Page 2 January 8, 2010 Report Purpose: The purpose of this report is to present a rezoning request to facilitate the creation of five single family lots in Northeast Coquitlam. Executive Summary: This application proposes to rezone approximately one acre of land located on the western sideof Coast Meridian Road between Highland Drive and Queenston Avenue in Northeast Coquitlam. Rezoning ofthe lands, if approved by Council, would facilitate the creation of three Small Village Single Family Residential lots underthe proposed RS-7 zoning and two Large Village Single Family Residential lots underthe proposed RS-8 zoning. Since the Upper Hyde Creek Village Neighbourhood Plan does not envision parkland within the subject property, staff is recommending that the five percent cash-in-lieu provisions under Section 941 ofthe toco/government >4ct be applied. As the application is consistent with established Upper Hyde Creek Village Neighbourhood Plan policies and the proposed subdivision has been found technically feasible, staff is recommending that Council give first readingto ZoningAmendment BylawNo. 4095, 2010 and refer this Bylawto Public Hearing. This application upholds the corporate objective of supporting neighbourhoods. Background and Proposed Development: This application seeks to rezone the subject property, 1404 Coast Meridian Road, to RS-7 Small Village Single Family Residential and RS-8 Large Village Single Family Residential consistent with the Upper Hyde Creek Village Neighbourhood Plan {UHCVNP) area of Northeast Coquitlam. This rezoning application has been accompanied by a concurrent application for subdivision. The subject propertytotals 0.4 hectares (0.9 acres) in area and is bordered by Coast Meridian Road on the east (Attachment 1). The property slopes from north to south and has a mix of tree cover. The current zoning is RS-2 One Family Suburban Residential (Attachment 2). The development proposal as shown on subdivision sketch 09 015199 SD (Attachment 3) has been found technically feasible by the Subdivision Advisory Committee and envisions the following: Atotaloffive single family lots "three RS-7 single family lots having lot areas of 415.5 m^ and two RS-8 single family lots having lot areas of 450 m^ and 437.4 m^. The proposed lots meet the minimum lot size requirements of 340 m^ for the RS-7 zone and 400 m^ for the RS-8 zone. File #: 08-3360-20/09 015196 RZ/l Doc #: 863002.V1

Page 3 Januarys, 2010 Background and Proposed Development cont'd/ Access to the proposed lots would be via the construction of Princeton Avenue along the southern boundary ofthe subject property. The UHCVNP's Road Concept Plan designates Princeton Avenue as a collector street and the required right-of-way width for a standard collector is 20 metres. The entire 20 metre wide road right-of-way would be dedicated within the boundaries ofthe subject property, however, as per the Subdivision and Development Servicing Bylaw, the applicant would only be required to construct the northern portion at this time. The southern portion of road would be completed when lands directly to the south develop. The existing house and accessory structures would be removed. Staff Review: Citywide Official Community Plan {CWOCP) The subject property is situated within the Upper Hyde Creek Village Neighbourhood Plan (UHCVNP) area ofthe Northeast Coquitlam Area Plan. The property has two land use designations as referenced on Schedule "A" to the UHCVNP - "Small Village Single Family Residential" and "Large Village Single Family Residential" (Attachment 4). The property is proposed to be rezoned to RS-7 Small Village Single Family Residential and RS-S Large Village Single Family Residential, which is consistent with the current land use designations. Leisure and Parks Services Under Section 941 ofthe/.oco/government-act, local governments can require subdivision applicants to provide five percent of the land for parkland purposes or pay cash-in-lieu. The Upper Hyde Creek Neighbourhood Plan does not identify the need for active parkland with the subject subdivision proposal and, therefore, staff is recommending that the five percent cash-in-lieu option be applied. Environmental Services Through the development application process, the applicant will retain a certified arborist to assess the existing trees on site and to recommend a tree removal retention and replanting plan prior to subdivision approval outside the tree cutting permit system. The tree replanting will be carried out at the Building Permit stage. Bylaw No. 4095, 2010: Bylaw No. 4095, 2010 (Attachment 5) has been prepared for consideration by Council. Page 4 Januarys, 2010 Financial Impacts: There are no immediate financial impacts associated with this report, though the proposed five-lot subdivision will generate development cost charge funds. Conclusion: The proposed rezoning would facilitate a development consistent with the policies outlined in the Upper Hyde Creek Neighbourhood Plan. The Subdivision Advisory Committee has found the associated subdivision layout technically feasible. Staff is supportive ofthe rezoning and is recommending that Council give first reading to Bylaw No. 4095, 2010 and that Bylaw and application 09 015196 RZ be referred to Public Hearing.
