Approval of Agenda and Minutes 5:05 pm (00:22) Vice Chair Elquist Vice Chair Elquist asked if commissioners had a chance to review the minutes from the last meeting and the agenda for this meeting. Minutes pg 2 4. Chair s Report 5:05 pm (00:37) Chair Kelly A letter of support regarding the Warhol for the Tacoma Dome was sent from the Commission to City Council. Chair Kelly attended Arts & Heritage Day in Olympia to meet with and deliver materials to representatives from the 26 th, 27th, & 28 th Districts. ArtsFund held an event at the Museum of Glass to discuss arts funding support in Pierce County. The New Tacoma Neighborhood Council is planning to host a community forum on graffiti in June. David Boe is the new City Council Liaison for the Commission. Marty Campbell will continue as City Council Liaison Alternate. Councilmember Boe briefly presented the cultural plan for the arts that was developed by the Commission in 1992. Commissioners asked clarifying questions. 5. Presentation A. City of Tacoma s Media and Communications Office 5:14 pm (09:09) Maria Lee gave an overview of the areas of focus and responsibility for the City s Media and Communications Office. Capabilities include strategic campaign planning, media relations including video news releases, social media management, photography, graphic design, and video production. They are also working on new TV Tacoma programming, some of which has already launched and some that is in development. Commissioners asked clarifying questions. 6. Staff Check-In 5:34 pm (29:43) A contractor has been selected to pour the base and reinstall the Sun King. Staff will meet with the contractor to work out details. The rededication of the artwork may take place during the Summer Solstice in June. Work is underway with Metro Parks to fix and reinstall Larry Anderson s PAVE Bell sculpture along Ruston Way. Two pieces from Chandler O Leary s Droplets at Old Town Dock were stolen. Staff is working to replace and reengineer the attachment of the pieces. Ms. O Leary is illustrating and designing signage regarding the dock and Puget Sound to be sited on the outer wall of the restroom facilities, which will be built adjacent to the site.

Minutes pg 3 Materials are being gathered to support an online project of the National Endowment for the Arts that will tell the story of the Tacoma Art Museum plaza redesign project, which was funded through an NEA Our Town grant. Work is underway to contract with Artspace to come back to Tacoma and consult with local developers on developing artist live/work space. Funding for Artspace s work was secured through a grant from J.P. Morgan Chase. Plans are in the work for a public art project in relation to the Water Ditch Trail. Spaceworks Tacoma acquired the use of a new building on Hilltop for use by creative enterprises. A contract has been finalized between the City and PC ACE to support the marketing of the arts. Work is underway to pursue potential naming rights for the Tacoma Dome and the City is advised to not have anything in place that could be perceived as a restriction, including definite plans about the Warhol on the Tacoma Dome, for those considering naming rights. The naming rights process will take approximately 12 18 months. A statewide initiative, Cultural Access WA, if approved, will help fund access for school children to arts and culture. There is a Tacoma-themed Instagram contest currently happening called Shoot the T. The City has launched a new customer service and security initiative for the Tacoma Municipal Building. Visitors must check in at the front desk and have approval to access any area above the third floor. Public meetings will still be open and accessible to the public. Plans for the annual National Art Program employee art show are underway. The Murray Morgan Bridge Mural call to artists has been released. Claudia Riedener, Kenji Stoll, and Christopher Jordan are working on developing a public art proposal for Sound Transit for the 66 th Street Trestle. Once they have developed a proposal the artists will present it to the Commission. 2014 Arts Projects funding contracts have been written. A thank you letter from Puget Sound Poetry Connection was passed around.

Commissioners discussed possible topics for review including: looking at the City s comprehensive plan and the 1992 cultural plan for the arts to get perspective of where the Commission is and where it wants to go, roles and responsibilities of the Commission, exploring the why of what the Commission does, strategic directions for the Commission, and Tacoma Arts Month. B. Tacoma Murals Project 6:04 pm (59:37) Commissioners reviewed drafts of the Tacoma Murals Project Call to Artists and Call to Community Groups. Commissioners asked clarifying questions and suggested edits. Neighborhood and Community Services are contributing $25,000 to the Tacoma Murals Project.

C. 2013 Year in Review 6:13 pm (1:08:30) Commissioners reviewed a draft of the 2013 Year in Review. Commissioners asked clarifying questions. D. Tacoma Arts Month 6:18 pm (1:13:56) The Marketing Committee will be meeting on February 20. A press release was sent out to announce the changes to Tacoma Arts Month. A PLU design student is working on the design package. Commissioners asked clarifying questions and gave suggestions. The Commission will be producing Metal-Urge in October in conjunction with Tacoma Art Museum and Seattle Metals Guild. There will be many overlaps between Metal Urge and Tacoma Arts Month. 8. Presentation A. Bay Terrace Public Art Project 6:26 pm (1:21:40) Yuki Nakamura presented her public art proposal, transform, for Bay Terrace, a Tacoma Housing Authority housing complex. Ms. Nakamura was selected for the project through a competitive process as part of the Public Art: In Depth training program. Ms. Nakamura discussed her inspiration and presented images of her proposed project, to be sited at the corner of Court G and S. 27 th Street. She will create a series of three sculptural benches constructed from glass fiber reinforced concrete with integrated vivid color elements. Commissioners asked clarifying questions. Installation of the artwork is planned for around May 2014. 9. Staff Check-In 6:50 pm (1:45:52) Elizabeth Conner will be installing six large-scale spheres along the Pacific Avenue sidewalk as part of her Green Flash project. Spheres will range in size from 48 52, will be monochromatic, and will have design elements reflective of their architectural surroundings. Installation is scheduled for February 17.
