1 DEFENSE LOGISTICS AGENCY DISPOSITION SERVICES 7844 Arsenal Rd, Hill AFB UT DATE: MEMORANDUM FOR DLA DISPOSITION SERVICES J-311 FROM: DLA Disposition Services Hill SUBJECT: Off-site Surveillance Plan for Mutilation required property located at DLA Disposition Services Hill. 1. References: a. Sales Listing:. b. DoDM , Defense Demilitarization Manual, Volumes 2 and 3, Tables, Category and Degree found in Paragraph 4 and 6 below. c. DoDI , Safety and Occupational Health (SOH) Program. d. DoDI , Implementation of Trade Security Controls (TSCs) for transfers of DoD Personal Property to parties outside DoD control. e. Applicable DoT/ADR regulations with Security Controls. f. Applicable OSHA Regulations and Host Installation requirements. 2. Description: Maintenance trailer, Ordnance loading vehicles, Missile maintenance stands. a. DTID(s): N/A. b. Quantity or Weight 430,000 LBS Ferrous, Non-Ferrous, Rubber, Plastic, Fiberglass. 3. Property Location: Physical location of property 7844 Arsenal Rd, Hill AFB, UT DEMIL Codes: B&Q, verified as correct 5. Mutilation Statement: Mutilation as a condition of sale is the most economical method. It is cost prohibitive to ship items to Tri-State Iron & Metal in Texarkana. DLA Disposition Services Hill does NOT have the resources or space to accomplish the required Mutilation actions.
2 6. Method and Degree of Mutilation See attached guidance for Bomb loading lift vehicles. a. Mutilation Off Government premises at contractor's facility. Off-site demilitarization/mutilation will be performed within a 50-mile radius of any of DLA Disposition Services Hill. b. Purchaser will complete the Demilitarization/Mutilation with a certifier and verifier present. c. Purchaser must completely destroy material that will result in destruction of the item to prevent reuse, recognition or reconstruction of the item to the satisfaction of the government appointed verifier. d. Automated size reduction prior to shredding is allowed. The process must be able to pulverize cast iron, cast aluminum and magnesium. This process will be used for the majority of the property stream. e. Any items that cannot be processed as above, due to size or metal thickness, may be processed by torch or shear with certifier and verifier concurrence. f. No parts removal, harvesting of parts is forbidden. g. The use of precision torch fixtures, precision cutting saws or precision tools of any kind to minimize Demilitarization/ mutilation is forbidden. h. All military marking and data plates are to be completely shredded and destroyed. i. All components fluids have been certified drained by the government, (but may contain residual fluids) or drained per the terms and conditions of the sales contract by the contractor prior to MUT. Contractor will be responsible for disposing of all generated waste IAW Local, State and Federal laws and regulations at Contractor expense. j. If vehicles are included in this Surveillance Plan, the following applies: Vehicles require certification per Memorandum dated Jan 7, 2014 (DLA DEMIL PM) for the safety of personnel. 7. Equipment Required: Purchaser will supply all equipment required to perform the Demilitarization/Mutilation of all material. Equipment may include a mobile and/or stationary shear, scrap knuckle boom, shredder, oxy/acetylene torch cutting, plasma cutter and Personal Protective Equipment. 8. Removal and Processing Timeframe, Start of contract within 10 days of award of contract with completion within 30 days. Removal of material must be accomplished Monday through Thursday from , excluding holidays and/or in accordance with the terms and conditions of the sales contract.
3 9. Certified government scale is available. In the event scales is not available, a certified commercial truck scale may be used at Contractor expense. Certified weight tickets are required to be included with DLA Form Demilitarization Timeframe: a. Same day property removed. b. Removal, Demilitarization and/or mutilation of material must be accomplished Monday through Thursday from , excluding holidays and/or in accordance with (IAW) the terms and conditions of the sales contract. Start of contract dates and duration of contract as specified in the DEMIL Condition of Sale IFB and contract. c. Any property that cannot be Demilitarized the same day as removal will be secured on Government premises, or in a secure civilian facility that meets government specifications per DEMIL Condition of Sale Contract. d. If for any reason or an Act of God, the property was not processed as stated in the conditions of the sales contract, the DLA Disposition Services Sales Office and DEMIL Office will be notified immediately. The Sales Office/SCO are the only authorized office/individual that can extend the contract dates or modify the contract. 11. Purchaser is responsible for any clean up and removal of any and all environmental spills that may arise from the downsizing and or removal process. 12. Purchaser is responsible for obtaining and providing all required permits to the SCO prior to the beginning of DEMIL operations. 13. Supervisors (Government and Purchaser) are responsible for ensuring that employees performing surveillance have been briefed on the applicable safety procedures as outlined in DoD I , DoD Safety and Occupational Health Program, Enclosure Government Personnel or Government Contract Personnel will perform as DEMIL Certifier. Only Government Personnel will perform as Verifier with written appointment in accordance with DoDM and DoDM These individuals will possess the qualifications required to monitor the Demilitarization according to DoDM All certifications for DEMIL training and equipment training and required licences will be provided to the SCO prior to the start of the Demilitarization process. 15. Surveillance Plan: a. DEMIL Coordinators and applicable SCOs or designees are responsible for the terms and conditions of the sale, including informing the buyer of their responsibilities.

Prior to award of property requiring Demilitarization as a condition of sale, the SCO of the sale shall contact the certifier, verifier, purchaser and property disposal custodian of items to ensure Demilitarization procedures, sale terms and conditions are understood. Processing of items will not begin until the aforementioned individuals clearly understand their responsibilities under the sales contract and surveillance plan. c. A pre-award site survey will be performed by a Government Representative to determine if the contractor s Demilitarization performance process meets the requirements IAW DoD M. d. Government Representative shall ensure that proper loading and weighing methods are used and unloading of vehicles will not commence without Government oversight. Demilitarization actions will not begin without presence of DLA Disposition Services personnel. e. Certifier and Verifier will survey 100% of material being Demilitarized and ensure that the material is being properly Demilitarized. Any residues of material not fully destroyed will be further processed until proper destruction is accomplished. f. Certifier and Verifier shall examine Demilitarized residue. Certifier and Verifier will determine if residue has been completely destroyed. After material has been inspected to ensure proper Demilitarization, the certifier and verifier shall complete and the Demilitarization certification(s). (by PRINTING NAME, DATING and SIGNING) g. Title to property will not pass to the purchaser until Demilitarization or mutilation has been completed and the SCO has received an approved Demilitarization or mutilation certificate.
