SUMMARY The Commercal Exchange Buldng, constructed n 1924, s a 13-story Renassance Revvalstyle commercal buldng located n downtown Los Angeles at the southeast corner of West 8th Street and South Olve Street. t was desgned by promnent Los Angeles archtects Albert R. Walker and Percy A. Esen, and was bult by the Wllam Smpson Constructon Company for Rudolph Rosenberg of the Eghth and Olve Holdng Company. The buldng was constructed to be an offce buldng n a perod of major skyscraper development n the cty s central busness dstrct. Characterzed by two prmary elevatons Olve Street on the west and 8th Street on the north the subject property has a rectangular plan wth a classcal, trpartte composton conveyed by a horzontal dvson of base, shaft, and cornce. The man entry s at the northeast corner and s recessed and framed by terra cotta. The buldng s clad n red brck wth contrastng terra cotta wndow slls. Wndows at the street facng facades are one-over-one, wood sash unts grouped n sets of two. The frst floor s capped wth a metal cornce that spans across the storefronts on both facades and at the base there are nlad terra cotta bands and a terra cotta strngcourse above the second story. The top two floors feature a decoratve floral treatment, engaged plasters, Cornthan captals, and a terra cotta cornce. An orgnal fre escape s at the center of the west fa?ade that spans between floors two through thrteen and a neon blade sgn s located at the southwest corner. On the nteror, the ground floor features an elevator lobby sheathed wth buff-colored marble, a barrel-vaulted, coffered celng over the lobby area, and a marble

Floors 2 through 12 feature a T-shaped, stacked plan comprsed of an elevator lobby at the east sde of each floor wth a central corrdor spannng east to west. The corrdors have marble baseboards and wood-frame doors, wth sdelghts and transoms. Both Albert R. Walker and Percy A. Esen were natve Calfornans. Walker was born n Sonoma, Calforna n 1881. He attended a specal study at Brown Unversty n Provdence, Rhode sland n 1902. Followng apprentceshps wth frms that ncluded Hebbard and Gll, Parknson and Bergstrum, A.E. Rosenhem, and Hunt and Grey, Walker establshed hs own practce n 1909. n 1919, Walker partnered wth Percy A. Esen to form Walker & Esen Archtects and Engneers. Esen was born n San Francsco n 1885 and was traned alongsde hs archtect father, Theodore Esen. As early as 1908, Percy was n archtectural practce wth hs father as Esen and Son, Archtects. Together, Walker & Esen desgned over 200 buldngs and are responsble for such promnent landmarks as the Fne Arts Buldng (1927, Hstorc- Cultural Monument #125); the Texaco/Unted Artsts Buldng (1927, Hstorc-Cultural Monument #523); the Ovatt Buldng (1928, Hstorc Cultural-Monument #195); the Beverly Wlshre Hotel (1928); and the Normande Hotel (1926, Hstorc-Cultural Monument #1013). Over the years, the subject property has experenced several alteratons, the most sgnfcant of whch were the removal of a fve-foot secton of the buldng and the resultng modfcatons to the storefronts, to accommodate a Cty of Los Angeles sdewalk wdenng project n 1935. Other alteratons nclude the nstallaton of awnngs n 1936, the addton of two doors and transoms over the basement entrance on the Olve Street faqade n 1947, modfcatons to the lobby n 1955, and the removal of the overhangng projecton of the cornce n 1965. The ctywde hstorc resources survey, SurveyLA, dentfed the Commercal Exchange Buldng as ndvdually elgble for lstng or desgnaton at the natonal, state and local levels as an excellent example of Beaux Arts commercal archtecture n Downtown Los Angeles and a work of noted Los Angeles archtects Walker and Esen. DSCUSSON The Commercal Exchange Buldng successfully meets three of the Hstorc-Cultural Monument crtera. The property "reflects the broad cultural, economc, or socal hstory of the naton, state, or communty for ts assocaton wth the development of a new commercal core n downtown Los Angeles durng the 1920s. Between the turn of the twenteth century and the late 1920s, Los Angeles central busness dstrct shfted south and west from ts begnnngs around 3rd Street and matured nto a quntessental Amercan downtown. Scores of new buldngs, ncludng the subject property, were erected at the maxmum allowable heght at the tme 150 feet, or roughly 13 stores to house the entre gamut of commercal uses ncludng banks and fnancal nsttutons, hotels, offces, department stores, and smaller retal outlets. Smlar to the subject property, many of these buldngs featured some combnaton of commercal uses, typcally wth retal on the ground story and offces above. Almost all were ntended to be bold archtectural statements that showcased an archtect s mastery of the Beaux Arts tradton or other, smlar archtectural styles that exuded formalty and prosperty, and the subject property was no excepton. When the Commercal Exchange Buldng was completed t was the only heght-lmt buldng on the block and mmedate vcnty and helped to defne the face of downtown Los Angeles as a metropoltan cty. The Commercal Buldng also "embodes the dstngushng characterstcs of an archtecturaltype specmen, nherently valuable for study of a perod, style, or method of constructon as an

Reflectve of the Beaux Arts style, the subject property has a Classcal trpartte composton, symmetrcal faqade, flat roof, brck walls, rustcated frst floor, and panels wth floral low-relef carvngs. Other dstngushng characterstcs are the property s dentled cornce, engaged plasters, and orgnal blade sgn. Further, the Commercal Exchange Buldng s "a notable work of a master bulder, desgner, or archtect whose ndvdual genus nfluenced hs or her age as an excellent example of the work of Los Angeles-based master archtects Albert R. Walker and Percy Esen. The frm of Walker & Esen Archtects and Engneers was the preemnent archtectural frm n Southern Calforna durng the 1920s and 1940s. They were especally prolfc n Los Angeles desgnng many commercal buldngs, apartment houses and hotels. Together wth contemporary peer frms that ncluded Allson and Allson, Parknson and Parknson, and Albert C. Martn and Assocates, Walker and Esen were responsble for sgnfcantly shapng the urban form of Los Angeles durng the early 20th century. Whle n practce together from 1919 to 1941, they desgned more than 250 buldngs, prmarly focused on larger scale commercal offce buldngs, apartment houses, hotels, and move theaters. The subject property s sgnfcant not only for Walker and Esen s orgnal 1924 desgn n the archetypal revval-style aesthetc used for early 20th century Amercan skyscrapers, but also for ther nvolvement wth reparng the buldng after the removal of a secton n 1935. Although there have been nteror and exteror alteratons over the years, the subject property contnues to mantan a hgh level of ntegrty of locaton, desgn, materals, settng, workmanshp, and feelng. The desgnaton of the Commercal Exchange Buldng as an Hstorc-Cultural Monument n accordance wth Chapter 9, Artcle 1, of The Cty of Los Angeles Admnstratve Code ("LAAC ) wll ensure that future constructon actvtes nvolvng the subject property are regulated n accordance wth Secton 22.171.14 of the LAAC. The purpose of the desgnaton s to prevent sgnfcant mpacts to a Hstorc-Cultural Monument through the applcaton of the standards set forth n the LAAC. Wthout the regulaton mposed by way of the pendng desgnaton, the hstorc sgnfcance and ntegrty of the subject property could be lost through ncompatble alteratons and new constructon and the demolton of an rreplaceable hstorc ste/open space. The Secretary of the nteror s Standards for Rehabltaton are expressly ncorporated nto the LAAC and provde standards concernng the hstorcally approprate constructon actvtes whch wll ensure the contnued preservaton of the subject property.

The use of Categorcal Exempton Class 31 n connecton wth the proposed desgnaton s consstent wth the goals relatng to the preservaton, rehabltaton, restoraton and reconstructon of hstorc buldngs and stes n a manner consstent wth the Secretary of the nteror s Standards for the Treatment of Hstorc Propertes. Categorcal Exempton ENV-2017-1566-CE was prepared on May 31, 2017. BACKGROUND On May 4, 2017 the Cultural Hertage Commsson voted to take the property under consderaton. On May 25, a subcommttee of the Commsson consstng of Commssoners Barron and Mlofsky vsted the property, accompaned by staff members from the Offce of Hstorc Resources.

Walker and Percy A. Esen, and was bult by the Wllam Smpson Constructon Company for Rudolph Rosenberg of the Eghth and Olve Holdng Company. The buldng was constructed to be an offce buldng n a perod of major skyscraper development n the cty s central busness dstrct. Characterzed by two prmary elevatons Olve Street on the west and 8th Street on the north the subject property has a rectangular plan wth a classcal, trpartte composton conveyed by a horzontal dvson of base, shaft, and cornce. The man entry s at the northeast corner and s recessed and framed by terra cotta. The buldng s clad n red brck wth contrastng terra cotta wndow slls. Wndows at the street facng facades are one-over-one, wood sash unts grouped n sets of two. The frst floor s capped wth a metal cornce that spans across the storefronts on both facades and at the base there are nlad terra cotta bands and a terra cotta strngcourse above the second story. The top two floors feature a decoratve floral treatment, engaged plasters, Cornthan captals, and a terra cotta cornce. An orgnal fre escape s at the center of the west fagade that spans between floors two through thrteen and a neon blade sgn s located at the southwest corner. On the nteror, the ground floor features an elevator lobby sheathed wth buff-colored marble, a barrel-vaulted, coffered celng over the lobby area, and a marble starcase. Floors 2 through 12 feature a T-shaped, stacked plan comprsed of an elevator lobby at the east sde of each floor wth a central corrdor spannng east to west. The corrdors have marble baseboards and wood-frame doors, wth sdelghts and transoms. Both Albert R. Walker and Percy A. Esen were natve Calfornans. Walker was born n Sonoma, Calforna n 1881. He attended a specal study at Brown Unversty n Provdence, Rhode sland n 1902. Followng apprentceshps wth frms that ncluded Hebbard and Gll, Parknson and Bergstrum, A.E. Rosenhem, and Hunt and Grey, Walker establshed hs own practce n 1909. n 1919, Walker partnered wth Percy A. Esen to form Walker & Esen Archtects and Engneers. Esen was born n San Francsco n 1885 and was traned alongsde hs archtect father, Theodore Esen. As early as 1908, Percy was n archtectural practce wth hs father as Esen and Son, Archtects. Together, Walker & Esen desgned over 200 buldngs and are responsble for such promnent landmarks as the Fne Arts Buldng (1927, Hstorc- Cultural Monument #125); the Texaco/Unted Artsts Buldng (1927, Hstorc-Cultural Monument #523); the Ovatt Buldng (1928, Hstorc Cultural-Monument #195); the Beverly Wlshre Hotel (1928); and the Normande Hotel (1926, Hstorc-Cultural Monument #1013). Over the years, the subject property has experenced several alteratons, the most sgnfcant of whch were the removal of a fve-foot secton of the buldng and the resultng modfcatons to the storefronts, to accommodate a Cty of Los Angeles sdewalk wdenng project n 1935. Ths ntersecton s at the southern end of the prncpal busness dstrct. The buldng s set amongst a varety of md-rse buldngs from the early twenteth century. The Commercal Exchange Buldng s a 13-story Renassance Revval style buldng, rectangular n plan wth a classcal, trpartte composton conveyed by a horzontal dvson of base, shaft, and cornce, a typcal format for downtown Los Angeles archtecture n the 1920s. The 2016 rehabltaton converted the buldng from ts hstorc offce use nto an actve hotel wth a restaurant actvatng the ground floor. EXTEROR The Commercal Exchange Buldng s characterzed by two formal elevatons: Olve Street (west elevaton) and 8th Street (north elevaton). The 8th Street facade s composed of eleven vertcal bays and the Olve Street facade composed of three vertcal bays, reflectng the narrow, rectangular plan. The man entry s at the northeast corner. The terra cotta frame (restored 2016) extends nearly the full heght of the ground. The door s recessed n ths openng, and framed by terra cotta. The walls of the buldng are constructed of red brck wth contrastng terra cotta wndow slls. Wndows at the street facng facades are one-over-one, wood sash unts. The frst floor s capped wth a metal cornce that spans across the storefronts on both facades. The orgnal storefront desgn has been restored based on the 1924 Walker and Esen desgn, wth the excepton of one later storefront on 8,n Street that was retaned as the entrance to the new restaurant for the hotel. Further ornamentaton at the base of the man facades ncludes nlad terra cotta bands and a terra cotta strngcourse above the second story. The strngcourse extends across both prmary facades and s composed of a classcal entablature wth a plan cornce and a freze depctng swags of garland and fleur-de-ls. The upper floors have one-over-one wood wndows throughout, symmetrcally placed on the facades. The orgnal fre escape, datng to 1924, s extant at the center of the west elevaton and spans between floors 2 through 13 (the landngs are n place, the dagonal ladders were removed for safety reasons). The wndows on the north and west walls are orgnal double-hung, wood sash, all repanted and restored. The 2nd floor wndows have been replcated based on the upper floor style and materals. n 1935, a fve foot porton of the buldng was removed from the center of the north elevaton. The buldng was reconnected at the cut lne whch entaled movng the west half of the buldng approxmately fve feet east, all on the same parcel. Ths alteraton s now only reflected by the ffth bay havng only a sngle wndow, but ths anomaly on the facade n not readly apparent from casual observaton. The top two floors of the buldng retan the orgnal glazed terra cotta facngs, recently restored wth GFRC, glazed to match the orgnal materal. The detals feature engaged plasters, decoratve floral treatment, Cornthan captals, and a terra-cotta cornce. The cornce features decoratve modlons on the undersde and acanthus leaves above. The other promnent feature of the exteror s the neon blade sgn located at the southwest corner. Ths sgn, now restored, was nstalled pror to 1935. The secondary elevatons, the south and east walls, are not readly vsble. Orgnal steel sash mult-lte awnng style wndows are horzontally and vertcally algned. Steel sash unts are nstalled at all levels of the south elevaton and a few addtonal steel sash unts are at the east elevaton. Both the south and east elevatons are constructed of brck nfll between the exposed concrete structural framng, and have no formal ornamentaton. Hstorc-era panted sgnage advertsng s vsble at both elevatons, and has been recently repanted. The roof of the buldng has now been actvated nto a roof deck and pool area. There s an outdoor bar at the east end, ncorporated nto the former elevator penthouse. The rooftop features are not vsble from the ground level, and therefore do not mpact the hstorc appearance or overall ntegrty of the buldng. A panted sgn on the east wall of the elevator penthouse, now repanted, s vsble from the ntersecton of 8th and Hll Streets. NTEROR The prmary, sgnfcant hstorc space of the buldng s a ground floor elevator lobby accessed through the northeast entrance. The lobby s sheathed wth buff colored marble. There are three arched openngs for the elevators on the east wall, echoed by blnd arches wth nset black marble on the west wall. Ths lobby features a barrel-vaulted, coffered celng over the entre space. The lobby also features a marble starcase at the southeast corner that spans between the basement and the 13th floor. One of the arches on the west wal of the lobby was opened durng the rehabltaton to provde a passage from the lobby nto the former retal space that s now the hotel recepton area. The upper floors, 2-13, feature a T-shaped, stacked plan comprsed of an elevator lobby at the east sde of each floor wth a central corrdor spannng east-west n the mddle of each floor. The corrdors have marble baseboards and wood frame offce doors, wth sdelghts and transoms. Elevator lobbes feature marble clad walls, marble base, and celngs framed by a crown moldng. NTEGRTY Today the Commercal Exchange Buldng retans a hgh degree of ntegrty, wth ts Renassance Revval features and full-heght corner blade sgn, and serves as a vsual monument that stands out amdst the surroundng hstorc and contemporary buldngs n the commercal core. The orgnal ground floor elevator lobby has been restored, and features marble walls, floorng, and the orgnal barrel vaulted celng. The marble starcase at the southeast corner s also a domnant feature. The orgnal elevator lobbes on floors 2-13 have been restored, and the upper corrdors rehabltated to reflect ther hstorc appearance wth doors and transoms at each room. Walker and Percy A. Esen, and was bult by the Wllam Smpson Constructon Company. Upon completon of constructon n 1924, the Renassance Revval style Commercal Exchange Buldng was touted by the Los Angeles Tmes as one of the most "substantal, utle, and handsome [buldngs] that talent and money can produce" (January 1,1925). The buldng was constructed n a perod of major skyscraper development n the cty's central busness dstrct, at the maxmum allowable heght lmt, and n an area of downtown ntended to accommodate growng busness nterests by offerng a two-hour parkng zone rather than the typcal 45-mnute lmtatons found on other streets n the commercal core. n 1935 a fve-foot secton of the buldng was removed, now evdenced by the sngle column of wndows on the north elevaton along 8th Street. The purpose of the alteraton was to accommodate a long-dsputed Cty of Los Angeles sdewalk wdenng project on Olve Street. n order to save the Olve Street facade, recognzed as the more notable of the two prncpal elevatons, Walker & Esen returned to the buldng that they had desgned nne years pror and worked wth house movng contractor - the Kress House Movng Company, to devse a method of removng and reconnectng the buldng at the cut lne. Through ts hstorc perod the buldng was occuped by commercal retal, restaurant, and offce tenants, whch contrbuted to the bustlng envronment of Downtown Los Angeles, and supported the cty's growng economc base. The Commercal Exchange Buldng meets two of the crtera for desgnaton as a Los Angeles Hstorc and Cultural Monument. Secondly, the Commercal Exchange Buldng meets the crtera for archtecture, as a representaton of the work of master archtects Albert R. Walker and Percy Esen, and ther frm, Walker and Esen. The perod of sgnfcance begns n 1924, upon completon of constructon, and extends through 1937. Ths perod ncorporates the date of 1935 when the buldng was modfed wth the removal of a fvefoot secton, and the west porton moved and reconnected to the east porton as well as storefront alteratons that occurred after the move. Several of the storefronts were modfed and updated after the move, untl the perod followng WW when commercal actvty n the downtown core began to declne. The retal tenants vacated, and the storefronts deterorated over tme. Wth the excepton of the partal removal of the projectng metal cornce, the buldng substantally retans ts appearance and ntegrty to the 1924-1937 perod as a Renassance Revval skyscraper. The Commercal Exchange Buldng s sgnfcant for ts assocaton wth the economc boom of downtown Los Angeles n the 1920s. The buldng was constructed n a perod of major skyscraper development n the cty's central busness dstrct, at the maxmum allowable heght lmt of 150 feet. t was located n an area of downtown ntended to accommodate growng busness nterests by offerng a two-hour parkng zone rather than the typcal 45-mnute lmtatons found on other streets n the commercal core. The buldng s located n the oldest secton of Los Angeles, on lands that were part of the orgnal Spansh pueblo. The area surroundng the subject property was depcted on Ord s 1857 Map of the Cty Of Los Angeles, whch llustrate nearly the entrety of the cty as t exsted at the tme, and dentfed areas proposed for future development. On Ord's Map, most buldngs surrounded the Plaza and were sted along Man Street (Calle Prncpal). The property on whch the Commercal Exchange Buldng sts s delneated on Ord's Map on the western outskrts of the pueblo lands between an ephemeral stream on the north and the rverbed on the south. The property was subdvded n 1872 as part of the Huber Tract (1) n the Amercan perod. As more Amercans settled n Los Angeles, the cty began to take on the appearance of an Amercan town wth wood and brck clad buldngs. By 1890, the busness dstrct had moved south away from the Pueblo and the Plaza. Fort Street, now Broadway, was orgnally a resdental boulevard, home to many of the cty's promnent ctzens. The character of the street transformed nto a commercal thoroughfare n the later part of the 19th Century, begnnng wth the constructon of Cty Hall and followed by the many of the regon's most mportant stores, ncludng Coulter's Dry Goods, the Broadway Department Store, and Hamburger's retal store n 1908 (later to become the May Company). Congeston of the area pushed commercal offce buldngs and retalers south. Ths trend contnued throughout the frst half of the 20th Century, and ultmately, the center of the central busness dstrct moved from 3rd Street to Broadway and 7th Street, just two blocks east of the Commercal Exchange Buldng locaton. Ths new commercal core was consdered to be the most promnent locaton for commercal offce buldngs. By 1920 the busness dstrct covered ffty square blocks wth the ntersecton of 8th and Olve Streets, stuated at a prme locaton n the Downtown dstrct. The 150 foot buldng heght lmt transformed downtown Los Angeles to resemble metropoltan ctes of the eastern Unted States, replete wth skyscrapers that housed a varety of commercal and offce uses. Hgh qualty heght-lmt buldngs n downtown were vewed by merchants and the general publc as the essental expresson of a successful metropols (2). Entertanment venues followed the offces and retalers. By the 1920s and 1930s the downtown dstrct featured the largest concentraton of theaters n the world. The Commercal Exchange Buldng was constructed as an nvestment for Rudolph Rosenberg of the Eghth and Olve Company. Rosenberg was an ndustralst and real estate developer who held a number of buldngs n hs portfolo. He understood the cty center was shftng south and west from ts begnnngs around 3rd Street and envsoned an opportunty n the form of a new rental buldng to be located at the center of the new commercal core. The Commercal Exchange Buldng was to be sted mmedately adjacent to the RKO Hll Street Theatre, whch opened n 1922 at the northeast corner of the block (the theatre buldng was demolshed n 1963). Whle under constructon the Commercal Exchange Buldng was advertsed n the Los Angeles Tmes as a "modern edfce of dgnty and beauty" accessble to all dstrcts ncludng "bankng, shoppng, wholesale, and the post offce" and was geared towards the "modern offce tenant" (Los Angeles Tmes, March 9, 1924). The buldng was constructed to attract a varety of tenants ncludng dentsts. A March 9,1924 Los Angeles Tmes advertsement, announces that four floors of the buldng were ftted up for dental servces. n order to construct a dstngushed buldng, Rosenberg hred one of the best archtectural frms n Los Angeles, Walker &. Esen, to ensure a hgh qualty buldng that would attract tenants and help defne the face of downtown Los Angeles as a metropoltan cty on par wth the lkes of Chcago and New York. When the Commercal Exchange Buldng was completed t was the only heght lmt buldng on the block and n the mmedate vcnty. Through the decades the buldng was occuped by the Owl Drugs Company (c,1925-1940s), the publshng house for wrter Edgar Rce Burroughs (4), physcans, nsurance companes, attorneys, and mscellaneous busnesses and restaurants on the ground floor. 1935 Bay Removal and Reconnecton Campagn n as early as 1923, one year before the Commercal Exchange Buldng was constructed, area landholders pettoned the Cty's Publc Works Commttee (PWC) to wden Olve Street between 7th Street and Pco Avenue. The PWC dd not take mmedate acton and the proposal sat essentally unaddressed untl early 1925, just after the Commercal Exchange Buldng was completed. Between 1925 and 1928 the Olve Street sdewalk wdenng project was processed at multple Cty Councl meetngs and other publc hearngs untl the Cty Councl approved the project n March of 1928. The cty soon awarded payments to owners of condemned propertes, collected assessments, and completed the wdenng project except at the corner of 8th and Olve Streets n the vcnty of the Commercal Exchange Buldng. The project was not completed at the subject property because of an error n the project's legal flng wheren Owl Drugs, a long term tenant, was not named n the condemnaton sut and as a result would not release the property for the wdenng project. The project was further delayed by the bankruptcy of the buldng owner and the property's lqudaton. When the dust settled n 1935, the decson was made to fnally comply wth the Cty's nstructons to remove fve feet of the buldng frontage along Olve Street (16). Rather than removng and rebuldng the entre Olve Street facade to make room for the street wdenng, the owners hred Kress House Movng Company to remove a fve-to-ten foot secton of buldng at the north elevaton and through the center, equatng to one half of one vertcal bay, September 27, 2016 Hstorc Consultants

Ths plan was ntended to save the ornate Olve Street facade and to also reduce costs, as tearng down and rebuldng a porton of the entre buldng would have been much more expensve. Orgnal archtects Walker & Esen returned to ther desgn from eleven years pror to help oversee the operaton. Engneer Murray Erch provded expertse, and the Kress House Movng Company executed the monumental task of movng the western half of the buldng and reconnectng t to ts eastern half. After cuttng the buldng nto two separate parts and nstallng the complex systems of jacks and crbbng n the buldng basement, a crew of twenty men worked approxmately nne hours to move the western half to connect t to ts counterpart. t has been sad that not a sngle wndow was broken and the buldng tenants were not mpacted. Most mpressvely, at the tme t was clamed that the Commercal Exchange Buldng was the tallest buldng n the world to be moved. The work was supervsed by Walker & Esen. The repars completed after the move, ncludng new brck at the cut lne, and Olve Street facade repars, were consstent wth the orgnal 1924 buldng appearance (17). Overall the Commercal Exchange Buldng s consstent n look and feel wth Walker & Esen's most celebrated buldngs, whle mantanng ts own dstnctve appearance. The appearance of the buldng after the 1935 cut and reconnecton campagn s consstent wth the 1924 appearance. A NOTABLE WORK OF A MASTER BULDER, DESGNER, OR ARCHTECT: ALBERT R. WALKER AND PERCY A. ESEN, AND THE FRM OF WALKER AND ESEN Walker & Esen Archtects and Engneers (Walker & Esen) was the preemnent archtectural frm n Southern Calforna durng the 1920s to the 1940s. They were especally prolfc n Los Angeles desgnng many commercal buldngs, apartment houses and hotels. The duo were peers of Allson and Allson, Parknson and Parknson, Albert C. Martn and Assocates, Nordstrom and Anderson, and Morgan, Walls and Clements. These frms were collectvely responsble for sgnfcantly shapng the urban form Los Angeles. Albert R. Walker and Percy A. Esen establshed the frm Walker & Esen n 1919, on the eve of the 1920s populaton exploson that more than doubled the number of cty resdents (from roughly 575,000 n 1920 to over 1.2 mllon n 1929) (5). They were responsble for desgnng a number of buldngs that are now Los Angeles Hstorc and Cultural Monuments (lsted below). Both Walker and Esen were natve Calfornans. Albert R. Walker was born n Sonoma, Calforna, n 1881. After the death of hs father and younger sblng, he moved to San Dego wth hs mother to lve wth relatves. He attended a specal study at Brown Unversty n Provdence, Rhode sland, n 1902. Later that year he was back n San Dego workng for the frm Hebbard and Gll. Hs assocaton wth Hebbard and Gll lasted only for one year. He contnued hs apprentceshp n Los Angeles, frst wth Parknson and Bergstrum and then wth A. E Rosenhem, and Hunt and Grey. He ventured out on hs own, establshng hs ndependent practce n 1909 workng manly on resdental and ecclesastcal projects. A year later he partnered wth John Terrell Vawter, a graduate of the Unversty of llnos and a student of Gustave Umbdenstock's ateler assocated wth the Ecole des Beaux Arts n Pars (6). Walker and Vawter worked together for seven years desgnng buldngs around Los Angeles, ther most ambtous beng the talan Renassance Bble nsttute of Los Angeles (1915) on Hope Street. Walker and Vawter dssolved ther partnershp n October 1917 when Vawter joned the mltary. Two years later Walker partnered wth Percy A. Esen to create one of the most mportant desgn frms n Los Angeles durng the frst half of the 20th Century (7). Percy A. Esen was born n San Francsco n 1885, the son and grandson of promnent archtects. n late 1885, Percy's father Theodore Esen went to work for the San Francsco frm Curlett and Cuthbertson, movng the famly to Los Angeles to work on projects lke the Rchardsonan Romanesque Los Angeles County Courthouse (1891). Theodore Esen became a partner n 1886, formng Curlett, Esen and Cuthbertson. Theodore stayed wth the frm for a few years but by the 1890s. Theodore was workng as the Cty Superntendent of Buldngs, wth an offce at Cty Hall (8). By 1898 he was n partnershp wth Sumner P. Hunt, workng under the name Esen and Hunt (9). Percy Esen attended publc schools and traned alongsde hs father to learn the practce of archtecture. As early as 1908, Percy was n archtectural practce wth hs father as Esen and Son, Archtects (10). n ths capacty Percy dealt wth many of the cty's busness people and forged connectons that would serve hm well n hs future endeavors. Percy left the frm n 1919 to partner wth Albert Walker; hs father Theodore contnued to practce archtecture untl hs death n 1924 (11). Together, Walker & Esen were a powerful team. Durng ther productve lfe they were responsble for the desgn of more than 200 buldngs. Ther work focused on larger scale commercal offce buldngs, apartment houses, hotels, and move theaters. The frm ganed recognton from ther work on larger structures. There was a tme that Walker & Esen successfully obtaned the bulk of the contracts n the cty. Because of ther success they were able to recrut many hghly sklled desgners, several who traned n Pars at the Ecole des Beaux Arts as well as draftsmen who came from the Beaux Arts nsttute of New York. At the heght of the boom the frm employed ffty draftsmen. Whle both partners shared desgn responsbltes, Esen tended to focus on busness development usng hs well-establshed connectons to secure contracts for the frm. Walker was the creatve force who prmarly focused on gudng ther desgn effort (12). Whle n practce together from 1919 to 1941, Walker & Esen desgned major buldngs n the Southern Calforna regon n the ctes of Los Angeles, San Dego, Long Beach, Beverly Hlls and Palm Sprngs, and collaborated on numerous buldngs now desgnated as Cty of Los Angeles Hstorc-Cultural Monuments (HCM) or lsted n the Natonal Regster of Hstorc Places (NRHP). Both men were at least twenty years younger than the 50 year old Walker. Walker, Kalonzes and Klngerman projects nclude: the Sant Sopha Greek Orthodox Cathedral (1948) (HCM 120), sgnfcant addtons to Santa Monca Hosptal (1954/1956), the Centnela Hosptal Medcal Center (1954) n nglewood, buldngs for the Teamsters Unon n Los Angeles (1956), buldngs for the Unversty of Southern Calforna (1957), and the Calforna Medcal Center (1958). Albert R. Walker ded at home September 17,1958 (15). The Commercal Exchange Buldng exemplfes Walker & Esen's work durng the 1920s when Los Angeles was boomng and nvestors were lookng for archtects to stretch every nch of floor space, wthout concern for the archtecture. The frm successfully managed ts clents' needs wthout resortng to substandard desgn. Walker & Esen produced excellent archtecture whle conformng to program and budget. The Renassance Revval style Commercal Exchange Buldng was desgned n the archetypal aesthetc for the early 20th Century Amercan skyscraper based on the Renassance perod palazzo and classcal Beaux Arts deology, but elongated the form to ft the programmng requrements of a commercal offce buldng n the central busness dstrct of Los Angeles.
