR 150,000 and INR 50,000 respectively for each eligible household. The beneficiary has to arrange for the remaining amount Selection of beneficiaries The selection of eligible beneficiaries is one of the challenging tasks for any administration. Keeping this in mind, the Central Government through PMAY, and the State Government through Policy for housing for all in urban areas of Odisha-2015, have clearly spelled out all the eligibility criteria and the documents required. Some basic criteria includes: Beneficiary family should not own a pucca house anywhere in India Beneficiary should belong to EWS category The concerned plot should be within ULB/planning area boundary The annual income of the family should not exceed INR 1.80 lakh Based on the requirement of the beneficiary (new construction or enhancement), additional criteria applicable are as follows: Pre-requisites for new construction: Beneficiary family should not own a pucca house either in his/her name or in the name of any member of his/her family in any part of India. Pre-requisites for enhancement: Beneficiary residing in a pucca house with carpet area up to 21 sq.m are eligible for enhancement up to 30 sq.m. 2

City profile 2.1 Introduction to Berhampur Berhampur (also known as Brahmapur) is the largest urban area in Ganjam district in Odisha, located towards the southern part of the State. The city is among the major trading centres in Odisha, and is known for its silk sarees and bamboo-straw products. National Highway 5 and railway tracks that connect a major part of the East Coast pass through the city. National Highway 59 and State Highway 17 connect the city with other districts in the region. The extent of the ULB area is about 79.8 sq. km., which is divided into 40 wards (till 2011, there were 37 nos. of wards). 2.2 Demography Map 1: Regional setting of Berhampur city As per Census 2011, population of the city was 356,598 (3rd highest in the State) 1. It has experienced a steady growth of about 16 percent in the last decade ( ). Males and females constitute about 52 percent (185,754 nos.) and 48 percent (170,844) of the total population respectively. Sex ratio is about 920, which is lower than Ganjam district (983), State (979), and National (933) figures. Literacy rate is about 89 percent, which is higher than the National (74 percent), State (73 percent) and district (71 percent) figures

It is between 100 and 249 in 19 wards. The remaining 9 wards have density less than 100 pph, indicating scope for densification. Trade and commerce Catchment area of the city in terms of trade and commerce spreads across eight districts of Odisha and neighbouring areas of Andhra Pradesh. The city acts as a major state level trade centre for spices, tamarind, clothes, silk sarees, and bamboo and straw products Edible items such as fish, egg, meat, fruits, and food grains move from Andhra Pradesh to Berhampur on daily basis, and subsequently get distributed in the hinterland. Industries Indian Rare Earth Limited (IREL), located at Matikhalo, Chhatrapur is a major industry in operation. Other industrial activities in the region include granite cutting and polishing units. Proposed multi-product SEZ of Tata Steel near Gopalpur spreading over an area of 600 Ha is estimated to create direct employment of about 8,000 persons, and indirect employment of around 15,000 people through auxiliary industries. Proposed Titanium dioxide unit located in Chhatrapur, and Rayagada-Gopalpur industrial corridor are also expected to create new employment opportunities. Tourist infrastructure Berhampur city is the prime urban centre within Berhampur Development Planning Area (BDPA), with availability of affordable higher order facilities. BeMC is the only agency that works with complete focus on Berhampur city About the ULB Berhampur Municipal Corporation is one of the oldest urban local bodies in India, having declared a Municipality in The city was a Municipality till December By virtue of the Housing and Urban Development Department Notification S. R. O. No. 642/2008 dated 29 December 2008, it acquired the status of a Corporation. Berhampur Municipal Corporation comprises 34 nos. Revenue Mouzas, with an area of sq. km (divided into 40 nos. wards) and population of about 3.5 lakh as per Census Housing scenario As per Census 2011, Berhampur city has 67,397 nos. HHs (excluding institutional), out of which about 65,738 nos. (97 per cent) belong to the Residential category. About 55 per cent of them (37,136 nos.) are owned. The city has a high occurrence of rental housing with over 42 per cent (28,573 nos.) of households staying on rental basis. In the same pattern, 6,628 HHs (38 per cent of total slum HHs) live on rent in the slums. Figure 2: Percentage distribution of HHs as per structural conditions History of slum upgradation programmes Integrated Housing and Slum Development Programme (IHSDP): IHSDP combined the schemes of Valmiki Ambedkar Awas Yojana (VAMBAY) and National Slum Development Programme (NSDP) for having an integrated approach in ameliorating the conditions of the urban slum dwellers not having adequate shelter and residing in dilapidated conditions. In Berhampur, 22 slums have been taken up for upgradation under IHSDP. Investments of around INR crores and INR 5.58 crores were envisaged for the implementation of housing and basic services components. As of May 2017, out of the original 1,094 DUs, construction of 1,010 DUs has been completed. 6

21 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Rajiv Awas Yojana (RAY): RAY was initiated by the then Ministry of Housing and Urban Poverty Alleviation (MoHUPA) in 2011, which provided support to States/UTs/Urban Local Bodies (ULBs)/Central Government Agencies, for housing and improvement of basic civic infrastructure and social amenities in selected slum. Till date, sites for 2,253 DUs have been cleared. 2.6 Slums in Berhampur Berhampur has a large percentage of its population living in slums. At present, there are about 117,541 people living in slums (29,572 HHs), which increased from 111,943 in In total, there are 254 slums, of which 190 are authorised and 64 are unauthorised. Slums are scattered irregularly throughout the city with high percentage of population living in slums located in ward nos. 3, 7, 9, 12 and 34. Only ward no. 31 has no slum population. The highest number of households within authorised slums are present in the wards 7, 8 and 9 with 1622, 1328 and 1545 nos. respectively. Physical infrastructure, which includes services such as water supply, sewerage network, roads, drainage network, electricity, telecom, etc., are provided by various institutions in Berhampur Water supply Public Health Engineering Organisation (PHEO) looks after the water supply system in the city. At present, about MLD water is being supplied, whereas the demand is for about 50 MLD. 8

The natural drainage pattern has a gradient from West to South and West to North, which ultimately flows towards the Bahanna Nallah and Sapua Nallah. Berhampur city does not have a city-wide sewerage network. About 86 per cent of the HHs (57,800 nos.) have some form of latrine facilities within the premises, out of which 7,346 HHs (11 per cent) have piped sewer system and about 42,547 nos. (74 per cent) are linked to septic tanks. The rest either use pit latrines (with or without slab/ ventilated pits), service latrines, or dispose the night soil into open drains. About 9,597 HHs have no access to latrine facilities within premises. Therefore, they either resort to open defecation (7,861 nos., 12 per cent) or use public latrine facilities (1,736 nos., 3 per cent). Under AMRUT, there is proposal for construction of a Septage Treatment Plant (40 KLD) at Mahuda, with a project cost of INR 2.38 crores. There are 72 nos. of slums that do not have access to garbage bins within 200m from their respective slum boundaries. The nos. of slums not having access to public urinals and community/public toilets are 168 and 92 respectively Solid waste management BeMC manages the collection, transportation and disposal of solid waste within the municipal boundaries. The total solid waste generated in the city is estimated to be 160 tons per day. About 68 per cent of it is collected and disposed of. Engineering colleges, 11 nos. Polytechnic colleges, and 14 Industrial Training Institutes (as of 2011). It also has numerous tutorials and coaching institutes for entrance examinations. Apart from these, BeMC maintains a number of hospitals and health centres at the community level. In the recent past, about 20 nos. of private hospitals have come up. 16

Project components In this DPR (phase II), an attempt has been made to adopt an area-based approach (through identification of the intervention cluster in the city) for the implementation of BLC. The area selection is based on the following criteria: Considerable demand for housing under BLC: Higher demand for BLC helps achieve scale for negotiation, in terms of laying of basic services, procurement of construction materials, etc. Compact and congruent area: This ensures proper monitoring during implementation Availability of infrastructure/proposal for laying infrastructure under other ongoing urban development missions: The area based approach aims for holistic development by integrating housing and infrastructure components. This approach ensures better monitoring of the construction activities. After implementation, compact areas would help highlight the positive impacts of a project in a more visible manner. Four components have been envisaged for the implementation of the project: 1. Beneficiary identification 2. Identification of intervention clusters 3. Preparation of Detailed Project Report (DPR) 4. Project implementation and management 3.1 Beneficiary identification IEC activities across the city As the first basic step of Information Education and Communication (IEC) activities, Berhampur Municipal Corporation (BeMC) organised a series of meetings for informing about the scope of the Mission to all the Ward Councillors, District administration, and Community Organisers (CO). Training was imparted to COs for raising awareness among the community spread the word to all eligible beneficiaries in their corresponding wards. The ULB also organised several ward sabhas (ward level meetings) to sensitise people about the scheme and to provide clarifications to enquiries/issues of beneficiaries. 17

32 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA BeMC has utilised several modes for informing beneficiaries about the BLC scheme: Through advertisements in newspapers and televisions, through Ward Corporators and COs, through public announcements, and through hoardings and pamphlets. Beneficiaries are intimated about the scope, financial contributions and other details of the scheme during the ward sabhas. For clarifications, the beneficiaries contact the ULB, concerned Ward Corporators or the COs. A special BLC Drive was organised during June 2017 to enhance the outreach of the scheme, and to invite more applications. With the active support of GIZ-ICPP, BeMC utilised the following IEC tools for popularising BLC: Banners/Hoardings: Large banners displaying the important details and dates for the BLC drive were put up at important junctions and landmarks within the city, such as Gate Bazar Square, BeMC office, Ramalingam Tank (a major CBD), First Gate Square and Purana Berhampur bus stand. Vinyl stickers on auto rickshaws/buses: Stickers were put up on local autos and buses (plying within the city limits, and to Chhatrapur and Gopalpur cities) for popularising the BLC. Pamphlets: Information leaflets were sent to important Government offices such as the Sub- Collector s office, Tahsildar s office, Sub-Registrar s office and Child Development Project Offices (CDPO) for further distribution. 18

33 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Figure 3: Sample pamphlet distributed during the Drive As a first step to include more beneficiaries under the ambit of BLC, it was decided to undertake a land tenure study in Odisha by GIZ-ICPP. The tenure continuum drawn up under the study include various intermediate categories that locate between fully formal freehold and complete lack of rights. Many of these intermediate categories illustrate legitimate land rights, albeit these rights have not yet been fully recognized through permutation of land records in the revenue cadaster. In this regard, the State Government of Odisha has taken proactive steps to include joint patta holders and registered sale deed owners under the ambit of the Mission Collection and collation of applications Collection of applications is done at two levels: Individual level Applicants submit the required documents (originals and photocopies as prescribed in the guidelines) to the concerned COs at the Municipal Corporation office during office hours on all working days. 19

34 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Ward level Applicants are informed beforehand that on a particular date, COs and local volunteers would be present at a public place in their respective wards for collection of documents, and for conducting site visits for verification purposes Screening of applications to assess eligibility Once applications are received, they are sorted ward-wise, and handed over to the respective COs. COs check the applications forms and the supporting documents. The list of documents to be submitted is enclosed in Annexure If the application is incomplete or any discrepancy is observed during scrutiny, the concerned beneficiary is intimated about the same, and is asked to submit the pending documents. Along with the application, a beneficiary needs to submit undertakings (stating that he/she does not own a pucca house, and that he/she shall make the remaining contribution to complete the construction). COs hand over sample copies of these affidavits to beneficiaries, and beneficiaries get their original copies approved by the Executive Magistrate. Figure 4: Newspaper advertisement announcing the online publishing of the beneficiary list Once all documents are submitted by the beneficiaries, BeMC prepares a draft list of beneficiaries (eligible and rejected). The list of noneligibility criteria is enclosed in Annexure Based on this list, dates and venues for ward sabhas are finalised by the ULB. The Ward Corporators and COs from the respective wards, and Junior Engineer attend these ward sabhas to share the list with the applicants. All queries/disputes are also discussed and addressed. Following the ward sabhas, the updated list is published on the ULB website. List is also available with the Ward Corporators and in the ULB. The news about the publishing of the list is advertised in the newspapers as well, for increased circulation and reach. For the next seven days, objections are invited for all the eligible applications. If any objection is received, that particular application is dropped from the current list. The final list of eligible applications is sent to DUHS for approval, which is headed by the District Collector. Once it is approved, the final list is considered for preparation of DPR. 3.2 Identification of intervention cluster The area-based approach, adopted during the identification of the intervention cluster, helps synergy with other urban developmental schemes for incorporation/augmentation of basic infrastructure services. BLC intervention area is identified and prioritised based on the following assessment: Using secondary sources (Census, SECC, Statutory Plans and SFCPoA), ward level data on housing conditions (pucca, semi-pucca or kutcha) is analysed to identify potential areas for improvement in slum and non-slum areas. The land ownership details of slums are analysed to understand their distribution among public and private lands. Further, the slums located on private lands are assessed to understand the potential for inclusion under BLC. Information related to the housing conditions and slum level land ownership are marked on the city map. Wards that have large number of semi-pucca and kutcha houses with clear land tenure are grouped into clusters. 20

35 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA These clusters are further analysed with reference to basic services availability and connectivity (water supply, septage, roads, drainage and solid waste management). The cluster that has the maximum scope in terms of housing (large number of semi-pucca and kutcha houses) and optimum infrastructure connectivity is selected for BLC intervention. BeMC submitted a DPR (consisting of 433 DUs) in phase I, which is in the implementation phase at this time. In the phase II DPR, a total of 411 DUs are proposed. Part of it (202 nos.), lying within ward nos. 1-4 and 7-11, is covered under the area-based approach. 209 nos. applications from the remaining part of the city are also included in the pan-city approach. The final list of beneficiaries (ward-wise) is provided in Annexure 4.1. The remaining applications are considered under the pan-city approach. Among the 411 applications, 264 nos. (64 per cent) are from non-slum areas, and the remaining 147 nos. (36 per cent) are from slum areas across the city Geo-tagging of individual applications Once the DPR (phase II) is approved and the work orders are issued, the eligible applications would be geo-tagged. The compact area of the cluster (Ward nos. 1-4 and 7-11) would enable close monitoring, and would also ensure proper planning and allocation of basic services through convergence with other urban development schemes, such as AMRUT, HRIDAY, Swachh Bharat mission, etc. The case for Berhampur DPR (phase I) implementation is depicted below. The width of the plots is usually as low as 1.5m 2m, far less than the minimum width of a habitable room (2.5m) prescribed in the National Building Code (NBC). About 20 sq.km area within ULB limits (25 per cent of city area) has linear plot developments, which are concentrated in the city core, and along the NH 5 bye pass road. These include slum as well as non-slum areas. Linear plot division is still in practice; one of the primary reasons is to retain the frontage of the property by all the owners. 22

37 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Figure 7: Typical linear plots in Berhampur city Source: Google Maps Keeping this characteristic in mind, the following design options are provided: Option 1: Linear plot with at least 2.5m width and depth of more than 20m (with courtyard) Option 2: Linear plot with at least 2.5m width and depth of about 17m Option 3: Linear plot with at least 2.5m width and depth of about 12m (G+1) The dwelling unit (DU) options are designed in compliance with the PMAY and National Building Code (NBC) guidelines. The carpet area of a typical DU is sq.m, and the total built-up area is about 34.5 sq.m. The components incorporated in the floor plan designs include a multi-purpose room, bed room, kitchen, bathroom and toilet (WC). During designing, special considerations have been given to improve the lighting and ventilation in the buildings located on narrow plots. For beneficiaries having smaller plots, a two-storied building is an option. Beneficiaries have the flexibility to choose an appropriate layout, as per their capacity and plot sizes. The bill of quantities of two types of dwelling units (Options 2 and 3) are provided in the Annexure Specifications as per NBC and disaster-resilient features adopted General building requirements for low income housing in urban areas s per NBC. It is proposed to develop roof-top water tanks to store water from municipal sources. For a new domestic connection, an individual has to pay INR 3,060 to PHEO: Scrutiny fee (INR 3,000) and Security fee (INR 60). However, this amount may be difficult to mobilise by urban poor households at one go. In this regard, BeMC may facilitate payment of upfront charges in a staggered manner, thereby reducing the burden. BeMC shall coordinate with PHEO to facilitate provision of individual household water supply connections to the selected beneficiaries under PMAY scheme Septage system Individual toilet with soak pit is made available to all constructed DUs. Beneficiaries shall be responsible for the cleaning and maintenance of the soak pit themselves. In the future, when a city wide sewerage system is established, beneficiary shall have the option of connecting to the network on payment of the required connection charges. 3.5 Finance disbursement and resource mobilisation plan As per the PMAY guidelines, the Central contribution of INR 150,000, and State share of INR 50,000 per beneficiary are transferred (in four instalments) individually into the linked bank accounts of the beneficiaries through Direct Benefit Transfer (DBT). Beneficiary is required to invest INR 85,000 to complete the construction. BeMC consists of an elected body comprising the Mayor, Deputy Mayor and the Corporators. The Mayor is the political head of the Corporation. The Municipal Commissioner is the officer-in-charge, who monitors the implementation of all the programs/schemes related to planning and development, in coordination with the elected wing. Consultation and cooperation are to be taken from other Government departments such as the Revenue Department, PWD, Forest, PHEO, Electricity, etc. during implementation of the scheme Role of the ULB During the implementation of the project, BeMC shall ensure the following: Construction of dwelling units/housing Conducting survey for beneficiary identification, selection, verification of support documents, entering the survey data in PMAY-MIS online system, taking the project approval from State after DPR submission, releasing work order to beneficiaries, authorising DU construction progress for release of instalments from OUHM to beneficiary based on field verification, supervising quality check of construction, etc. Roads Roads under the jurisdiction of the ULB will be maintained/constructed by BeMC, including regular cleaning 25

The application for new connection has to be filed by individual beneficiaries. The pipe network maintenance will be the responsibility of the PHEO. BeMC shall coordinate with PHEO to facilitate provision of individual household water supply connections to the selected beneficiaries under PMAY scheme. Sanitation Individual toilet with a soak pit is made available to all newly constructed DUs. Beneficiary will be responsible for the maintenance of the same. In the future, when a city wide sewerage system is established, beneficiary will have the option of connecting to the network on payment of the required connection charges. Electricity and street lights Individual users shall pay for household connection, and consumed electricity charges to the Central Electricity Supply Utility of Odisha (CESU) individually. For monitoring the execution of work done under BLC, the following team is proposed: Nodal Officer, PMAY: The scope of work of the appointed Nodal Officer for PMAY in the city includes: Weekly supervision of the construction and other activities Approval of the work progress reports submitted by the Junior Engineer(s) after site visits and scrutiny Reporting to the Mayor and the Commissioner regarding progress Assistant/Junior Engineer(s): The scope of work of the AE/JE(s) includes: Periodic supervision of the construction activities Site visits for preparing progress reports Providing technical feedback to the masons/beneficiaries Reporting to the Nodal officer about the work progress Community Organisers: The COs shall ensure the following: Periodic site visits for monitoring progress, reporting deviations, etc. Photo documentation of the construction activities (stage-wise) Community mobilisation to encourage more applications Coordination with the Nodal Officer, AE/JEs and CLTC team A monthly progress reporting system may be adopted by the ULB. A consolidated monthly physical and financial progress report along with supported documents (Photographs, declarations, etc.) may be submitted to OUHM for further actions/release of funds. It shall monitor the following: Physical progress, showing details of work being done for each house Financial progress, highlighting the corresponding expenditure for each of the activities Facilitation of access to building materials and local contractors ULB may shortlist a pool of legitimate contractors/masons/carpenters/plumbers/electricians, so that the beneficiaries, at individual or collective capacity, can appoint the suitable one. Subsequently, it may also arrange for technical sessions for the masons/carpenters/plumbers/electricians and beneficiaries to make them aware of construction procedures, techniques, disbursement of Government funds, resource mobilisation, and financing. All construction related activities shall be implemented by this selected pool of professionals. In order to ensure transparent execution, contractors may be selected at the community level. This approach is not only cost-effective, but would also help achieve better monitoring during construction phase. ULB may also enter an agreement with credible material suppliers, so that the supply of construction materials go on uninterrupted in case of delays in payments made by beneficiaries. In such a case, BeMC shall act as the guarantor. 26

41 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA Role of the CLTC and DUHS During the implementation, BeMC shall be supported by the Cluster Level Technical Cell (CLTC) appointed by the State Directorate. CLTC shall have a critical role and shall act as the construction supervisor for site surveillance and project monitoring. It shall periodically report back to the SLTC about the progress made and issues faced. The status report submitted by the CLTC shall cover the following: Quantum of work scheduled to be performed Quantum of work actually performed Funds earmarked for expenditure Funds actually spent/utilised Responsibilities of the CLTC team includes the following: Regular site visits for monitoring progress, reporting deviations, etc. Photo documentation of the construction activities (stage-wise) Provide feedback to the AE/JEs The CLTC shall place the status report on the project every month in the review meetings organised at the state level Role of the beneficiaries Beneficiary shall be responsible for completing the construction of dwelling unit and maintenance of the same. 91 DETAILED PROJECT REPORT (PHASE II) UNDER BLC: CITY, ODISHA 4.11 List of documents to be submitted during filing of application Filled up application form along with passport size photo Aadhar Card Patta document/ Record of Rights/Registered Sale Deed/Ancestral property document Annual Income Certificate from the office of the Tehsildar Beneficiary bank account details (Pass book front page) for linking to DBT in future Affidavit and Undertaking by the Beneficiary confirming that the applicant accepts the financial terms set by the Government, and is willing to make the necessary financial conditions, and that he/she does not own a pucca house anywhere in the country Photograph of the beneficiary in front of his/her house/plot Any payment made of Municipality such as Water Tax, etc. Rent receipt issued by the Tehsil Office (in case the beneficiary owns a plot, but stays on rent at someplace else) NOCs from siblings/relatives (in case there are multiple claimants) 4.12 List of non-eligibility criteria The concerned plot is outside the municipal boundaries of Berhampur city. Whether a plot is within the municipality area or not can be determined by the khasra nos. The applicant has a pucca house The applicant s building construction has gone above plinth/lintel level, as on date of verification The house is on Government encroached Government The average household income is above the prescribed limit of INR 180,000 per annum The applicant is unable to submit required NOCs from siblings/relatives 4.13 Land tenure continuum Continuum is defined as a continuous sequence in which adjacent elements are not perceptibly different from each other, but the extremes are quite distinct. As of now, only the applications that have clear land titles (patta/joint patta/ registered sale deed/ancestral property) are being considered for receiving benefits under the Mission. Along with the Revenue Department, a proposal to formalise the intermediate land tenure status has been initiated, as per the State directives. A tenure study was conducted in Odisha by GIZ-ICPP to analyse the existing land tenure continuum and explore the possibilities of including them under the ambit of BLC vertical of PMAY-AWAAS. The continuum is drawn to include many intermediate categories that locate between fully formal freehold and complete lack of land rights. People belonging to the following semi-formal categories may be considered for inclusion under BLC: Quasi-formal: Defined as occupation and possession of land after recorded/ formal property transfer, but lacking cadastral registration. Examples: Transfers including a notarised sales deed that has not (yet) been used to pursue patta, such that the households lack RoR in their name but are otherwise fully formal. Near-formal: Similar to quasi-formal, but lacks formal recognition of an intra-family property transfer (RoR lists a relative as the formal owner). Examples: Heirs living on ancestor s land, widows living on the deceased husband s land as well as women living on a missing husband land. 50
