According to Section 212.010 of the Texas Local Government Code, the Planning and Zoning Commission shall approve a plat if: Master Plans The plat conforms to the general plan of the municipality and its current and future streets, alleys, parks, playgrounds, and public utility facilities. Staff finds the plat conforms to the currently approved Lakes in Bay Colony Master Plan. Municipal Extension of Infrastructure The plat conforms to the general plan for the extension of the municipality and its roads, streets, and public highways within the municipality and in its extraterritorial jurisdiction, taking into account access to and extension of water and water mains and the instrumentalities of public utilities. Equivalent Dwelling Units (EDU s) are used to determine the capacity of water and waste water available to a site. With a single-family dwelling unit being equivalent to 1 EDU, the Engineering Department indicates that the water and sewer capacity are adequate to serve this development. Water service will be provided by a 12-inch water line on the south and east side of Cross Colony Drive. Sanitary sewer service will be provided by an 8-inch sewer line on the north and west side of Cross Colony Drive. Infrastructure Acceptance Municipal Compliance of Regulations Infrastructure plans have been approved by the Engineering Department and construction is near completion. The Final Plat may not be recorded until City Council acceptance of public infrastructure, of which is tentatively scheduled for April 25, 2017. The plat conforms to the rules adopted by the municipality governing plats and subdivisions of land within the municipality s jurisdiction to promote health, safety, morals or general welfare of the municipality and the safety, orderly, and healthful development of the municipality. Staff Recommendation Staff finds that the plat conforms to the subdivision regulations of Chapter 102 of the League City Code of Ordinances and Section 212 of the Texas Local Government Code.
