Report Purpose: This report presents a Heritage Designation Bylaw to designate the Pare Residence at 307 Begin Street as a protected heritage property. Strategic Goal: This application upholds the corporate objective of supporting neighbourhoods. Background: Site and Context: The historic Pare Residence was built in 1910 in a prominent location on the southeast corner of Begin Street and Cartier Avenue, near the western entrance to Laval Square (Attachments 1 and 2).
Page 2 January 6, 2014 Application History On June 13, 2011, Council approved a Heritage Revitalization Agreement (HRA) that provided for the retention and restoration of the historic Pare Residence as part of a new townhouse development, totaling seven (7) units. This HRA established the terms and conditions for restoration, maintenance and protection of the Pare Residence, while permitting the associated development on site. At the time of application, the Pare Residence was in a state of disrepair resulting from a combined lack of maintenance and structurally unsound renovations that had been completed following a 1936 fire that resulted in significant alterations to the original wraparound verandah and rooflines. Haraman Developments has since completed restoration of the Pare Residence to its original appearance as per the approved HRA, using all salvageable historic fabric that remained, including remaining original siding, wood columns and beams of the verandah, windows, structural components, and chimney bricks (Attachment 3). The historic fabric was replicated to match remaining original elements wherever possible. While the City's current approach for heritage protection involves designating heritage buildings at the same time an HRA bylaw is brought forward for Council's consideration, the Pare Residence HRA bylaw intended to designate the building once restorations were completed. The previously adopted HRA, which is now registered on the title of the subject property, provides the City with the authority to proceed with the heritage designation of the Pare Residence once the restoration was completed. Local Covernment Act Section 968 of the Local Covernment Act requires that a Public Hearing be held before a proposed Heritage Designation Bylaw is adopted to allow affected parties and the general public to make representations respecting matters contained in the bylaw. Proposed Heritage Designation Bylaw The proposed Heritage Designation Bylaw will provide for additional protection beyond the protection criteria outlined in the HRA, including specifically outlining the criteria for when a Heritage Alteration Permit (HAP) is required should future works be undertaken on the building beyond general maintenance, in keeping with the conservation practices stipulated within the HRA. With the proposed Heritage Designation Bylaw, future owners of the Pare Residence will have clearly defined regulations stipulating when City approvals are required by means of a HAP for alterations to the building's exterior. The subject bylaw will also provide the Pare Residence with official heritage designation, allowing it to be the eighth heritage building added to the City's list of designated heritage sites. Page 3 January 6, 2014 Discussion/Analysis: Official Community Plan (OCP) The site is located within the Laval Square Development Permit Area of the Maillardville Neighbourhood Plan (MNP), in the Southwest Coquitlam Area Plan (SWCAP). The MNP encourages the preservation and continuing use of heritage homes through their integration into new development which has been achieved through the restoration of the Pare Residence as part of a new townhouse development. Restoration of the Pare Residence is now complete and a heritage information sign in both French and English languages has been erected along Cartier Avenue summarizing the historical significance of the home to Maillardville, including its age of construction, original owners and their contributions to the community, and its history of alterations and restoration (Attachment 4). Heritage Value A statement of significance prepared by Donald Luxton & Associates to record the Pare Residence's historical importance states that the building is "one of the earliest and most significant surviving Maillardville houses". The home was originally owned by Vitalien Pare, where he lived for many years with his wife Alma Bedard and their children while he worked at Fraser Mills. The Pare family was one of the most prominent families in early Maillardville, earningthe area a nickname of Pareville, with many family members arriving from Quebec around 1909 to 1910. Vitalien Pare was also the brother of Emeri Pare, who was Coquitlam's first Police and Fire Chief. Pare Court in Coquitlam was named in honour of Emeri Pare. The statement of significance further notes the structures' unique architectural elements reflective of early Maillardville, including its wraparound covered porch addressing its prominent corner lot location, elaborate gabled roof design with shed dormers, lathe-turned wooden columns, Edwardian-era wooden detailing, and colour obscured lite panes in the uppermost portion of its wood frame windows (Attachments 2 and 3). Bylaw No. 4457, 2014 Heritage Designation Bylaw No. 4457, 2014 (Attachment 5) has been prepared for Council's consideration. Adoption of this Bylaw would designate #5-307 Begin Street (the Pare Residence) as protected heritage property and outline regulations to protect the structure and its exterior appearance. Financial Implications: There are no immediate financial impacts with this report, though the City will at a later date place a small plaque on the property signifying the Pare Residenceas a designated heritage building. Page 4 January 6, 2014 Conclusion: Staff support the proposed Heritage Designation Bylaw, as it will further reinforce the long-term preservation of one of Maillardville's most notable heritage structures, and provide protective requirements that would call for the City's approvals for any future proposed exterior or structural alterations beyond regular maintenance. Name of Bylaw This Bylaw may be cited for all purposes as the "Heritage Designation Bylaw No. 4457, 2014". 2. Prohibition Except as expressly permitted by Section 5 or as authorized by a Heritage Alteration Permit issued by the City, no person shall undertake any of the following actions, nor cause or permitany of the following actions to be undertaken in relation to the Property (Pare Residence): a. alter the building's exterior facade, including change its historically accurate colours; b. make a structural change to the building; c. move the building; or d. alter, excavate or build on lands adjacent to the Pare Residence in a manner that the City deems to detract from its heritage character. 7. Exemptions Despite Section 6, the following actions may be undertaken in relation to the Property without first obtaining a Heritage Alteration Permit from the City: a. non-structural renovations or alterations to the interior of a building or structure that do not alter the exterior appearance of the building or structure; and b. normal repairs and maintenance that do not alter the exterior appearance of a building or structure. 8. Heritage Alteration Permits A. Where a Heritage Alteration Permit is required under this Bylaw for a proposed action in relation to the Property, application shall be made to the City of Coquitlam in the manner and on the form prescribed, and the applicant shall pay the fee imposed by the City for such a Permit. B. City Council or its authorized delegate, is hereby authorized to: i. issue a Heritage Alteration Permit for situations in which the proposed action would be consistent with the heritage protection provided for the Property under this Bylaw and the Heritage Revitalization Agreement; ii. iii. iv. withhold the issue of a Heritage Alteration Permit for an action which would not be consistent with the heritage protection provided for the Property under this Bylaw or the Heritage Revitalization Agreement; establish and impose terms, requirements and conditions on the issue of a Heritage Alteration Permit that are considered to be consistent with the purpose of heritage protection of the Property provided under this Bylaw and the Heritage Revitalization Agreement; and determine whether the terms, requirements and conditions of a Heritage Alteration Permit have been met.
