1 RENTAL HOUSING IN WASHINGTON COUNTY SUBSIDIZED AND MARKET RATE

2 GENERAL INFORMATION The Washington County Community Development Agency (WCCDA) administers the Section 8 Rental Assistance Housing Choice Voucher Programs; but, with the limited size of our Programs, we are unable to provide assistance to everyone in need of a rental subsidy. This booklet provides you with information regarding the types of Subsidized Rental Housing Programs available and provides you with two listings of housing options as described below: 1. Washington County Owners of Private Market Rate Rental Units - This is a list of owners in Washington County that have market rate rental units. These owners have previously participated in the Section 8 Housing Choice Voucher Program and may be willing to accept additional vouchers if you presently have that type of assistance available to you. You will not receive assistance just because you choose to rent one of these units. 2. Private Subsidized Housing - This type of subsidized housing is limited to the unit. You cannot move out of this unit and continue to receive assistance. This housing means that an independent owner owns the property but is HUD funded. Rent is 30% of income. PLEASE apply regardless of waiting list times!!! If you don't send in a finished application you are not on a waiting list! SUBSIDIZED RENTAL HOUSING PROGRAMS The Subsidized Rental Housing Programs available to low and moderate income people and funded through the Department of Housing and Urban Development (HUD) which is an agency of the federal government include: 1) Low Income Public Housing 2) Section 8 Eisting (Housing Choice Voucher Program) 3) Section 8 New Construction 4) Section 236 Housing. The following is a description of the Programs provided. LOW INCOME PUBLIC HOUSING: This Program is designed to provide housing for individuals and families who are eligible within the income guidelines established. Maimum incomes limits are usually lower than for moderate income Programs. All Public Housing is operated by local Community Development Agency (CDA'S). 3 SECTION 8 PROGRAMS: There are two primary Section 8 Programs. Both were created under Section 8 of the Housing and Community Development Act of Both are open to individuals and families determined eligible according to Program income limits (per household) as follows: 1 Person =$28,850 5 People =$44,450 2 People =$32,950 6 People =$47,750 3 People =$37,050 7 People =$51,050 4 People =$41,150 8 People =$54, Section 8 Eisting Housing (Housing Choice Voucher Program) This Program helps pay the rent on any type of housing unit the applicant can find on their own in the private rental market. The Program is administered by local, county and regional CDA's. Qualified applicants receive a Housing Choice Voucher from the appropriate CDA and then look for suitable rental housing units. Apartments, duplees, single-family homes and mobile homes are all acceptable, provided the unit complies with the Housing Quality Standards set by the federal government. (See list of Washington County Owners willing to participate in the Section 8 Program, pages 9-13). For applicants with a Housing Choice Voucher, a tenant can pay up to 40% of their adjusted monthly income toward their rent. The CDA will subsidize a maimum portion of the rent and the family will be responsible for the difference in the rent. There is no rent limit specified, but the more epensive the rental unit the more the tenant will pay for the rent. For the Program, the CDA determines what portion of the rent is to be paid by the tenant and what portion the CDA will pay directly to the owner on behalf of the tenant. Application for the Housing Choice Voucher Program may be made only during periods when applications are being taken by a CDA (this will vary depending on the availability of assistance within each Housing Authority). Notice of such periods will appear in local Twin Cities newspapers, or applicants may telephone the Washington County CDA at for more information. 2. Section 8 New Construction This Program provides rent assistance to qualified renters in certain newly constructed buildings located throughout Washington County. In some new buildings, all units are subsidized; in others, only a percentage of units can receive assistance, with the remaining renters paying full market rate rents. Since there is no central agency to handle inquires about the buildings, inquire directly from individual building managers who will furnish information about income limits, eligibility requirements, current availability of units and rent amounts. A Housing Choice Voucher is not required to apply for housing in these buildings. (See units listed under Private Subsidized Housing, pages 6-8). Page 3 of 24

4 SECTION 236 HOUSING: This Program provides a reduced interest rate loan to owners of certain apartment buildings so that lower rents could be charged for the housing units. This results in a minimum base rent to be charged for each apartment. Some apartment buildings have additional rent assistance funds available for qualified renters so that they may pay less than the base rent for the unit. The Program's operating procedures are similar to Section 8 New Construction, with rents based on income or base-rents set by HUD. Inquire directly from individual building managers. A Housing Choice Voucher is not required. To access current information regarding private market vacancies you can access HousingLink: this is a regularly refreshed vacancy listing in the private market that you can view online that includes the metro area counties and greater MN. OR...Craigslist: this is a "word sort program" where access to all kinds of housing vacancies that are being advertised. OTHER SUBSIDY PROGRAMS: For information on Private Subsidized as well as Housing Choice Vouchers (Section 8) throughout the U.S. Go the link on which state you want. Once in the state look for the link "Get Rental Help". On the Rental Help page, the link: Subsidized Apartments is like this document and is all private subsidized. The PHA link is all those Public and Section 8 agencies in that state. In all cases, you need to contact and request applications for these programs. Remember, it's not until the property has your application that you are on their waiting list. is USDA (United States Dept. of Agriculture Rural Housing). This is a GREAT website for areas all around the state (not the metro) including housing as close as Chisago and Goodhue County. Click on "What's Available" on the top bar X's mean more than likely CURRENT vacancies. All units are "affordable" but if the X is RED - 30% of your income!! This site also refreshes regularly.
