10 #1 Rules Of The Lakeforest at St. Lucie West Homeowners Association Pursuant to Article IV, Section 12 of the Bylaws for Lakeforest at St. Lucie West the Association's Board of Directors has adopted the following rules applicable to the use of Association common property (any property within the Lakeforest at St. Lucie West development that is not within the boundaries of a privately owned lot) as follows: 1. Alcohol. No alcoholic beverages shall be possessed or consumed anywhere on Lakeforest common property. 2. Controlled Substances. No controlled substance (i.e. illicit drugs) as defined in Section (4) Florida Statutes shall be used or possessed on Lakeforest common property. This rule shall not apply to pharmaceutical medications that have been prescribed by a medical doctor or other physician so long as the possession and use of such medications in accordance with the physician s direction. 3. Holiday Decorations. Traditional holiday decorations may be displayed on any home or on the owner's property no earlier than 45 days prior to a holiday and must be removed within 14 days after the holiday. For purposes of this rule, the term holiday shall mean the following days of celebration: Christmas, Hanukkah, Kwanzaa, Thanksgiving, Halloween, Easter, and Fourth of July. 4. Hurricane Protection. Owners and or tenants, when in residence, may install hurricane protection devices, such as panel or accordion shutters, plywood or other protective coverings (hereinafter hurricane protection ) once a hurricane watch or warning has been issued for St. Lucie County or any adjacent county by the National Weather Service. The shutters must be removed within seven (7) days after the storm or threat of a storm has passed. Year-round residents who will be absent from their home for more than seven (7) days ( temporary absence ) during the hurricane season may install or place hurricane shutters on their homes for a period not to exceed thirty (30) days, upon obtaining written approval from the Board of Directors. Application forms for installation of hurricane shutters shall be provided by the Association and written approval to install or place hurricane shutters on an owner or resident s home during the period of temporary absence shall not be unreasonably withheld by the Board. Notwithstanding the foregoing, seasonal residents and residents who are temporarily absent from their homes shall not be permitted to use plywood or other similar materials as hurricane protection.

11 #2 5. Parking. Parking within Lakeforest shall be restricted as follows: A. General Parking Prohibition. Parking of any vehicle is prohibited at all times at the following locations: (i) (ii) (iii) (iv) (v) (vi) (vii) On a sidewalk Within an intersection or crosswalk In front of a public or private driveway Within 15 feet of a fire hydrant On the grass or any landscaped area Within 50 feet of a stop sign or a yield sign In front of a mailbox B. Street Parking. Vehicles parked on the street must be parked in the direction of the normal flow of traffic. Street parking is strictly prohibited between the hours of 1:00 AM and 5:59 AM. C. Parking Lots. Overflow parking is permitted at the clubhouse and the south pool parking area on an as available basis. Overnight parking for a single night is permitted at the clubhouse and the south pool parking areas but vehicles parked overnight must then be removed by no later than 9:00 AM the following morning due to the limited number of parking spaces that are available for general use. Multi-day parking at the clubhouse will be permitted, on a space available basis, upon obtaining a multi-day parking permit from the Association. The issuance of a multi-day parking permit shall at all times be at the reasonable discretion of the Association, through its Board of Directors. Applications for a multi-day parking permit shall be available at the Association's offices. D. Commercial Vehicle Parking. In accordance with Article 8, Section 12 of the Lakeforest and St. Lucie West Declaration the parking of commercial vehicles is strictly prohibited anywhere within Lakeforest at St. Lucie West. For purposes of this rule, the term commercial vehicle shall be as it is defined in Article 8, Section 12 of the Declaration or by Title 7, Chapter 72, Article 1, Section of the Ordinances of the City of Port St. Lucie on Commercial Vehicles. 6. Speed Limits. The speed limit on all streets within Lakeforest at St. Lucie West is 25 mph as posted at the entry gates.

12 #3 7. Portable Basketball Structures. Portable basketball structures may be placed in driveways but only for immediate use. Portable basketball structures, when not in use, must be placed within five (5) feet of a garage apron. Portable basketball structures shall not be placed on any street, grass or landscaped areas or any other Association common areas. No in ground or house mounted basketball structures are permitted 8. Trash/Recycling Containers and Receptacles. All kitchen garbage (i.e. food products) must be in a secured covered container. All containers or trash receptacles for trash pickup and/or recycling may be placed near the street for pickup starting the evening before pickup but must be removed by 7:00 PM the night of a pickup. The placement of trash containers or other trash receptacles shall not be placed at any location which interferes with daily operations of the Homeowners Association, or which blocks the runoff of rain or sprinkler water. All trash containers must be on a homeowner's driveway and not placed on the street or grassed area. All bulk items sought to be disposed of by trash pickup must be placed within the footprint of a driveway, not on the lawn. 1. Prohibited Vehicles. Gas/electric scooters for children, go carts, mini bikes or motorized skateboards shall not be operated anywhere within the Lakeforest at St. Lucie West community. Riding bicycles on the sidewalk by persons over the age of 14 is not allowed and riders must follow the State of Florida traffic laws. 2. Permitted Vehicles. In addition to ordinary passenger vehicles, golf carts, adult scooters for handicapped individuals need not be licensed. Mopeds may be operated within the community but such operation is restricted to licensed drivers who are 17 years of age or older (unless handicapped). The operator of the vehicle must follow all safety and traffic laws of the State of Florida at all times. 3. Bicycles. Bicycles shall not be ridden on sidewalks and may only be ridden on the paved streets. Operators of bicycles shall obey all traffic sign and rules when riding on the street.

13 #4 4. Universal Lawn Care. The lawn care company employed by the Association will trim all bushes, plants and shrubs located in the front of homes and alongside a home (up to the landscaping that has been planted to shield the air conditioner and/or house electric generators from view) in accordance with generally accepted horticultural standards. PLEASE REFER TO THE AMENDMENT OF THE DECLARATION OF RESTRICTIONS AND PROTECTIVE COVENANTS FOR LAKEFOREST AT ST. LUCIE WEST DATED MARCH 20, 2000 FOR FURTHER REGULATIONS CONCERNING LANDSCAPE MAINTENANCE. The lawn care company shall be responsible for establishing the horticultural standards for their employees to follow in performing landscape maintenance work. There will no longer be exceptions to the universal trimming of bushes, plants and shrubs. All trimming will be done to a single standard established by the Association in conjunction with the advice and recommendations of its landscape contractor. Any and all plants, bushes, shrubs and trees planted by a homeowner not described above, shall be the sole responsibility of the homeowner to maintain trim and weed. Yard and landscaping maintenance of back yards and the nonutility side of homes shall be the homeowner s responsibility. 13. Reflectors Prohibited. No owner/resident shall install, place or display any reflective devices on their lot, including but not limited to reflective devices along a driveway or on mailboxes.
