EAST MANCHESTER TOWNSHIP PLANNING COMMISSION SEPTEMBER 25, 2007 At a regular meeting held at the township building, the following members were in attendance: Robert Nace, Edward Hewitt, Mike McCowan, and Mike Scarborough Also in attendance were Engineer Laymon Mortorff and Zoning & Codes Enforcement Officer Katrina Rife. Vice-Chair Bob Nace called the meeting to order at 7:00pm and chaired the meeting due to Chairman Rentzel s absence. The minutes of August 28, 2007 were approved as presented. Mar-Ben townhouses Board Road Manchester Clark Craumer of Stahlman Enterprises presented plan for final subdivision/land development A04-015 dated 11/1/05 revision 9/24/07 to divide approximately two acres into 12 townhouse lots. The site is located on the east side of Board Road just south of the Wheatland Professional Center. The site is served by public water and sewer and zoned Apartment/Office. This plan had been here over one year ago and needed PennDOT issues and stormwater easements addressed. With those conditions satisfied they went to the 9/11/07 Board of Supervisors meeting but were referred back with concerns over the infiltration pit. There was much discussion regarding this proposed infiltration pit and concerns with seepage into neighbor s basement. There is a 6 line from the pit to proposed headwall which would drain out from its location of 1 from bottom of pit. A stormwater maintenance agreement would be in place. Continued discussion on stormwater concerns, but design indicates the proposed pit will work. The following comment letters were reviewed: Gordon L. Brown & Associates letter of 4/13/06: The following comments relate to the Township Zoning 1. The improvements in the play area should be labeled and details should be put on the plan (s.414.c.6).-ok 2. The minimum livable floor area should be indicated on the plan for each unit (s.422). 3. Katrina Rife gave a brief overview of the potential zoning ordinances amendments and zoning textural amendments that should be forthcoming. There was no distribution of paperwork since no formal recommendations are being requested at this meeting. The draft will be presented once it is complete. James Craft presented the concept and the reason for the proposed amendment regarding duplex dwellings. Currently, duplex dwellings are permitted in the R1 property he intends to develop, but the provisions for zero lot line setback and lot size and frontage is not specifically addressed. An R1 dwelling w/public water and sewer requires a 20,000 sq ft lot with 100 of frontage. A duplex dwelling would require same if under one ownership, but most duplex dwellings are owned by 2 separate parties with zero lot line between. This issue will be addressed with the proposed text amendment, which is currently being drafted. Stan Watroba presented the initial concept of a 55 and older housing development, which is not provided for in the zoning ordinance. No application has been filed; therefore, no recommendations on this are requested at this time.
