The purpose of this report is to present a rezoning application that would facilitate a three-lot single family residential subdivision in Northeast Coquitlam. Strategic Goal: This application upholds the strategic goal of strengthening neighbourhoods. Background: Site Context The subject property (totalling 0.14 ha or 0.35 acres) is located on the north side of Roxton Avenue at the intersection with Burke Mountain Street in Northeast Coquitlam (Attachments l and 2). The subject lands comprise of two existing legal parcels and contains one house to be demolished with the proposed redevelopment. Smiling Creek and its associated ravine is located immediately to the east of the subject lands on the adjacent undeveloped road allowance and property at 1259 Burke Mountain Street. (Attachment 3).

Subdivision requirements will include provision for the Roxton Avenue frontage to be built to full local road standards (curb, gutter, sidewalk, street trees, streetlighting, etc.). The adjacent unconstructed lane to the north was rezoned in conjunction with residential properties to the north and will be consolidated with those lands as part of that subdivision. The subdivision proposal has been found technically feasible by the Subdivision Advisory Committee. Discussion/Analysis: Official Community Plan (OCR) The subject property is situated within the Smiling Creek Neighbourhood Plan (SCNP) area and is currently designated Large Village Single Family (Attachment 4). The proposed rezoning to RS-8 is consistent with this SCNP land use designation. Environmental Services Due to the close proximity of Smiling Creek lying east of the subject lands, the applicant engaged a qualified environmental professional to assess this watercourse based on the riparian areas regulations (RAR). The RAR report, which has been filed and accepted by the Provincial Ministry of Environment, recommends a streamside protection and enhancement area (SPEA) boundary lying east ofthe subject lands on the City's road allowance. To ensure protection of the SPEA, a 1.8m high fence will be required as a condition ofthe subdivision to be installed along the entire western boundary ofthe subject lands. Adoption of this bylaw would rezone the area outlined in black to RS-8 Large Village Single Family Residential. Financial Implications: There are no immediate financial impacts associated with this report, though the proposed subdivision will generate development cost charge funds for the one additional lotto be created. Conclusion: The proposed rezoning is in compliance with the OCP and the associated subdivision has been found technically feasible by the Subdivision Advisory Committee.
