The 2010 Chosewood Park Redevelopment plan is part of that plan. To update both the 2010 Chosewood Park Redevelopment Plan and its place the 2016 COA CDP, the Chosewood Park Neighborhood Associations proposes the following changes to the 2010 Chosewood Park Redevelopment Plan. 1. Adoption of the Land Uses as described in the Atlanta Master Plans for SubArea2 and SubArea3 with the exceptions listed in 2 and 3 below. At the time the 2010 Chosewood Park Redevelopment Plan, the Atlanta Master Plan were just forming and the findings of that plan was not incorporated into the 2010 Chosewood Park Redevelopment Plan. Please see Appendix D Atlanta SubArea2 Master Plan and Appendix E Atlanta SubArea3 for the details. 2. Changes to number stories some properties should be allowed to build as well as the density of units on those properties in order to respect the underlying single family nature of the Chosewood Park neighborhood. Up to 1950, Chosewood Park was entirely a single family neighborhood. With the building of the Grant Park Apartments (1950) and the AHA project Englewood Manor (1970), Appendix B shows the percentage of rental Multi- house rose to 53% by 2009. If developments described in Appendix C from the 2010Chosewood Park Redevelopment plan and listed again in Appendix B Section B are built, the percentage of rental Multi- will rise to 70%. This increase is very conservative. From Appendix A, there is nothing in the land use or current zoning that prevents the properties listed in Section C, D, E and F for which there are no current plans from being rental Multi- developments.

Given the NPU Y policy #1 in the 2016 CDP is: Y-1: Preserve the single-family and low-density residential character of the Chosewood Park, High Point, Joyland, Betmar LaVilla, South Atlanta, and Lakewood Heights neighborhoods Chosewood Park is moving in the wrong direction. As a result, the Chosewood Park Neighborhood Association recommends in Appendix A Section B that that the land use designation for the number of stories for any building should be Residential 1- for items: 5, 8 and 10. In addition, there should be additions and Multi- reduction for items: 5, 6, 8, 10, 11 as listed in Appdendix A Section B. If these changes are made, the projected proportion of Multi- rental in the Chosewood Park housing stock will drop from 70% to 5% which is about the proportion it was at the start of 2010. 3. Change the number stories allowed for all properties in front of the Hill Street Lofts to preserve their view of the City of Atlanta skyline. Most property in front of the Hill Street Lofts south of the and between Milton Avenue and Hill Street have a Land Use of Residential 5-9, MU 5-9 or MU 10. If a building gets built there that is 9 stories high it will block the view of the Atlanta skyline from the Hill Street Lofts. As a result, the Chosewood Park Neighborhood Association recommend in Appendix A section C that the Land Use be changed to Residential 1- for items: 13, 1, 15, 16, 17. Thank You, Paul C.
