Page 2 October 31 Background cont'd/ Proposed Development At the April 4 Regular Council Meeting following the Public Hearing, Council gave second and third readings to Zoning Amendment Bylaw No. 4654, 2016. The proposed Bylaw would rezone the subject property from RS-1 One- Family Residential to RT-1 Two-Family Residential to facilitate a two-lot subdivision and construction of two new single family homes with secondary suites. Should Council support the application, the RT-i zone requires that the proposed lots be lane-access only. Due to concerns that the lane east of the subject property, in its current condition, may not be able to accommodate the increased traffic generated through the proposed development, Council moved to hold the rezoning application at third reading in order for staff and the applicant to find a way to improve the condition of the lane. Discussion/Analysis: To address the condition of the existing lane, the applicant has provided a cash security for the estimated cost of paving the lane from the subject site to the east and extendingto Walls Avenue (Attachment 3). The physical construction of the lane upgrades will be a condition of final approval of the associated subdivision application. Staff are satisfied that these measures address Council's concerns. Bylaw No. 46S4» 2016 Bylaw No. 4654 (Attachment 4) has been prepared for Council's consideration. Adoption of this bylaw would rezone the area outlined in black as noted. Fmancial Implications: There are no financial impacts associated with this report, though the proposed subdivision would generate Development Cost Charge (DCC) funds. Conclusion: Staff support the proposed rezoning for the following reasons: The proposed development is consistent with the NAR land use designation and with the associated policy objectives of the Maillardville Neighbourhood Plan; The proposed development will result in off-site frontage improvements to Walls Avenue and the lane, to the standards of the City's Subdivision and Development Servicing Bylaw; and, The applicant has addressed Council's concerns related to the condition of the lane.
