MoniJoring Вероп Липе Introduction This report is the second 1nternal Land Acquisition Monitoring Review Report covering the ADB financed section of the 1ntemational Transport Corridor CAREC ОNБ, Tranche Two that is being iшрlешепtеd within ZhашЬуl oыstt in the Repuыcc ofkazakhstan. This report is based оп the issues and actions defined in the Land Acquisition and Rеsеttlешепt Plan, Final Version that was prepared and issued in DесешЬеr 2009 and а new version [or the realigned section from Кш prepared in June 2011 Ьу Dohwa Engineers Со., Ltd. It focuses оп the Road Section Кш (realigned section) & (unchanged section) Part 1 (changed section : ) ТЬе road sections Кш to (Кш ) had Ьееп realignedlchanged. As а result, the LARP for the re-aligned (Кш ) section requires updating. This updated Land Acquisition and Rеsеttlешепt Plan (LARP) was prepared Ьу the Сопшппее ofroads (CR) ofthe Ministry of Transport and Сошшuniсаtiоns (МОТС) with support frош the PMC-ADB. The objective of this LARP is to assess the land acquisition-related iшрасts of the realigned road section and plan needed юг сошреnsаtiоnlrеhаыlitatiоп шеаsurеs. 'Ппз docllment fits relevant Kazakhstan laws, ADB SPS (2009) and the Рrogrаш's Land Acquisition and Rеsеttlешепt Frашеwоrk (LARF). 1ts ргерагацоп involved: (i) detailed гпеазшегпепг surveys, (ii) vаlпаtiоп of affected plots, (iii) consultation with raion (district) local gоvеrnшепts, and affected parties; and (iv) а 100% census and sашрlе sосiоесошiс survey of affected households. Originally, the civil works тог tllis section include the upgrading of the existing two-lane highway to а Category 1 four-lane highway. However, as а result of the border аdjustшепts between Kyrgyz Repuhlic and Kazakhstan, the Kazakhstan Gоvеrшпепt decided to realign the road section between Кш from 200 to 250 шеtеrs to the North ofthe original road. The DPs юг this Project were originally identified during the ргерагап of the detailed design in March nfоппаtiоп оп the socio economic profile ofthe DPs was first obtained through the census and socio есоппс sпrvеуs conducted in Мау ТЬе revision of the road аligпшепt in July 2010 resulted in the inclusion of new DPs and changes оп the impacts to the original DPs. As а result, the LARP for both the changed (km. 305 to 331) and unchanged section (km ) гесшгез l1pdating separately. Accordingly, this version of the updated LARP has Ьееп prepared containing the unchanged road section (km ). This revised LARP i inclнdes: i) updated number of vulneraыe households and cost of relative allowances; ц.) updated information оп affected workers and businesses disрlасешепt and costs for their сошреnsаtiоп; ш.) вцрр'ешешагу infоrшаtiоп re-valuation of affected assets; and iv) results of discussions with road side vendors оп the relocation oftheir stalls; and у) updated overall costs. 2.0 Background ТЬе Asian Dеvеlоршепt Ваnk (ADB) is providing financing to the Gоvеmшепt of Kazakhstan to assist in the iшрlешепtatiоп of the Central Asia Regional Есоrniс Cooperation (СARБС) Transport Сопidor 1 Рrogrаш. ТЬе Рrоgrаш involves the rehahilitation, l1pgrading and construction of ап International Transport Сопidоr between Westem Europe and Westem China. Тгапсе Two covers the rehahilitation of Кш Кш (Kulan - Merke and Merke - Blagoveschenka). It is necessary to щепп here that the the Kazakhstan Gоvеrшnепt decided to realign the road the section between Кш frош 200 to 250 шеtеrs to the North of the original road of Tranche 2. This was done, due to the rеquirешепts of the border аdjustшепts between Kyrgyz RерuЫiс and Kazakhstan, шаiпtаiпiпg а distance of about 200 шеtеrs to 250 шеtеrs frош the Kyrgyzstan. Due to the аооуе reason, а separate LARP for this section (Кш ) has Ьееп prepared to address these new iшрасts and that civil works are to Ье done until the revised LARP is approved and [ину iшрlешепtеd for this section. 12 LARP /nternal Monitoring Вероп Липе Geographic Features осproject Area The project road [от Кт (Contracts 004 and 005) passes through the transient zone between the foothills and steppes of tlle Alatau Mountains that border Kazakhstan and Kyrgystan.
