Summary: The Pahokee Head Start ste s located at 380 Dr. Martn Luther Kng, Jr. Blvd. n Pahokee and s owned by the Cty of Pahokee, and leased to The Lord's Place, nc. (TLP) through a Lease dated February 11, 1986, as amended (Cty Lease). Soon after the Cty Lease was executed, the current faclty was constructed by TLP. On December 13, 1988 (R-88-2142d), the County entered nto a Lease Agreement wth TLP (County Lease) to lease the faclty and has been provdng Head Start servces snce January 1989. On September 24, 2013, the Board determned the County would not apply for Federal grant fundng to contnue provdng Head Start servces and supported Lutheran Servces Florda, nc. (LSF), assumng the County's role as prncpal grantee, n partnershp wth the School Board of Palm Beach County and the Chldren's Servces Councl of Palm Beach County, n obtanng the grant award. The Cty, TLP, County and LSF have determned that t s n the best nterest for the Cty to enter nto a new lease drectly wth LSF for the Head Start faclty. Accordngly, the Cty has notfed TLP that the Cty Lease wll be termnated on June 30, 2014. The Cty and LSF are n negotatons to enter nto a new lease for the contnued operaton of a Head Start faclty n Pahokee that s expected to commence on July 1, 2014. The County wll leave the fre and ntruson alarm systems that were nstalled and these mprovements wll become the property of the Cty upon the termnaton of the Lease as provded for n the Lease. (PREM) Dstrct 6 (HJF) Background and Justfcaton: The Cty owns the land on whch the Pahokee Head Start ste s located upon. Through a Cty Lease wth TLP dated February 11, 1986, as amended, the land was leased for nnety nne (99) years; however, the Cty has the rght to termnate the Cty Lease anytme after the ntal ffteen (15) years (whch occurred n 2001). After the current faclty was constructed at ths ste, the County, on behalf of the Communty Servces Department, subleased the faclty and assocated ground area from TLP through a Lease Agreement dated December 13, 1988.
