established 200 years Market Place, Chipping Norton

18-19 Market Place Chipping Norton Oxon OX7 5NA AN IMPORTANT LANDMARK BUILDING IN THE MARKET PLACE OF THIS FAMOUS COTSWOLD TOWN, NOW FULLY VACANT AND WITH GREAT POTENTIAL FOR FURTHER DEVELOPMENT CHIPPING NORTON Chipping Norton is an attractive Market Town, often known as the 'Gateway to the Cotswolds' situated within the Cotswolds Area of Outstanding Natural Beauty. The town offers a comprehensive range of local amenities including a weekly market and a range of shops, supermarkets, pubs and restaurants, leisure facilities and a nationally recognised theatre, and there are also excellent primary and secondary schools in the area. The town is also ideally situated for exploring the picturesque Cotswold countryside and neighbouring villages. Public transport links are good with buses to the larger centres of Banbury (13 miles) and Oxford (20 miles). Mainline train services to London run from Kingham Station (5 miles) whilst the M40 can be accessed from Junction 8 or 11 (13 miles). Racing at Cheltenham, Warwick and Stratford-Upon-Avon. THE PROPERTY 18-19 Market Place is understood to have been purpose built in the late 19th Century for the then Midland Bank. It fronts onto the west side of Market Place and includes a substantial vacant plot of land to the rear. It presents an impressive dressed stone facade to the Market Place and comprises extensive accommodation rising over four floors as can be seen from the floor plans attached to these details. The lower ground floor has been used in part for storage, but the other three floors have comprised mainly office accommodation in recent years. In addition is the bank premises in the southern part of the building, which include the panelled former Managers Office and the truly impressive Banking Hall. THE ACCOMMODATION The southern section of the building, no 18 Market Place, includes part of the frontage and much of the Ground Floor of the building, including the truly impressive domed Banking Hall which rises through two storeys, together with the majority of the Lower Ground Floor. This was occupied until recent months by HSBC, as successors to Midland Bank. The remainder of the building, no 19, has its own separate Entrance from Market Place and was used as Bank Chambers and later let as offices, but has been vacant now for several years. The two areas are not currently connected internally - please see the attached floor plans for the present general layout of the building. 18 Market Place OX7 5NE The former Bank premises is approached via the double opening hardwood Entrance doors to an Entrance Hall, which leads to the full two storey height Banking Hall with its pair of matching stained glass domes, the panelled Managers Office, and an Interview area, To the rear a staircase leads down to the extensive Store Rooms and former Vaults, which together with the staff Tea Making and Toilet facilities form the majority of the Lower Ground Floor. Substantial Landmark Building Cotswold town Market Place Former Bank Premises with extensive offices Gardens to rear Permissions for part conversion to retail and residential. Consent for new build offices to rear Great potential for further development Offers in excess of 1,250,000 VIEWING Strictly by prior appointment through Tel: 01608 644 344

Planning Status The building is understood to be "locally listed" but not formally listed. It is located in Chipping Norton town centre Conservation Area, and, together with much of the town, lies within the Cotswolds Area of Outstanding Natural Beauty (AONB). Planning Permissions A series of Planning Permissions were approved in 2015 by West Oxfordshire District Council granting consent for various alterations to the northern section of the building, 19 Market Place. Overall the permissions approved the creation of a Retail Shop on the frontage and improve its entrance door and display windows, and convert the upper floors and rear wing to a total of five apartments. The Permission references are as follows:- 15/02503/FUL dated 11/08/15 Change of Use from Offices to Retail 15/02259/FUL dated 11/08/15 Alterations to Windows and Door (design 1) 15/02260/FUL dated 11/09/15 Alterations to Windows and Door (design 2) 15/02506/FUL dated 08/09/15 Conversion of Offices to five flats LOCAL AUTHORITY West Oxfordshire District Council, Woodgreen, Witney, Oxon, OX8 6NB Tel: (01993) 702941 OUTGOINGS No 18, the former HSBC Bank, has been assessed to Business Rates with effect from April 2017 at a Rateable Value of 14,000. No 19, the former Midland Bank Chambers, has been assessed with effect from the same date to a Rateable Value of 20,000. SERVICES Mains Gas is connected to the boiler in no 18. Mains Electricity, Water and Drainage are understood to be separately metered and connected to both parts of the property. 19 Market Place OX7 5NA Is approached through similar hardwood Entrance Doors to a Lobby which connects to a large Reception Office. A further Lobby leads to the rear wing, where a staircase rises through all four floors of the building, giving access to cellular offices in the rear wing, and the principal circulation areas and main rooms comprising the first and second floors of the frontage of the rest of the building. A further hardwood door from Market Place gives access to a pedestrian Passageway, which runs through to the substantial area of further vacant land at the rear, currently neglected but containing a small stone built Gazebo. In 2016 consent was granted to raise a section of the roof in the rear wing and remove a chimney stack to improve the usable floor areas, which it is understood would create the potential to develop 8 apartments rather than the 5 currently approved in this part of the building. The permission reference is as follows:- 16/02883/FUL dated 21/10/16 Second Floor Extension to Roof Finally in June 2017 Planning Permission was also granted to create a low build, cedum roofed, mainly single storey extension to the rear, to create an additional open plan style Office area of about 190 sq metres (NIA). The permission reference is as follows:- 17/01420/FUL dated 2206/17 Office Extension ENERGY PERFORMANCE CERTIFICATES Non Domestic EPC's have previously been prepared for both parts of the property. The Rating for no 18, the Bank, has been assessed at Band D82, and for no19, the Bank Chambers, at Band G230 No permissions have been sought or approved on the former Bank premises at no 18, but it is considered likely that further alterations may be possible subject to Consent for a wide range of uses including A1 retail, residential or other uses, either on a stand alone basis or in conjunction with no 19. Further information on these Consents is available from the West Oxfordshire District Council website, or from the agents. GENERAL INFORMATION PLANNING Existing Uses The current use of those areas comprising the former HSBC Bank is understood to be A2 Professional Services, while the remainder of the building was last used as B1 Offices.
