4 Levens Parish Housing Needs Survey April Key Findings The Survey 576 survey forms were delivered by hand to the households and businesses of the parish of Levens (100%), with a return date of 25 th April households returned their completed forms. This is a return rate of 37.67% which is well above the average 28.91% return rate for this type of survey in Cumbria since 2003, and above the national average of 35%. The 2001 Census information for Levens shows a small number of second homes or holiday homes in the area: 5.13%. This amount is likely to have increased in the past seven years, and these households are unlikely to respond to the survey. Therefore the response rate of is very good. Of the returned forms, 27 (12.4%) responded, saying that either the whole household or someone living within the household needed to move, within the parish, in the next 5 years. This will be analysed further in this report. According to surveys completed by Cumbria Rural Housing Trust since 2003, an average of 19.41% of completed forms identified a local housing need. This report details the information derived from these 27 survey responses who expressed a need. Two households stated that they were registered on the Local Authority and/or a Housing Association waiting list. Housing Need 1. Of the 27 survey responses, we consider twelve households would be in need of affordable housing within the area of the parish of Levens. A breakdown of these twelve is as follows. 2 Now 1 Within 12 months 3 Within 3 years 6 Within 5 years Of the remaining fifteen, three would be considered in need of affordable housing, but outside the parish stating another area as being their preferred place to live. We consider that the remaining twelve do not fit the criteria of being in need of affordable housing in the parish. 2. 7 Levens Housing Needs Survey Methodology, Analysis and Recommendations Levens Housing Needs Survey was commissioned by South Lakeland District Council (SLDC). The Manager of Cumbria Rural Housing Trust attended a meeting of the Parish Council and explained the purpose of the survey and what might happen once the survey was complete. The Parish Council agreed to participate and worked to promote the importance of the survey to the local community, and distributed posters about the parish. A Press Release was sent to the Westmorland Gazette and also to Lakeland Radio and BBC Radio Cumbria. A survey form was then delivered to every house in the villages of Levens Parish. Second homes, holiday homes and businesses were included (100% distribution), with a return date of 25 th April These households are in the post code sector LA8 8. A letter from the Parish Council was included with the form, explaining the importance of the survey, encouraging people to return the completed form to Cumbria Rural Housing Trust, and explaining that further copies of the form were available for households with people with separate housing needs or for businesses with employees who needed to live locally. A pre-paid return envelope was also provided See Appendix 1 for a copy of the PC letter and the CRHT survey form, and Appendix 2 for the assumptions and criteria used to assess the housing needs. House Prices House prices of house sales for June 2007, for Postcode sector LA8 8, which includes the parish of Levens, were obtained and can be found at the end of the report. These households may also be able to self build. At present, South Lakes Housing manages eight 2 bedroom flats, seven 3 bedroom houses and two 4 bedroom houses in Levens Parish itself. In Crosthwaite to the west of the parish, South Lakes manages three 3 bedroom houses. There is one 3 bedroom house in Hincaster, to the east, and two 3 bedroom houses in Sedgwick, also to the east. The nearest large settlement is Milnthorpe, beyond Heversham to the south of the parish, which has the following, also managed by South Lakes Housing: one 2 bed bungalow, seventy-one 2 bed flats, ten 2 bed houses, seventy-three 3 bed houses, two 4 bed houses 3. 10 and two other types of accommodation. Aside from the urban properties in Milnthorpe, turnover in the more rural parishes is low, and unlikely to satisfy existing or upcoming need. There are generally very few people on the waiting list, however - although this may be to do with people neglecting to register. In addition, public transport is often inadequate for work purposes, and the cost of living is often perceived as being higher in rural areas. Seven of the households in need are newly forming households of young people living in the parish with their parents, wanting to remain in the parish. Therefore their present need is for 2 bedroom accommodation. Due to the demographic trends, these households are likely to expand if they have families, so the long term need is probably going to be for 3 bed accommodation, so consideration should be given to creating a mix of 2 and 3 bedroom properties to satisfy this future need, and to allow families to remain in the parish in the long term, thus creating a more stable and sustainable community. There is also the likelihood that some of these young people will move away to find employment, therefore the level of need for 2 bed accommodation may be lower in 5 years time. From the survey results, two of the households who fitted the criteria of being in need of affordable housing in Levens appeared to be registered with South Lakes Housing or other housing associations. It may be a role for the Parish Council to work with local groups to encourage more households to join the Housing Registers so that when affordable housing becomes available, they are on the registers, and will have gained points for the time they have been on the registers. The table on the following pages expands on the information about the households in need of affordable housing in the Levens area, those in need but outside of the parish, and those deemed not in need. 3. 38 Levens Housing Needs Survey Comments, Objections and Suggestions for Potential Sites Please note suggestions for potential sites are those of householders filling in the housing needs survey form, and not those of SLDC or any other official source. Comments Previous experience indicates developers pay lip-service to low cost housing but in reality they intend and do make as much profit as possible. Case in point - Russell Armer development totally unsuitable houses for the environment and too expensive for local purchase. No objections to building new homes if they are in keeping with village; recent development has not been in character with village and too expensive for local young people. Providing they are within the village boundry & not extend into fields. The village should not be made larger any house built Should be only for village people. If can find work locally as present + some more smaller/cheaper homes for locals Comment: No potential sites as village overbuilt by high cost speculative companies. Both 70 age range: Need for small garden on the level. We desperately need to move but need to stay in the area, private rentals are too expensive - we cannot afford to buy a house in this area. Please HELP 4 IN 1 Bedroom is a squash!! We cannot afford to move to bigger house in area at present. Objections Objections: Depends how many, where, what like etc. Also whether they really meet needs of local people. We have had a lot of building in the last 2 years and we will soon not be a village which then leads to bigger problems Objection-Because they wouldn t be given to local people in Levens, but others who could afford to pay the most. Past developers promise low cost local, but deliver high cost (wide locality).no facilities to attract young people. eg transport & social. Loads of small family homes and single people. Levens could not cope with more properties and would cease to be a village The issue is a treadmill whilst LPA's allow small houses to build extensions = less affordability Low cost housing for Levens residents only - not SLDC Potential sites Beyond Greengate there is already an opening and it wouldn't change the village too much. Applicant has enclosed a map suggesting a site for sale and the contact details of the landowner. Everyone she knows has left because they could not afford homes in Levens.

43 LEVENS PARISH COUNCIL Housing Needs Survey by Cumbria Rural Housing Trust January 2008 Dear Parishioner Please could you take a few moments to read this and complete the enclosed forms. The Parish Council believes that this survey is important for the future of the Parish and hopes that the response will be as good as it was for the Village Plan survey. What is the need for the survey? This survey is designed to help us identify the housing needs of local people in Levens. We are asking all households and businesses in Levens to complete Part 1 of the form, even if nobody in your household is in need of housing. Planners need to have an accurate measurement of local need, and a poor response rate could damage the chances of those in need of affordable housing to rent or buy. Remember your circumstances may change. If anyone in your household is in need of a house to purchase or rent (or may be in need of one in the next five years) please complete and return BOTH Part 1 and Part 2. This includes people who work in the parish and have a need to live there, and those who have left but would like to return. Why do I need to give personal details on the form? We realize that there are some in-depth and personal questions but the data is needed so that the results are valid. 44 Levens Parish Housing Needs Survey April Appendix 2: Assumptions The main criteria for assessing if people are in housing need for the area surveyed: Inadequately housed Can t afford to rent or buy on open market Live and/or work in parish (with some consideration given if need to look after dependent relative living in parish) Secondary Criteria (included in the table in italics): Born & brought up in parish Close relatives in parish Lived for long period in parish (over 10 years) For more information about further criteria used to determine whether a householder has a local connection to the parish, please see the March 2007 revised Interim Planning Approach to Housing Development (IPATH), produced by South Lakeland District Council (SLDC). In short, the householder should have been continuously resident in the locality for three years or more, OR should have been permanently employed in the locality. Locality is defined as the parish and surrounding parishes as defined by SLDC for each Key Service Centre, larger village or non-service centre where the proposed affordable housing is to be constructed. If no households were forthcoming from this definition, qualification for affordable housing may be extended. After discussion with SLDC, a householder who had been resident in the parish for nearly three years would be accepted as having a local connection as they would have been resident in the parish for more than three years by the time any affordable housing had been developed. We have used the total weekly income and the affordability calculations table to estimate the possible mortgage available (taking into some consideration the length of mortgage that could be obtained; often related to the person s age) and adding it to any savings or equity to calculate the price of a house they could afford. Looking at the house prices in the parish of Levens, we have used 180,000 for a two bed property as the level of affordability potential at which it would be possible to get on the housing ladder. If it were a couple who have indicated that they are both working, we have used the Dual Income multiplier of 2.9. Otherwise for single people or couples who appear to have only one income, we have used the Single Income multiplier of 3.5. This gives a range of the mortgage that would be available to them, which, added to any savings, gives the range of their affordability potential. We have then used the average of this range as the figure to assess if they would be recommended for rented accommodation or for Shared Ownership/Shared Equity (SO/SE). We used the estimate of 90,000 as the funds needed to be recommended for SO/SE, with below this recommended as rented. To calculate the level formally would need the house location/size/details, so we have used the figure of 180,000 for a house with 2 bedrooms in the parish, with full section 106 and Affordable Rural Housing conditions (i.e. as the lower quartile value). This price of 180,000 then gives at 50% shared ownership = 90,000 as the limit. For comparison, Two Castles Housing Association has now completed an extra 13 properties at its Caldrigg Fold development in Staveley, taking the total number of affordable homes there to 23 (21 two and three bedroom homes for rent or shared ownership and two bungalows for rent). The new properties are valued at 120,000. Potential residents wishing to purchase a 25% share would pay a purchase price of 30,000, a weekly rent of and a weekly service charge of The maximum equity ownership will be 80% and the properties will be subject to a Section 106 Agreement. 45 Impact Housing Association is developing a selection of two and tree bedroom houses in Boon Town, Burton in Kendal. Five newly constructed houses will sell on a New Build Homebuy basis. All will have a garden and allocated parking. The minimum share for properties in this scheme is 54% (set by South Lakeland District Council). Residents may staircase to a maximum of 80%. Source: The Housing Corporation s rules allow for a lower level of shared ownership (as low as 25%) but in practice the shared ownership usually starts at 40-50%, with the Housing Associations finding it difficult to get the finances to fit for taking the housing building forward with less than 50%, and the mortgage companies are reluctant to give mortgages on less than 40-50%. In case the acceptable level for SO/SE is lowered to 25%, we have also shown the people who we calculate could afford between 25 50% SO/SE if this was thought suitable. Likewise, we have shown figures to indicate SO/SE levels for 75% for households in housing need in the parish. Also - Generally if a 1 bed accommodation is requested for rent, we have put a 2 bed accommodation, as this choice gives more options for future tenants. If it is a family, we have generally put a house as the recommended accommodation. If it is a single person or a couple, who have expressed for a house or a flat, we have put their preference as the recommended option if we can see some justification for this option.
