WHEA Revsed Code of Washngton chapter 35.63 authorzes the adopton of a comprehensve plan for the physcal and other generally advantageous development of the muncpalty; and VnnEA the Plannng Commsson of the Cty of ssaquah has prepared and recommended to the cty councl the adopton of the followng conprehensve plan followng a publc hearng at whch notce was gven as provded by law and WHERAS the Cty Councl has unanmously approved the recommendaton of the Plannng Commsson NOW THEFORE: THE CTY COUNCL OF THE CllY OF SSAQUAH 00 ORDAN AS FOLLOWS: Secton l. There s hereby adopted the followng comprehensve plan for the orderly growth and development of the Cty of ssaquah:. PLAN SUMRY A. Phlosphy 1. The purpose of ths program s to crystallze publc polcy for communty development to produce the greatest benef t to the greatest number of people. Wth ntellgent plannng ssaquah's growth can be orderly and attractve. Wthout plannng growth wll be chaotc and confused. 2. Ths plan s a general gude for ssaquah's growth. t s not ntended to be a statc blue prnt for dovelopment. Rather the Plan s a dynamc gude that must be perodcally revsed to be current wth new deas. 3. The Comprehensve Plan: a. Shows the exstng boundares and land use of the area w thn the corporate 11m ts of ssaquah ncludng the retenton and strengthenng of the Central Busness Dstrct. b. Because of ther sze and lmted fnancal ablty small ctes lke ssaquah have plannng problems that became aggravated beyond ther mportance. Typcal of these problems are: ao Lack of a permanent techncal staff. Ths problem can be allevated by employng consultants as specal needs arse. b. The lack of plannng experence of Commssoners and c ty admnstrators. Ths problem can be reduced by experence and educaton on the part of all cty admnstrators. B. POlcy Regardng the Present Status and Future Growth of ssaquah 1. ssaquah s an establshed communty wth a contnuous no longer be desrable to developers. Thus the Compre- -2-

Polcy Relatng to the Annexaton of Adjacent Areas 1. Anexaton s often a source of local furor beset by emotonal trades only dmly related to the problem. Eventually the requrements of modern suburban-type frnge areas dctate a more developed type of government than that provded by the County; and annexaton s an obvous consderaton. However poor streets nadequate utltes and substandard constructon are not conducve 1 on to anex or not to anex must be a ratonal one. 2. deally ssaquah wll anex areas only when t s fnancally able and when t can competently regulate the development of these areas. All newly annexed area wll come nto the Cty wth the zonng establshed by the Zonng Ordnance at the tme of annexaton. The ssaquah Plannng Comsson shall revew all annexaton applcatons and submt ther recommendatons to the Cty Councl pror to Councl acton. Such reoommendatons shall nclude extenson of the Comprehensve Plan f necessary and the zonng to be appled.. Comprehensve Plan Elements A. Land Use Plan 1. The objectves of the Land Use Plan are: a. All Cty legal and admnstratve tools shall be used to mplement and support the Land Use Plan.. B. Neghborhood Flan 1. The term 'Neghborhood' descrbes a plannng unt whch cons s ts of famles n a varable area. The neghborhood; as such has common nterests and problems. t s the ntent of the Comprehensve Plan to develop neghborhoods that wll make ssaquah a desrable place to lve. C. Street Plan l. Ths Plan provdes for crculaton of veh cles an d pedestrans wthn the Cty as shown on the Land Use Plan. t also ndcates bypass routes. D. Communty Facltes Flan l. When vacant land s subdvded and provded wth streets and utltes the O ty has ts prmary opportunty to gude develop- ment. A development pattern not only nvolves the physcal layout and the amount of publc funds requred for future upkeep but also has a drect bearng on the actual land use. Therefore the ntal control and proper regulaton of land subdvson s of fundamental mportance n effectng the objectves of the Oomprehens ve Plan. 2. The Subdvson Ordnance ncludes the followng regulatons: a. Submsson of a prelmnary layout of a proposed subd vson to the Plannng Commsson. b. Submsson of a fnal plat to the Cty Councl for formal acceptance. c. Specfcatons coverng the preparaton of prelmnary layouts and fnal plats. d. Provson and desgn requrements for streets utltes lots and all other mprovements. e. nstallaton and constructon standards for mprovements and utltes to be nstalled by the developer. f. Postng of a perform~~ce bond to nsure the nstalla ton of all necessary mprovements. B. Zonng Ordnance l. A Zonng Ordnance has been adopted to establsh land use and buldng requrements wthn the Cty.
