Onorato, Hladik, Onorato & Federman, LLP o Mr. Carlo called the meeting to order at 7:31 P.M. followed by a pledge of allegiance and a moment of silence.
o Approval of Meeting Minutes: Mr. Burns made a motion to approve the meeting minutes for March 20, 2017, Mr. Dunigan second the motion. Decision unanimous 6 to 0. o Applications / Presentations: 490 Cypress St Informational Only: Mr. Tom Calhoun, equitable owner pursuant to a signed sale agreement purposes to combine and then re-subdivide two existing parcels into two lots. Each lot will be front Cypress St. The applicant will appear at the May 16, 2017 Zoning Hearing Board Meeting seeking relief for one lot to be allowed a width of 66 feet where our Zoning Code requires minimum lot with of 68 feet. Purposed homes will consist of approximately 2600 square feet of living space, two car garage and full basement. Upon approval Mr. Calhoun is expecting a return trip to the Planning Commission. Madison Parking Lot; Equus Mr. Jason Korczak, Bohler Engineering on behalf of Equus Capital Partner, LTD, addressed the Lansdale Borough Planning Commission this evening. Applicant is seeking a Conditional Use, Subdivision and Preliminary/Final Land Development approval this evening. Mr. Korczak reviewed and provided detailed renderings of the trash enclosures at the sight. Mr. Dave Schmauk-Wulff Architects reviewed the layout of the plaza area and presented two detailed renderings labeled Scheme A and Scheme B. Planning Commission member Mr.Darab requested details about the pool and storage of chemicals. Mr. Knott, Equus Capital Partners explained there is a secured enclosure in Building E (pump room) for storage of chemicals. Licensed personal will be on staff to handle them. Final details will addressed at the permitting process. Applicant will forward to the Borough of Lansdale a revised letter of the SALDO waivers requested. Waivers are as follows: 1 Section 304.3(a): providing a plan of existing features applicant has provided an aerial photograph 2 Section 403.3.B: to allow perpendicular parking proposed by others along Madison Street as part of the Madison Street Construction Project along the alleyway 3 Section 403.3.D: to allow less than 25 feet of open space between a curb line of a parking area and exterior wall of a residential building 4 Section 403.3.E: to allow parking within 10 feet of a property line 5 Section 403.3.H: to exclude screening plantings applicable to parking lot facilities along fronting streets and along the area adjacent to other properties. 6 Section 408.2: to allow top or bottom of slopes to be closer than 3 feet off property line 2
7 Section 420.3B: to allow street trees to be located closer than ten feet from street curb 8 Section 420.3C: to allow spacing between street trees to be greater than fifty feet 9 Section 420.5.B: to allow less than 10 percent of any parking lot facility over 2,000 square feet to be devoted to landscaping 10 420.5C: to allow more than 15 parking space in a row without providing a 9 foot by 18 foot landscape island Review letter dated April 6, 2017 from Remington & Vernick Mr. Korczak advised all items are a will comply. The applicant was able to address items # 53, # 58 and #57 of Section III as per the March 02, 2017 review letter. Review letter dated April 7, 2017 from Pennoni was discussed. Applicant will work with Mr. Armitage regarding Item #2; regarding site distance for safe stopping and may consider putting in Stop signs all four ways if they don t meet the parking lot sight requirement. March 17, 2017 review letter from the Lansdale Borough Fire Marshal, all items are a will comply. There was no public comment this evening. Mr. Burns made a motion that the Lansdale Borough Planning Commission recommend that Lansdale Borough Council grant Preliminary Final Land Development Approval to the Madison Lot Project Development subject to: compliance with the Lansdale Borough Engineer Remington & Vernick Engineers review letter dated April 6 2017. Compliance with the Lansdale Borough Traffic Engineer, Pennoni & Associates review letter dated April 7, 2017 and February 27, 2017. Compliance with the Lansdale Borough Fire Marshal review letter dated March 17. 2017. Borough Fire Marshal will provide additional input on Public Plaza Concourse Scheme A as supported by the Planning Commission. Bohler Engineering waiver request letter dated December 06, 2016, revised April 03, 2017 amend to add waiver item 304.3A and Waiver item 403.3B. Revised letter will be forwarded to the Borough of Lansdale stating such. The applicant agreeing to the conditions set forth in the proposed Preliminary/ Final Land Development Approval Resolution attached herto, as may be amended or revised to the satisfaction of the Borough Manger and Special Counsel to Lansdale Borough. Mr. Panachyda seconded the motion. Decision unanimous 6 to 0. Mr. Burns made a motion that the Lansdale Borough Planning Commission recommend that Lansdale Borough Council grant Conditional Use Approval to the Madison Lot Project Development subject to the Applicant ageing to the conditions set forth in the proposed Conditional Use Decision and Order attached hereto, as may be amended or revise to the satisfaction of the Borough Manager and Special Counsel to Lansdale Borough. Mr. Panachyda seconded the motion. Decision unanimous 6 to 0. Mr. Ernst thanked the applicant, the members of the Planning Commission and consultants for all of the hard work and efforts put forth to bring this project through the process. The 3
Conditional Use Hearing will be held in Council Chambers on Wednesday April 19, 2017 at 7:00 PM. 32 East Blaine St:: Mr. Joe Del Ciotto, Del Ciotto Architects, presented to the Lansdale Borough Planning Commission revised plans dated March 27, 2017. The applicant will not be reviewing the Lansdale Borough Fire Marshal letter dated April 13, 2017. Mr. Jeff Wert, Metz Engineering reviewed the April 4, 2017 Remington & Vernick letter. The applicant will comply with items 1 64. A review of the revised plan was presented and discussion regarding waivers requested in Section IV is as follows: o removal of the stripping on the plan, o Alcoves for pedestrian exit and the orientation of the doors. o Removal of the laundry room and consider it for storage o ADA compliance, one front parking space ;one front unit will be rentable only to handicap tenant o The possibility for the designation of a No Parking Fire Zone out front for the ladder truck and along Blaine St which will need Borough Council approval o Site would be left open for the use of neighbors and trash trucks for alley use o Clarification of Section 403.3B 10 foot separation between driveway and parking spaces Pennoni Associates review letter dated April 11, 2017 was reviewed. Discussion as follows: 1. Applicant will provide handicap route along sidewalk and built into the design of the parking lot layout 2. 403.3K applicant cannot agree to with the variance. Stop bar will remain and Stop sign to be removed 3. Applicant will not comply with 24 aisle width 4. Applicant will remove the Stop Sign 5. Applicant will comply with speed bump Due to the fact that the applicant is unable to satisfy Item #3 of the Pennoni Associates review letter, the Zoning Hearing Board Decision and Order conclusion was reviewed. Applicant has received relief from the Zoning Code however, the relief from the Zoning Code does not grant applicant relief from the SALDO ordinance. Applicant will review the Fire Marshals letter dated April 13, 2017 and report back to the Lansdale Borough Planning Commission. Mr. Carlo is requesting that the applicant obtain the permission of the property owners for the use of the alley for this plan presented. Public Comment: 4
36 E. Blaine St State he is not in favor of the proposed project moving forward; concerns exist for maneuvering in the alley due to a large tree. There are always vehicles parked in the area that is proposed to be No Parking Zone 39 E. Blaine St-currently two vehicles cannot go down the alley at the same time. Concerned about the loss of overflow parking especially where the proposed Fire Zone No Parking would be. Very concerned about the possibility a tenant would be working out of their unit right into an active parking lot. o Old Business: Expansion of CEVMS Ordinance to Include Religious / Institutional Use-Mr. Olzak, Montgomery County Planning Commission has reviewed surrounding municipalities to review if Religious / Institutional Use should be added to the CEVMS Ordinance. He was unable to find such a definition. The Lansdale Borough Planning Commission will table this discussion. Comprehensive Plan-Update/ Discussion: Diversity and Comp Plan Task Force meet on Tuesday April 11, 2017. Task Force will continue to work through the core draft and will revisit Environmental Conservation and Historic Preservation at the next meeting. Saturday April 22, 2017 the Task Force will be in attendance at the International Spring Festival for a public outreach. Accessory Structure/Building; Proposed Code Revision: The Borough is working with the Montgomery County Planning Commission to address this proposed revision. At this time the suggestion is to address impervious surface instead of structures. o New Business: Zoning Hearing Board: Meeting scheduled for April 18 2017 has been cancelled. No application has been received. Mr. Ernst announced will give a presentation at the Montgomery County Planning Commission Board of Directors Meeting. Representing the Lansdale Borough Planning Commission, Mr. Ernst will share the projects, activity and development of the Borough over the last several years. Good luck John!
