8 How Do Section 8 Housing Choice Vouchers Become Project-Based? Start with Tenant-Based Vouchers: Eligible tenant rents from willing landlord in a unit that passes inspection. Tenant can move to another unit ( mobility ) Tenant can move to another city ( portability ) 8

13 PBV MOBILITY Takes priority over all other Voucher applicants After 12 months in a PBV unit A tenant can move out with a tenantbased voucher IF the PHA has vouchers available. The PBV stays with the unit. Tenant- Based Voucher Project-Based Voucher 13

15 The Waiting List for Regular Vouchers is Long, Closed and Not Moving Much This increases the demand for admission to PBV projects. More PBV projects means more requests for Mobility Vouchers. PBV Movers have to wait, too
