Uniformed private security guards (Un-Armed) and 1 (one) no Supervisor for round the clock (24hours) watch and ward duties at Gas Thermal Power Station, Rokhia. Terms & Conditions 1. The applicant agency should be a registered organization capable of providing Ex-Servicemen / Ex-State Force Personnel / Ex-paramilitary forces having all required license / permission for providing uniformed security guard / supervisors. 2. Application in plain papers in sealed envelope should be submitted along with earnest money accompanied by a demand draft for Rs.33, on any scheduled/ Nationalized Bank, drawn in favour of The DGM, Gas Thermal Electrical Division, Rokhia, TSECL, payable at SBI Bishalgarh.. The envelope containing the NIT shall be super scribed with NIT for providing Security Guards for Watch & Ward duty. 3. The contractor/ Agency must ensure minimum rates of wages as per law established in respect of the guards/ supervisor to be deployed by him for execution of the works, without this, bids will summarily be rejected. The contractor/ agency shall have indemnity and keeps indemnified the TSECL from any claims, loss or damages that may be caused to it on account of any failure to comply with the obligations under various laws. In case of any disputes, decision of TSECL shall be final and binding on the contractor. 4. The amount of earnest money of the unsuccessful bidder will be refunded but in case of successful tenderer, the earnest money will be converted in to security deposit and shall be retained till termination of the contract. The security shall not earn any interest. 5. The successful bidder shall be required to enter into an agreement with the TSECL and deposit 50 (fifty) % of Contract performance Guarantee ( CPG= 10% of Total Contract Value) in the form of Bank Guarantee as per normal Format of any nationalized Bank and the balance amount will be deducted from the running bills on Pro-Rata basis or minimum 10% of balance amount which ever is higher from each bill, till realization of CPG. The earnest money deposited along with bid documents will be adjusted accordingly. Power of attorney if given to the authorized signatory for signing the contract agreement shall be made in an Indian Non Judicial Stamp Paper of Rs.100 only. 6. The security guards shall wear well distinguishable uniform and follow the rules & regulation of TSECL. The Agency shall provide uniform, torch, battery & mobile set etc. for duty person(s). 7. The agency will be responsible for any type of loss incurs due to theft of equipment s/ Cables/ Scraps etc. in the project. 8. The bidding documents may be downloaded from the website / TSECL s official website (URL: and be submitted with the cost of tender documents in the form of Demand Draft drawn separately from any nationalized Bank in favour of DGM, Gas Thermal Electrical Division, Rokhia, payable at SBI. The following documents must be submitted along with the bid:a) Copy of Trade License / Registration Certificate from the appropriate authority and Experience Certificate. b) Copy of Certificate of Labour Registration & Employees Provident Fund Registration with last Financial Year return and last month challan. c) Copy of ITC / PTC of current validity. d) Copies of GST Registration Certificate with last month return documents as per GST norms. e) Copy of PAN CARD. f) Copy of License to engage in the business of Private Security Agency at anywhere in Tripura from Home Deptt. g) Copy of ESI Registration with last Half Yearly Return and last month Chalan. 11. Every pages of the Bidding Document shall have to be duly signed by the Bidder. 12. Payment to Agency: a) Bill has to be submitted as per GST format accompanying monthly payroll with individual signed pay slips/ Bank Statement. Statutory deductions made will be withheld and balance amount will be released within 7 (seven) days from the submission of the bill in triplicate. b) Deducted amount to be deposited in the concerned accounts against respective individuals in the same month of bill raised and documents to be submitted for releasing withheld amount and will be released immediately if found in order. Failing of such deposition in time will attract termination of the contract without any notice/ correspondence from 1st day of next month and deducted amount will be realized from CPG. 13. Deployment of Guards. a) The successful bidder will be required to deploy the security guards within 7 (seven) days time from the date of issue of LOA along with detail identity documents of respective security guards. In case failure to deploy the guards, LOA will be withdrawn and earnest money will be forfeited. b) Before placement of guards/ supervisor, a complete list of individuals along with addresses to be submitted at this end followed by time will be allotted for individuals to appear before a team of officers for interactions to get suitability/ fitness in this job. In case found unsuitability of any one or more individuals, 2nd list to be submitted for same exercise. Without this exercise, agency will not be allowed to deploy the guards. Page 4 of 8

5 15. The Bid shall be submitted in 2 (Two) parts in separate sealed envelopes properly super scribing NIT No../ either of pre-qualification bid OR price bid and name of work, and bid opening date. Both the envelop containing in 1(One) sealed cover as follows: Part-I: Pre Qualification Bid a) Containing Bid earnest money as per the stipulations of the Bid Documents in a separate sealed envelop. b) Containing Documentary Evidence of the Bidder fulfilling the Qualifying Requirements stipulated in the NIT. c) The document to be submitted shall include copies of the work order / Award letters / Agreements etc. issued by any Government organization / State / Central PSU for similar nature of job preferably performed in electrical sub-stations/ power stations during last/current financial year and corresponding completion certificates issued by the competent authorities of concerned organizations. d) The bidder shall also submit professional tax clearance certificate and all such other documents deemed necessary in support of their meeting the stipulated qualifying requirements and its credentials without which the quotation will be rejected. e) Any agency found defaulter dealing with agreement made with any Government/ State/Central/ PSU organizations, his bid will be rejected summarily. Part-II: Price Bid a) The price Bid should be quoted both in words and figures in the schedule of work of the Bidding Document as per Annexure-A. b) The GST will be extra at actual during execution of service as per norms applied. 16. The number of security guards may be increased/ decreased at any time based on performance, punctuality, discipline, trustworthy on job with site condition and as per discretion of the authority. 17. The undersigned reserves the right to terminate the contract in case of following without issuing any notices/ correspondence. a) Failure of payment of wages for the month within 7th in special cases latest by 10th of next month, termination will effect from the 1st day of next month from schedule payment month. b) Failure to deposit statutory deduction made with concerned accounts and submission of authentic deposit records at this end within 20th of billing month, termination will effect from the 1st day of next month without issuing any notices/ correspondence. 18. Further, the undersigned reserves the right to terminate the contract at any time with one month notice. In case, the agency wants to withdraw the service, they will also have to give a notice of one month in advance Page 5 of 8

6 19. In case of any dispute, the decision of the Tripura State Electricity Corporation Authority shall be final and binding. 20. Tender will be opened on 20th June 2018 at 3 pm if possible in presence of the intending bidders or their authorized representatives.
