I have been honored by the members of this association of being elected to a second term as Chairman. 4 04 THE GROUP THE LEPTOS GROUP, A 55 YEAR SUCCESS STORY The history of the Leptos Group makes a remarkable success story, our 55 years of success portray a thriving era, not only for the Group itself but particularly for the regions which we have developed, regions which have since flourished and today rejoice in prosperity Kyrenia, North of the Island, was the starting point for the Leptos Group in the 1960's. Michael Leptos, the Group's founder and Executive Chairman began with a vision which embarked on a venture. He sought to enhance the architecture of the Island of Cyprus and add to its cosmopolitan character, always respecting the natural environment. During this time the Leptos Group awoke Kyrenia from its slumber to the progressive design and construction of high quality residential homes, commercial complexes and achieved significant growth in higher quality tourism. After the events of 1974 the Group relocated to Saudi Arabia where it left a legacy of extensive civil engineering works. The company returned to its homeland in the late 1970's, the Island of Cyprus, to the coastal town of Paphos, purchasing land in and around the area which had genuine potential for vast quality development and proceeded to build Paphos and the surrounding area into what we see today. 5 LEPTOS NEWS 05 LEPTOS GROUP DUBAI BRANCH OFFICE INAUGURATION PANTELIS LEPTOS OF THE LEPTOS GROUP RE-ELECTED AS CHAIRMAN OF LBDA Pantelis Leptos has been elected to a second term as Chairman of the Cyprus Land & Building Developers Association during the Association's Annual General Meeting in Nicosia. The new Board which resulted from the recent Annual General Meeting of the Association, has already held its first meeting as a body. Other than Mr. Leptos as Chairman, Deputy Chairman elected Mr.Antonis Kakoullis, Vice chairman Mr.George Mais and Mr.John Misirlis. Leptos Group enlarged their global network with the addition of one more office, their new branch in the United Arab Emirates. The Group held a cocktail reception on the evening of the 29th March 2015, in order to officially launch their new UAE offices in Dubai, in the striking building of the Emirates Financial Towers in the heart of Dubai's International Financial Centre. In his first statement Pantelis Leptos stated that the property sector continued contributing almost 20% on the GDP despite the crisis by attracting more than 1 billion of foreign capital in the Island's economy. This improvement, Mr. Leptos said,has clearly demonstrated that the land development sector is back on track. The inauguration was held under the patronage of the embassy of the Republic of Cyprus represented by Mr. FADI AL SHEBLI as well as with the presence of other officials including the Embassies of Greece and Iraq. The group's Director Mr. Pantelis Leptos and Marketing Manager for the Dubai office Mr. Marios Pashardis, also greeted and received a number of distinguished guests and high caliber business personalities within the UAE region as well as several friends and associates. Following Mr. Pashardis welcoming speech and introduction of the company, the Group's Director Mr. Pantelis Leptos emphasized during his speech, the significance of the office's presence and credibility in Dubai and the group's intention to remain in the UAE for as long as it takes to support the entire Gulf region. The inauguration was completed along with a lovely venue and a beautiful set up under the stars of Dubai, the illuminated downtown skyscrapers and especially that of Burj Khalifah's Tower in the background, completed with the guests' congratulations and best wishes for the Leptos Group success. As he pointed out, the Cyprus government had taken special measures in order to help attract foreign capital. According to the new immigration law, certain property buyers can be granted Cypriot citizenship or permanent residency in Cyprus in exchange for investments in the Island`s economy. The new immigration schemes, which had been introduced by the cabinet in May 2013, have already proved to be very effective in attracting significant overseas investment. The Association was founded in 1983 and is a member of the Cyprus Employers and Industrialists Federation (OEB) and the International Real Estates Federation (FIABCI). The major concern of LBDA is the preservation of the environment and the protection of the public, the goal is to create a central body in Cyprus where land and building developer business can be grouped together for better and more effective promotion of their professional interests. Mr Pantelis Leptos is a director of the Leptos Group of Companies, and is the Deputy President and Member of the Board of Directors of the Public Company Leptos Calypso Hotels Ltd. It was the first time that such a promotion was made from France. 9 CYPRUS NEWS 09 CYPRUS IMMIGRANT INVESTOR PROGRAM PERMANENT RESIDENCY OVERVIEW In 2009 the Cyprus Government implemented the permanent residency legislation through investment in residential property benefiting the applicant and his family to grant the residency of a European Country in 10 months. In 2013 following the success of the Immigration Scheme, the Cyprus Government announced the new procedure of acquiring the residency permit in EUROPEAN UNION EUROPEAN UNION Russia 3hr Europe 2hr 1hr Africa Greece Cyprus Middle East Asia PASSPORT PASSPORT QUALIFICATIONS The new and improved process aims at attracting new investment into the Republic. This procedure establishes a new legal framework by which the process of obtaining immigration permits, ie a Permanent Residence Permit, is simplified and accelerated. The new rules codify the conditions laid down by law. The applicant can now acquire the residency permit within 6-8 weeks maximum. One of the advantage of this program is the physical residence requirement of just one day every two years in order to maintain it for a lifetime. BENEFITS OF PERMANENT RESIDENCE - The only residency with lifetime duration. - Permanent residency granted within 6-8 weeks maximum following submission. - The only program that offers lifetime residency to the dependant family persons. - Permanent Residence permit for the entire family * - Need of visiting Cyprus once every 2 years only. - Easy access to other European Countries. - Free education in Public schools and easier access to European Universities. - Lowest property taxes in Europe and zero inheritance tax. In pursuance of the provisions of Regulation 6(2) of the Aliens and Immigration Regulations, the Minister of Interior, having notified the Council of Ministers, has decided to issue an Immigration Permit to applicants from a third country, in cases where the following conditions are satisfied: - The applicant should be an owner of a property in Cyprus, a house, apartment or other building, of minimum value of 300,000 and proof of payment for at least 200,000. The contract of sale should already have been submitted to the Department of Land and Surveys. -The applicant must prove that he has at his disposal a secured minimum annual income of 30,000, from sources other than employment in Cyprus. - Option in Property purchase i.e either one or two independent units with a total investment amount is minimum 300,000 -The applicant must submit a confirmation letter from a Cypriot Bank stating that he has deposited a minimum capital of in an account, which will be pledged at least for a three year period. - The applicant must submit a clean Criminal Record Certificate. - The applicant should submit a Statement that he does not intent to work in Cyprus. 11 PAPHOS NEWS 11 The 17th Pafos Aphrodite Festival presents Gioachino Rossini's popular, romantic opera La Cenerentola - Cinderella On 4, 5 and 6 September 2015 at the Medieval Castle in Pafos 17th PAFOS APHRODITE FESTIVAL Pafos Aphrodite Festival 2015 opens its curtain presenting the enjoyable, pleasant opera La Cenerentola (Cinderella) by the famous Italian composer Gioachino Rossini ( ) on September 4, 5 and 6 at the Medieval Castle in Pafos in co-production with the French lyric organisation Ramfis Productions Avignon and the participation of the Cyprus Symphony Orchestra. Rossini's fascinating opera La Cenerentola or ossia La bontà in trionfo (Cinderella or Goodness Triumphant) is a dramma giocoso, that is, a comic drama, in two acts based on the famous fairy tale Cendrillon (Cinderella) by Charles Perrault. The libretto was written by Jacopo Ferretti and it premiered at the Valle theatre in Rome on January 25, 1817 and since then constitutes one of the mostperformed operas worldwide. The operatic version varies from the classic fairy tale of Cinderella since the element of magical intervention is removed by substituting the fairy godmother with a male character who helps the heroine go to the ball because of the kindness she has showed him, the mean step-mother is replaced by a vain step-father who dreams of rich husbands for his daughters in order to reclaim his former wealth while the prince does not recognize Cinderella by her slipper but from her bracelet. 31 CYPRUS NEWS 31 CYPRUS ECONOMY UPGRADED TO 'POSITIVE' Credit rating agency, Standard and Poor's (S&Ps), recently revised the Cypriot economy's outlook to 'positive' from 'stable'. It also maintained the economy's B+/B rating based on a faster than expected reduction of the general government debt, supported by less adverse economic growth prospects than previously. CYPRUS PROPERTY TO BOOM IN 2015 Property sales in Cyprus exceeded all estimates in 2014, recording the first year-on-year increase in transactions since According to statistics published by the Department of Lands and Surveys, property transactions in 2014 grew by 20% to reach 4,527 compared with 3,767 the previous year. Cyprus has recovered beyond international expectations as a result of the steady progress made in restructuring its economy, with a projected return to growth in So far, Cyprus has passed all evaluations with flying colours and the country - one of the smallest EU member states - is estimated to come out of recession in After a three-year exclusion, the country's return to international markets sooner than expected has been a significant confidence booster. Of the 4,527 property transactions in 2014, 74% were bought by Cypriots with the remaining 26% being purchased by overseas buyers. The Government welcomed the S&P decision with the Government Spokesman, saying that it is important for the outlook of the Cypriot economy to be rated as positive by the particularly strict rating agencies that are also important for the international markets. He quickly added though that it is the duty of all of us not only to safeguard this positive outlook but also to strengthen it, collectively and responsibly. Cyprus has an open, free-market, service-based economy with a long record of successful economic performance. The country's strong business environment, highly educated workforce and favourable tax regime are set to continue attracting investment in its property market. Tourism is expected to strengthen in 2015 and with property prices at extremely low levels, there are plenty of opportunities for investors to snap up high-yielding bargain properties on this beautiful Mediterranean island. The rating agency estimates that following the 10 bln economic adjustment programme concluded with the Troika of international lenders in March 2013, the Cypriot economy will bottom out in 2015 and then slowly strengthen, based on a resilient business services sector, a solid tourism sector, and gradually recovering private consumption. S&Ps estimates that the general Government position was at close to balance in 2014 (-0.3% of GDP), excluding statistical accounting for the costs related to the recapitalisation of the cooperative banking sector, which all implies a substantial budgetary improvement. RYANAIR FLIGHTS, A BOOST FOR PAPHOS TOURISM, REAL ESTATE AND EDUCATION SECTORS RYANAIR has announced its Winter 2015 Paphos Schedule with six additional routes. The new schedule includes Athens, Chania, Thessaloniki, Rome Ciampino, Brussels Charleroi and London Stansted. The announcement noted that with the six routes in total and the extra flights to Athens, the airline will deliver 650,000 travellers a year to Paphos. 32 30 CYPRUS NEWS CYPRUS LIFTS LAST CAPITAL CONTROLS AFTER TWO YEARS Cyprus has lifted its last remaining capital controls just over two years after becoming the eurozone's first country to impose cash restrictions. Under measures which came into force on Monday (6 April), there will no longer be a monthly cap of 20,000 on transfers by individuals to foreign banks, or of 10,000 for travellers moving money out of the country. On Friday (3 April), Cypriot president Nicos Anistasiades said that the removal of the remaining cash limits marked the full restoration of confidence in our banking system and the stabilisation of the economy of Cyprus. The eurozone's first ever capital controls were introduced on the Island two years ago amid fears of a massive bank run prompted by a clumsily agreed EU bailout of the Cypriot economy and the Greek debt crisis. The concerns followed a decision by the EU to impose losses on depositors holding more than 100,000 as part of a 10 billion bailout, that also included the shutting down of its second largest bank Laiki and the restructuring of the the largest lender, the Bank of Cyprus. Meanwhile, Cypriot banks took a 4.5 billion hit - worth around 25 percent of the country's annual economic output - as part of the haircut imposed on holders of Greek government bonds in late Amid the political turmoil that surrounded the negotiations on the deal - which originally was going to target all depositors - the Cypriot government set restrictions on bank money transfers and withdrawals, with a daily cash withdrawal limit of 300, although most of these were lifted by the end of Having suffered three consecutive years of recession - albeit more modest than originally forecast - the Cypriot economy is expected to return to growth in GAS EXPLORATION MOVES TO EXPLOITATION Cyprus is on the verge of moving from natural gas exploration to exploitation, Minister of Energy Giorgos Lakkotrypis said. Four years after the initial exploration well in block 12 in Cyprus' EEZ, US Noble Energy will shortly submit a development plan for the commercialisation of the 4.50 trillion cubic feet reserve of natural gas found in the Aphrodite well, declaring it commercially viable. Cyprus is at a turning point as for the first time we are progressing from exploration to exploitation, Lakkotrypis said, addressing the Eastern Mediterranean Gas Conference in Nicosia. Cyprus today is indeed progressing towards the monetisation of its natural resources, he added. Earlier he was present in a meeting between President Anastasiades and Noble, after which the company's Vice President for the Eastern Mediterranean Keith Elliot said it plans to declare the commerciality of the Aphrodite field and to submit the reserve's production plan in a few weeks. Elliot said Noble was bringing the Aphrodite discovery to the next phase of exploitation, it's something that we have been looking forward to for some time now and it is a tremendous opportunity that we hope will bring prosperity to both the people of Cyprus and the Government of Cyprus, as well as the other countries in the region. Noble's Vice President for communications and government relations Ben Dillon said that Aphrodite is the third most significant discovery following Israel's Leviathan and Tamar fields, also operated by Noble, adding it has the potential to supply Cyprus' domestic market and meet the strong regional demand. Due to the size of the Aphrodite play, which holds proven reserves of between 3.6 to 6 trillion cubic feet (tcf), it's It is understood that a pipeline is the likeliest development option. Dillon reiterated his company intends to commercialise the Aphrodite gas both through exports as well as supplies to Cyprus for domestic electricity generation.under the agreement with Noble, Cyprus is part-owner of any gas discovered. Minister of Finance Harris Georgiades said that the revenue stream generated by natural gas complements but does not substitute the efforts to consolidate and reform the economy. Energy policy has been elevated to a major government policy, Georgiades told the conference, noting that gas reserves are very important for the local economy and the region, as well. We strongly believe that a reformed economy with sound public finances and sound competitiveness can absorb future revenue, he said. Energy is a complement and not a substitute to the effort to put our house in order, he added. Lakkotrypis said Cyprus' energy strategy is focused on three main pillars: attracting investment in the entire value chain of the oil and gas industry; ensuring revenues from the sale contracts related to hydrocarbons; and creating a knowledge-based oil and gas sector, making use of the human talent available in Cyprus.
