PARKSIDE VILLAS RULES AND REGS Revised: June 25, 2015

PARKING Parking will be designated areas only. One space is assigned and reserved for each lot, with the appropriate address painted on the curb. All other parking spaces are available on a first come, first serve basis. No resident may assume precedence on any unassigned parking space. Parking on the lawns or any other areas that are not designated is prohibited. (A) Repairs, oil changes, etc. on the premises is prohibited. * An auto may be towed if it has a part removed making it inoperable. (B) Vehicles larger than a standard pickup or van, boat, trailers, motor homes, inoperable or unlicensed vehicle are NOT to be parked or stored overnight. Any resident owned or operated commercial vehicle not excluded by the above must be parked in the assigned space or in the visitor s spaces at the pool. *The county prohibits parking vehicles in excess of 21 in Length, 8 in Width and 8 in Height in residential parking spaces. (C) Illegally parked vehicles will be towed at the owner s expense. (D) Vehicles leaking oil or other fluids onto the parking surface must be repaired immediately and the offending fluids cleaned up before causing prevent severe damage. (E) Storing vehicles in Parkside Villas shall NOT be allowed. Note: Star * and Bold Print refers to a County Ordinance; Chapter 58 article VII. 2 of 10

RENTAL REQUIREMENTS Investors need to give tenants a Parkside Rules and Regs booklet and they need to have each new tenant fill out a Renter Information form and application. Contact the management company for the forms and booklets. They must also submit an application to the board who will conduct a background check, interview and approve each tenant. A copy of the lease must be submitted to the board. FURNISHING DOCUMENTS It is the responsibility of the homeowners to furnish copies of the Rules and Regulations, and governing documents to all Visitors, Tenants and Prospective Buyers. These documents include: Declarations Articles of Incorporation By-laws Rules and Regulations Note: Copies of all documents may be obtained from the Board of Directors upon request. Ask for the cost of reproductions. TRASH/GARBAGE Trash and garbage are to be placed in assigned bins provided within the fenced enclosures. All garbage must be enclosed in plastic (or similar) bags and tied before being placed in the bins. Boxes, cartons, and other cardboard containers must be broken down flat before placing them into the bins. Large household items (mattresses, furniture, appliances, etc.) shall NOT be placed in or beside the bins. Residents must make their own arrangements for the pickup of such items. Trash containers owned by individual residents should not be visible in the aesthetics of the homes, nor should they be visible on any common ground areas or adjacent lots or streets. Note: Trash that is not placed in the bins will not be picked up by the service. Please be sure that all of it is placed inside the bins. If it is not inside the bins and a special pickup has to be made, the cost of that pickup will be charged to your unit. CLOTHES LINES Clotheslines or other clothes-drying apparatus of any kind is not to be visible on any common area at any time. Fences, bushes, trees, etc. may not be used to hang towels, clothing, rugs, etc. at any time. GARDEN AREA Owners will be responsible for the maintenance of their garden areas between the parking area and the front of their villa and within the fenced (or fence line) area at the rear of their villa. Any resident away for extended periods, or physically unable to accomplish this work, or renting their property, is responsible for making 10 of 10 3 of 10

arrangements to have it done in a timely manner. Residents of end villas are permitted to use their side of the villa (up to 3 ft. wide) for garden purposes. *The county prohibits accumulation of garbage, refuse, junk, debris, or untended growth accumulation of weeds or other plant material growing over 12 over the majority of the lot. PETS Pets will be under control at ALL times whether on or off the resident owner s property or common ground. Residents with pets need to comply with current leash laws. (A) Pets (cats and dogs) are limited to TWO per villa. (B) Pet owners must immediately clean up all solid waste deposited by their pets on lots, streets or common areas. Plastic bags should be used and wrapped tightly before being put into the dumpsters. *(C) Staking and chaining dog(s) in the front yard of property is prohibited here and by the county. EXTERIORS No additions, deletions, extensions, structural changes or the use of materials (awnings, screening, fencing, painting, etc.) will be permitted without majority approval of the Board of Directors of Parkside Villas. No fencing, planting, removals or encroachments of any kind in the common areas will be permitted without Board approval. Outside structures within the fence should not exceed the height of the fence. SIGNS For Sale or For Rent signs may be displayed by owners in the front windows of their villa. For Sale signs may be displayed on a post or store bought sign in the front garden area (not on the common area) of the villa. NO handmade signs or other signs will be hung from trees, hooks on the villas or fences. WINDOW TREATMENTS Vertical or Venetian blinds, drapes or curtains are considered proper window dressing. Sheets, blankets, cardboard, aluminum foil and any other such covering will not be considered proper treatment and will not be permitted. Window air conditioners are also not allowed. SKATEBOARDING SKATEBOARDING, ROLLER-SKATING, INLINE-SKATING, & SCOOTERS ARE STRONGLY DISCOURAGED AT PARKSIDE VILLAS. SKATEBOARD, ROLLER-SKATE, INLINE SKATE, SCOOTER, ETC. AT YOUR OWN RISK. GARAGE SALES The community Garage sales are held two times a year, dates designated by the board. These are the only garage sales. Roof Shingles, when replaced, must be replaced with white to match the existing exterior color. Fences must be painted slate gray, but when replaced must be replaced with white vinyl. 4 of 10 9 of 10

NOTE: ANY VIOLATIONS SHALL BE SUBJECT TO A FINE AND/OR SUSPENSION OF PRIVILEGES. HOMEOWNER RIGHTS Any resident homeowner observing infractions of any rules or regulations has the right to inform the perpetrator of the violation and request compliance. If any legitimate request to comply is refused or ignored, the homeowner may call upon a board member to discuss whether action by the board member is appropriate. MAINTENANCE FEES Maintenance fees are due monthly or quarterly on the FIRST of every month. Fees NOT paid by the 10 th day will incur a late fee of $25.00. Any fees not received by the 30th day shall have an 18% per annum penalty added. Also fees not received by the 30th day of the due date will be turned over to the Attorney for action, and the owner shall be subject to a lien on the property. Any exceptions to this policy must be brought before the board for arbitration. WATER USE Water rules are set by Pinellas County and it is the intent of the Parkside Villas Board of Directors that these rules be followed strictly. Resident owners and tenants should be alert to toilets, faucets or any other water leakage and take prompt action to correct the problem. Outside watering and car washing shall follow the published Pinellas County guidelines. Violations will be reported to the Sheriff s Office and the County may levy a fine. Paint may be obtained from Lowe s (on file at Belcher & Park Blvd location). The formulas are as follows: Trim (Gray): Valspar, Semigloss Exterior 4007-2B Iron Frost Body (White): Valspar, Semigloss Exterior 7004-3 Lilac Muse Fence (Gray): Valspar, Semigloss Exterior 4007-2B Iron Frost *All new sheds must be placed on a non-biodegradable foundation floor according to the county statutes. SOLAR TV DEVICES The rules regarding use of solar dishes for TV reception has been changed and is now authorized according to the Federal and State law. It is okay to put it on the roof but it must be put on the rear portion of the roof so that it is not visible from the street. 8 of 10 5 of 10

VIOLATIONS Violations of any Parkside Villas rules and regulations or pool rules or of any of the governing documents listed in paragraph 16 by any Parkside Villa owner, tenant, guest, or invitee occurring on a parcel or using the common areas and facilities, to include the pool, shall be subject to a fine *not to exceed $100.00 per violation up to $1,000. OTHER PENALTIES Gross negligence in complying with any request to adhere to Parkside Villas rules and regulations may, in addition to fines, incur the loss of recreational privileges. Pool privileges are withdrawn if you are behind in your monthly maintenance dues. POOL PRIVILEGES AND RULES Pool privileges may be suspended for a period of time to be determined by the Parkside Villas Board of Directors for the persistent infractions of pool rules (and pool keys will be forfeited for the suspension period) in addition to any fine and/or subsequent legal action applicable taken by the board. A pool key deposit of $20 is required which will be returned when the key and deposit slip are turned in to the management company. 1. All persons are required to shower before entering the pool. No suntan oils or lotions are permitted in the pool area and if used, must be showered off before entering the pool. 2. Pool hours are from 8 AM until dusk as per statute. 3. NO SMOKING is allowed at the pool area. 4. NO FOOD, GLASS CONTAINERS or chewing gum is permitted in the pool area. ALCOHOLIC BEVERAGES ARE STRICTLY FORBIDDEN IN OR AROUND THE FENCED AREA OF THE POOL. *Consumption of alcohol is prohibited in public places, streets, common areas and the pool according to Pinellas County Code Sec. 6-47. 5. The pool is for the use of the residents and their overnight guests only. Any owner resident may request proof or proper identification of any person in the pool area at any time. 6. All overnight guests in the pool area must be accompanied by an adult resident. 7. Pool Trespassers will be PROSECUTED. 8. The pool gate is to be kept locked at all times. 9. No children are permitted in the pool at any time unless accompanied by an adult. 10. No babies using diapers or of diaper age allowed in pool without proper protective attire such as swim diapers. 11. No beach balls, toys, floats, rafts, etc. shall be permitted in the pool at any time. Noodles, child safety rings or water wings for young children or safety devices for other nonswimmers are allowed. 12. No radios that require electrical cords are permitted in the pool area. Battery powered radios must maintain a nonnuisance level of sound. 13. No bikes, skateboards, Frisbees or other recreational equipment is allowed in the pool area. 14. No diving, jumping, horseplay, running, unnecessary roughness or disruptive behavior is allowed in the pool area at all times for the safety of all concerned. 15. The board of directors will not accept any responsibility for lost, stolen or damaged articles brought to the pool. 6 of 10 7 of 10
