6 Welcome and Introductions Chair Greg Moore, Metro Vancouver Board, along with Mayor Linda Hepner, welcomed members. Members were shown a short video titled "Metro Vancouver Year in Review" highlighting the key projects undertaken by Metro Vancouver over the past year. Utility Infrastructure Planning Frank Huber, Director, Major Projects, and Rick Gallilee, Director, Management Systems and Utility Services, and Dean Rear, Director, Finance Planning and Operations/Deputy Chief Financial Officer, provided members with a presentation on Metro Vancouver utility infrastructure planning highlighting: water and liquid waste assets owned and operated by Metro Vancouver; planning framework; infrastructure investment drivers; decision-making process; annual capital planning cycle; projected ten-year capital spending; large water and liquid waste projects and associated funding; and contribution to capital and long-term borrowing reflected in the budget. In response to questions and comments, members were informed about: Metro Vancouver's ongoing participation in the Integrated Partnership for Regional Emergency Management in Metro Vancouver {IPREM) No plans to move to a tertiary treatment for wastewater Regional sewer treatment systems have been designed to accommodate separation requirements Metro Vancouver's tap water campaign Asset management program is underway, and will include an asset criticality analysis and risk assessment Metro Vancouver 2016 Budget Overview Carol Mason, Chief Administrative Officer, informed members about the budget process highlighting: the use of the new financial software in the development of the 2016 budget; the move to a five-year planning window to construct long-term budgets; and the engagement opportunities to date for staff and elected officials to participate in the budget process. Phil Trotzuk, Chief Financial Officer, provided members with an overview presentation on the 2016 Metro Vancouver budget highlighting: expenditures; revenue sources; capital expenditures; debt management; and household impact. Members were provided with a presentation on the 2016 Metro Vancouver Services Budget highlighting the: Greater Vancouver Water District - Water Services expenditures, overview of key actions and capital program, household impact Greater Vancouver Sewerage and Drainage District - Liquid Waste Services expenditures, overview of key actions and capital program, household impact, sewer levy Greater Vancouver Sewerage and Drainage District - Solid Waste Services expenditures, overview of key actions and capital program, household impact held on Saturday, October 24, 2015 Page 6 of 8
7 Metro Vancouver Housing Corporation - Housing Services expenditures, overview of key actions and capital program Greater Vancouver Regional District- Regional Services expenditures, overview of key actions, regional parks capital program, household impact 2016 Budget Summary and household impact In response to questions, members were informed about: Metro Vancouver's use of BC Assessment data to calculate cost-per-household in order to account for secondary suites Decrease in the 2016 projected solid waste revenue from energy due to new contract amounts Presentation material titled "Metro Vancouver 2016 Budget Overview" is retained with the October 24, 2015 Council of Councils Committee agenda. Regional Affordable Housing Strategy Richard Stewart, Chair, Metro Vancouver Housing Committee, provided members with an overview of Metro Vancouver's Regional Affordability Housing Strategy and informed them about the stakeholder engagement process currently underway to update the strategy. Allan Neilson, General Manager, Planning, Policy and Environment, provided members with a presentation highlighting: Metro Vancouver's role in housing policy; annual rental and ownership housing demand; and the challenge of fixed land supply. Members were informed about the Regional Affordable Housing Strategy update process and provided an overview of the draft framework, vision and goals of the strategy. In response to questions, members were informed about: Increasing density within the urban centres as a measure to achieve more housing affordability Impact of funding changes on the strategy to end homelessness Moderately priced housing defined as based on a cost of approximately 30% of income Lions Gate Secondary Wastewater Treatment Plant Project Darrell Mussatto, Chair, Metro Vancouver Utilities Committee, introduced an update on the Lions Gate Secondary Wastewater Treatment Plant (LGSWWTP) project highlighting the legislative requirements of the upgrades and the advocacy efforts by Metro Vancouver to secure senior government funding. Simon So, General Manager, Liquid Waste Services, provided members with a presentation on the LGSWWTP project highlighting: regulatory drivers; work completed and work underway; project schedule; and status of grant funding applications. In response to a question, members were informed about Metro Vancouver's application to PPP Canada to fund the LGSWWTP project and the importance of continuing to lobby regional MLAs and MPs to provide partnership funding. held on Saturday, October 24, 2015 Page 7 of 8
8 Presentation material titled "Lions Gate Secondary Wastewater Treatment Plant Project Update" is retained with the October 24, 2015 Council of Councils Committee agenda. Water Management in Summer 2015 Darrell Mussatto, Chair, Metro Vancouver Utilities Committee, introduced the presentation on summer 2015 drinking water management noting the conditions which prompted the implementation of the stage 2 and 3 water shortage response plan. Tim Jervis, General Manager, Water Services, provided members with a presentation on the management of regional water supply highlighting: events that led to implementing the water shortage response plan in summer 2015; water source reservoir storage; daily water consumption rates; system performance; water shortage response plan review; demand reduction initiatives; and ensuring sustainable water supply. Presentation material titled "Water Management in Summer 2015" is retained with the October 24, 2015 Council of Councils Committee agenda Zero Waste Conference Malcolm Brodie, Chair, Metro Vancouver Zero Waste Committee, informed members about the Metro Vancouver hosted 2015 Zero Waste Conference highlighting: the focus of the 2015 conference; the addition of a satellite conference simultaneously hosted in Toronto; and encouraging members to register and attend the conference. Members were provided with a promotional video on the 2015 Zero Waste Conference. Presentation material titled "2015 Zero Waste Conference" is retained with the October 24, 2015 Council of Councils Committee agenda.
