Grand Forks Growth Fund, A Jobs Development Authority Staff Report Growth Fund Committee March 20, 2017 JDA March 20, 2017 Agenda Item: Business Park Infrastructure Submitted by: Ryan Brooks, Deputy City Planner Staff Recommended Action: Award project to United Crane & Excavating based on their low bid of $1,992,312.59 and authorize necessary budget transfers Committee Recommended Action: JDA Action: Following discussion about the Business Park last year, the layout was revised and, based on cost estimates developed by AE2S, the JDA authorized bidding the project with two phasing options this spring. As detailed in the attached letter from Brian Gaddie at AE2S, bidding was very competitive and United Crane s low bid was +25% under estimate. AE2S is confident that United Crane and their subcontractors have the capacity to complete the project. Staff concurs and recommends awarding both phases at this time. ANALYSIS AND FINDINGS OF FACT: As shown on the attached drawing, the Phase 1 bid covers underground utility installation, paving and lighting for 24th Avenue S. and the northerly segment (+450 ) of S. 46th Street; Phase 2 completes the loop.
