2 SHA s Beginnings December 13, 1971 The Housing Authority of the City of Spokane was created by resolution of the City Council and became an independent political subdivision of the State of Washington.
3 SHA s First Board of Commissioners The Spokesman Review s front page article Housing Panel Selected on March 15, 1972 announced the members of the first Spokane Housing Authority Board of Commissioners. Mayor Rodgers was quoted saying, Spokane s most immediate housing problems are the rehabilitation of building units below minimum standards and improved housing for the elderly. We must begin to solve these problems immediately, and I am confident this new Housing Authority voted into existence by the City Council will do the job.
4 Commissioners through the Years SHA has a six member board who are appointed by the City of Spokane, City of Spokane Valley, and Spokane County. 7 ~ Following completion of required organization activities, the first Housing Authority board of Commissioners submitted an application for 200 units of public housing. The application was an early casualty of a two-year moratorium on housing funds. SHA s first Executive Director, Bert Haight, was hired and an office was leased at the old City Hall. 150 certificates of Section 8 Existing Rent Subsidy Assistance were made available to Spokane area households. The first Tenant Christmas Party was held this year, for many years. Norine Schaefer, Mac Bell, and Mr. Haight lead in singing Christmas Carols at the 1976 Tenant Christmas Party SHA s first ED Bert Haight and his wife Rosemarie
8 ~ The Section 8 assistance authorization reached 645 certificates. The Housing Authority submitted formal application for funding of fifty public housing units for the elderly and handicapped and accepted monitoring responsibility for the privately-owned publicly-subsidized Parkview Apartments. The offices were moved to the Rookery Building at Riverside and Howard ~ Section 8 rent subsidies paid to private area landlords exceeded $1,000,000 per year. 9 1982 Redesign and reconstruction of the Parsons Hotel into a modern, secure apartment complex, featuring a social room, laundry facilities, and roof-top patio were completed and the new Parsons Apartments opened for occupancy of handicapped and elderly tenants in November Section 8 Existing Housing Program reached a capacity of assisting 831 families.
10 Highlights from ~ Mary Jo Harvey (photo on left) becomes the second Executive Director of SHA with a staff of 12. Sometime during the year, the first SHA logo was integrated into use ~ SHA moves into part of the Mission building. The Section 8 waiting list is closed until late 1985 due to a 3 to 4 year waiting period ~ SHA becomes automated with an Altos mini-computer system with monochrome monitors linked to a Unix-based central processing unit ~ Section 8 certificates are increased to 1170 including 112 vouchers. Total subsidies exceeded 2.5 million dollars ~ Section 8 was increased to subsidies for 1428 families with payments to landlords reaching nearly 3.5 million.
11 Highlights from ~ Funding was awarded for 60 units of scattered-site public housing, and funding was received for rehabilitation of Court View Apartments. Court View Apartments 1217 N. Madison 14 units 5 one-bedroom 9 two-bedroom This three story community is designed to serve a variety of incomes and has beautiful landscaping, A/C, laundry facility, close to bus, and onsite parking.

13 Highlights from ~ Funding for purchase and rehab of Newark ~ Funding for 14 additional scattered site public housing units. Newark Apartments Six units of permanent supportive housing for very low income special needs residents. Placement is by referral through a partnership with Salem Arms. Units include air conditioning, landscaped grounds, and laundry facilities. Scattered Site Units
14 Highlights from ~ The Wilton opens for Single Resident Occupancy Program ~ SHA in conjunction with a private developer received Low Income Housing Tax Credits for Heritage Heights, 62 senior units, and right next door, Westfall Village, 110 family units. Construction began 1996 and initial occupancy was April Heritage Heights, 3818 N. Cook 62 units (20 1-bdrm and 42 2-bdrm) for persons over 55 years old. The first floor features one large community space, a computer room, several smaller wing gathering areas, and waist-high garden planters. Westfall Village, 3724 N. Cook 110 units (22-1 bdrm, 50-2 bdrm, 30-3 bdrm and 8-4 bdrm) includes a community center, computer lab, 2 play areas, and basketball court. The Northeast Community Center is also nearby.
15 Highlights from ~ First SHA issued bond was used to acquire Valley 206 (aerial view below). Valley 206 Apartments 2400 N. Wilbur Road Spokane Valley 207 units (66 one-bedroom and 141 two-bedroom) have wood burning fireplaces, dishwasher, and air conditioning are in the apartments. An indoor pool and spa, work-out facility, community kitchen, basketball court, playground, carports, garages, open parking spaces are available. This community has an on site SCOPE office, and is close to a bus stop, Mirabeau Park, and the Valley Mall.
16 Highlights from ~ Heritage Heights and Westfall Village receive NAHRO Awards of Merit and Excellence ~ SHA s first pass-through bond was issued to Cheney Care Center to rehab existing facility and add 28 affordable assisted living units. Second housing authority bond was used to acquire 74 unit Cedar West Apartments and a third bond was used to acquire the 55 W. Mission building. Cedar West 4018 W. Rowan 74 apartments (25-1 bedroom & 49-2 bedroom). This community features a large central open space with a fenced swimming pool, tennis courts, covered parking, and laundry facilities. All units have air conditioning and have a deck or patio.

18 Highlights from ~ Executive Director Mary Jo Harvey retires and the 55 W Mission building is dedicated as The Mary Jo Harvey Building in recognition of her leadership. The Section 8 program is now serving 3395 households, and SHA owns/manages 598 units ~ First year to offer direct deposit to landlords for Housing Assistance Payments. Woodhaven Apartments is purchased through a bond. Woodhaven N. Fairwood Drive This 72 unit community has 12 one bedroom, 24 two bedroom/two bath, and 36 three bedroom/two bath units. Beautiful landscaping and large open areas include a playground, fenced swimming pool, community room with pool table, barbecue area. Close to Spokane River and near Bozarth Mansion.

20 Highlights from ~ Lincoln County was added to SHA s service area. The Welcome Home program closed 12 loans for low-income homebuyers. Sharon Lord Apartments were constructed using modular units. Sharon Lord Apartments 1203 and 1207 N. McDonald The Community was named in honor of Sharon Lord, former Operations Director of the Housing Authority who has passed away. These four 2-bedroom apartments are set aside as permanent housing for small families graduating from transitional housing. Our partner, Catholic Charities, provides enhanced services for all residents.
21 Highlights from ~ SHA adopted dba name Northeast Washington Housing Solutions, a new logo, and the mission, Building Communities in Northeast Washington by leading, advocating, and partnering in the creation of livable neighborhoods. Hifumi En is purchased. Hifumi En 926 E. 8 th Avenue This project-based Section 8 community is for elderly (62 and over) and disabled individuals that are very-low and extremely low income. 41 one-bedroom units are complimented with a large community room with cable TV, on-site laundry, elevator, landscaping, and beautiful resident garden spaces.
22 Highlights from ~ The Section 8 program, serving 4365 households, receives the High Performer SEMAP rating. Purchased McDonald Manor, increasing our rental property units to 731, and acquired Cornerstone II The Borning Building. McDonald Manor 4224 N. McDonald In Spokane Valley, this sixteen 2-bedroom units with washer/dryer, dishwashers, A/C, carports, close to bus stop and the Valley Mall. Residents also have access to Valley 206 Apartment s amenities, including a playground and an indoor pool and jacuzzi.

25 Highlights from ~ Cornerstone Courtyard (left and center) opens and the old Helena building is purchased. The Section 8 program serves 4620 households. A remodel of the Mission building lobby begins. Cornerstone Courtyard 151 S. Adams This downtown community consists of 50 units including one, two, and three bedrooms. With a secured entry, age-friendly fitness center, Nintendo Wii, computer lab, laundry room, A/C, and a reading room.

27 Highlights from ~ The new Mission lobby opens. Pearl on Adams opens. Section 8 receives a High Performer SEMAP score. Valley 206 is refinanced and rehab occurs with a transformation of the tennis court into a modern playground. Pearl on Adams 173 S. Adams This community consists of 35 one-bedroom, air conditioned units. With a secured entry, storage units, Energy Star appliances, laundry facilities, elevator, on the bus route, computer lab, and community room.
28 Highlights from ~ With the Board s support, staff revisit the dba Northeast Washington Housing Solutions (and logo), mission, vision, and values. Spokane Housing Authority is re-established and a new logo is adopted ~ Westfall Village and Heritage Heights are refinanced and rehab starts ~ Historic Rehabilitation begins on the old Hillyard High School, previously Martindale Apartments (foreclosed in 2008). 30 Highlights from ~ Agnes Kehoe Place opens, increasing SHA s owned and managed rental units to 907. The Rental Assistance Programs now includes 4784 Section 8 Housing Choice Vouchers (97 project-based), 145 Veterans Affairs Supportive Housing Vouchers, 77 Single Resident Occupancy units, and 504 various grant program vouchers. Agnes Kehoe Place 5313 N. Regal This community has 51 units (41 one-bedroom and 10 twobedroom) and features a community room, computer room with internet access, laundry facilities, storage area, and library.
