1 1 Welcome to the public exhibition for the former Department of Works and Pensions (DWP) Lawnswood site at Otley Road, Adel, Leeds. We think this site offers an excellent opportunity to develop new homes and we would like to hear your views before we submit a planning application. If there is anything you would like to know more about, please just ask a member of the team here today who will be happy to help. About Bellway Homes About Telereal Trillium Over the last 70 years Bellway has grown from a small, family-owned firm to one of the most successful housebuilders in the UK. Telereal Trillium is one of the UK s largest property companies - with an established UK-wide portfolio of more than 8,000 properties of which this site is one. Bellway homes are built and marketed by local teams operating from regional offices. This allows the company to stay close to its customers and to take key decisions about design, build, materials, planning and marketing in response to local demands. Today s event is attended by members of the Bellway Yorkshire team who are available to answer your questions about the proposals. Over the past 17 years, Telereal Trillium has developed an exceptional track record in promoting land for development and securing planning permissions, with schemes ranging from small sites for single houses to major projects involving several thousand units. More recently they have moved into developing out selected residential schemes in partnerships with house builders and development managers.

2 2 Status of the site The site was formerly in use as office accommodation for the Government s Department of Works and Pensions (DWP). In May 2014 Telereal Trillium were granted outline planning permission for the demolition of existing buildings and construction of residential development including means of access. Outline planning permission establishes that the general principle of development is agreed but detailed matters such as the design, size and layout of the new homes is subject to subsequent planning approval (called Reserved Matters ). The DWP buildings have been demolished and the site has been cleared ready for re-development. Site location plan Bellway have entered into an agreement with Telereal Trillium (the landowner) to develop new homes on the site. We will be applying for Reserved Matters planning approval for the access within the site, the layout, number and scale of the new homes, the appearance of the new homes and the landscaping of the site. The development hereby permitted shall be begun before the expiration of two years from the date of approval of the last of the reserved matters to be agreed. Imposed pursuant to the provisions of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act ) Approval of the following details (hereinafter referred to as the reserved matters) shall be obtained from the Local Planning Authority, in writing before the development is commenced. 3 3 Why this site? In granting outline planning permission Leeds City Council have accepted that this site is a suitable location for residential development. By developing this vacant site we are re-using previously developed or brownfield land and contributing to meeting the need for new homes in Leeds, including affordable homes for local people. The site is located close to the local amenities and facilities in Adel and there are good public transport connections into Leeds city centre. The adjacent site to the south - shown on the plan to the right and known as Boddington Hall - was previously a student halls of residence. It is currently been developed by David Wilson Homes for 106 new homes. 4 4 What does the outline permission establish? The outline permission established the principle of demolishing the DWP buildings and constructing new homes. It also established the points of access into the site from Otley Road and Adel Lane. This involves re-using and upgrading the existing vehicle access points. The plan below shows the indicative concept plan that was presented as part of the outline planning application to illustrate how residential development could be achieved on the site and show where the access points will be. The indicative masterplan tabled at the outline stage indicated a development capacity of 124 dwellings. The plan on the subsequent board shows the detailed design that we are now proposing for the site, delivering 98 new units. Illustrative Masterplan presented as part of outline application

8 8 Have Your Say We are asking people who live and/or work in the area to help us continue to shape the proposals. It is important to us to hear what local people think. If you want to share your thoughts about the proposals please fill in one of our comments forms. Next Steps All thoughts and suggestions received as part of this consultation will be carefully considered and used to shape the proposals before submitting an application to Leeds City Council. It is anticipated that the application will be submitted in September After we submit the planning application, Leeds City Council will carry out its own consultation process involving statutory consultees and stakeholders such as the Environment Agency and Highways Authority amongst others. Members of the public will also be able to make their views known to the Council. Leeds City Council will then decide whether to approve or refuse the application.
