1 REALTOR VOTING GUIDE GENERAL ELECTION NOVEMBER 7, 2017 Why Does the Association of REALTORS Review Voting Records of Elected Officials and Interview Candidates Running for Office? VOTING GUIDE CONTENTS Summary of Endorsements Understanding Your Voting Guide...3 Candidates Interview Volunteers...5 Interview Questionnaires Perks of Membership Candidates for the REALTOR Party presented by Seattle King County REALTORS SE 32 nd Street, Suite # 100 Bellevue, WA (425) nwrealtor.com/advocacy REALTORS don t just sell homes. We sell Neighborhoods and Quality of Life. REALTORS know that Quality of Life begins with a good job in a company that has a great future. Homes are where those jobs go at night. That s why it s so important to have elected officials who understand the key contribution that jobs and housing make to healthy, vibrant communities. We need elected officials who share our REALTOR values, and who appreciate the hard work you do as a real estate professional. So, members of the Association look at the voting records of elected officials. And it s why your REALTOR colleagues interview candidates who are running for office. This REALTOR Voting Guide lets you know who stood up to stand with us, and who will walkthe-talk by working with us to build strong communities where the American Dream is within reach for families. To help evaluate these current and future elected officials we look at the voting records of incumbents who have demonstrated consistent support for the community and neighborhood values we all share. In addition, to get a better sense of how other elected officials and candidates might respond to future challenges, we interviewed them and asked them about housing issues embodied in the interview questions on pages of this REALTOR Voting Guide. Their answers to the questions were scored by REALTOR Association members participating in the interviews. Further, the interviewers also provide an endorsement recommendation for each race that was formally considered by the Association s governmental affairs committee that is open to all SKCR members. Every candidate who has been endorsed received a super-majority, 2/3 vote at the government affairs committee because of their commitment to economic vitality, housing opportunity, housing choices, an efficient real estate market, responsible tax policy, healthy neighborhoods, and vibrant communities. Don t forget to Vote! The General Election is November 7, 2017

13 The 2017 REALTOR Voting Guide 2017 State Legislative Candidate Interview Questionnaire 1. Would you please take a very brief moment to summarize for us the top highlights of: Your education and training Your professional background, and Why you are running for elected office/reelection 2. What are the top two legislative issues that you want to support and the top two issues you plan to oppose next session? What do you hope to accomplish on your top two issues, and why? 3. Extending the sales tax to real estate services would increase the cost of purchasing a home, potentially cutting thousands of potential homebuyers out of our housing market. Will you commit to oppose any and all efforts to extend the sales tax to real estate services? Why or why not? 4. What specific actions will you support, oppose, or sponsor next session to address the 2018 McCleary court mandate relating to school funding? (In January 2012 the State Supreme Court ruled in McCleary v. Washington that Washington state is not amply funding basic education under the state Constitution). What is your position on the local levy exchange or property tax swap that would reduce reliance on local school district levies but increase the statewide property tax levy in equal total amounts? If you do not support a local levy exchange or property tax swap what would you support instead to amply fund basic education in Washington? 5. To what extent do you believe The Law of Supply and Demand is affecting current housing prices and rents? 6. As a follow-up to your previous answer, why do you say that, and what kinds of initiatives would you support or oppose in the next session of the Legislature to address the high cost of housing here in King County (and throughout the Central Puget Sound Region)? 7. A Real Estate Excise Tax (or REET) of 1.78% of the sales price is collected when real estate is sold. The local portion of the tax, and parts of the state portion of the tax, are dedicated exclusively to construction of infrastructure. Would you support increasing the tax rate - or expanding the allowable uses - of the Real Estate Excise Tax? If so, what effects do you think that would have on the market? 8. Recently, the State Legislature has considered legislation that would establish a state capital gains income tax that would apply to capital gains from the sale of some types of real estate. What is your position on creating a state capital gains tax, and do you think that such a tax should apply to the sale of real estate? 9. Briefly tell us about your campaign, including: How much money have you raised, and how much is still in the bank? What s your campaign budget? Do you have a campaign consultant? Which elected officials, if any, have endorsed you? What organizational endorsements, if any, have you received? What one thing will give you the winning edge? 10. If offered to you, would you accept the REALTORS endorsement and funding from our PAC (RPAC)? Why or why not? Don t forget to Vote! The General Election is November 7,

14 The 2017 REALTOR Voting Guide 2017 Candidate Interview Questionnaire City Councils 1. What are the two or three most important changes needed for the City, and what are your plans for their implementation? 2. What specific additional actions are needed for the City to foster the creation of new jobs and housing? 3. Median priced King County homes and condos are $750,000 and $421,498 respectively. These prices are well above what a median family income can afford. Please discuss your views on the Law of Supply and Demand as it relates to keeping the price of housing affordable to working families who want to live in the city, and what measures would you pursue. 4. The Puget Sound Regional Council forecast says more than 1.6 million ADDITIONAL people will be coming to this area. That will be like adding the current population of Portland to our existing region. Under the Growth Management Act, cities are obligated to regularly update comprehensive plans, zoning designations and development regulations to accommodate not less than their fair share of new housing construction consistent with population projections. In light of the growth that s coming, and the city s obligation to accommodate more housing to meet the housing needs of all economic segments of the population, what kinds of changes should the city make to ensure that workers and families in all economic segments of the population will have a place to live that they can afford? Yes No Not Willing To Say 1. Upzone when median household incomes can t afford median housing prices in the City for 3 years running 2. Support changes to state law to upzone unincorporated urban areas based on 50-year population forecasts, rather than 20-year population forecasts, as a means to encourage investment and redevelopment 3. Require areas around Link Light Rail Transit Stations to be zoned for vertical mixed use with ground floor retail below 2 floors of office, with 50 units/acre housing on top 4. Make it easier to add ADUs/Mother-in-Law units that are at-scale with the neighborhood 5. Establish or expand a Multifamily Tax Exemption Ordinance within your city 6. As REALTORS, on a daily basis we see how tough it is to get a sale closed. As a result, we re very concerned about government adding new Point-of-Sale requirements that are not related to the sale. For example: In addition to a Home Inspection, some cities want to require selected homeowners (ONLY families who are trying to sell their home) to conduct an energy audit, disclose the results, and then upgrade every item identified in the audit (costs estimated at $4,000 to $20,000 per home). Otherwise, the family would not be allowed to sell their home. Such Point-of-Sale requirements unfairly tell sellers they alone must shoulder the responsibility to solve the whole community s broad public policy challenges. While we support progressive public policy goals like energy efficiency, we do not believe those goals should be implemented when people are in the middle of a complicated and stressful real estate transaction. What is your position on Point-of-Sale mandates? 5. The next set of questions is a Lightening Round involving housing supply and housing affordability. Tell us whether you agree, or disagree, with the following strategies designed to ensure there is enough housing in the city that families can afford to meet the actual market demand for housing: 14 Don t forget to Vote! The General Election is November 7, 2017

15 The 2017 REALTOR Voting Guide 2017 Candidate Interview Questionnaire City Councils 7. Temporary Open House real estate signs are one of the most important ways people find the home they eventually buy, and they re also important for Federal Fair Housing. The following three questions concern real estate signage: Do you support the use of temporary off-premise Open House Signs that are displayed during Open House Hours? Are there any additional restrictions or fees that you feel should be placed on the use, size or location of these Open House Signs in the city? Are there any of the current restrictions or fees on Open House Signs you believe should be removed or modified? 9. Briefly tell us about your campaign, including: How much money have you raised, and how much is still in the bank? What s your campaign budget? Who is your campaign consultant? Which elected officials, if any, have endorsed you? What organizational endorsements, if any, have you received? What one thing will give you the winning edge? 10. If offered to you, would you accept the REALTORS Endorsement and Funding from our PAC (The REALTOR PAC)? Why or why not? 8. Many cities continue to search for new revenue, particularly to address needed and aging infrastructure. Some have suggested that the answer to the financial challenges facing the City is: To increase taxes, and/or To seek authority from the voters or the Legislature for new taxes. Would you please tell us whether you agree, or disagree, with the following: Yes No Not Willing To Say 1. Increase Property Taxes 2. Add or increase a B&O tax 3. Add or increase a Head Tax (also called a job creation penalty tax) 4. Add or increase Impact Fees 5. Add or increase Permit Fees 6. Add or increase Utility Fees and/or connection charges 7. Add a City Income Tax 8. Increase the Real Estate Excise Tax and/ or divert it to purposes other than capital construction of infrastructure (such as maintenance and operations) Don t forget to Vote! The General Election is November 7,
