GIS-generated parcel basemap provides powerful visualization & analysis capabilities With a population of just over 130,000, Trois-Rivières is considered the economic hub of the Mauricie region in Québec and is responsible for creating and maintaining a property assessment roll for all of the properties in its territory. When several cities merged in 2002, there was a requirement to integrate non-compliant datasets from 5 different consultants. Adding to this challenge, the Québec Ministry of Municipal Affairs, Regions and Land Occupancy (MAMROT) imposed stricter standards for parcel mapping. In response, the City recognized a need to upgrade its system and leverage a technology that would enable seamless compliance. Challenge In the province of Québec, municipalities are responsible for preparing and maintaining property assessment rolls every three years in accordance with municipal taxation guidelines. The assessment team at Trois-Rivières is comprised of 20 staff members who must establish the value of over 48,000 evaluation units. Four methods are available to establish the value of each building: comparing properties with similar characteristics, assessing construction value in addition to land value, estimating a building s economic potential and statistical modelling. When existing buildings are modified, the Assessment Department will visit the property to update its information. Previously, Ville de Trois-Rivières staff relied on a legacy computer system to digitize parcel information which offered limited visualization and analysis capabilities. This made it difficult to comply with regulations introduced in 2010 requiring more detailed parcel mapping data. For example, assessment parcel boundaries must now be visualized directly above corresponding cadastral parcels. Powerful capabilities allow staff to incorporate official cadastre data, transactional information from the Land Registry Office and data derived from various municipal departments into a central database. Using the software, data layers representing neighbourhood boundaries, assessment units, easements and real estate transactions can be easily created and edited. ArcGIS analysis capabilities make it easier than ever to determine property values. For example, users can click on a sold property to bring up its attributes and then compare these against other properties of similar value. Data such as average rents, operating expenses, construction costs and zoning restrictions can be analyzed at the neighbourhood level or across the city. Users can select from a variety of criteria to automatically calculate new valuation scenarios. Topology tools, which provide a mechanism to model spatial relationships and ensure data integrity, are leveraged to uncover data inaccuracies and edit records automatically. Data is updated nightly to ensure accuracy and rendered in an ArcSDE format that is fully compliant with standards set forth by the province. This enables the City to maintain a seamless, up-to-date parcel basemap from which to generate accurate property assessment rolls of superior quality. Ville de Trois-Rivières now has access to powerful analysis capabilities to more accurately estimate property values. For example, GIS data can be layered with a digital terrain model derived from LiDAR data to estimate the percentage of properties affected by steep slopes. The ability to visualize data has also significantly improved. Through a parcel basemap, spatial variations in value at the individual property level can be assessed at-a-glance. Properties with known values can be simultaneously displayed alongside properties with estimated values to check for anomalies. Assessors can layer census data, neighbourhood boundaries and distance to key facilities for deeper insights. It is also possible to take into account the proximity of external assets such as highways or railways. By using GIS, Ville de Trois-Rivières can apply a standard data model and centralize access to data. They leveraged a model built by several cities known as GOCité that enables local municipalities to share datasets related to water/ wastewater, administrative boundaries, planning and the environment.
