BACKGROUND: This application involves a proposal to subdivide the subject property in order to allow subdivision into two single detached residential lots and the development of a new single detached dwelling on each lot. The proposed new houses would not have secondary suites, as the lot widths and parking layout would not comply with Delta's secondary suite parking requirements. Bylaw No. 7598 (Attachment A) would amend the designation for the subject property in the Tsawwassen Future Land Use Plan in Schedule 0.1 of the Official Community Plan from Single Family Residential (SFR) to Infill Single Family Residential (ISF) in order to allow the proposed density of 21 uph (8.5 u pa). In response to a Council query, the Chief Administrative Officer noted that a tree canopy study is completed every two years. The last report acknowledged concerns regarding the loss of tree canopy in Delta. Staff will provide Council with an update regarding the next tree canopy study which is scheduled for 2017.
