2 Page 2 of 5 Request for Proposal Village of Greendale Former Police and Fire Station Renovation and Reuse The Village of Greendale ( the Village ) is accepting proposals for the renovation and reuse of its Former Police and Fire Station ( the Station ) at 6600 Schoolway, Greendale, Wisconsin. Copies of the Request for Proposal may be picked up at Greendale Village Hall, 6500 Northway, Greendale, Wisconsin or from the Village s Webpage The Station is a component of the National Historic Landmark designation for the Village awarded October, The Village is required by State Statute to place a Historic Preservation Conservation Easement upon the property at time of sale. The Village will evaluate proposals to restore the Station to the greatest extent possible to its original as built appearance. The Village reserves the sole right to evaluate every aspect of any proposal for the renovation and reuse of the Station and determine their merits/value to the Village as a whole. The Village reserves the right to reject any and all proposals. Sealed proposals are due by Noon, November 22, 2017 to the Village Manager, 6500 Northway, Greendale, WI Background Information The Village is accepting proposals for the potential renovation and reuse of the Station located at 6600 Schoolway in the Village. The Village was founded in 1938 as one of three (3) Greenbelt communities in the Nation. In 1938 the Village also built the building at 6600 Schoolway commonly referred to today as the Former Police and Fire Station. Over the years this building has actually served as the Village s Police Department, Fire Department, Municipal Court and central heating plant. The Station is a 2-story brick structure that contains approximately 4,200 square feet on the first floor level, a partial second level of 1,300 square feet and a partial basement of 2,900 square feet. The total building is approximately 8,400 square feet. The building has been vacant since November The Station is located on a parcel of Village owned property approximately 2.3 acres in size, which includes the Annex/Hose Tower building, a municipal parking lot and an access road to the Greendale Middle School. This parcel will have to be subdivided to suit the potential renovation and reuse. The proposal must include the area of property or land requested. The access roads to the Greendale Middle School adjacent to the Station will remain and impact access to the property during School hours. In 2000 the Village hired Slater Associates, Inc., Architects and Engineers to conduct an evaluation of the Station and the Annex/Hose Tower building adjacent to it. The Slater Report evaluated both buildings

3 Page 3 of 5 for accessibility (ADA), environmental (i.e. lead and asbestos) structural, mechanical, electrical and plumbing system deficiencies. The Village does not represent or guarantee the findings or recommendations of the Slater Report, but offer it as a possible source of additional information for potential proposers to consider. Because known contaminants remain in the building, interior inspections of the Station will not be allowed. Example of a Historic Preservation Conservation Easement in use. Building Plans The Slater Report Pictures Interior Video Available Tax Credits In 2012 the Greendale Historic District, including the Station was designated as a National Landmark adding to its listing on both the State of Wisconsin and National Registry of Historic Places. National Landmark status and inclusion on the State and National Registry of Historic Places provides for potential property tax credits for historically appropriate and approved renovations/improvements. Tax Credits for income producing historic buildings may provide for two income tax credits that can help pay for their building's rehabilitation. The Wisconsin Historical Society's Division of Historic Preservation (DHP) administers both programs in conjunction with the National Park Service (NPS). The programs are: Federal Historic Preservation Credit. This program returns 20 percent of the cost of rehabilitating historic buildings to owners as a direct reduction in their federal income taxes. Wisconsin Supplemental Historic Preservation Credit. This program returns an additional 5 percent of the cost of rehabilitation to owners as a discount on their Wisconsin state income taxes. Additional information about the possible tax credits may be found on the State of Wisconsin Historical Society s webpage - The Wisconsin Historical Society s webpage in general can provide valuable information regarding the rules, restrictions and opportunities for renovation/re-use of the Station. The Village does not represent whether or not any proposal will or will not be eligible for any tax credit.

4 Page 4 of 5 The Proposal Any proposed use must compliment the existing and future uses in and around Downtown Greendale and the Village as a whole. The Village reserves the sole right to evaluate every aspect of any proposal for the renovation and reuse of the Station and determine their merits/value to the Village as a whole. The Village reserves the right to reject any and all proposals. Persons or organizations interested in renovating/re-using/redevelopment of the Station are invited to submit a proposal detailing their proposed plan. Proposals should clearly detail the following: 1. Proposed anticipated use(s) for the property and/or building(s); 2. Proposed exterior architectural plans (conceptual architectural plans will suffice), including cost estimate for the building(s); 3. Proposed interior building(s) plans (conceptual architectural/floor plans will suffice), including cost estimate; 4. Proposed/Anticipated parking needs/demands; 5. Proposed/Anticipated traffic impacts/demands; 6. Proposed financing plan/sources to undertake renovation, including anticipated timeframe necessary to acquire necessary funding; 7. Proposed renovation/construction timeframe; 8. Proposed operating/business plan for proposed use to demonstrate fiscal feasibility of use s success; 9. Projected assessed value (property tax value) of the property and building(s) after completion; 10. Proposed acquisition terms (e.g. purchase, public incentives, land/ground lease, etc.) and offer to acquire property and Station from the Village, including the area of property/land requested; 11. Clearly identify/state any Village contribution in terms of financing (for acquisition or on-going operation, etc.), services and/or any other contribution expected by the proposer from the Village; 12. A statement identifying in detail the changes to be made to the architecture and use of the Station. 13. History/Familiarity/Experience with the restoration of historic properties, including a list of any properties/projects (City, State, etc.); 14. History/Experience with the proposed use(s), including identifying the location (City, State, etc.) where the proposer may currently be operating (or had operated) the proposed or similar use(s), and/or where proposed or similar use(s) may currently be in operation; Eighteen (18) complete copies of the proposal are due by Noon, Wednesday, November 22, 2017 to Attention: Village Manager, 6500 Northway, Greendale, Wisconsin Proposals shall be sealed and clearly delineated as Former Police and Fire Station Proposal. The Village will begin reviewing the proposals in November. The Village reserves the right to modify, amend, change, and add any or all of the terms of this proposal at any time. Proposers wanting to be

The Village reserves the right to negotiate any and all terms and conditions with the proposer(s) in the best interest of the Village, up to and including the proposed scope of any proposal and the right to reject any or all proposals.
