MANAGEMENT SUMMARY ASC Group, Ic., uder cotract with HNTB Corporatio (HNTB), has completed a historic properties report (HPR) for the proposed I-65/I-70 North Split Iterchage Recostructio Project (Des. Nos. 1592385 ad 1600808) i Idiaapolis, Mario Couty, Idiaa. This report documets the idetificatio ad evaluatio efforts for properties icluded i the Area of Potetial Effects (APE) for this project. Abovegroud resources located withi the project APE were idetified ad evaluated i accordace with Sectio 106, Natioal Historic Preservatio Act (NHPA) of 1966, as ameded, ad the regulatios implemetig Sectio 106 (36 CFR Part 800). As a result of the NHPA, as ameded, ad CFR Part 800, federal agecies are required to take ito accout the impact of federal udertakigs upo historic properties i the area of the udertakig. Historic properties iclude buildigs, structures, sites, objects, ad/or districts that are eligible for or listed i the Natioal Register of Historic Places (NRHP) ad/or the Idiaa Register of Historic Sites ad Structures (IRHSS). All properties listed i the NRHP are automatically icluded i the IRHSS; however, some properties are listed oly i the IRHSS. Because this project is receivig fudig from the Federal Highway Admiistratio (FHWA), it is subject to a Sectio 106 review. The survey examied all buildigs ad structures withi the APE. NRHP regulatios establish a miimum age of 50 years for a buildig to be geerally eligible for the NRHP, although for the purpose of this survey, properties built by 1971 were cosidered for NRHP eligibility, which iclude buildigs that will be 50 years old at the time of the aticipated cotract issuace i 2021. All buildigs ad structures meetig the age criteria were photographed, recorded o maps, ad evaluated for NRHP eligibility. The majority of the buildig stock i the APE was built betwee the mid-ieteeth ad the mid-twetieth ceturies. The Area of Potetial Effects (APE) cosists of a irregularly shaped area icludig the costructio limits ad a area approximately 0.25 0.5 mile aroud the costructio limits of the project, with the distace varyig based o the view shed (Figures 2 ad 3). The purpose of this ivestigatio is to provide iformatio for compliace with Sectio 106 of the NHPA of 1966, as ameded. The survey was completed i accordace with the Idiaa Cultural Resources Maual (Idiaa Departmet of Trasportatio [INDOT] 2014). The goals of this survey were to idetify ad documet all abovegroud resources i the APE ad to determie if ay of the idetified resources might be eligible for iclusio i the Natioal Register of Historic Places (NRHP). The evaluatio of eligibility follows the NRHP criteria for evaluatio (Adrus 1995). This report details the results of the records check, the fieldwork methods, ad the recommedatios of the survey. RECORDS CHECK The records check was coducted usig data available at the offices of the DNR-Divisio of Historic Preservatio ad Archaeology (DNR-DHPA) ad the NRHP database olie. The records check examied the APE for previously idetified resources icluded i the NRHP, the Idiaa Register of Historic Sites ad Structures (IRHSS), properties icluded i the Idiaa Historic Sites ad Structures Ivetory (IHSSI), cemeteries, ad historic bridges. The latest IHSSI survey of properties i Ceter Towship, Mario Couty was completed i 1991. The IHSSI has bee a cotiuig program of the Idiaa State Historic Preservatio Officer (SHPO) sice 1975. Evaluatios ad ratigs of each idividual property represet the opiios of the surveyors ad cosultats; ay fial decisios o the NRHP eligibility of properties are made by the Idiaa SHPO. Data withi the ivetory reflects iformatio at a specific poit i time; it is expected that further research will result i additios ad correctios to the IHSSI. The sigificace of each property was evaluated by a professioal architectural historia ad was assessed i terms of its historical sigificace, architectural merit, ad itegrity before beig give oe of four ratigs Outstadig, Notable, Cotributig, or No-cotributig. A ratig of Outstadig meas that the property has eough historic or architectural sigificace that it is already listed or should be cosidered for listig i the NRHP. A ratig of Notable meas that the property did ot quite merit a ratig of Outstadig, but still is above average i its architectural or historical importace. Further research or ivestigatio may reveal that the property could be eligible for the NRHP. A ratig of Cotributig meas that the property meets the basic ivetory criteria, but it is ot importat eough to be cosidered eligible for the NRHP idividually. Such resources are importat to the area s historic fabric ad ca be listed i the NRHP if they are part of a historic district. However, a property ca be rated as Cotributig eve if it is ot located i a listed or eligible NRHP historic district. Properties with a ratig of No-cotributig were ot icluded i the IHSSI uless they were withi the boudaries of a NRHP-listed or NRHP-eligible historic district. No-cotributig buildigs are geerally properties less tha 50 years or age or are older properties that have bee severely altered ad do ot have sufficiet historic itegrity to meet the basic ivetory criteria. Usually, previously ivetoried resources rated Cotributig i the IHSSI are icluded i the HPR ad idetified by their IHSSI umber. However, the Ceter Towship, Mario Couty 10
Iterim Report states, Because of the heavy cocetratio of cotributig properties i Ceter Towship, they are ot icluded i this publicatio. The cotributig forms, however, are o file at the Idiaapolis Historic Preservatio Commissio. Cotributig properties which are part of historic districts are icluded i the Iterim Report (Historic Ladmarks Foudatio of Idiaa [HLFI] 1991). Followig INDOT-CRO guidace, all resources cosidered Cotributig by the ASC Group architectural historia received a Architectural Locatio umber (AL00X) i the HPR. A total of 67 properties that do ot cotribute to a historic district but merit a ratig of Cotributig were idetified withi the APE. Most of these are located outside of historic districts 1 (Figure 4, Sheets 1 10; Appedix A). Accordig to available data, there are 10 NRHP-listed historic districts (Table 1); 27 idividually listed NRHP-listed properties that are outside of NRHP- ad IRHSS-listed historic districts (Table 2); oe NRHP determied eligible resource (Table 3); three IRHSS-listed properties that are ot also listed i the NRHP, icludig oe historic district (Table 4); two Natioal Historic Ladmarks withi the APE (Table 5). I additio, SHAARD lists six historic bridges withi the APE; three of these have bee demolished (Table 6). A seveth historic bridge ot icluded i SHAARD is also listed o Table 6. There are seve recommeded NRHP-eligible resources (Table 7) ad two recommeded NRHP-eligible historic districts (Table 8). A overview of these resources is depicted o Figure 4 (Sheets 1 10). 1 Two of the Cotributig properties, alog with oe Outstadig property (IHSSI # 098-296-01220), are Idiaapolis public school buildigs withi the NRHP boudary of the Arseal Techical High School Historic District, but these buildigs are ot part of the origial Arseal or the high school. The NRHP omiatio oly briefly metios their presece ad does ot idicate whether or ot they cotribute to the historic district. Give their ambiguous status ad their lack of coectio to the origial Arseal or the Arseal Techical High School, they have bee treated i this report idepedetly of the historic district. 11
