Relief from Section 11.2, Table 11.2 Zone Provisions, to increase the maximum permitted lot coverage from 30% to 40% of the lot area, to facilitate the construction of a single detached dwelling. Be It resolved that Council appoints K Smart & Associates Ltd., 85 McIntyre Dr. Kitchener, Ont. N2R 1H6, to prepare a drainage report as under Section 78 of the Drainage Act for repair and improvements to the Mitchell Drain and that this report be included as part of the petition report of John Follings of Follingdale Farms Limited at Lot 1 Concession 12. Tuesday, March 22, 2016 Township of Blandford-Blenheim Council Chambers 47 Wilmot Street South, Drumbo 7:00 p.m. Present: Mayor Wearn, Councillor Peterson, George Corrin, Ellise Mackie, Sarah Matheson, Wanda Mugford, Charlene Templeton, Ken Wood. Approval of the Agenda Moved by Councillor Peterson Seconded by Mayor Wearn RESOLUTION #1 Be it hereby resolved that the agenda of the March 22, 2016 Splash Pad Advisory Committee be adopted, as printed and circulated..carried 3. Approval of the Minutes of February 18, 2016 Moved by Wanda Mugford Seconded by Councillor Peterson RESOLUTION #2 Be it hereby resolved that the minutes of the February 18, 2016 Splash Pad Advisory Committee be adopted, as printed and circulated. 4. New Business a. Review of the size of the Splash Pad.Carried Discussion held regarding size of the Splash Pad. George Corrin determined that the proposed Splash Pad is going to be the size of the interior of the

13 Splash Pad Advisory Committee - Meeting Minutes March 22, 2016 Drumbo Agricultural Hall. Features are now to be discussed in the context of the size of the Splash Pad. b. Review of features of Splash Pad Discussion held regarding features of the Splash Pad. The Committee discussed the idea of whether the Splash Pad would have a theme or not, depending on the cost. Discussion was held regarding the range groups of people who would use the various features. The committee discussed that there may be too many ground squirting features for infants and young toddlers. Fear is that this area may be a dead zone. Alternately, a keyboard feature would provide similar benefit to the same age group, however, adding the interaction of sound. A consensus was reached that a theme for the Splash Pad is desirable. A music theme would be ideal, possibly in combination with another theme in another area of the park, for example farm animals. An idea of the cost of converting to one or two themes will be obtained and returned to next meeting. c. Senior s features A senior s feature would allow senior s to enjoy walking through the Splash Pad and get their feet and lower legs wet. Discussion was held about the possibility of making the senior s feature the donation wall as well. The senior s feature is proposed to be a lower spray feature so seniors are enticed to walk through without getting too wet. d. Dogs and the Splash Pad Ken Wood informed that himself and Township staff would consult all relevant legislation in order to create a policy or by-law that would ensure the proper etiquette for service animals and non-service animals in and around the Splash Pad. 5. General Comments Discussion of the scope of the Splash Pad project held, particularly to keep in mind the following: where the mechanical feature will be housed, the existing washrooms conversion to include a change room and, if required, renovations to create accessibility features. The idea of a picnic area and a shaded area for sitting is something that may be kept in mind for future development of the park.

Present: Marion Wearn, Bev Beaton, Karen Bartlett, Rodger Mordue, Staff Sergeant Dan Cameron, and Cretia Brittain. Presentation on software to standardize mental health cases. Information on the updates to PSA. 3. OAPSB Conference - Just waiting on finalized agenda. May 25, 2016 Dear Partner: On May 24, 2016, the Government of Canada announced additional funding for and launched the Canada 150 Community Infrastructure Program (CIP 150) as part of celebrating the 150 th anniversary of Canada s Confederation. Budget 2016 committed an additional $150 million nationally over two years to renovate, expand and improve existing community infrastructure including projects that support the Government s priorities to ensure a better future for Indigenous peoples and promote a clean growth economy. The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) is responsible for delivering an additional $44.4 million over two years to CIP 150 projects in southern Ontario that will support improvements to recreational facilities, community and cultural centres, and other community infrastructure. Projects that include efficiency improvements, retrofits, installation of clean, green or sustainable technologies or improve natural amenities such as parks, trails and other outdoor recreational assets may be given priority. Municipal, regional and Aboriginal governments, public sector bodies delivering municipal-type infrastructure services and incorporated not-for-profit organizations with eligible projects that can be completed before March 31, 2018, are invited to submit applications. Please note that you must submit a new application for any previously unfunded application under the program. Relief from Section 5.1, Table Regulations for Accessory Uses, to increase the maximum permitted lot coverage of a building accessory to a residential use from 100 m 2 (1,076.4 ft 2 ) to m 2 (1,950 ft 2 ) and maximum height from 4 m (13.1 ft) to 6.1 m (20 ft), to facilitate the construction of a detached garage on the subject property. 22 File Number: A Report Number Page 2 COMMENTS: (a) Purpose of the Application: The applicant is requesting relief from the above noted provision of the Township s Zoning Bylaw to facilitate the construction of a single detached dwelling. For Council s information, the property was part of a former road allowance that has been closed and deeded to the current owner. The subject property comprises approximately 525 m 2 (5,651 ft 2 ) and is currently vacant. The applicant proposes to construct a single detached dwelling with a building footprint of approximately m 2 (2,331 ft 2 ). Plate 1, Existing Zoning & Location Map, shows the location of the subject lands and the zoning in the immediate vicinity. Plate 2, Aerial Map (2015) with Existing Zoning, provides an aerial view of the subject lands and surrounding area. Plate 3, Applicant s Site Sketch, shows the footprint of the proposed single detached dwelling that is to be constructed on the subject property. (b) Agency Comments: The application was reviewed by a number of public agencies. The following comments were received. The Township Drainage Superintendent indicated that the property abuts a sidewalk that is also an overflow path for major storm events. In this respect, a lot grading plan should be reviewed by the Township s Engineer Consultant to determine if the proposed increase in lot coverage can be accommodated. (d) Intent and Purpose of the Official Plan: The subject property is located within the Village of Plattsville, which is designated as a Serviced Village according to the Settlement Strategy Plan contained in the County Official Plan. The property is also located within the Low Density Residential designation according to the Village of Plattsville Land Use Plan. The use of the lands for a single detached dwelling is in keeping with the intent and purpose of the relevant policies of the Official Plan.

23 File Number: A Report Number Page 3 (e) Intent and Purpose of the Zoning By-law: The subject property is zoned Residential Type 1 Zone (R1) according to the Township Zoning By-law, which permits a maximum total lot coverage of 30% for all buildings and structures (including accessory buildings/structures). In this case, the applicant proposes to increase the maximum permitted lot coverage from 30% to 40% of the lot area. The purpose of the lot coverage provision is to limit the extent of buildings/structures on a lot to ensure sufficient area is maintained for parking and private amenity area. This provision also ensures the general lot grading for the overall subdivision and individual lot are not negatively impacted, and the general scale of development is consistent and appropriate for the size of the lot. (f) Desirable Development/Use: It is the opinion of this Office that the applicant s request to increase the maximum permitted lot coverage from 30% to 40% of the lot area can be considered minor and desirable for the development of the subject property. As the additional increase in lot coverage is not anticipated to impact the ability of the property to provide adequate parking and amenity space, and the remaining provisions of the R1 zone will be maintained, the requested relief can be considered minor. The proposed development can also be considered desirable as it will be consistent with the existing and planned development in the vicinity. It should be noted that a zone change application was approved by Township Council in 2013 to increase the total lot coverage of Phase 3B of the Plattsville Estates Subdivision to 40%. During this process, the storm sewer capacity of the existing subdivision was also reviewed and it was determined that adequate capacity is available to accommodate increased lot coverage. While the capacity of the system was reviewed at that time, since this property was previously a road allowance and currently abuts an overflow path for stormwater management purposes, it is recommended that a condition be included to ensure a lot grading plan is provided and reviewed by the Township s Engineer. This will ensure the proposed increase in lot coverage can be accommodated by the existing storm water management infrastructure. In light of the foregoing, it is the opinion of this Office that the requested relief is in keeping general intent and purpose of the County Official Plan and Township Zoning By-law and should be given favourable consideration.

Background: We have been approached by Allen and Gary Brittain to install a barrier with a gate to only allow property owners vehicular access to the dead end Twp. Rd. 2 off of Canning Rd. Those wishing to walk would still have access. The area has seen an increasing amount of vandalism to crops and dumping of debris. Township Road 2 easterly from Canning Road serves one residence immediately off of Canning Road, farm land from that residence, and a farm owned by Allan Briitain and land owned by Grand Valley Conservation. Hydro one has power lines down this road as well. Maps are attached showing the Brittain and Grand Valley Conservation properties. This road is maintained as a B Level Road (Apr. 15 Nov. 15) for the first 300 metres only, with the remainder as a C level Road (No Maintenance). Schedule B map to By-law is attached. Analysis/Discussion: With the increased vandalism and damage to crops, along with dumping of debris that requires clean up regularly, it seems to be a reasonable request from the Brittain s to have vehicular access closed off. Access would be needed by the Brittain s who both own land and also rent land from the corner residence at the corner of Canning Rd.; Grand Valley Conservation; Hydro one and the Township. All have agreed that a gate with an individual lock for each for access would be acceptable. Locks will be supplied by each of the parties involved. Locks would be locked into each other in a loop, so individuals open their respective locks.

35 Report PW January 6, 2016 In order to stop ATV s and 4x4 pickup trucks from accessing, we propose to install wooden post at 1.2 metre intervals as shown on the rough sketch attached. The post would start at the north end of the existing cable guiderail on the east side of Canning Road and run 17 metres along the road, then run diagonally north east 56 metres to meet up with trees on the north side of Twp. Rd. 2 at the residences located at Twp. Rd. 2 immediately east of Canning Rd. The wooden post will have 3 T-bar post on evenly spaced down along the side of them to both strengthen and deter cutting the off. A 7.3 metre (24 ) double gate would be installed on the road to allow large equipment access. I spoke to Allan Brittain on site and agreed the above approach would be adequate. Any other access would be by trespassing on CN property, which is beyond our control. The estimated cost to install the above mentioned is $5, Financial Considerations: Due to Surface Treatment cost being lower than expected, I believe this amount can be covered by the Canning Road Capital work and remain within budget. Analysis/Discussion: Human Resources Our 3 summer students have started and have assisted our in getting things in order. Parks Princeton Park Expansion Staff are preparing a tender for the work to be done this summer for the wetlands creation and the trail. Staff cut the grass of the trail lower than the rest of the park so the people can identify the trail. We measured the trail to be km. There is a fundraising campaign by a Princeton Park Legacy group of residents to assist in cost of developing the project. Drumbo Ball Lights Tender The tender for the lights has gone out to the public. The tender closes June 3 rd at noon. Tennis Courts Warranty work was completed on the tennis court to repair and existing crack. The area was repaired an repainted. At this point the repainting is a different colour of blue but the contractor has ordered the right colour and will be back to match it up. Park Fencing Staff will be removing the northern fence along Elgin St. in Princeton. This fence separates our park from municipal land and serves no purpose except to collect garbage. Staff will also be removing wood fencing in Drumbo park and the westerly fence that separates the park from the swale. Both fences are in disrepair and serve no purpose.

44 Report CS May 26, 2016 The elimination of unwarranted fencing improves the quality of the park and the ease of maintenance. The removal of the fence between the park and the swale will enable staff to take a future look at a trail system linking the park to the perimeter of the swale. Splash Pad Committee The committee continues to work on a proposed design and will be assisting in creating a brochure for the project. Oxford Drug Awareness The Manager will be attending The Oxford Situation Table community education session to discuss this exciting and innovative partnership of diverse community sectors and partners. Background: On May 25, 2016 the Government of Canada announced additional funding for and launched the Canada 150 Community Infrastructure Program (CIP 150). This $150 million national program is part of a coordinated federal approach to celebrate Canada s 150 th anniversary over two years to support the rehabilitation, renovation and expansion of existing community infrastructure. An additional $44.4 million dollars over 2 years for southern Ontario has been earmarked to support improvements to recreational facilities and community infrastructure. Recipients may receive funding of up to 50% of the project s total value; however, priority may be given to

46 Report CR June 6, 2015 projects that only require a federal contribution of 33%. All projects must be completed by March 31, Eligibility: Municipalities are eligible Funding is for the rehabilitation, renovation and expansion of existing community infrastructure assets that are non-commercial in nature and located in southern Ontario. Fall under an eligible category and be proposed by an eligible recipient; Be for the rehabilitation, renovation or expansion of existing community infrastructure assets; be open for use to the public and not limited to a private membership; Leverage a minimum of 50 percent of funding from other sources. Priority may be given to projects that leverage 66.6 percent or more; and Costs must be incurred after April 1, 2016 and the project must be substantially completed by March 31, Applications must be authorized by a resolution from Council. Analysis/Discussion: Senior staff has reviewed the project guidelines and eligibility requirements in conjunction with the capital forecast and are recommending that the following projects be submitted for funding. Multiple applications are acceptable but must be ranked in priority. Staff have suggested a priority ranking. A variety of projects have been suggested to provide the funders with choice. Financial Considerations: Skateboard Facility The current pavilion serves very little use to the community. It has been acknowledged for some time the benefit of having a skate park in Plattsville. The current location of the pavilion would be an excellent choice. Staff are suggesting the removal of the pavilion and the old canteen. A covered picnic area to be put on the existing pad of the old canteen and a new pad and

47 Report CR June 6, 2015 skateboard equipment to be placed where the existing pavilion is. This would require 66% funding or approximately $52,800 to come from parks reserves which still has to be confirmed. Multi-Purpose Pad in Princeton This proposed pad was included in the design drawing of the Park Expansion and is led by Friends of Princeton Park. Still under negotiations, the pad may include tennis and pickle ball court, a ball hockey area and a basketball area. The costs is anticipated to be $80,000 with the municipality contributing 10% or $8,000, a Canada 150 request of $26,500 and the balance has been fundraised by the Friends. This project is ready to go if grant funding is received. Replacement of Rear Portion of Roof at Princeton Centennial Hall Although the need for a roof repairs is identified, the cost could be considered in the 2017 capital budget coming from reserve. The struggle continues to be that we put good money into what can be suggested as a bad investment as the hall continues to lose money and sits empty most of the time. Alternative uses or disposition should be considered before increasing investment into the building. The costs of the roof is approximately $40,000 with $26,400 coming from reserves. Fitness Equipment for Plattsville Arena As we current have a fitness program and yoga, the enhancement of fitness equipment in half the hall would open opportunity for more of the local population to become active. Purchase of equipment and the would require the greatest impact from reserves. There would remain a meeting hall which is half of the current space and currently houses the needs of the clientele. This is the only project which would have a return on investment as memberships could cover future costs. It is also the highest investment on behalf of the Township at $59,400.
