Mayor Jonathan Cote, New Westminster, welcomed members to the Anvil Centre. Metro Vancouver Overview Carol Mason, Chief Administrative Officer, introduced the agenda and presented members with an overview of Metro Vancouver highlighting population, history and legal entities, governance, corporate structure, regional services, municipal collaboration and the Board Strategic Plan. A brief video presentation was provided. In response to a question, members were informed about Metro Vancouver's legislative authority and collaboration with provincial and federal governments. UTILITIES OVERVIEW Water Services Darrell Mussatto, Chair, Metro Vancouver Utilities Committee, spoke about the history of water services in Metro Vancouver and provided members with a brief video presentation. Tim Jervis, General Manager, Water Services, presented members with key actions and challenges for water services from 2015 to 2019 and beyond. Liquid Waste Services Darrell Mussatto, Chair, Metro Vancouver Utilities Committee, spoke about the history of liquid waste services in Metro Vancouver and provided members with a brief video presentation. Simon So, General Manager, Liquid Waste Services, presented members with key actions and challenges for liquid waste services from 2015 to 2019 and beyond. Solid Waste Services Malcolm Brodie, Chair, Metro Vancouver Zero Waste Committee, spoke about regional solid waste services and zero waste initiatives and provided members with a brief video presentation. Paul Henderson, General Manager, Solid Waste Services, presented members with key actions and challenges for solid waste services from 2015 to 2019 and beyond. In response to questions and comments, members were informed about: Watershed management planning efforts and water treatment to address potential climate change impacts such as landslides Efforts and legislative requirements related to seismic risk for regional facilities and consideration given to BC Hydro's recent related study Diversion rates and efforts to encourage recycling of construction-demolition material Completion of the Barnston-Maple Ridge Pump Station scheduled for June 2015 Sources of nitrogen oxides (NOx) and technology upgrades to reduce NOx at the Burnaby Waste to Energy Facility The role of and efforts by the Integrated Partnership for Regional Emergency Management Consideration of next steps in response to the ministerial rejection of Bylaw 280; a GVS&DD regulatory bylaw to address solid waste and recyclable material K-12 water conservation and waste reduction education and other regional programming efforts Costs associated with small versus large trips to in-region transfer stations Status of development of additional waste to energy capacity PLANNING, POLICY AND ENVIRONMENT OVERVIEW Regional Parks Heather Deal, Chair, Metro Vancouver Environment and Parks Committee, spoke about the regional parks function, local government collaboration, the parks service review and parkland acquisition. Members were provided with a brief video presentation on regional parks. Allan Neilson, General Manager, Planning, Policy and Environment, presented members with key actions and challenges for regional parks services from 2015 to 2019 and beyond. Air Quality and Climate Change Heather Deal, Chair, Metro Vancouver Environment and Parks Committee, spoke about regional air quality services and provided members with a brief video presentation. Allan Neilson, General Manager, Planning, Policy and Environment, presented members with key actions and challenges for regional air quality and climate change from 2015 to 2019 and beyond. Regional Planning Derek Corrigan, Chair, Metro Vancouver Regional Planning and Agriculture Committee, spoke about the regional growth strategy and regional planning services and provided members with a brief video presentation. Allan Neilson, General Manager, Planning, Policy and Environment, presented members with key actions and challenges for regional planning services from 2015 to 2019 and beyond. Housing Allan Neilson, General Manager, Planning, Policy and Environment spoke about regional housing services and the Metro Vancouver Housing Corporation, provided members with a brief video presentation, and presented key actions and challenges for regional housing services from 2015 to 2019 and beyond. LEGAL AND LEGISLATIVE SERVICES OVERVIEW Ralph Hildebrand, General Manager, Legal and Legislative Services/Corporate Solicitor, spoke about legal and legislative services, regulations and enforcement, litigation, First Nations relationships, and key actions and challenges in legal and legislative services from 2015 to 2019 and beyond. In response to questions and comments, members were informed about: Timing of litigation related to an air quality bylaw violation ticket issued to Fraser Surrey Docks (FSD) Status of the FSD air quality permit application process Efforts to articulate to senior levels of government funding and leadership needs in affordable housing and homelessness and Metro Vancouver's limited role Past population growth projections, as part of water modeling, not including environmental refugees or immigrants resulting from weather impacts in other areas Utility-based population growth projections taking a SO to 100 year outlook Regional efforts to encourage direct growth in urban town centres and Frequent Transit Development Areas as part of Metro 2040 A comment was offered about City of Vancouver staff reporting a shift away from traditional urban centre traffic patterns and a correlation between the decreased car traffic and increased employment in the downtown core. In response to further questions, members were informed about: Metro Vancouver offsetting carbon from operations rather than purchasing carbon credits Ongoing efforts to explore Best Management Practices for alternative fuels Regional air quality monitoring being at facilities and efforts to study upstream air quality impacts for consideration of policy development FINANCE OVERVIEW Richard Walton, Chair, Metro Vancouver Finance Committee, introduced regional financial services. Phil Trotzuk, Chief Financial Officer, provided members with a presentation on financial services highlighting revenues, expenditures, average household impact, and key actions and challenges to regional finances from 2015 to 2019 and beyond. In response to questions and comments, members were informed about: The Finance Committee and staff to look at the amortization rate The importance of not considering individual financial policies in isolation Administrative costs being a small portion of the overall regional budget Presentation material titled "Metro Vancouver Council of Councils" and video presentations are retained with the December 6, 2014 Council of Councils Committee agenda. Closing Remarks Director Greg Moore, Chair, Metro Vancouver Board, encouraged members to contact Metro Vancouver senior staff with any questions related to the budget or services, and to provide feedback on the meeting. Members were also informed about a Board strategic planning session being scheduled for April 2015 and Metro Vancouver sustainability breakfast events.
